BUILDING REFORM
STARTs with support
S
upporting the goals of
the HSE Corporate Plan
2015–2017, the Health Service
Reform Programme will
enable and support the delivery system in
moving to a more integrated care delivery
model. All parts of the health service are
dependent on each other. To provide a better
service to users, the reform programme will
support the overall health system in meeting
the health needs of the nation in a connected
way.
How will it happen?
THE Reform Programme is based on the
objectives of the HSE Corporate Plan and
informed and guided by the underpinning
strategies, frameworks, policies and reports,
developed by DoH, HIQA and HSE.
Joe Ryan, Acting Head of System Reform
Group, explained how the reform will take
place across the health services.
“It is vital that these policies, strategies and
frameworks are implemented in a joined-up
way, so that the health service can deliver
the objectives of the Corporate Plan.
It is only through a well-organised, programmatic
approach, actively supporting
and working with all of the service delivery
and supporting organisations that the Reform
Programme will deliver meaningful
benefits for patients and service users,” said
Mr Ryan.
“To ensure that this happens, the System
Reform Group (SRG) has been set up within
the Office of the Director General. The SRG
will support the entire health service in
integrating, managing and coordinating the
delivery of the Reform Programme.
“Over the coming months, we will be looking
to staff to work with us in developing
the Reform Programme and to help share
the learning from the many valuable and innovative
projects across the health service
which are helping improve patient outcomes,
and achieving the delivery of a more personcentred,
connected health and social care
service.
“The core, guiding principle of the Reform
Programme is that all reforms need to be
evidence based and clinically-led and must
be focused on delivering real benefits to the
patient or service user.
“As we start to design and implement the
programmes over the coming months and
years, the Reform Programme teams will
ensure that they engage with staff, patients,
service users and all stakeholders as we
work together to build a better health and
social care service.”
