Foreword<br />

Economic Growth<br />

through International Trade<br />

Globalization has become a driving force for change in<br />

economic arena <strong>and</strong> provides at the same time the<br />

opportunities for <strong>Pakistan</strong> to increase market access in<br />

international trade. This can only be achieved if <strong>Pakistan</strong>i<br />

products meet the requirements <strong>of</strong> global trading system<br />

governed by WTO regulations. In order to meet this<br />

challenge, there is the need to increase quality<br />

competitiveness <strong>and</strong> build capabilities for efficient trade<br />

integration.<br />

The <strong>TRTA</strong> II Programme will contribute towards increased<br />

production in selected agro-based <strong>and</strong> industrial sectors <strong>and</strong><br />

assist in bringing <strong>Pakistan</strong> SMEs into global supply chains,<br />

improving quality <strong>of</strong> production, processes, <strong>and</strong> products,<br />

development <strong>of</strong> credible conformity assessment<br />

infrastructure <strong>and</strong> increased inflow <strong>of</strong> productive foreign<br />

investment through improved protection <strong>of</strong> intellectual<br />

property rights.<br />

The three components <strong>of</strong> the programme are:<br />

Component 1 aims at building capacity to formulate<br />

trade policies <strong>and</strong> to proactively participate in trade<br />

negotiations <strong>and</strong> at enhancing active engagement <strong>of</strong> the<br />

private sector in these processes.<br />

Component 2 proposes to strengthen the quality <strong>and</strong><br />

conformity assessment infrastructure with focus on selected<br />

export supply chains (fisheries, horticulture <strong>and</strong> industrial<br />

products) to meet international st<strong>and</strong>ards <strong>and</strong> compliance<br />

requirements.<br />

Component 3 intends to strengthen the Intellectual<br />

Property Rights (IPRs) regime in <strong>Pakistan</strong> <strong>and</strong> improve the<br />

role <strong>of</strong> IPRs in enhancing the business <strong>and</strong> investment climate<br />

in the country.


The <strong>TRTA</strong> II programme is funded by the European<br />

Commission (EC) <strong>and</strong> its objective is to support sustainable<br />

development <strong>and</strong> poverty reduction in <strong>Pakistan</strong>. The overall<br />

programme purpose is to support the economic integration <strong>of</strong><br />

<strong>Pakistan</strong> into the global <strong>and</strong> regional economy <strong>and</strong> to<br />

stimulate economic growth, increase market access <strong>and</strong><br />

employment creation by increasing exports <strong>and</strong> enhancing<br />

the enabling climate for international trade.<br />

Accreditation <strong>of</strong> testing laboratories plays a very vital role in<br />

quality infrastructure. It builds confidence in the work <strong>of</strong><br />

testing laboratories on international level <strong>and</strong> facilitates<br />

recognition <strong>of</strong> test results with global acceptance.<br />

<strong>Testing</strong> <strong>and</strong> calibration laboratories operating in <strong>Pakistan</strong><br />

have been mapped with focus on export supply chain<br />

requirements <strong>and</strong> available testing capabilities.<br />

The mapping survey covered a total <strong>of</strong> 334 testing <strong>and</strong><br />

calibration laboratories consisting <strong>of</strong> 201 quality control labs,<br />

45 R&D labs, 35 academic labs <strong>and</strong> 53 commercial labs. The<br />

analysis provided herewith focuses on the commercial<br />

laboratories <strong>and</strong> includes those accredited under <strong>TRTA</strong> I<br />

programme.<br />

Competitiveness<br />

through Quality<br />

The <strong>Mapping</strong> Activity analyzes existing laboratories<br />

testing capabilities, service provisions, testing parameters,<br />

market/product classification <strong>and</strong> regional distribution.<br />

The survey will help to link market/buyer testing<br />

requirements with available laboratories/facilities in<br />

<strong>Pakistan</strong>. It also identifies the way forward for <strong>TRTA</strong> II<br />

interventions on accreditation <strong>of</strong> laboratories<br />

The interventions <strong>of</strong> <strong>TRTA</strong> II<br />

programme will focus on continued<br />

support to the conformity assessment<br />

institutions <strong>of</strong> <strong>Pakistan</strong> (PSQCA,<br />

PNAC, NPSL, PCSIR, etc) with a view<br />

to completing the capacity<br />

development process initiated under<br />

<strong>TRTA</strong> I.<br />

The services <strong>of</strong> these key institutions<br />

are expected to become credible <strong>and</strong><br />

achieve international recognition <strong>and</strong><br />

acceptance with <strong>TRTA</strong> II technical<br />

support.<br />

A group <strong>of</strong> 30 export-oriented laboratories are<br />

targeted for internationally recognized accreditation to<br />

ISO/IEC 17025:2005 within the framework <strong>of</strong> <strong>TRTA</strong> II.<br />
