Foreword
Economic Growth
through International Trade
Globalization has become a driving force for change in
economic arena and provides at the same time the
opportunities for Pakistan to increase market access in
international trade. This can only be achieved if Pakistani
products meet the requirements of global trading system
governed by WTO regulations. In order to meet this
challenge, there is the need to increase quality
competitiveness and build capabilities for efficient trade
integration.
The TRTA II Programme will contribute towards increased
production in selected agro-based and industrial sectors and
assist in bringing Pakistan SMEs into global supply chains,
improving quality of production, processes, and products,
development of credible conformity assessment
infrastructure and increased inflow of productive foreign
investment through improved protection of intellectual
property rights.
The three components of the programme are:
Component 1 aims at building capacity to formulate
trade policies and to proactively participate in trade
negotiations and at enhancing active engagement of the
private sector in these processes.
Component 2 proposes to strengthen the quality and
conformity assessment infrastructure with focus on selected
export supply chains (fisheries, horticulture and industrial
products) to meet international standards and compliance
requirements.
Component 3 intends to strengthen the Intellectual
Property Rights (IPRs) regime in Pakistan and improve the
role of IPRs in enhancing the business and investment climate
in the country.
The TRTA II programme is funded by the European
Commission (EC) and its objective is to support sustainable
development and poverty reduction in Pakistan. The overall
programme purpose is to support the economic integration of
Pakistan into the global and regional economy and to
stimulate economic growth, increase market access and
employment creation by increasing exports and enhancing
the enabling climate for international trade.
Accreditation of testing laboratories plays a very vital role in
quality infrastructure. It builds confidence in the work of
testing laboratories on international level and facilitates
recognition of test results with global acceptance.
Testing and calibration laboratories operating in Pakistan
have been mapped with focus on export supply chain
requirements and available testing capabilities.
The mapping survey covered a total of 334 testing and
calibration laboratories consisting of 201 quality control labs,
45 R&D labs, 35 academic labs and 53 commercial labs. The
analysis provided herewith focuses on the commercial
laboratories and includes those accredited under TRTA I
programme.
Competitiveness
through Quality
The Mapping Activity analyzes existing laboratories
testing capabilities, service provisions, testing parameters,
market/product classification and regional distribution.
The survey will help to link market/buyer testing
requirements with available laboratories/facilities in
Pakistan. It also identifies the way forward for TRTA II
interventions on accreditation of laboratories
