The clash of interests and distrust that exists between the permanent members of
the Security Council is by no means conducive to consistent policy in the area. This
leads to the logical conclusion that while the Security Council continues to stand
fragmented, the architecture of our collective security will continue to lose credibility
and effectiveness.
