• Integrate minimum data sets into national human resources <strong>for</strong> health observatories as a source of<br />
evidence-based decisions <strong>for</strong> the <strong>nursing</strong> <strong>and</strong> <strong>midwifery</strong> work<strong>for</strong>ce.<br />
• Develop <strong>and</strong> adopt, <strong>and</strong> support <strong>and</strong> monitor, quality management systems <strong>for</strong> <strong>nursing</strong> <strong>and</strong> <strong>midwifery</strong><br />
services.<br />
• Establish or strengthen <strong>and</strong> maintain national accreditation st<strong>and</strong>ards <strong>for</strong> <strong>nursing</strong> <strong>and</strong> <strong>midwifery</strong><br />
education.<br />
• Conduct a task analysis of the various cadres providing <strong>nursing</strong> <strong>and</strong> <strong>midwifery</strong> services to clarify their<br />
roles <strong>and</strong> scopes of practice.<br />
• Review <strong>and</strong> implement competency-based curricula <strong>for</strong> educators, student nurses <strong>and</strong> student<br />
midwives, <strong>and</strong> preclinical teachers, taking into account quantity, quality <strong>and</strong> relevance of the <strong>nursing</strong><br />
<strong>and</strong> <strong>midwifery</strong> work<strong>for</strong>ce to meet local <strong>and</strong> national changing health needs.<br />
• Develop <strong>and</strong> implement a plan on improving working conditions to ensure positive practice<br />
environments.<br />
Regions<br />
• Consolidate evidence or update data on educational institutions, regulatory bodies <strong>and</strong> regulatory<br />
in<strong>for</strong>mation on licensing, registration <strong>and</strong> scopes of practice to establish a baseline <strong>for</strong> the <strong>nursing</strong> <strong>and</strong><br />
<strong>midwifery</strong> work<strong>for</strong>ce.<br />
• Support the establishment of a minimum data set <strong>for</strong> the <strong>nursing</strong> <strong>and</strong> <strong>midwifery</strong> work<strong>for</strong>ce <strong>for</strong> regional<br />
human resources <strong>for</strong> health observatories, where applicable.<br />
• Provide technical support to countries to develop key service indicators to assess <strong>nursing</strong> <strong>and</strong><br />
<strong>midwifery</strong> care.<br />
• Develop or disseminate competency-based prototype curricula <strong>for</strong> <strong>nursing</strong> <strong>and</strong> <strong>midwifery</strong> programmes.<br />
• Provide support to countries <strong>for</strong> the development <strong>and</strong> adoption of guidelines on establishing<br />
registration, licensure, education, <strong>and</strong> <strong>nursing</strong> <strong>and</strong> <strong>midwifery</strong> service delivery.<br />
• Invest in the <strong>nursing</strong> <strong>and</strong> <strong>midwifery</strong> work<strong>for</strong>ce, including through building capacity <strong>and</strong> ensuring<br />
appropriate skills <strong>and</strong> strategies <strong>for</strong> developing positive practice environments.<br />
<strong>Global</strong><br />
• Develop a scope of practice framework <strong>for</strong> <strong>nursing</strong> <strong>and</strong> <strong>midwifery</strong> with the relevant skills mix to help<br />
achieve universal health coverage <strong>and</strong> the Sustainable Development Goals.<br />
