Judge Nielson has announced his retirement and I want to thank him for the 

years of service he has given to the three counties of this judicial district. Other 

have stepped forward seeking this position. Two of the candidates, Jessica Taylor 

and David Turplesmith, have worked as my deputies in the Stevens County 

Prosecutors Office. As a result, I have had opportunity to make observations 

of both of them with regard to integrity, maturity, temperament and judgment. 

Jessica Taylor has all the qualities that will make her an excellent Superior 

Court Judge. She is experienced, hardworking, honest and mature. I endorse

Rail-Trail Surface Improved Along Curlew Lake

Lundimo Meadow Road to the Curlew School then 

North along the majestic Kettle River and ending at 

the tunnel. These other improvements, including a 

new vault toilet at the Black’s Beach Trailhead, are 

scheduled for later this summer. 

Republic, Ferry County, WA. 

Over the last two weeks an eight foot wide 

smooth, firm and very user friendly surface made 

of crusher fines was spread and compacted on 

2.3 miles of the Ferry County Rail Tail along the 

West side of Curlew Lake. The new surfacing from 

Pete’s Retreat South to Herron Creek Road connects 

to the improvements made just last summer 

for a total of 5.5 miles. 

The new surfacing was made possible by a 

$198,000 Washington State Recreation and Conservation 

Office (RCO) non-motorized trail grant. Also 

included in the phase 3 plan are surface improvements 

to approximately 2 miles of rail-trail from 

The RCO grant required a 50% match that was 

met through generously donated materials from 

Kinross Gold Corp., transportation of materials by 

ACI Northwest Inc., equipment use from Stott’s 

Construction and volunteer hours from Curlew Job 

Corps. students, Ferry County Rail Trail Partners 

(FCRTP) as well as many other local stakeholders 

and trail advocates. 

Bob Whittaker, President of the FCRTP, said, 

“Now that the full six mile length of trail next to 

Curlew Lake is improved you can see the greater 

potential to connect the Lake to the town of Republic. 

And how sweet is it that come this fall the Curlew 

School will have a new, safe, off-highway route 

to the center of town and beyond?” 

Bobbi Weller, Chair of the County’s Rail Corridor 

Committee (also an adjacent landowner to the 

trail) commented, “It is so wonderful to see more 

people on the trail. It goes to show just how important 

it is to win these trail grants.”

and Curlew Job Corps students applied the material to the surface of the trail (using the paver) and then used a vibrating roller to compact it. Once dry it creates a firm and smooth ADA / user-friendly surface.


Letter to the Editor: 

This past week the Forest Service arranged for a mediating group called EnviroIssues 

to host a Public Hearing Session concerning the revised Colville National Forest Plan -- a 

plan that will affect every citizen in the area, whether directly or indirectly, over the next 

decade or longer. Very few were at that meeting, so, for the benefit of the broader community, 

one of the several citizen presentations is submitted here as follows: 

If we were a Constitutional County, as a legal subdivision within the State of Washington 

according to Article XI of the WA Constitution, wouldn’t we lawfully have full jurisdiction 

of the whole area and extent of our county? 

If we were a constitutionally abiding County, wouldn’t the State rightfully sanction our 

right of full legal jurisdiction of our county and not allow it to be infringed? 

Since a national forest is, by definition, a federal construct within our county’s borders, 

shouldn’t the federal government -- which is a limited entity with clearly enumerated powers, 

including minimal land-holdings -- be required to be subject to, and fully coordinate with, 

the States and specifically the counties affected by its occupation of portions of that county? 

How is it, then, that the federal agency called the National Forest Service, considers it

irrelevant in real practice to subordinate its authority to that of the State, and the State’s legal 

subdivisions, namely the counties?

Dog For Sale 

A guy is driving 

around Tennessee and he 

sees a sign in front of a 

house: “Talking Dog For 

Sale.” He rings the bell 

and the owner tells him 

the dog is in the backyard. 

The guy goes into 

the backyard and sees a 

Labrador retriever sitting 

there. “You talk?” 

he asks. 

“Yep,” the Lab replies. 

“So, what’s your 

story?” 

The Lab looks up 

and says, “Well, I discovered 

that I could talk 

when I was pretty young. 

“I wanted to help 

the government, so I 

told the CIA about my 

gift, and in no time at 

all they had me jetting 

from country to country, 

sitting in rooms with 

spies and world leaders, 

because no one figured 

a dog would be eavesdropping. 

I was one of 

their most valuable spies 

for eight years running. 

“But, the jetting 

around really tired me 

out, and I knew I wasn’t 

getting any younger so I 

decided to settle down. I 

signed up for a job at the 

airport to do some undercover 

security wandering 

near suspicious 

characters and listening 

in. I uncovered some 

incredible dealings and 

was awarded a batch of 

medals. 

“I got married, had 

a mess of puppies, and 

now I’m just retired.” 

The guy is amazed. 

He goes back in and asks 

the owner what he wants 

for the dog.

guy says.

dog is amazing. Why 

on Earth are you selling
