Judge Nielson has announced his retirement and I want to thank him for the<br />
years of service he has given to the three counties of this judicial district. Other<br />
have stepped forward seeking this position. Two of the candidates, Jessica Taylor<br />
and David Turplesmith, have worked as my deputies in the Stevens County<br />
Prosecutors Office. As a result, I have had opportunity to make observations<br />
of both of them with regard to integrity, maturity, temperament and judgment.<br />
Jessica Taylor has all the qualities that will make her an excellent Superior<br />

Rail-Trail Surface Improved Along Curlew Lake<br />

Lundimo Meadow Road to the Curlew School then<br />
North along the majestic Kettle River and ending at<br />
the tunnel. These other improvements, including a<br />
new vault toilet at the Black’s Beach Trailhead, are<br />
scheduled for later this summer.<br />
Republic, Ferry County, WA.<br />
Over the last two weeks an eight foot wide<br />
smooth, firm and very user friendly surface made<br />
of crusher fines was spread and compacted on<br />
2.3 miles of the Ferry County Rail Tail along the<br />
West side of Curlew Lake. The new surfacing from<br />
Pete’s Retreat South to Herron Creek Road connects<br />
to the improvements made just last summer<br />
for a total of 5.5 miles.<br />
The new surfacing was made possible by a<br />
$198,000 Washington State Recreation and Conservation<br />
Office (RCO) non-motorized trail grant. Also<br />
included in the phase 3 plan are surface improvements<br />
to approximately 2 miles of rail-trail from<br />
The RCO grant required a 50% match that was<br />
met through generously donated materials from<br />
Kinross Gold Corp., transportation of materials by<br />
ACI Northwest Inc., equipment use from Stott’s<br />
Construction and volunteer hours from Curlew Job<br />
Corps. students, Ferry County Rail Trail Partners<br />
(FCRTP) as well as many other local stakeholders<br />
and trail advocates.<br />
Bob Whittaker, President of the FCRTP, said,<br />
“Now that the full six mile length of trail next to<br />
Curlew Lake is improved you can see the greater<br />
potential to connect the Lake to the town of Republic.<br />
And how sweet is it that come this fall the Curlew<br />
School will have a new, safe, off-highway route<br />
to the center of town and beyond?”<br />
Bobbi Weller, Chair of the County’s Rail Corridor<br />
Committee (also an adjacent landowner to the<br />
trail) commented, “It is so wonderful to see more<br />
people on the trail. It goes to show just how important<br />
it is to win these trail grants.”<br />

Letter to the Editor:<br />
This past week the Forest Service arranged for a mediating group called EnviroIssues<br />
to host a Public Hearing Session concerning the revised Colville National Forest Plan -- a<br />
plan that will affect every citizen in the area, whether directly or indirectly, over the next<br />
decade or longer. Very few were at that meeting, so, for the benefit of the broader community,<br />
one of the several citizen presentations is submitted here as follows:<br />
If we were a Constitutional County, as a legal subdivision within the State of Washington<br />
according to Article XI of the WA Constitution, wouldn’t we lawfully have full jurisdiction<br />
of the whole area and extent of our county?<br />
If we were a constitutionally abiding County, wouldn’t the State rightfully sanction our<br />
right of full legal jurisdiction of our county and not allow it to be infringed?<br />
Since a national forest is, by definition, a federal construct within our county’s borders,<br />
shouldn’t the federal government -- which is a limited entity with clearly enumerated powers,<br />
including minimal land-holdings -- be required to be subject to, and fully coordinate with,<br />
the States and specifically the counties affected by its occupation of portions of that county?<br />
How is it, then, that the federal agency called the National Forest Service, considers it<br />
IT’S HERE!<br />

A guy is driving<br />
around Tennessee and he<br />
sees a sign in front of a<br />
house: “Talking Dog For<br />
Sale.” He rings the bell<br />
and the owner tells him<br />
the dog is in the backyard.<br />
The guy goes into<br />
the backyard and sees a<br />
Labrador retriever sitting<br />
there. “You talk?”<br />
he asks.<br />
“Yep,” the Lab replies.<br />
“So, what’s your<br />
story?”<br />
The Lab looks up<br />
and says, “Well, I discovered<br />
that I could talk<br />
when I was pretty young.<br />
“I wanted to help<br />
the government, so I<br />
told the CIA about my<br />
gift, and in no time at<br />
all they had me jetting<br />
from country to country,<br />
sitting in rooms with<br />

guy says.<br />

on Earth are you selling<br />
