• Ensure that complaints of torture and ill-treatment in detention are promptly<br />
investigated and that detainees who bring complaints about mistreatment in<br />
detention are protected from reprisals.<br />
To the United Nations Human Rights Council:<br />
• Press Ethiopia to immediately end the use of excessive force against protesters<br />
and related human rights abuses, and to hold accountable those responsible for<br />
killings and other abuses in connection with the protests.<br />
• Press for the release of all protesters, opposition politicians, journalists and others<br />
arbitrarily detained during the time of the protest and prosecuted under the<br />
criminal code or anti-terrorism law.<br />
• Urge Ethiopian officials to invite relevant UN human rights mechanisms, including<br />
the UN Special Rapporteur on torture and other cruel, inhuman or degrading<br />
treatment or punishment; UN Special Rapporteur on the rights to freedom of<br />
peaceful assembly and of association; and the Working Group on Arbitrary<br />
Detention to visit Ethiopia.<br />
• Support a credible, independent and transparent investigation into the use of<br />
excessive force by security forces. The inquiry should include a full accounting of<br />
the dead and injured, the circumstances surrounding each incident resulting in<br />
death or injury, the extent to which government security forces were implicated in<br />
human rights violations.<br />
To Ethiopia’s International Partners:<br />
• All concerned governments should press Ethiopia to immediately end the use of<br />
excessive force against protesters and related human rights abuses, and to hold<br />
accountable those responsible for killings and other abuses in connection with the<br />
protests.<br />
