3. What is the government’s estimate of the total number of people killed since the<br />
protests began in mid-November 2015? Of the total, how many are members of the<br />
security forces? We would welcome any details you can provide about the<br />
circumstances of the deaths of security force members, including which units they<br />
belonged to, and the date and locations of the incidents.<br />
4. Please provide data regarding the number of individuals who have been detained<br />
in connection with the protests, the locations of the facilities and the duration of<br />
their detentions? How many of those detained have been charged and under what<br />
laws? How many are being held in military camps and what is the legal basis for<br />
detaining them in such camps?<br />
5. Please respond to allegations by former detainees in military camps that they were<br />
subjected to ill-treatment and torture in detention, or had difficulty gaining access<br />
to legal counsel. What steps has the government taken to address these<br />
allegations? Has the government permitted representatives of independent<br />
humanitarian and human rights organizations and foreign diplomats’ access to<br />
prisons and detention centers to privately meet with detainees?<br />
6. Whether or not the government adopts the master plan, what steps is the<br />
government taking to address the potential displacement of Oromo farmers and<br />
the loss of their livelihoods from continued investment in the periphery of Addis<br />
Ababa?<br />
7. Since the protests began, the government has imposed new restrictions on social<br />
media. What is the legal basis for the government’s blocking of certain websites<br />
and mobile phone applications, including social media?<br />
