COME CELEBRATE OUR 20TH ANNIVERSARY!<br />
The Asbury Area Civic and Recreation Foundation is hosting the 20th annual “Music inthe Park<br />
Festival” on Saturday, July 9, 2016, from Noon to 11:00 p.m. Last year’s event was a huge success,<br />
attended by over 3,000 people! This is a free family event with a variety of music, entertainment,<br />
food, children’s games and family activities.<br />

CITY COUNCIL IN ACTION<br />

2016 Special Census<br />
We recently completed a special census. Thank you to all residents<br />
who participated in the count. Every response mattered and we had<br />
a large response.<br />
The special census door to door campaign throughout the<br />
neighborhood these past few months has confirmed our new<br />
population to be around 5,275 residents. The City has had a large<br />
percentage of new housing and we continue to work on new projects<br />
that will enhance our population, making residents happy to call<br />
Asbury <strong>home</strong>!<br />
We would like to personally thank the staff of the Census Bureau,<br />
some of who were residents, who worked evenings and weekends<br />
to get an accurate count of our City.<br />
Board and<br />
Commissions<br />
Are you interested in serving your City by volunteering<br />
for a position on a Board or Commission? The City of<br />
Asbury is accepting letters of interest at City Hall for the Park &<br />
Recreation Board and the Planning and Zoning Commission.<br />
Boards and Commissions meet monthly. For more information,<br />

City Ordinances<br />
Did you know that when the City Council passes an ordinance, which<br />
is a change to the City Code or regulations, it is posted at City Hall,<br />
Casey’s General Store and Adams Pet Hospital?<br />
The ordinances that have passed this year are:<br />
New Driveway Specifications: Homeowners wishing to install<br />
a new driveway that doesn’t include the driveway section must file<br />
an agreement at City Hall before the driveway is installed.<br />
New Stormwater Rate: The new storm water rate change will<br />
add $1.00 to the current rate. Rate as of July 1, 2016, is $5.00.<br />
New Sidewalk Policy: This policy is intended to establish<br />
guidelines for the installation of new sidewalks in the City of<br />
Asbury and to document the methodology to be used to assess the<br />
costs associated with new sidewalk construction to the abutting<br />
property owner. The City of Asbury’s goal is to have curb, gutter, and<br />
sidewalks, on existing and future streets for the benefit of the health,<br />
safety, and welfare of the citizens. The City of Asbury is committed<br />
to being a walkable community.<br />
Street Designation – Also on our streets map, certain streets were<br />
designated as “collector” streets and “major collector streets”.<br />

Eagle Scout Project<br />
Kyle J. Townsend, member of Boy Scout Troop 11, Westminster<br />
Presbyterian Church, Dubuque, Iowa, and Order of the Arrow<br />
Timmeau Lodge 74, recently achieved the rank of Eagle Scout.<br />
To earn his award Kyle built 15 picnic tables for the Parks<br />
Department for the City of Asbury. Ten of the tables are regular<br />
tables, five are ADA compliant for the handicapped.<br />
The City of Asbury is constructing a new park with a splash pad<br />
and will need new tables for the park. They are also going to replace<br />
some of their existing tables that are in bad shape. Fifty-four hours<br />
went into completing his project at the cost of $3,594.49 Kyle is a<br />
senior at Hempstead High School. Future Plans: Enlisted in the<br />
United States Army. Kyle Townsend is the son of Kathy and Gary<br />
Clemen, and Mark Townsend.

Pool Night<br />
The City of Asbury Pool Night will be held<br />
on August 5th from 7-9 p.m. at Flora Pool.<br />
Admission is free with proof of residency.<br />
All youth must be accompanied by an adult.<br />
Las Vegas Nite<br />
41ST ANNUAL<br />
The Asbury Community Fire<br />
Department is hosting its 41st<br />
Annual Las Vegas Night on Oct 8,<br />
2016 from 7 p.m. to Midnight.<br />
There will be games of chance, a silent<br />
auction, a raffle, and food and beverages<br />
available. You must be 21 years old to<br />
enter. Watch your mail in August for<br />
raffle tickets to purchase.<br />
Asbury Community Fire Department<br />
consists of all volunteers. The proceeds<br />
will help purchase equipment for our fire<br />
apparatus and ambulances. It will also<br />
help with training for the fire and medical<br />
services we provide to the community.<br />
Currently we have 31 members. Please<br />
stop by the Fire Station for a night of fun;<br />
view the station, equipment, and talk to<br />
the dedicated volunteers.<br />

Brad Lange<br />
Brad Lange is from East Dubuque,<br />
Illinois, and is a senior at University<br />
of Wisconsin Platteville. Brad is<br />
involved in track and field at UWP.<br />
He wants to become an officer because<br />
he wants to improve community and<br />
police relationships.<br />
Ashlee Hoffmann<br />
Ashlee Hoffmann is from Epworth,<br />
Iowa, and is a senior at Loras College.<br />
She is an avid outdoorsman, loves<br />
to play softball and is a big St. Louis<br />
Cardinals fan. She would like to become<br />
a police officer to give back to the<br />
communities that have given so much<br />
to their residents.<br />
In order to install a pool or hot tub in the City of<br />
Asbury, you must obtain a permit(s), show fence<br />
requirements are met, locate property lines and<br />
pass all inspections.<br />
Contact City Hall immediately before starting your pool or spa<br />
project. Adding as many water safety steps as possible is the best<br />
way to assure a safe and fun experience in a residential swimming<br />
pool or spa. Water safety is something everyone should be<br />
concerned about all year long. It only takes inches of water for a<br />
small child to drown.<br />
4th of July Garbage Pickup<br />
There will be no changes for the 4th of July pick up.<br />
City Hall closings Asbury City Hall will be closed<br />
on Monday, July 4 and Monday, September 5.<br />

Recycling will no longer take glass as a recyclable.<br />
Help Our Meter Reader The City of Asbury<br />
reads water meters around the middle of every month. Please be<br />
courteous to our reader and cut your bushes back so your meter<br />
can be read easily.<br />
Storage of Vehicles on Roadways is<br />
not allowed. Boats, trailers, campers and recreational<br />
vehicles are not allowed to be stored on a public right of way,<br />
driveway or front yard for more than 48 hours.<br />
Recreation fires are permitted if supervised by a<br />
competent person at least 18 years of age. Rubber tires, garbage,<br />
construction materials, etc. shall not be burned in a recreational fire.<br />
Please be mindful of those around you.<br />
It is unlawful for the owner of a dog to allow or permit a dog to<br />
cause serious annoyance or disturbance to any person by frequent<br />
howling or barking.<br />
Blowing grass clippings in the street and down<br />
storm drains is considered a nuisance and therefore prohibited.<br />
Help keep your streams and rivers clean.<br />
To have a pool or spa:<br />
1. A zoning permit must be approved. The maximum lot<br />
coverage covered by principal and accessory uses and/or<br />
buildings is 30%.<br />
2. A swimming pool is defined as any constructed or<br />
prefabricated pool used for swimming, bathing or wading,<br />
over eighteen (18) inches in depth.<br />
3. Plans and specifications concerning a swimming pool<br />
shall be submitted to City Hall.<br />

Cloie Creek<br />
Park Update<br />
We are excited about the development of<br />
Cloie Creek Park! Construction has been<br />
underway this year to add a new restroom<br />
facility, playground area for ages 2 to 12, and<br />
a large splash pad water feature to expand<br />
our outdoor recreational opportunities for<br />
families in the area.<br />
We are also working with a local non-profit<br />
organization, Tri-State Mountain Bike Riders<br />
(TMBR), to develop a dirt recreational trail<br />
to give bikers, runners, and hikers a healthy<br />
means to reach the park amenities. Keep an<br />
eye on our Facebook page (facebook.com/<br />
asburyiowa/) and website (cityofasbury.<br />
com) for updates and grand opening events.

Community Days of Caring<br />
The City of Asbury would like to thank the staff and students at Roosevelt Middle School,<br />
Tri-State Mountain Bike Riders, Wedgewood Homeowners Association, Cottingham and<br />
Butler, MSA, John Deere and all of the volunteers with the Community Days of Caring for<br />
all the help they gave us with our park projects. Thanks to you, we planted plants around<br />
the City, rebuilt overlooks at the Althaus Pond Nature Preserve, repaired park structures<br />
and made our local parks cleaner.<br />

are sponsored by Premier Bank and a limited amount of free popcorn is donated<br />

DEFINITIONS<br />
• Maximum Contaminant Level (MCL) – The highest level of a contaminant that is allowed in drinking water. MCLs<br />
are set as close to the MCLGs as feasible using the best available treatment technology.<br />
• Maximum Contaminant Level Goal (MCLG) -- The level of a contaminant in drinking water below which there is<br />
no known or expected risk to health. MCLGs allow for a margin of safety.<br />

There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants.<br />

GENERAL INFORMATION<br />
Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some<br />
contaminants. The presence of contaminants does not necessarily indicate that water posed a health risk.<br />
More information about contaminants or potential health effects can be obtained by calling the Environmental<br />
Protection Agency’s Safe Drinking Water Hotline (800-426-4791).<br />
Some people may be more vulnerable to contaminants in drinking water than the general population.<br />
Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have<br />
undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants<br />
can be particularly at risk from infections. These people should seek advice about drinking water from their health<br />
care providers. EPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and<br />
other microbial contaminants are available from the Safe Drinking Water Hotline (800-426-4791).<br />
If present, elevated levels of lead can cause serious health problems, especially for pregnant women and<br />
young children. Lead in drinking water is primarily from materials and components associated with service lines<br />
and <strong>home</strong> plumbing. ASBURY MUNICIPAL WATER SYSTEM is responsible for providing high quality drinking water,<br />
but cannot control the variety of materials used in plumbing components. When your water has been sitting for<br />
several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes<br />
before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have<br />
your water tested. Information on lead in drinking water, testing methods and steps you can take to minimize<br />
exposure is available from the Safe Drinking Water Hotline or at http://www.epa.gov/safewater/lead.<br />
SOURCE WATER ASSESSMENT INFORMATION<br />
This water supply obtains its water from the sandstone and dolomite of the Cambrian-Ordovician aquifer.<br />
The Cambrian-Ordovician aquifer was determined to have low susceptibility to contamination because the<br />
characteristics of the aquifer and overlying materials provide natural protection from contaminants at the land<br />
surface. The Cambrian-Ordovician wells will have low susceptibility to surface contaminants such as leaking<br />
underground storage tanks, contaminant spills, and excess fertilizer application. A detailed evaluation of your<br />
source water was completed by the Iowa Department of Natural Resources, and is available from the Water<br />
Operator at 563-556-7106.<br />
