<strong>Millis</strong> Elementary School Building Committee Decides on Preferred Plan<br />

Committee to Submit Design for a September MSBA Review<br />

On Wednesday, June 15, the<br />

<strong>Millis</strong> Elementary School Building<br />

Committee meeting the<br />

Committee unanimously voted<br />

on the 1C3 school building option<br />

as the preferred choice for<br />

the Preferred Schematic Report<br />

that will be submitted to the<br />

MSBA in August. The meeting<br />

and the discussion and vote can<br />

“After months of hard work<br />

the project team consisting of<br />

members of the Elementary<br />

School Building Committee<br />

(ESBC), Compass Project Management,<br />

and Tappe Architects<br />

were pleased to come up with a<br />

preferred choice in a fiscally responsible<br />

manner that meets the<br />

educational programing needs<br />

of the <strong>Millis</strong> Public Schools. The<br />

process was collaborative involving<br />

input from the community<br />

as well as teachers and staff at<br />

multiple times. The ESBC looks<br />

forward to an endorsement vote<br />

of the Board of Selectman and<br />

the School Committee so we can<br />

submit our plan to the MSBA.<br />

There is a lot of work to be done<br />

but we are pleased with reaching<br />

another milestone,” says Steven<br />

Catalano, ESBC and School<br />

Committee member.<br />

The MSBA had required <strong>Millis</strong><br />

to look at both renovations to<br />

the existing school, renovations<br />

plus additions to the existing<br />

school or the replacement of the<br />

school. The C3 option was one<br />

of two replacement options presented.<br />

It places a new elementary<br />

school where current van<br />

parking, tennis and basketball<br />

courts are located. This option allows<br />

for separation of bus and car<br />

drop offs, increasing safety, and<br />

connects green space together<br />

between schools. The building itself<br />

would represent an education<br />

vision plan for the Clyde Brown<br />

that includes increased safety,<br />

bright lighting, public space and<br />

an arts hub on the first floor and<br />

a second floor with central zones<br />

for project based learning, individual<br />

study and group study. A<br />

baseball field, tennis court and<br />

basketball court would need to<br />

move to the current location of<br />

the Clyde Brown School.<br />

During the meeting, a hopeful<br />

timeline was discussed. Now<br />

that <strong>Millis</strong> Elementary School<br />

Building Committee has chosen<br />

an option, the MSBA board will<br />

meet and hopefully approve the<br />

preferred schematic in September.<br />

At the November <strong>2016</strong> town<br />

meeting, a necessary land swap<br />

that was begun at the spring town<br />

meeting would need to be approved<br />

in order to have the state<br />

transfer the land in time. Final<br />

approval by the MSBA would be<br />

needed in March of 2017, and<br />

then in May of 2017, provided all<br />

necessary approvals are secured,<br />

a townwide meeting would vote<br />

on the project, with a ballot question<br />

on a debt exclusion.<br />

<strong>Medway</strong> DPS Director Tom Holder Elected to Mass. Coalition<br />

for Water Resources Stewardship Board of Directors<br />

The Massachusetts Coalition<br />

for Water Resources Stewardship<br />

(the Coalition) announced<br />

the election of Tom Holder,<br />

Director of the Department of<br />

Public Services for the Town of<br />

<strong>Medway</strong>, to its Board of Directors.<br />

Mr. Holder is a resident of<br />

Holliston.<br />

Mr. Holder has been Director<br />

of the Department of Public Services<br />

in <strong>Medway</strong> since 2009. He<br />

oversees programs to maintain<br />

and support the strategic goals of<br />

the Town. Mr. Holder manages<br />

staff engaged in the administrative<br />

and technical management<br />

of the planning, design, construction,<br />

and maintenance of<br />

the Town’s public infrastructure<br />

including wastewater collection,<br />

water supply and distribution,<br />

stormwater management, solid<br />

waste and recycling, public facilities,<br />

parks, and roadway and<br />

bridge systems.<br />

Prior to joining <strong>Medway</strong>, Mr.<br />

Holder was Deputy Director of<br />

Public Works for the Town of<br />

Framingham and before that<br />

Deputy Superintendent of Operations<br />

for the Boston Water and<br />

Sewer Commission. He received<br />

a Bachelor of Science degree in<br />

Engineering from the Florida<br />

Institute of Technology and a<br />

Master of Science degree in Civil<br />

Engineering from Northeastern<br />

University. Mr. Holder is active<br />

in the New England Chapter of<br />

American Public Works Association,<br />

New England Water Environment<br />

Association, the New<br />

England Section of American<br />

Water Works Association, and<br />

is currently a Board Member<br />

of the MassDEP Safe Drinking<br />

Water Act Advisory Committee.<br />

He holds a Grade 4 Drinking<br />

Water Operators License and is<br />

MCPPO Certified as a Public<br />

Procurement Official.<br />

The Massachusetts Coalition<br />

for Water Resources Stewardship<br />

is a coalition of municipalities;<br />

public agencies that transport<br />

and treat drinking water, wastewater<br />

and stormwater; quasigovernment<br />

agencies, and<br />

private and nonprofit organizations.<br />

Members are committed<br />

to the principles of stewardship<br />

and environmental, social and<br />

fiscal responsibility in protecting<br />

the environment and public<br />

health. The Coalition promotes<br />

using scientifically based, sustainable<br />

approaches to realize<br />

environmental and community<br />
