Editor's Page
This issue of the 'Haryana Forest News' presents various activities relevant to Haryana Forest Department
which occurred during last quarter of the financial year 2011-12. The last quarter was marked by important events such as
'Aonla and Moringa plantation awareness campaign' sponsored by State and National Medicinal Plant Board, Ministry of
nd st
Health, GoI, celebration of World Wetland Day (2 February), World Forestry Day (21 March), and launching of
Forest Fire Prevention Campaign'.
nd
Every year 2 February is celebrated as World Wetlands Day and government agencies, non-governmental
organizations, and groups of citizens at all levels of the community undertake actions aimed at raising public awareness of
nd
wetland values and benefits in general and the Ramsar Convention in particular. On 2 February 2012, Wetland day was
celebrated at Sultanpur National Park, Gurgaon by the Wildlife Wing of the Haryana Forest Department. March 21 is
observed every year as 'World Forestry Day' around the globe to raise awareness about the significance of forests and its
ecosystems, and to provide opportunities for people to learn how forests can be managed and used sustainably for
rd
generations to come. The concept of celebrating a day every year as World Forestry Day originated at the 23 General
Assembly of the European Confederation of Agriculture in 1971. On the occasion of celebration of the 'World Forestry
st
Day' on 21 March 2012 organized by Haryana Forest Department at Kanina, Mahindergarh, the chief guest Captain Ajay
Singh Yadav, Hon'ble Forest Minister, Haryana appealed to the citizens of Haryana to plant large number of trees and
protect forests and wildlife. Haryana Forests Department is taking all possible steps to conserve and protect forests by
implementing various forestry schemes. The Hon'ble Forest Minister also launched the 'Forest Fire Protection Campaign'
on the occasion of World Forestry Day. Forest fire is a major cause for loss of wild flora and fauna and various micro-
organisms and can be prevented by proper awareness campaign.
'Aonla and Moringa plantation awareness campaign' was sponsored by State and National Medicinal Plant Board,
Ministry of Health, GoI. Painting and Quiz competitions were organized during awareness campaign in all districts for school
children and prizes were given to top three participants in each district.
Let us pledge to plant large number of plants and protect them for future generations.
HARYANA FOREST NEWS January - March 2012
Message from the Patron
World Forestry Day-21st March, 2012
“Plant more trees, protect and preserve forests for better life and future generations”
The dedication of one day in a calendar year
exclusively for activities aimed at forests and related
ecosystem management speaks volumes about the
importance of forest in our lives. The concept of
celebrating a day every year as 'World Forestry Day'
originated at the 23rd General Assembly of the
European Confederation of Agriculture in 1971. 'World
Forestry Day' is celebrated on 21st March every year
around the globe to raise awareness about the
significance of forests and its ecosystems, and to
provide opportunities for people to learn how forests
can be managed and used sustainably for generations
to come. It attracted the attention of policy makers of
India and forest was granted due recognition by the
policy makers. In 1966 Indian Forest Service(IFS) was
created by an Act of Parliament as specialized All India
Service to manage forests. The subject 'Forest' was
originally enumerated in the State List. The Forty-
second Amendment to the Constitution (1976)
transferred the subject from the State List to the
Concurrent List. (Entry 17A of List III).
Haryana was created on 1st November 1966. It
had little natural forest confined in present day districts
of Panchkula, Ambala, Yamunanagar in the Shivalik hills
and Mahendragarh, Rewari,Faridabad, Gurgaon, Nuh
and Palwal in the Aravalli hills. The Government of
Haryana realized the paucity and took a policy decision
to transfer all lands belonging to various Government
Departments on either side on Roads, Canals, Railway
lines etc. to Forest Department and was declared as
Protected Forest (PF) u/s 29 of the Indian Forest Act
(IFA) 1927. Illicit cutting of trees from these strip forests
was treated as forest offence punishable under IFA.
Large scale afforestation was done on these newly
declared forest lands under various state and externally
aided projects such as World Bank aided Social Forestry
Project in 1980s, Aravalli Project in 1990s, Community
Forestry Project and Japan Bank for International
Cooperation (JBIC) aided Forestry Project in the last
decade (2000-2010). Considering the limitation of land,
emphasis was laid on farm forestry for increasing tree
cover in addition to forest cover on Government owned
forest land. Farmer friendly legislation was made by
declaring certain farm forestry species as exempted for
harvesting and transit of timber was made simple. No
permission of Forest Department is required for felling
of notified farm forestry species (Poplar, Eucalyptus,
Bakain, Ailanthus etc.) in areas regulated under Punjab
Land Preservation Act (PLPA) 1900. This led to increase
in tree cover on Culturable Non Forest Area (CNFA) to
1395 square kilometres.
As per the Forest Survey of India's State of
Forests Report (SFR) 2011, Haryana has very modest
forest cover of 1608 square km and tree cover of 1395
square km. This implies that Haryana has 3003 square
km of forest and tree cover which is only 6.8% of total
geographical area of 44212 square km. State of Forests
Report 2011 states that the total growing stock in forest
land is 48.9 lac cubic metres and tree outside forest is
152.68 lac cubic metres. The recorded forest land,
however, is 1683.8 square km with growing stock of 54
3
January - March 2012
lac cubic metres. Due to high pressure on land it is not
possible to declare more land as forest land. Moreover
forest lands situated on either sides of roads and canals
have been diverted for infrastructure development
projects which have been taken up on a massive scale in
Haryana. This loss in forest land and tree cover must be
compensated by planting large number of plants on
vacant lands and farm lands.
4
Haryana Forest Department is taking all
possible steps to make Haryana green by implementing
various plantation schemes. The Forest Department
has fixed a target of planting over 5 Crore plants in the
state with the help of various stakeholders such as
farmers, village panchayats, industrialists, and various
Government Departments, Boards and Non-
Government Organizations (NGOs). School children
and youth have been roped in for the plantation drive
by organising training and awareness camps,
workshops etc. Plants raised in State nurseries are
supplied at subsidised rates and also free of cost during
plantation season to various stakeholders. Important
State sponsored forestry schemes implemented are:
Rehabilitation of Degraded Forests, Compensatory
HARYANA FOREST NEWS
Afforestation under Forest Conservation Act (FCA),
Development of Agro Forestry (Clonal and Non Clonal),
Social and Farm Forestry, Strip Plantation on Govt. land,
development of Herbal Nature Parks, Urban Forestry,
Forestry Activities in Scheduled Castes village,
Plantation of Forest species for Industrial and
Commercial uses, Plantation of Wasteland &
Agroforestry, Soil Conservation on Watershed basis,
Desert Control, Afforestation of Wasteland & Agro
Forestry. National Afforestation and Eco-Development
Board (NAEB) sponsored National Afforestation
Programme under Green India Mission (GIM) is a
sponsored scheme implemented in Haryana through
State Forest Development Agency (SFDA).
It is the duty of all citizens to protect and
preserve forests which are a national heritage. We
must make all possible efforts to plant large number of
saplings and nurture them to become mature trees and
feel proud of being protector and mentor of trees.
Let us pledge to PLANT A TREE ON EVERY
POSSIBLE OCCASION.
Forest Resources of Haryana
8
HARYANA FOREST NEWS
The forest resource of Haryana is very meagre. Haryana, with 1.35% area of country's land mass has only 0.2% of
forest area in the country. The National Forest Policy envisages that 33% of the land mass should be under forests for
sustainable development. The policy states that 60% of the land mass in hilly state should be under forests and 20% of the
land mass in plain areas should be under forests. Haryana Forest Policy 2006 states that the 20% of the state area should
be brought progressively under forest and tree cover by 2020. Forest Survey of India estimates the forest cover for all
states in India.
As per the State Forest Report (SFR-2011) published by Forest Survey of India, the forest and tree cover in Haryana
is 1608 sq. km and Trees outside Forests (TOF) is 1395 sq. km. Thus the total forest and tree cover in Haryana is 3003 sq.
km which is 6.8% of the total geographic area.
Types and composition of Forests in
Haryana
The type and composition of forests depends
upon the climate, soil, moisture etc. called in scientific
term as edaphic factor which affects plant growth. The
edaphic factors include: Soil and substrate;
Topography; Minerals; pH etc.
As per Champion & Seth's classification system
(1968), Haryana has 6 different forest types belonging
to 2 forest type groups.
Tropical Moist Deciduous Forest (3):
3C/C 2:
Moist Shivalik Sal Forest: Shivalik Hills. This type
of forest is found in the foot hills of Shivalik in Ambala,
Panchkula and Yamunanagar districts of Haryana. It
receives about 1000 mm annual rainfall and its climate
is sub-humid. Dominant species in this type of forest
are Shorea robusta, Adina cordifolia, Anogeissus
Forests are essential to our survival and wellbeing.
Forests clean our air, our water, our soil and they
regulate our climate, amongst many eco-system
services. People love strolling through parks and green
spaces in cities, tending their gardens and adoring
homes with green plants.
Access to green environments makes us
happier and our bodies healthier. Trees and forest
ecosystems are essential within urban areas as they
provide fresh air and reduce dust and noise. Their
leaves reflect light and heat back upwards and provide
shade, while transpiration releases water into the air
which results in lower temperatures around them.
They serve as microclimate buffers against urban heat.
These natural processes can thus partly reduce the
negative impacts of heat waves in urban areas.
Scientific studies show that urban forests and green
spaces help improve physical health and mental wellbeing.
Trees and forests have positive externality. If we
plant trees and develop beautiful gardens in our
campus, it gives pleasure, clean environment not only
to the owner of the garden but to all people living in the
neighborhood.
Because of the global role of forests in
regulating our climate, the
impacts of deforestation
affect those well beyond
the land cleared. Urban
planners have now taken
note of the trees and green
l a n d s c a p e i n u r b a n
development planning. The
master plans of urban
development provide green
belts, forests, parks and
green areas dotted across
the urban landscape.
These forest areas and
treelines act as 'green oasis'
The National Afforestation Programme (NAP)
was started in Haryana in the year 2001-02 with 100%
funding from the Ministry of Environment and Forests
(MoEF), Govt. of India with the objective of
rehabilitation of degraded forests and other areas by
institutionalizing participatory forest management and
supplementing livelihoods improvement processes.
The afforestation efforts carried out during past 10
years was evaluated by the NAEB, MoEF. The task of
evaluation was entrusted to the Regional Center:
Officer (Territorial). The FDA has signed a
Memorandum of Understanding (MoU) with the JFMCs
indicating the mutual obligations, rights and roles.
· Physical and Financial Progress in
Afforestation
Depending on the edaphic and climatic conditions and
demand of local people, during the period of 10 years
(2001-02 to 2010-11), SFDA has achieved
afforestation/ reforestation target of 41579 ha through
847 JFMCs constituted in 847 villages of 20
FDAs/districts under the NAP programme against the
allotted target of 43522 ha resulting in a physical
achievement of 95.53% mainly on forest lands and
adjoining public lands. For the achievement of above
physical target, the SFDA has incurred an expenditure
of Rs.11364 lakhs against the allotted target of Rs.
12067 lakhs resulting in a utilization of 94.17%.
· Strengthening of Joint Forest Management
(JFM)
An expenditure of Rs. 3580 lakhs was incurred on 8
activities of strengthening of JFM against 9 suggested in
the operational guidelines of NAP. Activity-wise
expenditure incurred was Rs. 212 lakhs under
Awareness, Rs. 125 lakhs under Micro-planning, Rs.
422 lakhs under Fencing, Rs. 1067 lakhs under Soil and
Moisture Conservation (SMC), Rs. 890 lakhs under
Entry Point Activities (EPAs), Rs. 93 lakhs under Training
and Capacity Building, Rs. 82 lakhs under Monitoring
and Evaluation (M&E) and Rs. 688 lakhs under
Overhead.
· Technical Activities
No expenditure was incurred in the Treatment of
Problematic Lands. A total expenditure of Rs.93 lakhs
was incurred in the application of Improved Technology
(use of quality seeds, clonal planting material and root
trainers) in Haryana.
· Social and Economic activities
Though, adequate employment was provided to the
local people in NAP activities and appreciable efforts
have been made in creating assets under the Entry
Point Activities, but Self-Help Groups (SHGs) and
Village Development/Revolving Fund have not evolved.
Further efforts for value addition and marketing of
forest produce and treatment of problem land needs
attention.
· Record Management
The relevant record pertaining to nurseries and
plantations raised under the NAP are being maintained.
But, record pertaining to harvested wood and usufruct
sharing is usually not properly maintained.
· Monitoring and Evaluation
Monitoring and Evaluation (M&E) of different activities
Poplar and Wheat crops combination in Agroforestry
carried out under the NAP were done by the forest
officials of Haryana Forest Department, members of
JFMCs and independent agencies engaged by FDAs,
SFDA and MoEF, Govt. of India. As per M&E reports of
independent agencies, the success of plantations
raised under NAP is very good but participation of local
people in NAP activities is wanting and the
representation of women in the Executive Bodies of
JFMCs is also inadequate.
The assessment team has provided some very
useful suggestions for better utilisation of fund to
achieve the objectives of NAP. The suggestions are:
§ The JFMCs should be re-constituted by giving
adequate representation to women in the
Executive Bodies.
§ SHGs (especially of women) should be
constituted and funds should be provided for
their income generation activities.
§ Funds may also be collected by JFMC for
generation of Village Development/ Revolving
fund.
§ Efforts must be made for the reclamation of
problematic areas (waterlogged areas) as
Women Employment Generation through nursery
HARYANA FOREST NEWS
about 10% area of the State is suffering from
water-logging resulting in secondary
salinization of soils, reduced crop yield and
abandonment of agricultural lands. Keeping in
view the gravity of the problem, the farmer's
waterlogged areas are being reclaimed with
limited funds under State Schemes by the use
of well-proven, low-cost and socially accepted
“Bio-drainage Technique”. For the desired
sustainable and increased production of foodgrains
and increase in tree/forest cover, the
Agro-forestry model of Bio-drainage Technique
may be incorporated for getting funding from
GoI.
§ Efforts should also be made for value addition
and marketing of forest produce.
§ Provision should be made for Link-Workers
(Livelihood coordinators/community
organizers) and Survival bonus of plantations.
§ Competent Institutions, Societies, Non - Govt.
Organizations (NGOs) should be involved for
training and capacity building of the members
of JFMCs, SHGs, Link workers as well as forest
staff.

World Wetlands Day-2 February 2012
Mr. Satyabhan, IFS. Conservator of Forests (Wildlife) Gurgaon
nd
Every year, 2 February is celebrated as World
Wetlands Day throughout the world. This day marks
the date of the adoption of the Convention on
nd
Wetlands on 2 February 1971, in the Iranian city of
Ramsar on the shores of the Caspian Sea. Each year,
G overnment a gencies, N o n - G overnmenta l
Organizations, and groups of citizens at all levels of the
community take advantage of the opportunity to
undertake actions aimed at raising public awareness of
wetland values and benefits in general and the Ramsar
Convention in particular.
The World Wetlands Day theme for 2012 is
Wetlands and Tourism and is linked to the theme for
the next meeting of the Conference of the Parties,
COP11: Wetlands, Tourism and Recreation, which will
take place in July 2012, in Bucharest, Romania.
Wetland tourism has benefits for people and
wildlife – benefits such as stronger economies,
sustainable livelihoods, healthy people and thriving
ecosystems. At least 35% of Ramsar Sites around the
world record some level of tourism activity and this
percentage is consistent throughout all regions.
However it is important to consider tourism in all
wetlands – not just those designated as Ramsar Sites
(recognised wetland site) since the Contracting Parties
to the Convention are committed to managing all
wetlands. It is worth noting that tourism is only one of
the services that wetlands deliver. Ensuring wellmanaged
tourism practices in and around wetlands
and educating tourists on the value of wetlands
contributes to the health of the world's wetlands and
the long-term benefits that wetlands provide to
people, wildlife, economics, and biodiversity.
Sultanpur National Park is a very popular
wetland where large number of migratory birds visit
during winter season. Large numbers of resident birds
also live in the National Park. Wetlands Day was
celebrated at Sultanpur National Park with
participation of school children and Panchayat
representatives of more than ten villages. More than
four hundred students of ten different schools and
more than fifty Panches and Sarpnaches from nearby
villages participated in the function. A painting and
slogan competition was organized for school children
and winners were given away prizes. A movie show on
wildlife was also organized for school children.
Students enjoyed the winged beauty of the Park.
Children appreciated photographic show in the
Cloned Propagation of Eucalyptus
at Seonthi, Kurukshetra
V.S.Tanwar, IFS, CF (CFP) Ambala
The production facility for cloned propagation of
Eucalyptus has been established and developed to
raise and multiply cloned plants of Eucalyptus since
2001 under European Union sponsored Project
“Haryana Community Forestry Project”. Ten selected
clones of Eucalyptus viz. 7, 71, 288, 290, 316, 411, 413,
526, 2045 and 2070 are being propagated and
multiplied through cloned propagation technique.
These are highly fast growing and high yielding clones
of Eucalyptus which are capable to produce 1.5 to 2
times more yield than the seed source routed seedlings
as has been revealed by the researchers through their
research data analysis. The propagating material is
collected from the well developed CMAs' (Clonal
Multiplication Areas) available in the Seonthi Reserve
Forest itself.
Initially in 2001, the capacity was to
propagate 64,800 cuttings in 5 mist chambers which
A view of cloned Eucalyptus plants inside the Mist Chamber
was increased to 1,40,000 cuttings in all the existing 10
mist chambers during 2002 in a single batch. Again in
2008, the capacity was increased to 3,00,000 cuttings
with certain minor modifications in existing mist
chambers. To further enhance the capacity to 3,50,000
cuttings, ten thousand more root-trainer trays have
been procured during the year 2011-12.
Cuttings are being propagated in a state of art
fully automatic mist chambers under high temperature
(45°C) and high relative humidity (>90%) with the
application of rooting hormones. Both, the
temperature and relative humidity, are maintained and
controlled through automatic control panels. The
required time period to produce a well developed plant
from a cutting is 16 to 20 weeks.
The normal period of operation for the mist
chambers is April to December under the climatic
conditions of this region depending on air temperature.
Success percentage of the cuttings planted to the
plants produced is approximately 75%. These plants are
supplied to various forest divisions, farmers and other
organizations.
The sale price per cloned plant has been fixed
at Rs. 8/- since April, 2011. The production cost
includes cost of material, chemicals, labour expenses,
News in Brief
Use of Fly Ash for Forest Wasteland Development
Fly ash, which is considered as pollution hazard in
the vicinity of coal based power plants, can be effectively
used for restoration of degraded wastelands. An
experiment was undertaken by NTPC Dadri (UP) for raising
plantation using fly ash.
To demonstrate the effectiveness fly ash, one day
workshop on “Use of Ash for Forest Wasteland
Development” was organised by Ash Management Group
of NTPC for senior officials of State Forest Department at
NTPC Dadri on 20-01-2012. Shri Subhash Yadav, DFO
Mewat (Haryana) participated in the workshop and was
convinced about the effectiveness of fly ash plantation. Senior forest officers from various States participated in this
workshop.
The participants visited the Ash Mound area of NTPC Dadri. Approximately 1,50,000 trees of various species
have been planted directly on the ash mound. The plantation on ash was very impressive. The participants visited
the wetland area adjacent to ash mound and Ash Technology Park and found large number of migratory birds and
wild animals. The participants saw making of fly ash bricks and other ash based products manufactured and utilized
by NTPC for construction purposes.
