This issue <strong>of</strong> the '<strong>Haryana</strong> <strong>Forest</strong> News' presents various activities relevant to <strong>Haryana</strong> <strong>Forest</strong> <strong>Department</strong><br />

which occurred during last quarter <strong>of</strong> the financial year 2011-12. The last quarter was marked by important events such as<br />

Health, GoI, celebration <strong>of</strong> World Wetland Day (2 February), World <strong>Forest</strong>ry Day (21 March), and launching <strong>of</strong><br />

Every year 2 February is celebrated as World Wetlands Day and government agencies, non-governmental<br />

organizations, and groups <strong>of</strong> citizens at all levels <strong>of</strong> the community undertake actions aimed at raising public awareness <strong>of</strong><br />

nd<br />

wetland values and benefits in general and the Ramsar Convention in particular. On 2 February 2012, Wetland day was<br />

celebrated at Sultanpur National Park, Gurgaon by the Wildlife Wing <strong>of</strong> the <strong>Haryana</strong> <strong>Forest</strong> <strong>Department</strong>. March 21 is<br />

observed every year as 'World <strong>Forest</strong>ry Day' around the globe to raise awareness about the significance <strong>of</strong> forests and its<br />

ecosystems, and to provide opportunities for people to learn how forests can be managed and used sustainably for<br />

generations to come. The concept <strong>of</strong> celebrating a day every year as World <strong>Forest</strong>ry Day originated at the 23 General<br />

Assembly <strong>of</strong> the European Confederation <strong>of</strong> Agriculture in 1971. On the occasion <strong>of</strong> celebration <strong>of</strong> the 'World <strong>Forest</strong>ry<br />

st<br />

Day' on 21 March 2012 organized by <strong>Haryana</strong> <strong>Forest</strong> <strong>Department</strong> at Kanina, Mahindergarh, the chief guest Captain Ajay<br />

Singh Yadav, Hon'ble <strong>Forest</strong> Minister, <strong>Haryana</strong> appealed to the citizens <strong>of</strong> <strong>Haryana</strong> to plant large number <strong>of</strong> trees and<br />

protect forests and wildlife. <strong>Haryana</strong> <strong>Forest</strong>s <strong>Department</strong> is taking all possible steps to conserve and protect forests by<br />

implementing various forestry schemes. The Hon'ble <strong>Forest</strong> Minister also launched the '<strong>Forest</strong> Fire Protection Campaign'<br />

on the occasion <strong>of</strong> World <strong>Forest</strong>ry Day. <strong>Forest</strong> fire is a major cause for loss <strong>of</strong> wild flora and fauna and various micro-<br />

organisms and can be prevented by proper awareness campaign.<br />

'Aonla and Moringa plantation awareness campaign' was sponsored by State and National Medicinal Plant Board,<br />

Ministry <strong>of</strong> Health, GoI. Painting and Quiz competitions were organized during awareness campaign in all districts for school<br />

children and prizes were given to top three participants in each district.<br />

Let us pledge to plant large number <strong>of</strong> plants and protect them for future generations.<br />

Message from the Patron<br />

World <strong>Forest</strong>ry Day-21st March, 2012<br />

“Plant more trees, protect and preserve forests for better life and future generations”<br />

The dedication <strong>of</strong> one day in a calendar year<br />

exclusively for activities aimed at forests and related<br />

ecosystem management speaks volumes about the<br />

importance <strong>of</strong> forest in our lives. The concept <strong>of</strong><br />

celebrating a day every year as 'World <strong>Forest</strong>ry Day'<br />

originated at the 23rd General Assembly <strong>of</strong> the<br />

European Confederation <strong>of</strong> Agriculture in 1971. 'World<br />

<strong>Forest</strong>ry Day' is celebrated on 21st March every year<br />

around the globe to raise awareness about the<br />

significance <strong>of</strong> forests and its ecosystems, and to<br />

provide opportunities for people to learn how forests<br />

can be managed and used sustainably for generations<br />

to come. It attracted the attention <strong>of</strong> policy makers <strong>of</strong><br />

India and forest was granted due recognition by the<br />

policy makers. In 1966 Indian <strong>Forest</strong> Service(IFS) was<br />

created by an Act <strong>of</strong> Parliament as specialized All India<br />

Service to manage forests. The subject '<strong>Forest</strong>' was<br />

originally enumerated in the State List. The Forty-<br />

second Amendment to the Constitution (1976)<br />

transferred the subject from the State List to the<br />

Concurrent List. (Entry 17A <strong>of</strong> List III).<br />

<strong>Haryana</strong> was created on 1st November 1966. It<br />

had little natural forest confined in present day districts<br />

<strong>of</strong> Panchkula, Ambala, Yamunanagar in the Shivalik hills<br />

and Mahendragarh, Rewari,Faridabad, Gurgaon, Nuh<br />

and Palwal in the Aravalli hills. The Government <strong>of</strong><br />

<strong>Haryana</strong> realized the paucity and took a policy decision<br />

to transfer all lands belonging to various Government<br />

<strong>Department</strong>s on either side on Roads, Canals, Railway<br />

lines etc. to <strong>Forest</strong> <strong>Department</strong> and was declared as<br />

Protected <strong>Forest</strong> (PF) u/s 29 <strong>of</strong> the Indian <strong>Forest</strong> Act<br />

(IFA) 1927. Illicit cutting <strong>of</strong> trees from these strip forests<br />

was treated as forest <strong>of</strong>fence punishable under IFA.<br />

Large scale afforestation was done on these newly<br />

declared forest lands under various state and externally<br />

aided projects such as World Bank aided Social <strong>Forest</strong>ry<br />

Project in 1980s, Aravalli Project in 1990s, Community<br />

<strong>Forest</strong>ry Project and Japan Bank for International<br />

Cooperation (JBIC) aided <strong>Forest</strong>ry Project in the last<br />

decade (2000-2010). Considering the limitation <strong>of</strong> land,<br />

emphasis was laid on farm forestry for increasing tree<br />

cover in addition to forest cover on Government owned<br />

forest land. Farmer friendly legislation was made by<br />

declaring certain farm forestry species as exempted for<br />

harvesting and transit <strong>of</strong> timber was made simple. No<br />

permission <strong>of</strong> <strong>Forest</strong> <strong>Department</strong> is required for felling<br />

<strong>of</strong> notified farm forestry species (Poplar, Eucalyptus,<br />

Bakain, Ailanthus etc.) in areas regulated under Punjab<br />

Land Preservation Act (PLPA) 1900. This led to increase<br />

in tree cover on Culturable Non <strong>Forest</strong> Area (CNFA) to<br />

1395 square kilometres.<br />

As per the <strong>Forest</strong> Survey <strong>of</strong> India's State <strong>of</strong><br />

<strong>Forest</strong>s Report (SFR) 2011, <strong>Haryana</strong> has very modest<br />

forest cover <strong>of</strong> 1608 square km and tree cover <strong>of</strong> 1395<br />

square km. This implies that <strong>Haryana</strong> has 3003 square<br />

km <strong>of</strong> forest and tree cover which is only 6.8% <strong>of</strong> total<br />

geographical area <strong>of</strong> 44212 square km. State <strong>of</strong> <strong>Forest</strong>s<br />

Report 2011 states that the total growing stock in forest<br />

land is 48.9 lac cubic metres and tree outside forest is<br />

152.68 lac cubic metres. The recorded forest land,<br />

however, is 1683.8 square km with growing stock <strong>of</strong> 54<br />

lac cubic metres. Due to high pressure on land it is not<br />

possible to declare more land as forest land. Moreover<br />

forest lands situated on either sides <strong>of</strong> roads and canals<br />

have been diverted for infrastructure development<br />

projects which have been taken up on a massive scale in<br />

<strong>Haryana</strong>. This loss in forest land and tree cover must be<br />

compensated by planting large number <strong>of</strong> plants on<br />

vacant lands and farm lands.<br />

<strong>Haryana</strong> <strong>Forest</strong> <strong>Department</strong> is taking all<br />

possible steps to make <strong>Haryana</strong> green by implementing<br />

various plantation schemes. The <strong>Forest</strong> <strong>Department</strong><br />

has fixed a target <strong>of</strong> planting over 5 Crore plants in the<br />

state with the help <strong>of</strong> various stakeholders such as<br />

farmers, village panchayats, industrialists, and various<br />

Government <strong>Department</strong>s, Boards and Non-<br />

Government Organizations (NGOs). School children<br />

and youth have been roped in for the plantation drive<br />

by organising training and awareness camps,<br />

workshops etc. Plants raised in State nurseries are<br />

supplied at subsidised rates and also free <strong>of</strong> cost during<br />

plantation season to various stakeholders. Important<br />

State sponsored forestry schemes implemented are:<br />

Development <strong>of</strong> Agro <strong>Forest</strong>ry (Clonal and Non Clonal),<br />

Social and Farm <strong>Forest</strong>ry, Strip Plantation on Govt. land,<br />

development <strong>of</strong> Herbal Nature Parks, Urban <strong>Forest</strong>ry,<br />

<strong>Forest</strong>ry Activities in Scheduled Castes village,<br />

Plantation <strong>of</strong> <strong>Forest</strong> species for Industrial and<br />

Commercial uses, Plantation <strong>of</strong> Wasteland &<br />

Agr<strong>of</strong>orestry, Soil Conservation on Watershed basis,<br />

It is the duty <strong>of</strong> all citizens to protect and<br />

preserve forests which are a national heritage. We<br />

must make all possible efforts to plant large number <strong>of</strong><br />

saplings and nurture them to become mature trees and<br />

feel proud <strong>of</strong> being protector and mentor <strong>of</strong> trees.<br />

The forest resource <strong>of</strong> <strong>Haryana</strong> is very meagre. <strong>Haryana</strong>, with 1.35% area <strong>of</strong> country's land mass has only 0.2% <strong>of</strong><br />

forest area in the country. The National <strong>Forest</strong> Policy envisages that 33% <strong>of</strong> the land mass should be under forests for<br />

sustainable development. The policy states that 60% <strong>of</strong> the land mass in hilly state should be under forests and 20% <strong>of</strong> the<br />

land mass in plain areas should be under forests. <strong>Haryana</strong> <strong>Forest</strong> Policy 2006 states that the 20% <strong>of</strong> the state area should<br />

be brought progressively under forest and tree cover by 2020. <strong>Forest</strong> Survey <strong>of</strong> India estimates the forest cover for all<br />

states in India.<br />

As per the State <strong>Forest</strong> Report (SFR-2011) published by <strong>Forest</strong> Survey <strong>of</strong> India, the forest and tree cover in <strong>Haryana</strong><br />

is 1608 sq. km and Trees outside <strong>Forest</strong>s (TOF) is 1395 sq. km. Thus the total forest and tree cover in <strong>Haryana</strong> is 3003 sq.<br />

km which is 6.8% <strong>of</strong> the total geographic area.<br />

At present the forest area recorded in the<br />

forest records maintained in various <strong>Forest</strong> Divisions in<br />

<strong>Haryana</strong> is 1683.82 sq. km (3.81%). <strong>Forest</strong>s are<br />

classified as Reserved <strong>Forest</strong> (u/s 20 <strong>of</strong> Indian <strong>Forest</strong><br />

Act 1927), Protected <strong>Forest</strong>s (u/s 29 <strong>of</strong> Indian <strong>Forest</strong><br />

Act 1927), Community <strong>Forest</strong>s (managed by <strong>Forest</strong><br />

<strong>Department</strong> u/s 38 <strong>of</strong> Indian <strong>Forest</strong> Act 1927), and<br />

other Un-classed <strong>Forest</strong>s owned by State Government.<br />

249 sq. km (15%) <strong>of</strong> recorded forest is Reserved <strong>Forest</strong>s<br />

(RF). About 1166.36 sq. km (69%)<strong>of</strong> land on either

sides <strong>of</strong> roads, railway lines, canals, distributaries,<br />

minor irrigation channels and bundhs, owned by the<br />

<strong>Haryana</strong> Government, has been declared as Protected<br />

<strong>Forest</strong> (PF) and 16.93 sq. km (1%) forest land is unclassed<br />

so far.The remaining 15% <strong>of</strong> the recorded<br />

forests are owned by community (10.82 sq km)<br />

managed by HFD u/s 38 <strong>of</strong> Indian <strong>Forest</strong> Act 1927 and<br />

240.49 sq. km <strong>of</strong> area owned by community and private<br />

persons confined to Aravalli and Shiwalik hills which has<br />

been declared ecologically fragile and sensitive u/s 3<br />

and closed u/s 4 & 5 <strong>of</strong> the Punjab Land Preservation<br />

Act (PLPA) 1900 for restricted land use and are<br />

managed as regulated forests in <strong>Haryana</strong>.<br />

Types and composition <strong>of</strong> <strong>Forest</strong>s in<br />

<strong>Haryana</strong><br />

The type and composition <strong>of</strong> forests depends<br />

upon the climate, soil, moisture etc. called in scientific<br />

term as edaphic factor which affects plant growth. The<br />

edaphic factors include: Soil and substrate;<br />

Topography; Minerals; pH etc.<br />

As per Champion & Seth's classification system<br />

(1968), <strong>Haryana</strong> has 6 different forest types belonging<br />

to 2 forest type groups.<br />

Tropical Moist Deciduous <strong>Forest</strong> (3):<br />

3C/C 2:<br />

Moist Shivalik Sal <strong>Forest</strong>: Shivalik Hills. This type<br />

<strong>of</strong> forest is found in the foot hills <strong>of</strong> Shivalik in Ambala,<br />

Panchkula and Yamunanagar districts <strong>of</strong> <strong>Haryana</strong>. It<br />

receives about 1000 mm annual rainfall and its climate<br />

is sub-humid. Dominant species in this type <strong>of</strong> forest<br />

are Shorea robusta, Adina cordifolia, Anogeissus<br />

latifolia, Eucalyptus species, Diospyros tomentosa,<br />

Pinus roxburghii, Cassia fistula, Emblica <strong>of</strong>ficinalis and<br />

Bauhinia vahlii, etc.<br />

Tropical Dry Deciduous <strong>Forest</strong> (5):<br />

5B/C 1a:<br />

Dry Shivalik Sal <strong>Forest</strong>: on dry exposed slopes <strong>of</strong><br />

Shivalik hills. This type <strong>of</strong> forest is found in Ambala, and<br />

Yamunanagar districts <strong>of</strong> <strong>Haryana</strong>. Dominant species in<br />

this type <strong>of</strong> forest are Shorea robusta, Terminalia<br />

in Kurukshetra, Kaithal, Karnal, Jind, Panipat, Sonipat,<br />

Rohtak, Jhajjar, Faridabad and Palwal districts <strong>of</strong> the<br />

State. Dominant species in this type <strong>of</strong> forest are Acacia<br />

nilotica, Eucalyptus, Aegle marmelos, Anogeissus<br />

latifolia, Ehretia laevis, Feronia limonia, Mitragyna<br />

parvifolia, Mallotus philippensis, Adhatoda vasica and<br />

Carissa opaca, etc.<br />

5B/DS 1:<br />

Dry Deciduous Scrub: This type <strong>of</strong> forests are<br />

found in Gurgaon, Mewat, Rewari and Mohidergarh,<br />

Bhiwani, Hisar, Fatehabad and Sirsa districts <strong>of</strong><br />

<strong>Haryana</strong>. Dominant species in this type <strong>of</strong> forest are<br />

Acacia nilotica, Acacia senegal A. tortlis, Aegle<br />

marmelos, Cassia fistula, Euphorbia species, Zizyphus<br />

nummularia, Aristida hystrix, Carissa opaca, etc.<br />

5B/E 1:<br />

Anogeissus Pendula <strong>Forest</strong>: on Aravalli hills <strong>of</strong><br />

the State. This type <strong>of</strong> forests is found in Gurgaon,<br />

Mewat, Rewari and Mohidergarh districts <strong>of</strong> <strong>Haryana</strong>.<br />

Dominant species in this type <strong>of</strong> forest are Anogeissus<br />

pendula, Acacia nilotica, Acacia senegal, A. tortlis ,<br />

Aegle marmelos, Butea monosperma, Bauhina<br />

racemosa, Diospyros tomentosa, Lagerstroemia<br />

Khair - Sissoo <strong>Forest</strong>: in<br />

Gangetic plains located<br />

below the Shivalik hills, especially along the beds <strong>of</strong> hill<br />

torrents, streams and rivers. This type <strong>of</strong> forests is<br />

found in Yamunanagar and Panchkula districts.<br />

Dominant species in this type <strong>of</strong> forest are Acacia<br />

catechu and Dalbergia sissoo. Other species are Acacia<br />

farnesiana, Ehretia laevis, Holoptelea integrifolia,<br />

Adhatoda vasica, Calotropis procera, Cannabis sativa,<br />

Grewia oppositifolia, Murraya koenigii, Zizyphus<br />

species, Sacchrum munja and Sacchrum spontaneum,<br />

etc.<br />

<strong>Forest</strong> <strong>Department</strong> <strong>of</strong> <strong>Haryana</strong> is committed to<br />

increase the forest and tree cover in <strong>Haryana</strong> by<br />

launching massive tree plantation drive every year by<br />

involving all stakeholders: farmers, students, youth,<br />

Government and Non-Governmental agencies.<br />

<strong>Forest</strong>s are essential to our survival and wellbeing.<br />

<strong>Forest</strong>s clean our air, our water, our soil and they<br />

regulate our climate, amongst many eco-system<br />

services. People love strolling through parks and green<br />

spaces in cities, tending their gardens and adoring<br />

homes with green plants.<br />

Access to green environments makes us<br />

happier and our bodies healthier. Trees and forest<br />

ecosystems are essential within urban areas as they<br />

provide fresh air and reduce dust and noise. Their<br />

leaves reflect light and heat back upwards and provide<br />

shade, while transpiration releases water into the air<br />

which results in lower temperatures around them.<br />

They serve as microclimate buffers against urban heat.<br />

These natural processes can thus partly reduce the<br />

negative impacts <strong>of</strong> heat waves in urban areas.<br />

Scientific studies show that urban forests and green<br />

spaces help improve physical health and mental wellbeing.<br />

Trees and forests have positive externality. If we<br />

plant trees and develop beautiful gardens in our<br />

campus, it gives pleasure, clean environment not only<br />

to the owner <strong>of</strong> the garden but to all people living in the<br />

neighborhood.<br />

Because <strong>of</strong> the global role <strong>of</strong> forests in<br />

regulating our climate, the<br />

impacts <strong>of</strong> deforestation<br />

affect those well beyond<br />

the land cleared. Urban<br />

planners have now taken<br />

note <strong>of</strong> the trees and green<br />

l a n d s c a p e i n u r b a n<br />

development planning. The<br />

master plans <strong>of</strong> urban<br />

development provide green<br />

belts, forests, parks and<br />

green areas dotted across<br />

the urban landscape.<br />

URBAN FORESTRY FOR COOL AND POLLUTION FREE ENVIRONMENT IN CITIES<br />

Efforts <strong>of</strong> <strong>Forest</strong> <strong>Department</strong> <strong>Haryana</strong><br />

in our concrete jungles besides they <strong>of</strong>fer recreation<br />

and health services for the citizens. Due to<br />

fragmentation caused by rapidly spreading urban areas<br />

and transport networks, unsustainable management<br />

practices followed in urban infrastructure<br />

development, air borne pollution due to<br />

industrialization and scores <strong>of</strong> activities causing climate<br />

change, trees and forests are threatened.<br />

In <strong>Haryana</strong> about 88.22 lac people (34.79% <strong>of</strong><br />

the total state population as per census-2011) lives in<br />

urban areas. There are 20 towns in <strong>Haryana</strong> having<br />

population over one lakh. Of the total urban<br />

population, 67.47 per cent (59. 52 lac people) are living<br />

in these 20 towns. Maximum number <strong>of</strong> 14.04 lac<br />

people live in Faridabad city, followed by 8.78 lac in<br />

Gurgaon. With more than one-third population living in<br />

urban areas in <strong>Haryana</strong>, trees, forests and green spaces<br />

have become more important than before. The world<br />

is losing around 13 million hectares <strong>of</strong> forest cover<br />

every year, mainly in the tropical forests <strong>of</strong> South<br />

America and Africa. In <strong>Haryana</strong> we have lost 4036 ha <strong>of</strong><br />

recorded forests in last ten years mainly due to<br />

infrastructure development such as widening <strong>of</strong> roads<br />

and strengthening <strong>of</strong> canal bunds and railway lines. We<br />

need to adopt green activities and make it a way <strong>of</strong> life.<br />

<strong>Haryana</strong> <strong>Forest</strong> <strong>Department</strong> has adopted<br />

massive plantation drive by planting about 5 Crore<br />

seedlings every year. About 65 % <strong>of</strong> the recorded<br />

forests in <strong>Haryana</strong> are situated along roads, canals and<br />

railway lines which traverse almost all urban areas in<br />

<strong>Haryana</strong>. <strong>Haryana</strong> <strong>Forest</strong> <strong>Department</strong> has special<br />

plantation scheme for urban areas (Green Belt in Urban<br />

Areas) in which tree guards and barbed wire fencing are<br />

provided to protect trees. Various Industries and banks<br />

have sponsored the tree guards for protection <strong>of</strong> trees.<br />

<strong>Haryana</strong> <strong>Forest</strong> <strong>Department</strong> undertake urban<br />

forestry on priority and large number <strong>of</strong> flowering and<br />

shade bearing plants are planted in urban areas.<br />

Various industries, NGO, clubs and school children are<br />

associated in plantation on vacant land in cities.<br />

<strong>Haryana</strong> <strong>Forest</strong> <strong>Department</strong> has launched a scheme for<br />

plantation <strong>of</strong> 180000 plants in urban areas in various<br />

districts during 2012-13. Tall plants <strong>of</strong> Fruit, shade and<br />

flower bearing species are planted along roadsides in<br />

urban areas. <strong>Haryana</strong> Urban Development Agencies<br />

also plants trees in HUDA Urban Sectors developed in<br />

different cities in <strong>Haryana</strong>. Different Government<br />

agencies have been provided free seedlings for<br />

plantation on their land and <strong>of</strong>fice premises in urban<br />

areas.<br />

<strong>Forest</strong> <strong>Department</strong> <strong>Haryana</strong> has established<br />

state nurseries in all urban centers which are full <strong>of</strong><br />

quality seedlings. All the citizen has to do is to contact<br />

the Divisional <strong>Forest</strong> Officer in the district and discuss<br />

the plantation plan and get plants and advice free <strong>of</strong><br />

cost.<br />

The National Afforestation Programme (NAP)<br />

was started in <strong>Haryana</strong> in the year 2001-02 with 100%<br />

funding from the Ministry <strong>of</strong> Environment and <strong>Forest</strong>s<br />

(MoEF), Govt. <strong>of</strong> India with the objective <strong>of</strong><br />

rehabilitation <strong>of</strong> degraded forests and other areas by<br />

institutionalizing participatory forest management and<br />

supplementing livelihoods improvement processes.<br />

The afforestation efforts carried out during past 10<br />

years was evaluated by the NAEB, MoEF. The task <strong>of</strong><br />

evaluation was entrusted to the Regional Center:<br />

Agricultural Finance Corporation Ltd. (AFCL), New<br />

Delhi. The assessment team consisted <strong>of</strong> Shri G.S.<br />

Yadav, Coordinator, Dr. N.P. Baduni, Team Leader and<br />

Dr. Jeetram, IFS (Retd.) Consultant, RC-NAEB, New<br />

Delhi. The report was submitted to NAEB and SFDA,<br />

<strong>Haryana</strong> <strong>Forest</strong> <strong>Department</strong>. The assessment was done<br />

on various identifiable indicators.<br />

The key findings are summarised below.<br />

· Participatory/Joint <strong>Forest</strong> Management in<br />

NAP<br />

The activities <strong>of</strong> NAP in <strong>Haryana</strong> are being carried out<br />

by the State <strong>Forest</strong> Development Agency (SFDA) at the<br />

JFMC Meeting<br />

State level, <strong>Forest</strong> Development Agency (FDA) at the<br />

District level and Joint <strong>Forest</strong> Management Committee<br />

(JFMC) at the Village level. The SFDA is acting as a<br />

federation <strong>of</strong> all the FDAs constituted in the districts<br />

and the FDA is acting as a federation <strong>of</strong> all the JFMCs<br />

constituted in the villages <strong>of</strong> the concerned<br />

districts/Divisions.<br />

The SFDA has been constituted at the State level and<br />

registered as a society under the Societies Registration<br />

th<br />

Act 1860 on 18 June 2010 vide No. 23, year 2010-11 by<br />

District Registrar <strong>of</strong> Firms and Societies, Panchkula,<br />

<strong>Haryana</strong>. The 20 FDAs constituted at the Territorial<br />

<strong>Forest</strong> Division level in 20 districts have been registered<br />

as societies under the Societies Registration Act 1860.<br />

The 847 JFMCs constituted in 847 project villages are<br />

the implementing agencies <strong>of</strong> project activities at the<br />

village level. The composition and functions <strong>of</strong> JFMCs<br />

are governed by the Government <strong>of</strong> <strong>Haryana</strong>, <strong>Forest</strong><br />

<strong>Department</strong>, Notification No.-3799-ft-1-98/13358<br />

dated 29-6-1998. All the JFMCs have been registered

either under Societies Registration Act 1860 or with the<br />

concerned Conservator <strong>of</strong> <strong>Forest</strong>s/Divisional <strong>Forest</strong><br />

Officer (Territorial). The FDA has signed a<br />

Memorandum <strong>of</strong> Understanding (MoU) with the JFMCs<br />

indicating the mutual obligations, rights and roles.<br />

· Physical and Financial Progress in<br />

Afforestation<br />

Depending on the edaphic and climatic conditions and<br />

demand <strong>of</strong> local people, during the period <strong>of</strong> 10 years<br />

(2001-02 to 2010-11), SFDA has achieved<br />

afforestation/ reforestation target <strong>of</strong> 41579 ha through<br />

847 JFMCs constituted in 847 villages <strong>of</strong> 20<br />

FDAs/districts under the NAP programme against the<br />

allotted target <strong>of</strong> 43522 ha resulting in a physical<br />

achievement <strong>of</strong> 95.53% mainly on forest lands and<br />

adjoining public lands. For the achievement <strong>of</strong> above<br />

physical target, the SFDA has incurred an expenditure<br />

<strong>of</strong> Rs.11364 lakhs against the allotted target <strong>of</strong> Rs.<br />

12067 lakhs resulting in a utilization <strong>of</strong> 94.17%.<br />

· Strengthening <strong>of</strong> Joint <strong>Forest</strong> Management<br />

(JFM)<br />

An expenditure <strong>of</strong> Rs. 3580 lakhs was incurred on 8<br />

activities <strong>of</strong> strengthening <strong>of</strong> JFM against 9 suggested in<br />

the operational guidelines <strong>of</strong> NAP. Activity-wise<br />

expenditure incurred was Rs. 212 lakhs under<br />

Awareness, Rs. 125 lakhs under Micro-planning, Rs.<br />

422 lakhs under Fencing, Rs. 1067 lakhs under Soil and<br />

Moisture Conservation (SMC), Rs. 890 lakhs under<br />

Entry Point Activities (EPAs), Rs. 93 lakhs under Training<br />

and Capacity Building, Rs. 82 lakhs under Monitoring<br />

and Evaluation (M&E) and Rs. 688 lakhs under<br />

Overhead.<br />

· Technical Activities<br />

No expenditure was incurred in the Treatment <strong>of</strong><br />

Problematic Lands. A total expenditure <strong>of</strong> Rs.93 lakhs<br />

was incurred in the application <strong>of</strong> Improved Technology<br />

(use <strong>of</strong> quality seeds, clonal planting material and root<br />

trainers) in <strong>Haryana</strong>.<br />

· Social and Economic activities<br />

Though, adequate employment was provided to the<br />

local people in NAP activities and appreciable efforts<br />

have been made in creating assets under the Entry<br />

Point Activities, but Self-Help Groups (SHGs) and<br />

Village Development/Revolving Fund have not evolved.<br />

Further efforts for value addition and marketing <strong>of</strong><br />

forest produce and treatment <strong>of</strong> problem land needs<br />

attention.<br />

· Record Management<br />

The relevant record pertaining to nurseries and<br />

plantations raised under the NAP are being maintained.<br />

But, record pertaining to harvested wood and usufruct<br />

sharing is usually not properly maintained.<br />

· Monitoring and Evaluation<br />

Monitoring and Evaluation (M&E) <strong>of</strong> different activities<br />

carried out under the NAP were done by the forest<br />

<strong>of</strong>ficials <strong>of</strong> <strong>Haryana</strong> <strong>Forest</strong> <strong>Department</strong>, members <strong>of</strong><br />

JFMCs and independent agencies engaged by FDAs,<br />

SFDA and MoEF, Govt. <strong>of</strong> India. As per M&E reports <strong>of</strong><br />

independent agencies, the success <strong>of</strong> plantations<br />

raised under NAP is very good but participation <strong>of</strong> local<br />

people in NAP activities is wanting and the<br />

representation <strong>of</strong> women in the Executive Bodies <strong>of</strong><br />

JFMCs is also inadequate.<br />

The assessment team has provided some very<br />

useful suggestions for better utilisation <strong>of</strong> fund to<br />

achieve the objectives <strong>of</strong> NAP. The suggestions are:<br />

§ The JFMCs should be re-constituted by giving<br />

adequate representation to women in the<br />

Executive Bodies.<br />

§ SHGs (especially <strong>of</strong> women) should be<br />

constituted and funds should be provided for<br />

their income generation activities.<br />

§ Funds may also be collected by JFMC for<br />

generation <strong>of</strong> Village Development/ Revolving<br />

fund.<br />

§ Efforts must be made for the reclamation <strong>of</strong><br />

problematic areas (waterlogged areas) as<br />

about 10% area <strong>of</strong> the State is suffering from<br />

water-logging resulting in secondary<br />

salinization <strong>of</strong> soils, reduced crop yield and<br />

abandonment <strong>of</strong> agricultural lands. Keeping in<br />

view the gravity <strong>of</strong> the problem, the farmer's<br />

waterlogged areas are being reclaimed with<br />

limited funds under State Schemes by the use<br />

<strong>of</strong> well-proven, low-cost and socially accepted<br />

“Bio-drainage Technique”. For the desired<br />

sustainable and increased production <strong>of</strong> foodgrains<br />

and increase in tree/forest cover, the<br />

Agro-forestry model <strong>of</strong> Bio-drainage Technique<br />

may be incorporated for getting funding from<br />

GoI.<br />

§ Efforts should also be made for value addition<br />

and marketing <strong>of</strong> forest produce.<br />

§ Provision should be made for Link-Workers<br />

(Livelihood coordinators/community<br />

organizers) and Survival bonus <strong>of</strong> plantations.<br />

§ Competent Institutions, Societies, Non - Govt.<br />

Organizations (NGOs) should be involved for<br />

training and capacity building <strong>of</strong> the members<br />

<strong>of</strong> JFMCs, SHGs, Link workers as well as forest<br />

staff.

Every year, 2 February is celebrated as World<br />

Wetlands Day throughout the world. This day marks<br />

the date <strong>of</strong> the adoption <strong>of</strong> the Convention on<br />

Wetlands on 2 February 1971, in the Iranian city <strong>of</strong><br />

Ramsar on the shores <strong>of</strong> the Caspian Sea. Each year,<br />

G overnment a gencies, N o n - G overnmenta l<br />

Organizations, and groups <strong>of</strong> citizens at all levels <strong>of</strong> the<br />

community take advantage <strong>of</strong> the opportunity to<br />

undertake actions aimed at raising public awareness <strong>of</strong><br />

wetland values and benefits in general and the Ramsar<br />

Convention in particular.<br />

The World Wetlands Day theme for 2012 is<br />

Wetlands and Tourism and is linked to the theme for<br />

the next meeting <strong>of</strong> the Conference <strong>of</strong> the Parties,<br />

COP11: Wetlands, Tourism and Recreation, which will<br />

take place in July 2012, in Bucharest, Romania.<br />

Wetland tourism has benefits for people and<br />

wildlife – benefits such as stronger economies,<br />

sustainable livelihoods, healthy people and thriving<br />

ecosystems. At least 35% <strong>of</strong> Ramsar Sites around the<br />

world record some level <strong>of</strong> tourism activity and this<br />

percentage is consistent throughout all regions.<br />

However it is important to consider tourism in all<br />

wetlands – not just those designated as Ramsar Sites<br />

(recognised wetland site) since the Contracting Parties<br />

to the Convention are committed to managing all<br />

wetlands. It is worth noting that tourism is only one <strong>of</strong><br />

the services that wetlands deliver. Ensuring wellmanaged<br />

tourism practices in and around wetlands<br />

and educating tourists on the value <strong>of</strong> wetlands<br />

contributes to the health <strong>of</strong> the world's wetlands and<br />

the long-term benefits that wetlands provide to<br />

people, wildlife, economics, and biodiversity.<br />

Wildlife wing <strong>of</strong> the <strong>Forest</strong> <strong>Department</strong>,<br />

<strong>Haryana</strong> celebrated the Wetland Day on 2 February<br />

2012 at Sultanpur National Park(Gurgaon), a wellknown<br />

wetland managed by <strong>Forest</strong> <strong>Department</strong> and<br />

paradise for migratory birds.<br />

Sultanpur National Park is a very popular<br />

wetland where large number <strong>of</strong> migratory birds visit<br />

during winter season. Large numbers <strong>of</strong> resident birds<br />

also live in the National Park. Wetlands Day was<br />

celebrated at Sultanpur National Park with<br />

participation <strong>of</strong> school children and Panchayat<br />

representatives <strong>of</strong> more than ten villages. More than<br />

four hundred students <strong>of</strong> ten different schools and<br />

more than fifty Panches and Sarpnaches from nearby<br />

villages participated in the function. A painting and<br />

slogan competition was organized for school children<br />

and winners were given away prizes. A movie show on<br />

wildlife was also organized for school children.<br />

Students enjoyed the winged beauty <strong>of</strong> the Park.<br />

Interpretation Centre in Sultanpur National Park.<br />

Cloned Propagation <strong>of</strong> Eucalyptus<br />

at Seonthi, Kurukshetra<br />

The production facility for cloned propagation <strong>of</strong><br />

Eucalyptus has been established and developed to<br />

raise and multiply cloned plants <strong>of</strong> Eucalyptus since<br />

2001 under European Union sponsored Project<br />

“<strong>Haryana</strong> Community <strong>Forest</strong>ry Project”. Ten selected<br />

clones <strong>of</strong> Eucalyptus viz. 7, 71, 288, 290, 316, 411, 413,<br />

526, 2045 and 2070 are being propagated and<br />

multiplied through cloned propagation technique.<br />

These are highly fast growing and high yielding clones<br />

<strong>of</strong> Eucalyptus which are capable to produce 1.5 to 2<br />

times more yield than the seed source routed seedlings<br />

as has been revealed by the researchers through their<br />

research data analysis. The propagating material is<br />

collected from the well developed CMAs' (Clonal<br />

Multiplication Areas) available in the Seonthi Reserve<br />

<strong>Forest</strong> itself.<br />

Initially in 2001, the capacity was to<br />

propagate 64,800 cuttings in 5 mist chambers which<br />

was increased to 1,40,000 cuttings in all the existing 10<br />

mist chambers during 2002 in a single batch. Again in<br />

2008, the capacity was increased to 3,00,000 cuttings<br />

with certain minor modifications in existing mist<br />

chambers. To further enhance the capacity to 3,50,000<br />

cuttings, ten thousand more root-trainer trays have<br />

been procured during the year 2011-12.<br />

Cuttings are being propagated in a state <strong>of</strong> art<br />

fully automatic mist chambers under high temperature<br />

(45°C) and high relative humidity (>90%) with the<br />

application <strong>of</strong> rooting hormones. Both, the<br />

temperature and relative humidity, are maintained and<br />

controlled through automatic control panels. The<br />

required time period to produce a well developed plant<br />

from a cutting is 16 to 20 weeks.<br />

The normal period <strong>of</strong> operation for the mist<br />

chambers is April to December under the climatic<br />

conditions <strong>of</strong> this region depending on air temperature.<br />

Success percentage <strong>of</strong> the cuttings planted to the<br />

plants produced is approximately 75%. These plants are<br />

supplied to various forest divisions, farmers and other<br />

organizations.<br />

The sale price per cloned plant has been fixed<br />

at Rs. 8/- since April, 2011. The production cost<br />

includes cost <strong>of</strong> material, chemicals, labour expenses,<br />

maintenance <strong>of</strong> cloned multiplication areas and other running costs. During 2001to 2012, 49.55 lakhs Clonal Eucalyptus<br />

plants have been produced at this centre.<br />

The details <strong>of</strong> production and supply <strong>of</strong> cloned Eucalyptus plants at Seonthi, during the previous years<br />

since 2001, is given in the table below:<br />

31,52,128 plants have been supplied to the <strong>Forest</strong> <strong>Department</strong> <strong>Haryana</strong>, 10,86,972 plants have been sold to the<br />

farmers and 2,09,949 plants have been supplied free <strong>of</strong> cost to various organizations such as universities, Research<br />

Centers, Krishi Vigyan Kendras etc since 2001. 2,16,238 plants have been discarded because <strong>of</strong> their inferior quality<br />

and growth since the inception <strong>of</strong> these chambers. In this way a cumulative supply <strong>of</strong> plants comes out to the tune <strong>of</strong><br />

44,49,049. The available stock <strong>of</strong> plants in March, 2012 was 290480.<br />

As far as the revenue is concerned, Rs. 2,85,29,533/- has been earned till February, 2012 and Rs. 23,23,840/- is<br />

being expected from the sale proceeds <strong>of</strong> the stock which was available in March, 2012. In this way a total revenue<br />

amounting to Rs. 3,08,53,373/- has been generated in March 2012. In addition to this, plants costing Rs. 14,25,635/-<br />

have been supplied free <strong>of</strong> cost to various research institutes.<br />

Delhi and <strong>Haryana</strong> <strong>Forest</strong> <strong>Department</strong> participated<br />

in the workshop.<br />

The basic objectives <strong>of</strong> the workshop were:<br />

• To identify suitable agr<strong>of</strong>orestry models for<br />

arid and semi-arid regions <strong>of</strong> <strong>Haryana</strong>.<br />

• To create public awareness about the<br />

relevance <strong>of</strong> agr<strong>of</strong>orestry for sustainable<br />

development in semi-arid <strong>Haryana</strong><br />

• To help farm families for integration <strong>of</strong> trees in<br />

their cropping systems.<br />

The workshop was conducted in two technical<br />

sessions.<br />

Sh. R. K. Sapra, IFS presented an overview <strong>of</strong><br />

Agr<strong>of</strong>orestry in <strong>Haryana</strong> exploring prospects <strong>of</strong><br />

integration <strong>of</strong> multipurpose tree species in the<br />

cropping systems. He discussed various<br />

agr<strong>of</strong>orestry models, especially Poplar and<br />

Eucalyptus based systems with economics. He also<br />

presented the market value <strong>of</strong> some tree species<br />

<strong>of</strong> arid zone like Ailanthus, Acacia, Shisham etc. Dr.<br />

L.N. Harsh, Principal Scientist (Retd.) CAZRI,<br />

Jodhpur discussed in detail the value addition <strong>of</strong><br />

different tree species <strong>of</strong> arid zone like Prosopis<br />

juliflora, Ailanthus excelsa, Acacia senegal etc. Dr.<br />

Devashree Naik from ICRAF shared her<br />

experiences on agr<strong>of</strong>orestry in reference to<br />

various parts <strong>of</strong> world, particularly African<br />

countries.<br />

Dr. Anil Hooda, CCF, Community <strong>Forest</strong>ry,<br />

<strong>Haryana</strong> presented the financial analysis <strong>of</strong> Poplar<br />

based agr<strong>of</strong>orestry system. He emphasized the<br />

need for similar analysis for other tree species for<br />

arid zone. He emphasized for a policy decision for<br />

crop loans to farmers for plantation <strong>of</strong> tree species<br />

under farm forestry so that small farmers can<br />

adopt farm forestry as economic alternative.<br />

During the workshop many presentations<br />

were made. Dr. D.P.S. Nandal, Pr<strong>of</strong>essor, CCS HAU,<br />

Hisar presented on Choice <strong>of</strong> Crops and Trees in<br />

Agr<strong>of</strong>orestry for South-West <strong>Haryana</strong> and the<br />

comparative performance <strong>of</strong> arid tree species like<br />

Khejri, Ailanthus, Siris, Kikar, Neem. He concluded<br />

that the growth <strong>of</strong> Ailanthus was maximum among<br />

different tree species. Dr. J.C. Kaushik, Head,<br />

<strong>Department</strong> <strong>of</strong> <strong>Forest</strong>ry, CCS HAU, Hisar made a<br />

presentation on Disease Management in Arid Tree<br />

Species. He explained the causes <strong>of</strong> disease and<br />

also explained its management and control. Sh.<br />

Sunder Lal, DFO (Community <strong>Forest</strong>ry), Rewari<br />

presented his study on bio-drainage. He shared the<br />

experiences <strong>of</strong> bio-drainage project <strong>of</strong> Jhajjar<br />

District. He said that clonal Eucalyptus was<br />

performing well in the waterlogged conditions.<br />

The results were encouraging and farmers were<br />

coming forward for clonal Eucalyptus plantations.<br />

Sh. Sailender, a farmer from Paharipur (Jhajjar)<br />

shared his experience that due to bio-drainage<br />

plantations in his fields, he was able to sow wheat<br />

crop in his fields at appropriate sowing time<br />

whereas earlier it was not possible to sow wheat<br />

on time due to rising water table.<br />

A field visit to Regional Research Station,<br />

Bawal was organized and the participants were<br />

exposed to performance <strong>of</strong> various tree species<br />

like Khejri, Hardwikia, Moringa, Aonla, Bel etc.<br />

On the conclusion <strong>of</strong> the workshop following<br />

recommendations were made:<br />

1. Emphasis on clonal plantation instead <strong>of</strong> seed<br />

produced seedlings<br />

2. Promotion <strong>of</strong> Ailanthus excelsa as boundary<br />

plantation initially and experimentation for<br />

Ailanthus based agr<strong>of</strong>orestry systems. The<br />

other species which could be recommended<br />

for plantation in South-West <strong>Haryana</strong> are<br />

Prosopis cineraria, Moringa oleifera, Hardwikia<br />

binnata and Melia dubia.<br />

3. Integration <strong>of</strong> fruit trees like Aonla and Bel in<br />

agr<strong>of</strong>orestry systems.<br />

4. Organization <strong>of</strong> awareness programs in<br />

collaboration with other stakeholders.<br />

Use <strong>of</strong> Fly Ash for <strong>Forest</strong> Wasteland Development<br />

Fly ash, which is considered as pollution hazard in<br />

the vicinity <strong>of</strong> coal based power plants, can be effectively<br />

used for restoration <strong>of</strong> degraded wastelands. An<br />

experiment was undertaken by NTPC Dadri (UP) for raising<br />

plantation using fly ash.<br />

To demonstrate the effectiveness fly ash, one day<br />

workshop on “Use <strong>of</strong> Ash for <strong>Forest</strong> Wasteland<br />

Development” was organised by Ash Management Group<br />

<strong>of</strong> NTPC for senior <strong>of</strong>ficials <strong>of</strong> State <strong>Forest</strong> <strong>Department</strong> at<br />

NTPC Dadri on 20-01-2012. Shri Subhash Yadav, DFO<br />

Mewat (<strong>Haryana</strong>) participated in the workshop and was<br />

convinced about the effectiveness <strong>of</strong> fly ash plantation. Senior forest <strong>of</strong>ficers from various States participated in this<br />

workshop.<br />

The participants visited the Ash Mound area <strong>of</strong> NTPC Dadri. Approximately 1,50,000 trees <strong>of</strong> various species<br />

have been planted directly on the ash mound. The plantation on ash was very impressive. The participants visited<br />

the wetland area adjacent to ash mound and Ash Technology Park and found large number <strong>of</strong> migratory birds and<br />

wild animals. The participants saw making <strong>of</strong> fly ash bricks and other ash based products manufactured and utilized<br />

by NTPC for construction purposes.<br />
