IN BRIEF
‘Abe likely to pick
hawkish ally Inada
as Defence Minister’
Tokyo : Japanese Prime Minister
Shinzo Abe will likely pick ruling party
policy chief Tomomi Inada as defence
minister in a new cabinet, the Asahi
newspaper said on Tuesday, which
could upset China and South Korea
given her conservative views on wartime
history.
Mr. Abe is set to reshuffle his cabinet
on Wednesday, retaining several
key ministers and picking a veteran
lawmaker who favours big spending as
ruling party number two.
Ms. Inada (57), is a close ally of Mr.
Abe and shares his goal of revising the
post-war, pacifist constitution, seen by
some conservatives as a humiliating
symbol of Japan’s World War Two defeat.
She regularly visits Tokyo’s Yasukuni
Shrine, which honours war dead
and is seen in China and South Korea
as a symbol of Japan’s past militarism.
Japan’s relations with both Beijing
and Seoul have often been frayed by
the legacy of Japan’s military aggression
before and during World War Two.
Ms. Inada served as minister for administrative
reform in an earlier Abe
cabinet before being appointed as the
ruling Liberal Democratic Party’s
(LDP) policy chief in 2014.
If selected as Defence Minister, Ms.
Inada would be the second woman in
the post after Yuriko Koike, newly
elected as Tokyo governor, briefly held
the portfolio in 2007.
The reshuffle comes as Mr. Abe
tries to rev up economic growth, handle
multiple diplomatic challenges and
eyes the possibility of staying in office
after his term as ruling LDP president
ends in 2018.
Mr. Abe is expected to travel to China
in early September for a Group of 20
summit, where he may have a meeting
with Chinese President Xi Jinping.
Sino-Japanese ties have also been
strained by a dispute over tiny isles in
the East China Sea and China’s growing
military assertiveness in the South
China Sea.
730 kg Ganja seized from Surat railway
yard, Odisha smuggler nabbed
Ahmedabad
August 02, 2016
In a joint operation,
the Local Crime Branch
(LCB) of Surat and
Government Railway
Police (GRP) today
sized a huge amount of
Ganja from the railway
yard here and arrested
a smuggler from Odisha
in this connection.
Police said that that
730 kg of Ganja worth
around Rs 44 lakh,
stuffed in various
sacks, was recovered
from an old hut in the
railway yard here. “A
smuggler Sujan (27), a
native of Odisha from
where the Ganja was
brought, was nabbed
from the spot. Two of
his aides, who have
been identified, are being
searched for. The
operation was conducted
on a tip off,’ a police
officer of the LCB
said.
He said that it was
SUDOKU
being investigated as
to how such a huge
stock of Ganja was
transferred most likely
by train all the way
from far-away Odisha.
Any involvement of
railway staff was also
being looked in to.
August 02, 2016
She is strict but good at
heart... She may not change her
style of functioning at this age”,
PM Narendra Modi had famously
said at the swearing-in
ceremony of Anandiben Patel
as the first woman chief minister
of Gujarat in May 2014.
Central to her her golden
heart is the legendary tale of
heroism -as a teacher in Mohiniba
Kanya Vidyalaya, Anandiben
had jumped into a reservoir
to save two girl students,
one a Muslim girl who reached
CMO to hug her and say thanks
for saving her life.
Anandiben, the longest serving
woman MLA and longest
serving minister in Gujarat
enjoyed uninterrupted stint of
power for 18 long years as a
minister heading ten departments
including the powerful
education, revenue and urban
development ministry . Her
anointment as CM by Modi in
May 2014 was a feather in the
cap which no woman has even
worn in Gujarat.
The elevation was not a surprise
as Anandiben had always
remained a staunch Modi loyalist
despite having worked
closely with former CM Keshubhai
Patel who was ousted
by BJP in 2001 post-earthquake
and replaced by Modi.
A fitness aficionado, Anandiben
would exercise, walk and
perform yoga daily and took
pride in climbing stairs at her
age without getting any knee
pain or going breathless. Her
secret was frugal eating and
‘never taking sweets’.
Ironically, Anandiben was not
Empathy for dalits
came too late
Ahmedabad
August 02, 2016
The videos of four dalits,
who were skinning
dead cows, being brutalized
by cow vigilantes
near Una, went viral on
July 13, two days after it
happened. The inhuman
incident was all over the
newspapers and TV channels.
But chief minister
Anandiben Patel chose
to visit the victims only
eight days later after angry
dalits’ anger spilled
on the roads and the issue
echoed in Rajya Sabha. In
fact, the Una incident was
the first event in Gujarat
that led to the adjournment
of Rajya Sabha in
two years of Narendra
Modi’s elevation as the
PM.
Anandiben clearly
failed to gauge the enormity
of the consequences
and BJP had no answers
to the opponents’ volley
of criticism for her delayed
show of empathy.
ACROSS
A crossword is a word puzzle that normally takes the form of a square or
a rectangular grid of white and black shaded squares. The goal is to fill the
white squares with letters, forming words or phrases, by solving clues which
lead to the answers. In languages that are written left-to-right, the answer
words and phrases are placed in the grid from left to right and from top to
bottom. The shaded squares are used to separate the words or phrases.
The party’s requests “not
to politicize” the issue
sounded a mere rhetoric.
Home minister Rajnath
Singh’s appreciation of
Anandiben Patel-government’s
prompt action
against the culprits and
cops looked out of place
for all those who had seen
videos of inhuman torture
of people from the suppressed
class.
It was the first time
that all the top national
politicians trooped into
Gujarat after the 2002
post-Godhra riots and
Anandiben and her party
struggled to defend themselves
against a barrage of
attacks.
The Una incident posed
known to possess a sweet tongue
as well. Perceived as a arrogant
and stern politician by party insiders
and bureaucrats, she got
along only infamously with Amit
Shah, the right hand man of Modi
even as she was considered the
left. In fact, power corridors in
Gandhinagar have remained rife
since years with how the two key
ministers in Modi cabinet never
saw eye to eye. Lately , whenever
Amit Shah would visit Gujarat,
rumors of Ben’s ouster would
break the roof.
Not considered a popular, mass
leader, Anandiben had to change
her assembly seat thrice-from
Mandal to Patan to Ghatlodiya-as
she continued to win seats
but was not famous for winning
hearts.
In the 2 years, 2 months and 10
days of assuming power, Anandiben’s
disciplinarian style of functioning
won her few admirers
inside the party , administration
and even the society at large that
constantly compared her with the
charismatic predecessor Narendra
Modi.
Known to rarely smile, her
crisp dismissals ‘Andolano to
thaya rakhe’ (agitations keep
happening’-her rude dismissal of
a movement for OBC status by
Patels, her own community-did
little to control the stir from spiralling
out of control. Her delayed
reaction to Dalit flogging
too was seen as a sign of flawed
governance which caused much
embarrassment to BJP fighting
to attract Dalit votes in UP and
Punjab.Anandiben’s visit to
Una came too late as BSP chief
Mayawati had brought national
shame on BJP in RS over the incident.
a big question on the
much flouted ‘Gujarat
model’ of development,
propagated first by Modi
and later asserted by Patel.
What followed was an
unprecedented regrouping
of Dalits, who have called
for defeating BJP in 2017.
The Una case reignited
the memories of 2012
Thangadh incident in
which three young dalits
were killed in police firing.
Filing a closure summary
report in the case,
which essentially means
no one killed the youths,
was like rubbing salt in
dalits’ wounds. Families
of the murdered youths
are now sitting on a fast in
Gandhinagar.
Talgo’s much awaited
first of three trial runs
on the Delhi to Mumbai
hit by heavy rainfall
and track washout in
South Gujarat.
According to the Railway
trial run has otherwise
been a success.
In various tweets the
Railway Ministry said: A
on Delhi-Mumbai route
washed out due to heavy
rainfall, and therefore
train services are affected,
Amdavadis, here’s
how to funk up
your wardrobes
Ahmedabad
August 02, 2016
There was a time when
fashion for men was limited
and out-of-the-box
ensembles were a strict
no no. However, with
changing times, fashion
has not just evolved,
but menswear and men’s
fashion choices have
undergone tremendous
changes. And one such
change which has caught
up with not just celebs but
also with Amdavadi men
is quirky fashion. From
edgy prints in daily wear
or funky personal accessories,
quirky fashion’s in
vogue and how. Here are
few simple tips for you to
nail the quirky look.
Take small steps: Singer-actor
Darshan Rawal
loves to experiment with
quirky prints as it helps
him to push his fashion
boundaries. “Quirky
prints sure is going big
in the fashion industry.
The key to nail this trend
is to take small steps in
the beginning. Add small
accents such as bowties,
socks, tiepins, ties, square
pockets, and once you are
confident enough, add in
more accents like jackets,
bags, shoes et al.”
Designer Harsh Gupta
adds, “Go small by
gain from the scheduled
run upto Ratlam.
Further three more trials
of Talgo train will
be carried out between
Delhi to Mumbai in the
coming days. Talgo train
completed its maiden
trial between Delhi and
Mumbai successfully.
It took 2 hours less between
Delhi and Surat
compared to Rajdhani
Express. However due to
heavy water logging on
tracks in Vapi – Bhilad
section of South Gujarat,
Talgo train had to follow
speed restrictions due to
safety reasons. Average
adding quirky elements
like sun glasses, belts,
buttons, watches, funky
broaches and other. Once
you are confident, start
going bigger. Make sure
only one element is highlighted
at one time.”
Make daily wear a bit
edgy: With the lines that
defined fashion are blurring,
one can add little elements
of fun in their daily
wear. “Adding simple
yet striking accessories
is a great way to incorporate
quirky elements
in your daily wear. From
socks, backpacks, shirts,
jackets, laptop bags, file
covers, travel accessories,
workout accessories
and shoes, there are many
options available. Make
sure that these elements
add to your personality
which make you stand
out,” says designer Rajdeep
Ranawat.
experimenting with any
trend, it is always a good
idea to stay in budget and
try various options before
going all gung-ho about
the trend, says designer
Diya Rajvvir. “Flea
markets and online sales
are the best bets when it
comes to staying within
your budget and get
your requirements. Thrift
shops are a great option
when you are just about
to start experimenting
with any new look.
running speed of Talgo
train between Delhi and
Surat was 106.52 km per
hour in comparison to
Rajdhani Express which
runs at speed of 89.76
km per hour.
The train had departed
from Delhi at 19:55
hours on Monday evening,
for the first leg of
its final phase trials on
the Delhi to Mumbai
route. Talgo has claimed
that its coaches can help
clock higher speeds on
existing Indian tracks
and this it says can help
complete a train journey
between the two metros
Combining the online
EDITORIAL
The dynamic nature of poverty
Child labour by other means
The amendments to the Child Labour (Prohibition and Regulation) Act, 1986,
passed by Parliament recently, demonstrate a lack of national commitment to abolishing
all forms of child labour. Instead of attempting an overhaul of legislation
that has proved ineffective in curbing the phenomenon, Parliament has allowed
children up to the age of 14 to be employed in ‘family enterprises’, and created
a new category of ‘adolescents’ (the 14-18 age group) who can be employed in
‘non-hazardous’ occupations. In the name of acknowledging the socio-economic
realities of India, the amendments tweak the law in such a way that children are
in some form or other available for employment. The only concession to their
educational rights is that they are permitted to work in family enterprises only outside
school hours and during vacations. Curiously, the main amendment — to ban
children up to the age of 14 in any occupation — is being touted as a progressive
leap from the earlier ban limited to some occupations and processes. It should not
be forgotten that with the passage of the Right of Children to Free and Compulsory
Education Act, 2009, a statutory obligation to ensure that every child completes
elementary education, is already in place. The exemption to family enterprises
effectively retains conditions under which children are made to contribute economically
while studying. Working outside of school hours and earning valuable
income for the family will surely have a deleterious effect on the children’s health
as well as their aptitude for learning.
Regulation is going to be a big challenge, as it will be difficult to determine
whether a particular family is running an enterprise, or whether some faceless
owner has employed a single family to circumvent the law. The fallout will be
a higher dropout rate. They may go to school for some years, concurrently work
with their families, and graduate to being full-time adolescent workers, without
completing elementary education. The NDA government, like its predecessor that
proposed the amendments, seems to be satisfied with mere compliance with International
Labour Organisation Conventions 138 and 182. The former mandates
compulsory schooling till the age of 15, but permits countries with inadequate
education facilities to reduce it to 14, while Convention 182 prohibits employment
of children “in the worst forms of labour”. Bare compliance with international
norms is not enough. Children from the poor and marginalised sections, especially
Dalits, are still in danger of being deprived of both the joys of childhood and their
constitutional right to education. It is yet another stark reminder that the country
is far from achieving the complete elimination of child labour.
Soft on Saudi Arabia’s
war on Yemen
Saudi Arabia’s war on Yemen is going
on and on. But 16 months after a Saudi-led
coalition started bombing rebels in the poor
Arab country, none of the declared objectives
of the war seem to have been met.
The Shia Houthi rebels still control huge
swathes of territory, including the capital
Sana’a. President Abd Rabbuh Mansur
Hadi, on whose behalf Saudi Arabia intervened
in Yemen, hasn’t established credible
authority even in territories technically
ruled by his government. The war and
the resultant chaos have helped al-Qaeda
in the Arabian Peninsula steadily expand
its influence in Yemen. Over the past year
and a half, Saudi Arabia has repeatedly
come under international criticism for its
brute use of force and lack of interest in
finding a settlement to the civil war. UN
Secretary General Ban Ki-moon admitted
earlier this year that the UN did not blacklist
Saudi Arabia as a violator of children’s
rights because it had threatened to cut off
funding to the organisation. The statistics
are chilling. Since the bombing started in
March 2015, over 6,400 people have been
killed, half of them civilians, according to
the World Health Organisation. More than
30,000 people have been left injured, and
about 2.5 million remain displaced. An
TheBIGpicture
estimated 9.4 million Yemeni children are
in urgent need of humanitarian aid, as the
country grapples with food, power and water
shortages. These numbers suggest that
Yemen, a country of 24 million people, is
facing one of the worst humanitarian crises
in its modern history.
Tragically, there has been no meaningful
international attempt to solve this crisis.
There is a peace process on, but the prospects
of a settlement appear grim as the
Saudi coalition continues its attacks. Saudi
Arabia may have its strategic goals behind
the war, such as defeating Houthi rebels
who Riyadh perceives to be proxies of
Iran. What is intriguing is the silence of the
Western powers that are vocal about rights
violations elsewhere. The U.S. and the
U.K., allies of Saudi Arabia, could have
exerted pressure to end the bombing, and
push for a diplomatic solution. Nothing
of that sort has been evident. In fact, both
have shored up arms sales to Saudi Arabia
in recent years. This “special relationship”
explains Saudi Arabia’s impunity. But how
long can the world look away from Yemen?
The botched Saudi intervention has
proved that it is in no position either to win
the war or push for peace. Letting the status
quo continue will be disastrous.
SCRIPSI
“Please believe that one single positive dream is more important than a thousand negative
realities.”
~ Adeline Yen Mah
Sometimes the grand
narratives of the Left and
the Right do not seem to
have any relationship with
the lived experiences of
ordinary Indians. For the
past two decades, the Left
has tried to expand social
welfare programmes for
the poor in the country by
highlighting the growing
disparities between the rich
and the poor. The Right,
on the other hand, points
to the growing burden of
politically driven welfare
policies and emphasises the
need for economic growth
to alleviate poverty and improve
the lives of the poor.
These grand narratives often
obviate the fact that the
concept of poverty today
is fundamentally different
from that of poverty three
decades ago, and that safety
nets need to be tailored to
meet the needs of a society
in transition.
Complicated data
For example, most of our
anti-poverty policies rely
on identifying the poor by
using Below Poverty Line
(BPL) Censuses conducted
approximately once every
10 years. In 1993-94, when
half the Indian population
fell in the BPL category, it
was easier to identify the
poor — they lived in rural
landless households in
underdeveloped districts
such as the Dangs and Bastar
and often belonged to
the Scheduled Castes (SC)
or Scheduled Tribes (ST).
Even if all the above identification
strategies failed,
we still had a 50 per cent
chance of being right in
identifying the poor. Today,
however, when one in four
rural Indians and one in six
urban Indians is poor, our
Strategic affairs analysts
ponder whether India can become
a “great power”. It has
the prerequisites of size, location,
demography, economic
potential and political standing.
The question is about
its capacity to forge these
attributes into demonstrable
national strength. The Modi
government’s ambition in that
direction is evident in India’s
foreign policy initiatives in our
near and extended neighbourhood,
with major powers and
in campaigns for UN Security
Council and Nuclear Suppliers’
Group (NSG) membership.
Securing desired outcomes
in multilateral forums tests a
country’s international influence.
India’s application for
NSG membership at the recent
Seoul meeting of the group encountered
an unwillingness or
inability of the United States to
decisively influence the result,
unlike in 2008 when it effectively
got the group to approve
civil nuclear cooperation with
India. Besides raising questions
about U.S. motives, this
turned the spotlight on the diplomatic
tools India could use
to obtain success.
P. S. Raghavan
In 2008, India had addressed
NSG members’ non-proliferation
concerns. Its application,
therefore, should not have
been controversial, since its
record had not changed. What
was different was the geopolitical
landscape and the absence
of a strong U.S. push. This
gave countries the space to advance
their perspectives or to
pursue strategic advantage by
taking one or the other side.
The geopolitical games
The outcome in such international
negotiations is really
determined by geopolitical
games, bilateral equations and
domestic politics, more than
the “merits” of a case.
The strength of bilateral
relationships underpins such
negotiations. Every country,
big or small, matters. Mutually
beneficial bilateral cooperation
enhances the stake of both
countries in the relationship.
This influences their attitude in
multilateral forums on subjects
of interest to each other. As in
interpersonal relations, so in
diplomacy: make a friend before
you need him.
Another diplomatic tool is
projecting to countries the advantages
of a positive stance
and the “costs” of a negative
position. A current example is
the Saudi Arabian threat to sell
$750 billion of U.S. assets if
the latter enacts a law enabling
victims of 9/11 to sue the Saudi
government for its alleged
involvement in the terrorist
act. The U.S. Congress may
pass the bill, but the President
will probably veto it.
Awarding or withholding
major contracts and facilitating
chances of being wrong in
identifying the poor are far
greater.
Data from the India Human
Development Survey
(IHDS) point to another
trend. This survey, conducted
by the University of
Maryland and the National
Council of Applied Economic
Research (NCAER)
for the same households
at two points in time, viz.
2004-05 and 2011-12, is the
first large panel survey in
India. Results from the survey
show that if BPL cards
had been handed out in
2004-05 on the basis of the
household’s average consumption
expenditure, 25 of
the 38 Indians who would
have received these cards in
2004-05 would have been
out of poverty by 2011-12.
On the other hand, of the 62
Indians who were not eligible
to receive BPL cards in
2004-05, nine became newly
poor in 2011-12. Thus in
2011-12, 66 per cent of the
BPL card-holders would
have already moved out of
poverty, while 40 per cent
of the poor would not have
had a BPL card.
Spreading the net wide
Once we recognise that
poverty is dynamic in nature,
and that as per our
conventional definition of
poverty, poor households
may move out of poverty
and the non-poor may become
poor over a period
of time, we are forced to
question the veracity of our
fundamental assumptions
about poverty. Perhaps
poverty occurs not simply
due to the accident of birth
or as defined in terms of
where and in which family
people are born, but also
due to the accident of life
caused by the occurrence
of disease, disability and
unemployment. Achieving
this recognition entails a
complete transformation in
our mindset.
The second concern about
our approach to poverty is
that we want to cover the
maximum number of people,
consequently diluting
the support that we are able
to provide the poor. Empirical
data point to a strange
paradox. Ironically, in spite
of a decline in poverty, the
proportion of the population
receiving welfare benefits
has risen sharply. The
IHDS shows that between
2004-05 and 2011-12, the
proportion of the population
deemed to be poor fell
or impeding investments are
recognised negotiating tactics.
Countries leverage strategic
import decisions — civilian
and defence — to extract benefits
from the exporting country.
In the 1990s, when Boeing
dominated its market, China
placed a large order with Airbus
— apparently reacting to
U.S. criticism of its human
rights record. Airbus thereafter
consolidated its position in
China. Today, China is exploiting
the Airbus-Boeing competition
to extract technological
know-how for designing and
manufacturing its own civilian
aircraft.
India does not have the internal
flexibility to use such
tactics. Central audit and vigilance
guidelines are invoked to
block them. These guidelines
are meant to check profligacy
and venality of officialdom; not
to obstruct strategies pursued
in the national interest, provided
they are coherently defined
and implemented. In 2003, the
Vajpayee government initiated
an internal dialogue on evolving
a methodology, conforming
to international practices,
for extracting strategic value
from our major import orders.
from 38 per cent to 22 per
cent. But the proportion of
households receiving any
of the benefits under different
government schemes,
such as old age pension,
widow pension, and the
Janani Suraksha Yojana,
or scholarships and other
benefits, grew from 13 per
cent in 2004-05 to 33 per
cent in 2011-12. The proportion
of households buying
cereals from the Public
Distribution System (PDS),
which was intended to provide
subsidised foodgrains
to the poor, grew from 27
to 52 per cent. Further, the
newly initiated Mahatma
Gandhi National Rural Employment
Guarantee Act
(MGNREGA) provided
employment to 17 per cent
of the households, signifying
a substantial increase
from the almost negligible
participation in erstwhile
public works programmes.
Thus, the proportion of
households covered by all
these schemes taken together
grew from 35 per
cent to 68 per cent of the
total population over the
period under study.
Despite this massive expansion
in the coverage of
welfare programmes, the
incomes and subsidies accruing
from them still account
for a relatively small
proportion of the overall
household budget. In
2004-05, the transfers and
subsidies under the above
schemes accounted for an
average of Rs.3,129 per recipient
household per year,
which had increased to
Rs.6,017 in constant terms
in 2011-12. This amounts
to only about Rs.100 per
person per month in 2011-
12.
How to win the world over
Predictably, bureaucratic headwinds
grounded the initiative.
India’s Missile Technology
Control Regime (MTCR)
membership was vetoed by Italy
in 2015. When this veto was
lifted this year, some attributed
it to a deal on the Italian marines
awaiting trial in India for
the killing of two fishermen off
the Kerala coast in 2012. Even
if true, the national interest
justifies such deals. Similarly,
every time our government
signs a multilateral agreement,
it faces charges of a “sell-out”.
The truth that you must concede
somewhere to get something
elsewhere is as valid in
international negotiations as in
daily life.
The China lessons
Influence in multilateral
forums is enhanced by bilateral
and plurilateral alliances
promoting shared strategic,
security or economic interests.
India’s initiatives in East,
Southeast and West Asia and in
Africa are relevant in this context.
These elements feed into
specific negotiations: strategic
alliances, tactical alignments,
bilateral trade-offs and pressure
at sensitive points combine
to achieve the objective.
All these factors are relevant
in our approach to China. Notwithstanding
its inflexibility at
Seoul, India’s NSG membership
is not its most important
concern. This was demonstrated
by China’s strident response
to the recent Permanent Court
of Arbitration judgment on its
actions in the South China Sea.
China dismisses the court’s authority,
but is assiduously canvassing
international support
for its position.

On-tap bank licence
not for big corporates
New Delhi
August 02, 2016
Large industrial houses,
whose income from
non-banking sources is over
40 per cent of total will not
be eligible to set up a universal
bank in the country, the
Reserve Bank of India (RBI)
said on Monday. However,
they are allowed to pick up
10 per cent stake in banks.
Final guidelines
In the final guidelines on
on-tap licensing, the central
bank has allowed individuals
with 10 years of experience
in banking and finance,
as well as business groups
with 10 years’ track record
to promote universal banks.
For business groups with
more than Rs.5,000 crore in
total assets to be eligible for
a licence, their income from
non-financial businesses
should not account for 40
per cent or more in terms of
total assets/in terms of gross
income.
“Large industrial houses
are excluded as eligible
entities but are permitted
to invest in the banks up to
10 per cent,” RBI said in
its guidelines statement.The
existing non-banking financial
companies (NBFCs)
that are controlled by residents
and have a successful
track record for at least 10
years will also be eligible.
However, an NBFC, which
is a part of the group where
the non-financial business
of the group accounts for 40
per cent or more in terms of
total assets/gross income,
is not eligible, the banking
regulator clarified.
The bank should have a
minimum capital of Rs.500
crore and should list on the
stock exchanges within six
years of commencing operations,
RBI said. The bank
shall open at least 25 per
cent of its branches in unbanked,
rural centres. The
bank should also maintain
a capital adequacy ratio of
13 per cent in the first three
years of operation as compared
to 9 per cent in existing
banks.
NOFHC requirement
Setting up of a non-operative
financial holding company
(NOFHC) has not been
made mandatory for individuals
and standalone promoting
entities that do not have
any other group entities. For
others, the RBI has mandated
that at least 51 per cent
stake in the NOFHC should
be owned by the promoter
group.
“No shareholder, other
than the promoters/promoter
group, shall have significant
influence and control in the
NOFHC,” the norms said.
The promoters should hold
a minimum of 40 per cent
stake in the bank, locked-in
for a period of five years, but
the stake should be brought
down to 15 per cent within
15 years.
After setting up the bank,
the NOFHC will not be allowed
to set up any financial
services entity for three
years, the RBI said.
A Standing External Advisory
Committee (SEAC)
will be set up by the RBI
to vet the applications. The
committee would send its
recommendations to the
Internal Screening Committee
(ISC), consisting of
the Governor and Deputy
Governors. The ISC would
then submit its recommendations
to the Committee
of the Central Board of RBI
for the final decision to issue
an in-principle approval,
which would be valid for 18
months.
Unsuccessful applicants
can appeal against the decision
to the Central Board of
Directors, within one month
of being rejected. Names of
applicants and successful
candidates would be made
public, the RBI said.
New Delhi
August 02, 2016
Manufacturing activity
picked up marginally, rising
to a four-month high in July,
according to a survey.
The Nikkei India Manufacturing
Purchasing Managers’
Index came in at 51.8
in July, up from 51.7 in June.
A reading of over 50 implies
“The performance of India’s
manufacturing economy
July, with a stronger expansion
in new business contributing
to faster increases
However, the report noted
that overall job creation
was negligible despite some
companies adding to their
workforces. “Although output
New Delhi
August 02, 2016
Eight core sectors of the
economy registered a 5.2 per
cent year-on-year growth in
June due to higher electricity,
coal and cement output, according
to latest data.
In June 2015, these eight
sectors — comprising about
38 per cent of the weight of
items included in the Index
of Industrial Production (IIP)
— had risen by 3.1 per cent.
The June number was higher
than the 2.8 per cent in May
2016.
Data released on Monday
by the Commerce and Industry
Ministry showed that
in June 2016, the growth in
electricity generation with
a weight of 10.32 per cent
in the IIP — the maximum
weight in the IIP among the
eight core sectors — had
soared to 8.1 per cent. It
had risen by 14.7 per cent in
April but dropped to 4.6 per
the sector had recorded only
1.2 per cent growth. Coal
output in June rose 12 per
14.6 per cent in November
2014. Coal production had
increased by 5.4 per cent
since 11.89 per cent in March
Crude oil and natural gas
output continued to remain
the IIP for April shrunk 1.35
the sector posted a 6.4 per
Over to these actors
“It’s nice to see new directors shake things
up a bit,” says filmmaker Anish Kuruvilla.
The director of films like Avakai Biryani and
Ko Ante Koti returned to acting with Pelli
Choopulu, 12 years after he was seen on
screen in Sekhar Kammula’s Anand. “I am
a filmmaker first, then an actor,” he says,
speaking to us in between a location recce for
Kammula’s next. When he talks about ‘shaking
things up’ he’s referring to the scope for a
newer set of supporting actors.
We’ve discussed earlier how 2016, so far,
has largely belonged to content-driven small
and medium budget films. Some of these films
have introduced or helped re-invent a few actors.
Sathyam Rajesh and Vennela Kishore
starred in atypical roles in Kshanam, which
also had television anchor Anasuya Bharadwaj
as a ruthless cop. Now, Pelli Choopulu
is the talk of the town and its relatively new
lead actors Vijay Deverakonda and Ritu Varma,
and the comic duo Priyadarshi Pulikonda
and Abhay Betiganti are appreciated. Anish
Kuruvilla as a father of a potential bride and
Kedar Shankar as the hero’s father also made
a mark.
Neither a small budget film nor by a newcomer,
but Trivikram Srinivas’s A… Aa
saw striking performances by Praveen (as
Nithiin’s friend), television actor Hari Teja
(Samantha’s aide) and Ananya (as Nithiin’s
sister). Anupama Parameswaran got noticed
too, but there’s much more to come from her.
Ananya, who hails from Ernakulam, Kerala,
is a known name in Malayalam and Tamil
films with films like Nadodigal, Engeyum
Eppothum and Shikkar to her credit. Praveen
has been around in Telugu cinema for a few
years, but A…Aa saw him in a good role with
enough screen time to make an impression.
Being a part of the hit song ‘Vellipokke Shyamala’
was an icing on the cake.
Anish feels there’s no dearth of talent.
“One just needs to look at television and theatre
actors. Monotony sets in when you have
the same actors cast in predictable roles. The
problem lies in how filmmakers function —
by beginning to write with certain actors in
mind,” he points out.
Abhay Betiganti worked with Nishumbita
theatre group. Hailing from Siddipet, he studied
B.Tech and worked with a multinational
bank. “I was always interested in cinema but
didn’t know how to find my way into the industry.
A regular job gave me financial security
but after two years, I quit and joined Ram
Mohan (Holagundi) of Nishumbita,” he says.
His family was concerned whether he’s doing
the right thing by pinning hopes on cinema.
“There are happy with the response I’m getting
for Pelli Choopulu,” Abhay beams. He
met director Tharun Bhascker through Priyadarshi.
“Theatre taught me how to improvise
on the spot and that experience helped while
shooting in sync sound for the film,” he adds.
Be it actors who make a mark in comic
roles or those who play parents and siblings
to lead actors, they all face the bane of being
typecast. Abhay hopes he won’t have to always
play the funny guy or a hero’s friend.
His forthcoming film, Bommala Ramaram,
doesn’t have him doing anything funny, he
points out.
Since Kshanam’s release in February,
Anasuya has read a dozen scripts. “Horror
comedies to women-oriented films; item
numbers to cop roles,” she mentions. “I was
considered a glam girl. Kshanam saw me
differently.” Anasuya doesn’t want to be pigeon-holed
into playing a cop again. “I want
to do something that hasn’t been done before,”
she says. In Soggade Chinni Nayana
she was seen in a cameo. “There are offers for
item numbers too,” she laughs. Anasuya has
the advantage of hosting a popular television
show and isn’t eager to take up any film that
comes her way.
Sporty and stylish
Actor Hrithik Rohshan was in town
for the closing ceremony of Pro Kabaddi
League Season 4 match in Hyderabad and
for the launch of Rado’s stand alone boutique
at Sujana Forum Mall in Kukatpally.
The actor who is known for his love for
sports and adventure sports insists he is an
outdoor person and would love to be associated
with anything that’s sporty and exciting.
While his favourites are sand boarding
and diving, he says:
Of late I have found a new passion for
skiing. These are more in the category of
adventure sports and I can never say no to
such outdoor events.” The fit and stylish actor
sported a dapper look and obliged fans
at the hotel Trident where he was staying.
He even stopped and obliged a little fan
who was sporting the Krrish mask. “ Krrish
, it’s been 10 years, Wow and it is nice to
see that children still remember Krrish ,” he
smiled.
Before leaving Hyderabad, the actor
inaugurated Rado’s latest watch. Asked if
he is happy to be associated with the brand
that goes with his stylish, good looking and
attractive persona, he responds: Maybe, I
can’t say that for myself. But my memory
of the watch is the one of me growing up
seeing my dad wear the brand. I would love
seeing the watch on his strong wrist and
I started growing a strong bond with the
brand. The new collection is simple, nonflashy
and very functional and that’s what I
love about these watches.”
The actor who’s next movie MohenjoDaro
directed by Ashutosh is excited.
And why wouldn’t he be, the censorboard
has given a go ahead to the film without any
cuts.
“I am longing to see the film hit the
screens,” says the actor.
All eyes on Vikram’s
‘Iru Mugan’ trailer
‘Chiyaan’ Vikram is
back and this time
around in an action-packed
drama titled
‘Iru Mugan’ directed
by Anand Shankar.
Shankar’s directorial
debut was Vikram Prabhu
starrer Arima Nambi.
The trailer has many
interesting aspects unveiled:
Vikram will
appear in dual roles
in the movie, one of
which might be that of
a masked villain and
secondly there are two
lead ladies in the film,
Nayanthara and Nithya
Menon. Vikram seems
to score in the effiminate
role of the villain.
Undercover ops, car
chasing sequences and a
love angle: if the trailer
is anything to go by, ‘Iru
Mugan’ promises to be a
film to watch out for.
The music is scored by
Harris Jayaraj.
Vikram teams up with
director Hari for ‘Saamy 2’
Director Hari announced
on Tuesday that he
will reunite with actor
Vikram for the sequel
to his 2003 Tamil blockbuster
“Saamy”.
“Vikram and I are coming
together for ‘Saamy
2’. We had plans of doing
it much earlier but things
somehow didn’t fall in
place (then),” Hari told
reporters here. He spoke
at the audio launch of
Vikram’s upcoming Tamil
outing “Iru Mugan”.
In “Saamy 2”, Vikram
will return as the police
officer. The role was
catapulted the actor to
fame.
Without divulging much
information, Hari said
that the sequel will go on
the floors later this year.
At the audio launch, the
trailer of “Iru Mugan”
was released and it gave
audiences a glimpse of
Vikram in dual roles. In
the film, Vikram plays a
secret agent as well as a
transgender.
Coffee-table book Rajinism brings together interesting trivia, stories and photos
of the actor
* The film Muthu ran to a full house for months when it was released in Japan,
with locals forming fan clubs for Rajini, the ‘Dancing Maharaja’.
* Rajinikanth is an avid reader; his favourites are Kalki’s Ponniyin Selvan and
T. Janakiraman’s Amma Vanthal.
* Rajinikanth and Kamal Haasan have worked together in 18 films.
* In Mannan (1992), Rajini made a foray into playback singing.
Interesting, isn’t it? We cannot get enough of the Superstar — anything that has
to do with him is greeted with a certain frenzy that’s difficult to express in words.
As the city was drenched in a downpour on Monday evening, a small group
of Rajini fans had gathered to talk about the obvious: their love for the actor. The
occasion — the launch of a coffee-table book titled Rajinism by Brew magazine.
The book features trivia on the actor and his film career, stories by fans, an
interview with director S.P. Muthuraman who’s worked with the actor in 25 films,
and pages and pages of gorgeous photos of Rajini. It’s a treat for his fans, and when
better than the Kabali wave to release it?
Rajinism was launched by S.P. Muthuraman, in the presence of actor Y. Gee.
Mahendra and cinematographer P.C. Sreeram. Muthuraman and Mahendra,
who’ve known the actor for years, regaled the audience with interesting anecdotes.
From the shooting of Murattu Kaalai in Pollachi, when the locals who gathered
expressed genuine concern for the dusky young man who looked like one of their
own, to the recent Sivaji days when Rajini refused to use the high-end caravan that
was reserved for him — it was Rajini talk all the way.
Sameer Bharat Ram, publisher, Brew, says that the book was put together in
four months. “It was done purely for my love for the man. I’ve been a big fan of
Rajini since childhood, and, for me, cinema doesn’t exist without him,” he says.
Sameer is currently working on a documentary on the superstar. “It will record
his journey, as seen through the eyes of people around him. We started shooting
it the day Kabali released. We’ve documented the madness of his fans in theatres
such as Kasi and Albert, and plan to shoot his fans in Japan too. We hope to release
it on his birthday,” he says.

West Indies vs. India: Statistical
highlights of day 3 of Kingston Test
New Delhi
August 02, 2016
Ajinkya Rahane carved
out his seventh Test hundred
before India’s declaration
at 500 for nine
against the West Indies
on Monday.
Rahane (108* off 237
balls) was at the crease as
the visitors declared their
first innings at 500/9
with early tea taken after
a second rain interruption.
India lead by 304
runs after West Indies
were bowled out for 196
runs in their first innings.
Here are the statistical
highlights of the third
day’s play:
» India has, for
the first time, taken a first
innings lead of 300-plus
(304) while batting second
in a Test match vs.
West Indies in the Caribbean.
It is the third
instance of a lead of over
200 vs. West Indies overall
while batting second.
» India has, for the
second time, registered a
lead of 300 or more in
successive Tests. In the
North Sound Test last
week, they had gained a
Continued from Page-1
V.K.
sistance is 10,000, but
the numbers may swell
as the government’s plans
crystallise. The layoffs
have increased sharply
over the past two years,
after plummeting oil prices
put the Saudi Arabian
economy in trouble, causing
a major downturn in
funding for infrastructure
projects where Indians
are employed.
Many workers who
have been laid-off were
employed with companies
that have themselves
folded up, and therefore
the requisite “no-objection”
certificates needed
for emergency exit visas
are proving hard to procure,
Ms. Swaraj said.
Another major concern
is securing back wages
for the workers, many
of whom have not been
paid for more than eight
months.
Once the formalities
are completed, MEA officials
say they will prepare
the arrangements for the
evacuation of those out of
three million Indians who
live and work in KSA
needing to return to India.
This in itself is a mammoth
and unprecedented
exercise as although India
has conducted several
evacuations for citizens
in the past three decades,
this is the first peace-time
operation for Indians
fleeing an economic situation.
The government is also
considering its options
for evacuations. In 2014,
the government had used
commercial flights to
evacuate hundreds of Indians
from Iraq after the
ISIS made gains there.
In 2015, the government
had used air force, naval
and merchant ships as
well as Air India flights
to transport about 5,000
Indians out of war-torn
Yemen. Last month, the
government sent 2 IAF
C-17 Globemaster planes
to fly about 150 Indians
out of South Sudan. “Logistics
and modalities of
a possible repatriation of
those who want to return
will be worked out only
after Gen. Singh returns,”
a source said.
Our special correspondent
from Kerala adds:
The Department of
Non-resident Keralites
Affairs (NoRKA) has
taken the initial steps
lead of 323.
» India (500/9d)
has recorded a total of
500 for the first time in
a Test match at Kingston.
In all, they have
registered five totals of
500-plus totals vs. West
Indies in the Caribbean.
» Overall, India
has registered totals of
500 or more in successive
innings in Tests
three times away from
to facilitate the return
of Keralites stranded in
various camps in Saudi
Arabia following loss of
employment, besides ensuring
recovery of their
wage arrears.
Earlier in the day, amid
mounting concerns, Chief
Minister Pinarayi Vijayan
directed the Secretary,
Non- Residents Keralites
Affairs Department and
the Resident Commissioner
in Delhi to get into
the loop of coordination
activity being under taken
by the External Affairs
Ministry to bring back Indian
nationals, including
Keralites, many of whom
are starving.
The Congress has
launched a campaign
dard-e-banaras to highlight
lack of development
in Varanasi, which Mr.
Modi is representing for
over two years in the Lok
Sabha.
The Congress is out of
power for 27 years in Uttar
Pradesh and is projecting
that the State has gone
from bad to worse in last
27 years through a campaign
called 27 saal UP
behal.
Varanasi is a key place
in eastern Uttar Pradesh
having some 160 of the
and Rae Bareli — in the
2014 Lok Sabha polls.
The U.P. Assembly
elections outcome will
also set the stage for the
2019 Lok Sabha polls.
Poll strategist Prashant
by the Congress for the
Assembly polls.
Mr. Kishor was Mr.
Modi’s strategist in the
2014 Lok Sabha polls and
helped Nitish Kumar in
the 2015 Bihar Assembly
polls.
GST
out of a Goods and Services
Tax regime, subsuming
all indirect taxes,
including central excise
duty and State VAT/sales
tax, is listed for consideration
and passing in the
Upper House on Wednesday.
Legislation was approved
by the Lok Sabha
in May 2015 and introduced
in the Rajya Sabha
in August 2015 where it
has been pending due to
opposition from the Congress
over certain provisions.
The Cabinet, Mr.
Agrawal said, had approved
amendments to
the bill and the same
should be given to the
members for them to go
through before the debate
on Wednesday.
Deputy Chairman P.J.
Kurien said the bill was
circulated to members in
August 2015 before its
introduction in the Upper
House. That as per rules
and procedures is okay,
he said.
“However, if you need
one more copy, [Rajya
Sabha] Secretariat will
circulate it,” he said adding
if there were amendments
proposed by the
government to that bill
they have to be circulated
to members one day before
the debate.
Mr. Jaitley said the
amendments have been
circulated as well.
Sitaram Yechury
(CPI(M)) said the amendments
have been received
in electronic form and
a printed copy may be
given to the members.
Sukhendu Sekhar Roy
(Trinamool Congress)
said printed copies of the
amendments to the bill
were received at his residence
on Tuesday morning.
‘’I have been informed
by the Secretariat that the
amendments have been
circulated,” Mr. Kurien
said adding the bill could
be re-circulated for the
benefit of new members
and those who have not
read it.
A constitution amendment
requires support of
two-third of members
present and voting. The
amendment will then
have to be approved by
50 per cent of all the State
Assemblies.
The government is likely
to move four amendments
to the GST bill.
These include one on
scrapping of the proposed
tax of up to 1 per cent on
home.
promising to compensate
the States for any revenue
loss in first five years of
The other amendment
pertains to a new formulation
committee of State Finance
Ministers on a revenue-neutral
The Congress originally
mooted the GST in
by the January 2
No bilateral talks
The Ministry of External
Affairs has maintained
that no bilateral dialogue
would be held during Mr.
Singh’s visit to Islamabad.
However, Home Ministry
officials told The
Hindu that they have been
working on an agenda paper
for possible bilateral
talks with Pakistan that
includes a visit of the National
Investigation Agency
team to Pakistan to
investigate the attack on
However, the threat
from Saeed has drawn
strong response from Pakistani
experts, with some
saying that it does not deserve
the importance that
it has been given.
“Under the government
of Prime Minister Nawaz
role in the 26/11 Mumbai
terrorist attack, had under
mysterious circumstances
managed to escape the
ATS team that was chasing
them.
The ATS team had later
recovered the Tata Indica,
and in total had seized 30
kg RDX packed in cental
processing unit (CPU)
of computer, 10 AK-47
assault rifles and 3,200
bullets.
Jundal allegedly drove
to Malegaon and handed
over the vehicle to an
acquaintance. In May
2006 itself, he escaped to
Bangladesh from where
he fled to Pakistan on a
fake passport obtained
with the help of LeT operatives,
according to the
crime branch. Jundal was
arrested in 2012, after his
deportation to India.
According to the prosecution,
the consignment
came in an unknown army-green
coloured tempo
at Pimpli-Dhulia village
where some of Pakistani
nationals along with Abu
Jundal and other accused
shifted the consignment
into the Tata Sumo and
Tata Indica before transporting
it.
The prosecution examined
total 100 witnesses
and more than 2000 documents
to show that the
arms were found from the
possession of the accused.
Semenya’s shot at
33-year record
New Delhi
August 02, 2016
When it comes to the
women’s two-lapper at
the Olympics, the question
is not who will win
but how fast the champion
will run. Everybody is
sure that Caster Semenya
will reign in Rio. But will
she break Jarmila Kratochvilova’s
33-year-old
world record of 1:53.28s?
That’s the big question.
After the South African
came up with some
stunning times in 2009 on
her way to the 800m gold
in 1:55.45s at the Berlin
World Championships,
questions were raised and
she was subjected to gender
verification tests.
There was a phase
when Semenya was asked
to take medication to
bring down her testosterone
levels. And just two
years ago, Semenya was
running in a mediocre
2:02 range.
Dutee episode
A year ago, after Indian
sprinter Dutee Chand won
her case against the IAAF
and the AFI at the Court
of Arbitration for Sport
where her lawyers argued
statement of ten accused
wherein they have revealed
the details of conspiracy
and involvement
of other accused.
China
maritime order, marine
safety and interests,
and to exercise integrated
management over the
country’s jurisdictional
seas, it quoted an SPC
statement as saying.
The regulation, taking
effect on Tuesday, stated
that Chinese citizens or
foreigners would be pursued
with criminal liability
if they were engaged
in illegal hunting or fishing,
or killing endangered
wildlife in China’s jurisdictional
seas.
The SPC statement
said “judicial power is an
important component of
national sovereignty. People’s
courts will actively
exercise jurisdiction over
China’s territorial waters,
support administrative
departments to legally
perform maritime management
duties, equally
protect the legal rights
of Chinese and foreign
parties involved and safeguard
Chinese territorial
sovereignty and maritime
interests”.
The judicial explanation,
based on Chinese
law, the UN Convention
on the Law of the Sea
(UNCLOS) and judicial
practices, further clarifies
China’s maritime jurisdiction.
According to the regulation
by the SPC, jurisdictional
seas not only
include inland waters and
territorial seas, but also
cover regions including
contiguous zones, exclusive
economic zones and
continental shelves.
The SPC move is seen
as an attempt to provide
legal cover to China’s
maritime claims over almost
all of the South China
Sea in the backdrop of
the July 12 judgement of
the tribunal appointed by
the Hague-based Permanent
Court of Arbitration
(PCA) quashing China’s
nine-dash-line claim over
the SCS.
It also upheld the Philippines’
rights over the
area claimed by Manila.
China has rejected the verdict
delivered in response
to the petition which the
PCA said is binding.
While Beijing said the
tribunal’s verdict was null
and void as it is illegally
constituted, Tuesday’s
regulation by the top court
that her exclusion on the
basis of sex-verification
tests relying primarily
on levels of testosterone
were discriminatory, the
CAS suspended all regulations
around hyperandrogenism
until 2017.
That freed Semenya
from the shackles that had
slowed her down and she
is now running like never
before. Now 25, the
South African clocked a
world-leading personal
best 1:55.33s recently and
also won the 4x400m,
800m and 1500m at the
African Championship
in Durban. She has now
qualified for Rio in three
events, but is likely to do
the 400 and 800 at the
Olympics.
The Russians, who had
was expected to provide a
legal cover for Chinese
military and coast guard
to effectively implement
China’s claims over nearly
90 per cent of the SCS
and back the rights of its
fishermen to continue
fishing in the region.
Besides Philippines,
Vietnam, Malaysia, Brunei
and Taiwan contests
China’s claims over the
area with counter claims.
The court regulation
followed assertions by
the Chinese military to
protect the country’s maritime
rights and interests
in the backdrop of increasing
tensions over the
SCS after the PCA tribunal
struck down Beijing’s
clams.
Russian
military transport helicopter
had been shot
down after delivering
humanitarian aid to the
city of Aleppo as it made
its way back to Russia’s
main air base in the western
province of Latakia.
“As far as we know
from the information that
has reached the defence
ministry, those on board
died, they died heroically,”
Kremlin spokesman
Dmitry Peskov said in a
conference call with reporters.
The helicopter came
down near the town of
Saraqeb, in Idlib province,
roughly mid-way
between Aleppo and the
Russian air force base
at Khmeimim, near the
Mediterranean coast.
U.S. Backed rebels
No group has claimed
responsibility for shooting
down the helicopter.
Islamic State fighters are
not active in the area, but
there are other Islamist
rebel groups there, as well
as moderates backed by
the United States and its
allies.
That raises the prospect
— which could cause a
major diplomatic incident
— of the helicopter having
been brought down
by a U.S.-supplied weapon.
The United States
has equipped some rebel
groups with TOW anti-tank
missiles, which
can also be used against
helicopters.
Russia’s military has
since September last year
been supporting President
Bashar al-Assad in
Syria’s five-year-old civil
war.
In Aleppo, around 40
km (25 miles) north-east
of the crash site, rebel
originally won six of the
23 golds in 2012 (one,
from Yuliya Zaripova
was later taken away after
anomalies were found
in her biological passport
with regard to doping),
will not be there in Rio
and that should make life
easier for the other athletes
in many events.
groups are under siege
from government forces
backed by Russian air
support. Rebel groups are
staging an offensive to try
to break the siege.
Moscow said last week
it was opening humanitarian
corridors for civilans
to leave the rebel-held
areas, and for fighters to
give up their arms.
However, rebel activists
and aid groups have
expressed scepticism,
saying Russian aircraft
are bombing the city and
causing civilian casualties.
U.S. officials have
suggested the plan may be
an attempt to depopulate
the city so that the Syrian
army can seize it.
Russian denies targeting
civilians.
Despite persistent
Western accusations that
Moscow is abetting Assad
in a brutal crackdown on
his own people, Russian
President Vladimir Putin
has presented the Syrian
operation as a success in
the fight against Islamist
terrorism.
China
The Defence Ministry
on Tuesday said the
East China Sea exercises
were aimed at improving
the “intensity, precision,
stability and speed” of
its forces amid an environment
of strong electromagnetic
forces that
result from modern electronic
warfare.
“An information technology-based
war at sea
is sudden, cruel and short,
which requires fast transition
to combat status,
quick preparation and
high assault efficiency,”
the Ministry said.
The drills include ships,
submarines, aircraft and
coastguard forces, illustrating
China’s growing
emphasis on integrated
training under realistic
conditions.
China’s navy has been
closing the gap with its
U.S. rival in both ship
numbers and technology,
including the deployment
of advanced anti-ship
missiles, nuclear submarines
and the country’s
first aircraft carrier.
While global attention
has been drawn to the
South China Sea, where
five governments exercise
territorial claims
overlapping with China’s,
Beijing also operates extensively
in the East China
Sea where it claims a
string of uninhabited islands
controlled by Japan.

Woman, toddler washed
away in Valsad river
Surat
August 02, 2016
The Valsad rural police
have started a manhunt to
locate a woman and her
toddler, who were allegedly
washed away in their
car in the gushing flood
waters on the low-level
bridge on Marla Auranga
river on late Sunday evening.
A complaint in this connection
was lodged by the
husband of the missing
wife, Vikram Makanbhai
Patel, a resident of Khergam
college quarters at
Navsari on Sunday.
The complainant stated
that his wife Kalpana
Patel and one-and-halfyear-old
daughter, Vishwa,
were going to their
hometown at Kaparia in
Valsad in a car on Sunday
evening. While crossing
bridge at the Marla Auranga,
the car washed
away in the gushing water.
The driver’s door
opened up after the car hit
with a stone and that he
out of the car.
Sources said that the
complainant actually saw
his wife and the girl child
being washed away in the
gushing water in the car.
He shouted for help, but
there was nobody around.
Valsad police said that
the hunt for the missing
car, the woman and the
girl child has started. The
police searched the entire
downstream of the Auranga
river, but could not
find the car.
“We have not been able
to locate the car in the
river,” said an investigating
officer of Valsad rural
around 17,000 square metre
of land on Vastadevdi Road in
Katargam for the project.
Samast Patidar Arogya Trust
on October 10, 2013 organized
a community programme to
raise funds for the proposed
hospital. In just half-an-hour,
diamantaires from Saurashtrian
Patel community pledged
donations to the tune of Rs 250
crore for the project.
Vallabh Patel, chairman of
the world’s leading diamond
the limelight for a donation of
Rs 52 crore for christening the
Police lobbed 24 teargas shells
to disperse a 500-strong mob that
was pelting Limbayat police station
August 02, 2016
A dalit man was
stabbed to death reportedly
by a minor boy after
a verbal spat in Varachha
area of the city on Sunday
evening. Dalit organizations
blocked roads at
Kapodara crossroads on
Monday to demand arrest
of the accused, who is on
the run. Investigations of
the case have been handed
over to the SC/ST cell.
Pravin Avsalmore, 22,
a resident of Bombay
Colony slums at Kapodara
crossroads, was
on his way to work for
night shift on his motorcycle
with his friend
Amol Kasare when they
stopped to see a fight taking
place at an egg food
cart between a minor boy
7 crore of undisclosed
income under the IDS
scheme. Two builders in
Union territory of DNH
declared Rs 2 crore of
undisclosed income,
and Sanjay Vaghela. The
angry minor boy asked
Pravin to go away. Pravin
argued with him and the
minor boy took out a
knife and stabbed him on
the right hand side of the
chest killing him instantly.
Nita Desai, assistant
commissioner of police,
SC/ST Cell, said, “ We
have visited the spot and
spoken to some witnesses.
It was a petty issue
that resulted in loss of
life of a man.” No arrests
have been made so far in
the case.
Realtors from Surat, DNH
The Central Board of
organized an awareness
Sources said
the department has been
constantly doing seminars
in the industries and
sectors to get more and
more declarants to take
the one-time benefit of
the scheme.
Angered by old video clip,
mob attacks police station
workers from West Bengal began to
circulate in the area that has a sizeable
population of migrant workers.
They can been seen in the video
clip of 2.43 minute duration asking
the workers to return to West Bengal.
This aroused the passion of the
members of the minority community
and soon the mob marched up to
Limbayat police station to demand
the arrest of the accused.
“We registered a complaint
against the four who are visible in
the video clip. However, the mob
was not satisfied and asked that
they be handed over to it. The mob
