INTRODUCTION:<br />

Ezemvelo KZN Wildlife endorses the Government’s goal which recognises the right of all South<br />

Africans to a secure home in which to live in peace and dignity. The Organisation provides the<br />

following arrangements to its employees to address their housing needs:<br />

HOUSING ALLOWANCE SCHEME<br />

Ezemvelo KZN Wildlife will provide allowances to employees to assist them to obtain appropriate<br />

housing. In line with the National <strong>Housing</strong> Policy, Ezemvelo KZN Wildlife promotes long-term security<br />

of tenure for its employees to acquire their own homes and hence home ownership is the preferred<br />

option.<br />

Ezemvelo KZN Wildlife employees will be supported in their right, on assessing the <strong>Housing</strong><br />

Allowance Scheme, to purchase homes or to rent suitable accommodation. On exercising one of<br />

these choices, the employee will be granted a housing allowance which is beneficial to them.<br />

The <strong>Housing</strong> Allowance will be made available to render financial assistance to employees in respect<br />

of security of tenure, repayment of home loans and appropriate accommodation for their personal<br />

occupation, with a view to promoting home ownership.<br />

EZEMVELO KZN WILDLIFE STAFF ACCOMODATION AND HOUSING LEASED ON BEHALF OF<br />

EMPLOYEES<br />

Staff Accommodation is provided to specific employees based on the parameters of the<br />

requirements of the work environment.<br />

In accordance with employees working environment and area of operation, it may be necessary for<br />

employees to reside in accommodation at specific locations in terms of their requirements to


perform their job functions. Staff Accommodation is provided to specific staff as a tool of trade and<br />

will be based on the Ezemvelo KZN Wildlife Staff Accommodation scheme’s principles.<br />

RENTING OF SURPLUS/EXCESS EZEMVELO KZN WILDLIFE HOUSING<br />

Ezemvelo KZN Wildlife surplus housing will also be made available to employees for rental, subject<br />

to the rules set out in the policy and addenda.<br />

Employees will be able to rent Ezemvelo KZN Wildlife <strong>Housing</strong> at the rates as subscribed by the<br />

Policy, subject to the availability of houses and the provisions of the prevailing Board policies.<br />

PAYMENT / BILLING OF SERVICES<br />

Payment of services in respect of Water, Electricity, Gas, Refuse removal and Garden maintenance is<br />

the responsibility of the employee. The employee will be charged at a Fixed Flat Rate depending on<br />

the housing category, should there be no municipal billing system applicable. These Rates are to be<br />

reviewed on an annual basis.<br />

TERMS AND PROCEDURES<br />

HOUSING ALLOWANCE SCHEME<br />

Subject to the conditions below, all employees qualify for participation in the <strong>Housing</strong> Allowance<br />

Scheme by virtue of their employment with Ezemvelo KZN Wildlife. The Scheme provides a Flat Rate<br />

Allowance which is reviewed on an annual basis. This is in place of the government housing subsidy.<br />

1.1 SCOPE OF APPLICATION<br />

All employees qualify to participate in the Scheme on condition that he/she:<br />

1.1.1 is a contributing member of a statutory instituted pension or provident fund or is obliged to<br />

contribute to such a fund upon completion of a qualifying period of service;<br />

1.1.2 is employed in a full-time (full day) capacity and does not benefit from a housing subsidy; and


1.1.3 is younger than 65 years of age and not married to a person who already participates in a<br />

Home Owner Allowance Scheme for the Public Service*.<br />

Note:<br />

§ The limitation that the allowance can be paid to an employee only if he/she is not 65 years of age<br />

or older, has the effect that when the allowance is paid to an employee because he/she has not<br />

reached the age of 65, his/her allowance is nevertheless discontinued once the said age is reached.<br />

§ The purpose of the proviso in the above paragraph is to ensure that double subsidisation in respect<br />

of the same dwelling in the case of married couples who are both employed in the Public Service,<br />

does not occur.<br />

1.2 TERMS AND PROCEDURES<br />

1.2.1 The allowance is calculated and paid to persons in accordance with the basic conditions and<br />

limitations as set out in the policy and addenda. The allowance will be reviewed annually and if<br />

necessary, the monthly allowance will be adjusted as a result of changes in the bond rate with effect<br />

from 1 April.<br />

1.2.2 On condition that a person continually complies with all the qualifying requirements, an<br />

allowance will be paid to him/her on each salary pay date after he/she has been appointed.<br />

1.2.3 When reinstituting the allowance after payment was suspended for a particular reason, the<br />

allowance will only be reinstituted with effect from the date that the suspension is lifted.<br />

1.2.4 Except where stipulated differently in this policy, payment of the allowance is suspended from<br />

the date on which the disqualification occurs. When an employee’s service is ceases for whatever<br />

reason, he/she will continue to receive an allowance on the last salary pay date, provided he/she still<br />

complies with the qualifying requirements.<br />

1.2.5 In the event of circumstances arising which justify a departure from the provisions of this<br />

policy, the Chief Executive Office (CEO) may recommend such a deviation.


EZEMVELO KZN WILDLIFE STAFF ACCOMMODATION AND HOUSING LEASED ON BEHALF OF<br />

EMPLOYEES<br />

2.1 SCOPE OF APPLICATION<br />

2.1.1 Employees shall qualify to participate in the scheme only if posts are identified that occupation<br />

in a respective area of operation and such area is conditional to the performance of that job<br />

function. This scheme shall not apply where there is suitable accommodation outside the protected<br />

area available for rental or purchase.<br />

2.1.2 An Occupational Staff Accommodation agreement outlining the obligation for both parties the<br />

Employee/s and Ezemvelo shall be concluded. ‘See Appendix A’<br />

2.2 TERMS AND PROCEDURES<br />

2.2.1 Should the Cluster Management be satisfied that the normal commercial market is unable to<br />

meet the housing needs of the employee(s) due to the nature of the business environment,<br />

management will provide accommodation or facilitate the construction of dwellings to an<br />

appropriate standard, taking into consideration operational requirements ;<br />

2.2.2 An employee receiving a staff accommodation benefit shall occupy the property<br />

himself/herself;<br />

2.2.3 The premises shall only be used for private residential purposes by the employee who may not<br />

make any alterations whatsoever without the prior written consent of the employer;<br />

2.2.4 Cluster management shall be responsible for the allocation of staff accommodation to local<br />

operational field staff. Management shall consider various factors for operational requirements<br />

when allocating staff accommodation;<br />

2.2.5 Except where stipulated differently in this policy, staff accommodation benefits will cease from<br />

the date on which any disqualification criteria occurs.


2.2.6 Services in respect of water and power in its various forms Electricity, Gas, Refuse removal and<br />

Garden maintenance will be payable at a Fixed Flat Rate by the occupant employee, dependent on<br />

the housing category should there be no municipal billing system applicable<br />

2.3 CATEGORIES OF STAFF ACCOMMODATION.<br />

Dependent on the applicable organisational building standards, various forms of Staff<br />

Accommodation may be available as outlined below;<br />

§ Dwelling House<br />

§ Bachelor flat<br />

§ Single Quarters and Rondavel<br />

§ Hostels and Communal <strong>Housing</strong><br />

RENTING OF SURPLUS/EXCESS EZEMVELO KZN WILDLIFE HOUSING<br />

3.1 SCOPE OF APPLICATION<br />

3.1.1 Employees of Ezemvelo KZN Wildlife will be afforded an opportunity to rent <strong>Housing</strong> at an<br />

applicable rental.<br />

3.1.2 A Lease agreement will be concluded with every occupant employee. An employee shall bind<br />

themselves to the provisions of the Lease agreement. ‘See Appendix B’<br />

3.2 TERMS AND PROCEDURES<br />

3.2.1 In the event of retirement or resignation, subject to the operational requirements by the<br />

Cluster management, the dwelling rented from Ezemvelo shall be vacated within 30 days of the date<br />

of retirement /resignation.<br />

3.2.2 Where the employee is retrenched by Ezemvelo and occupies a dwelling rented from the third<br />

party, Ezemvelo will include in the employees retrenchment package the rental charge for a period<br />

of 1 month. The employee will remain personally responsible for the rental payments.


3.2.3 Rentals will be revised annually. ‘ See Appendix D<br />

3.2.4 Services in respect of water and power in its various forms Electricity, Gas, Refuse removal and<br />

Garden maintenance will be payable at a Fixed Flat Rate by the occupant employee, dependent on<br />

the housing category should there be no municipal billing system applicable. (see item 4).<br />

3.2.5 Applications for Rented <strong>Housing</strong> shall be forwarded to the Human Resources Division on see<br />

Application Forms (see ‘Appendix C’).<br />

PAYMENT /BILLING OF SERVICES.<br />

4.1 SCOPE OF APPLICATION<br />

4.1.1 Should there be no municipal billing system applicable payment of services, in respect of<br />

Water, Electricity and Gas, Refuse removal and Garden maintenance shall be the responsibility of<br />

the employee and will be charged at a Fixed Flat Rate depending on the housing category level,<br />

should there be no municipal billing system applicable. These Rates shall be reviewed on annual<br />

basis.<br />

4.1.2 Services at the Fixed Flat Rate shall be payable with effect from 1 September 2008.<br />

4.1.3 Payment of Services per accommodation category will be revised annually. ‘See Appendix D”<br />

4.1.4 The above provision applies to dwelling units with no metres/billing system. Where<br />

appropriate and where a metre exists or is connected, employees will be responsible for payment of<br />

consumed services. This would be deducted from the employee’s salary every month. These charges<br />

are to be reviewed annually.<br />
