SACP Limpopo Statement of the PEC Meeting held on the 14th August 2016

The 3 rd Provincial Executive Committee (<strong>PEC</strong>) in its meeting <strong>of</strong> <strong>the</strong> 14 th
August 2016 reflected on its work since <strong>the</strong> sitting <strong>of</strong> <strong>the</strong> 2 nd Provincial
Executive Committee meeting <strong>of</strong> <strong>the</strong> 17 th July 2016 and;
NOTED that:
a) The National Democratic Revolution (NDR) in our province is at <strong>the</strong> crossroad as
it is <strong>the</strong> case elsewhere in <strong>the</strong> country. It is under threat as governance is totally
in <strong>the</strong> hands <strong>of</strong> <strong>the</strong> provincial parasitic bourgeoisie. This is aggravated by <strong>the</strong>
posture and conduct (arrogance) <strong>of</strong> <strong>the</strong> leadership <strong>of</strong> <strong>the</strong> leader <strong>of</strong> <strong>the</strong> Alliance
(<strong>the</strong> ANC). In <strong>the</strong> province <strong>the</strong> Provincial Executive Committee <strong>of</strong> <strong>the</strong> ANC (like
<strong>the</strong> previous ones) continues to fragrantly disregard <strong>the</strong> principles governing
intra and extra Alliance relations thus perpetuating and deepening divisions,
cliques and factions within <strong>the</strong> broader movement and undermining its capacity
to lead and deliver on <strong>the</strong> National Democratic Revolution.
b) The 2016 Local Government Elections produced unintended outcomes
particularly around <strong>the</strong> proportional representative councilors where <strong>the</strong> o<strong>the</strong>r
contesting parties had a feast on <strong>the</strong> liberation movement. This electoral fiasco
concretely fur<strong>the</strong>r play into <strong>the</strong> hands <strong>of</strong> monopoly capitalists and <strong>the</strong>ir domestic
political henchmen and in a way assisting in <strong>the</strong> entrenchment <strong>of</strong> <strong>the</strong> capture <strong>of</strong>
<strong>the</strong> state by corporates and quickening <strong>the</strong> pace towards regime change,
deepening bureaucratic and political leadership impotence, incitement <strong>of</strong> civil
society by colonial imperialist forces- enemies <strong>of</strong> <strong>the</strong> revolution working with
amenable political parties (DA and EFF) against <strong>the</strong> motive forces <strong>of</strong> <strong>the</strong>
revolution.
c) The message sent out by <strong>the</strong> electorate as expressed is clear - by ei<strong>the</strong>r giving
<strong>the</strong>ir vote to <strong>the</strong> opposition and/or staying at home (abstaining from voting). This
calls upon rigorous reflection and introspection.

d) Progressive development <strong>of</strong> <strong>the</strong> electorate and <strong>the</strong> entire populace (about <strong>the</strong>
rights as citizens and as a people).
e) Material support received by <strong>the</strong> demagogues and mavericks from <strong>the</strong> West with
a view to sabotage <strong>the</strong> revolution.
f) The ANC leadership and a bigger body <strong>of</strong> its membership is in a perpetual state <strong>of</strong>
psychological and concrete denial <strong>of</strong> its eminent decimation and sure implosion
as it is evidently going through a palliative period.
g) The ANC in <strong>the</strong> <strong>Limpopo</strong> Province has collapsed to a stage where <strong>the</strong> ANC <strong>PEC</strong>
<strong>the</strong> most senior leadership organ in <strong>the</strong> province last met in January 2016.
Throughout <strong>the</strong> year it was run through ad-hoc, special meetings.
And BELIEVING that:
a) The ANC led Alliance could have performed better - was it not because <strong>of</strong> <strong>the</strong>
posture <strong>of</strong> political amnesia, money paddling (mortgaging <strong>of</strong> <strong>the</strong> revolution),
internal weaknesses, internal conflicts, process manipulation and inward looking
practices that display arrogance <strong>of</strong> <strong>the</strong> leadership and membership to <strong>the</strong> motive
forces <strong>of</strong> <strong>the</strong> revolution- <strong>the</strong> working class and <strong>the</strong> entire electorate
b) The current national political degeneration can be reversed.
c) The present situation in <strong>the</strong> province particularly in Government is similar to <strong>the</strong>
last days <strong>of</strong> <strong>the</strong> Cassel Mathale era in relation to capture by <strong>the</strong> local parasiticbourgoeisie
that loots <strong>the</strong> government at all levels without fear or shame.
Thus RESOLVED to:
a) Call for <strong>the</strong> deployment <strong>of</strong> <strong>the</strong> <strong>SACP</strong> Provincial Secretary to <strong>the</strong> vacancy in <strong>the</strong>
<strong>Limpopo</strong> Provincial Legislature with immediate effect.
b) Ensure that all <strong>the</strong> councilors who benefited from <strong>the</strong> manipulations done during
<strong>the</strong> course <strong>of</strong> <strong>the</strong> list and election process are recalled and by-elections called to
allow communities to elect <strong>the</strong>ir own leaders.
c) The ANC must decisively act to turn <strong>the</strong> tide around in those areas where it did
not perform well because <strong>of</strong> own blunders in movement and in <strong>the</strong> government,
such Vuwani, Mogalakwena, Thabazimbi, Mookgopong and Modimolle.

d) Convene <strong>the</strong> left (socialist) forces to look into <strong>the</strong> actualization <strong>of</strong> formation <strong>of</strong> a
reconfigured Alliance (which may include <strong>the</strong> ANC) with <strong>the</strong> socialist forces in
charge to ensure that our revolution which as Lenin said become “<strong>the</strong> festival <strong>of</strong>
<strong>the</strong> masses” through which <strong>the</strong>y fight to realize what Friderick Engels said during
<strong>the</strong> funeral <strong>of</strong> Karl Marx which was that “Mankind must first <strong>of</strong> all eat, drink,
dress and have shelter before pursuing politics”.
e) Convene Red Forums in <strong>the</strong> district and branch structures as part <strong>of</strong>
streng<strong>the</strong>ning <strong>the</strong> Party at sub-provincial level and ready <strong>the</strong>m (<strong>the</strong>se structures)
for battles ahead inclusive <strong>of</strong> <strong>the</strong> next Provincial and National Elections and
beyond <strong>the</strong>m <strong>the</strong> next local government elections and inclusive <strong>of</strong> all <strong>the</strong>
oncoming national conferences and congresses <strong>of</strong> <strong>the</strong> Alliance structures.
