conduct a special audit on

Appeals Authority (PPAA) 

has dismissed an appeal 

against Mzumbe University 

with regard to tender for supply, 

installation and commissioning of 

air conditioning, on account of failure 

to meet tender requirements, 

TPJ has learnt. 

According to the proceedings of 

the appeal, EA Brothers 

Constructors Co. Ltd, who was the 

appellant, was dissatisfied with the 

disqualification of its tender by 

Mzumbe University on the grounds 

that it failed to submit one particular 

Prime Minister Kassim Majaliwa 

Mbeya City Council over ´inflated´ 

costs in the construction of the 

Mwanjelwa Market. 

The Prime Minister, Mr. Kassim 

document, namely a bank statement, 

contrary to the requirements of the 

tender document. 

While the appellant argued that 

submission of a bank statement was 

not necessary as they had attached all 

relevant documents indicating financial 

capability, the respondent countered 

the argument by saying the 

matter was one of the stated criteria 

in the tender document and therefore 

had to be complied with. 

In determining the grounds of the 

appeal, PPAA observed that the 

requirement of the bank statement 

was clearly indicated in the bidding 

Majaliwa, issued the directive in 

Mbeya recently during an 

impromptu visit at the the newly 

constructed market. 

Mr. Majaliwa said construction 

of the market was supposed to cost 

16bn/-but was at a loss as how it 

ended up costing 26bn/- and so 

ordered the audit to establish the 

truth over the matter. 

He said upon completion of the 

audit, the findings would be made 

public and anybody implicated in 

the scandal would be taken to task. 

“We cannot tolerate this, appropriate 

action must be taken against 

anyone who will be implicated in 

the scam after the investigations,“ 

he said. 

Mr. Majaliwa added that due to 

the exhorbitant costs, the city council 

was now paying 200m/- monthly 

to settle its debt. “Whoever 

caused the unnecessary costs must 

be found immediately and be made 

to face stern measures as a lesson to 

others,“he directed. 

The PM also gave the Mbeya 

Regional Commissioner, Mr. Amos 

Makalla, three days to investigate 

and find the culprits behind the 

‘disappearance‘ of 489m/- donated 

by CRDB towards development of 

the market.

After considering the arguments 

of both parties, PPAA concluded that 

the disqualification of the appellant

the appeal and ordered each party to 

bear their own costs.

OBITUARY 

The Chief Executive Officer of PPRA regrets to 

announce the untimely death of a staff member, 

Mr. James Emmanuel Kitainda, which occurred 

on Wednesday, 10th August, 2016 in Dar es 

Salaam. Mr. Kitainda, who joined PPRA as a 

procurement expert in November 2008, worked 

in the Division of Monitoring and Compliance. 

James Kitainda was born on 13th April, 1965 

and completed his bachelor’s degree in 

procurement and logistics from Kampala 

International University, Uganda in June 2008. 

Prior to joining PPRA, he worked with the 

Ministry of Finance and Planning in the defunct 

Central Tender Board, from 1990 as a supplies 

officer. 

His body was laid to rest at Kinondoni 

cemetery on 13th August 2016.

May the Almighty God rest his soul in eternal 

peace. Amen

PO-RALG 

ENHANCEMENT OF PROCUREMENT CAPACITY OF 

LOCAL GOVERNMENT AUTHORITIES PROJECT (EPC-LGAP) 

Introduction 

Implementation of the Enhancement of Procurement 

Capacity of Local Government Authorities Project (EPC- 

LGAP) progressed well in 2016. Most key activities were 

executed as planned in line with the key interventions setout 

in the Local Government Procurement Capacity Building 

Strategy Formulation Workshop of June 2013. 

Procurement Skills Development Plans (PSDP) 

All 28 Local Government Authorities (LGA) from the four 

regions covered by the Project (Dodoma, Kigoma, Pwani, 

and Tanga) submitted PSDP progress reports. The reports 

formed the basis for the 1 st round of monitoring, follow-up 

and coaching missions, which were completed in 26 LGAs by 

two teams comprising Consultants, PIU, PO-RALG and LGTI. 

Focus was on the use and application of PPA/PPR, 

procurement records, EPICOR skills of the various LGA job 

familiesand agreement on action plans to address 

organisational bottlenecks and constraints. 

Procurement Manuals and Guides 

Final validation with stakeholders of several procurement 

manuals and guides was completed and status is as follows: 

1) LGA Procurement Guide for Outsourced Revenue 

Collection: completed with dissemination of trial version 

by PPRA and PO-RALG in preparation; 

2) LGA Standard Training Manual in Procurement and 

Contract Management: completed with dissemination by 

LGTI in preparation; 

3) LGA Procurement Operational Manual: received pending 

final review and approval by PPRA/Project; 

4) PSDP Training Module N o 4 “Contract Management & 

Administration for LGAs”: developed, tested and used; 

5) PSDP Training Module N o 5 “Contract Closure, Review 

and Evaluation of Outputs and Performance for 

LGAs”:developed, tested and used; 

6) PSDP Training Module N o 1 “Use and Application of 

PPA/PPR in LGAs” customized and translated to Swahili; 

7) Training Manual in “Methodology and Tools for 

Procurement Internal Audit”: developed; and 

8) Development of the long-anticipated Procurement Guide 

for Lower Local Government Authorities is in progress.
