Neighborhoods
Matter
A MESSAGE FROM OUR BOARD CHAIR AND CHIEF EXECUTIVE OFFICER
Transforming our neighborhoods into communities of choice
and opportunity is at the heart of what we do - it is the foundation
of NPHS’ mission. We transform people’s lives and make our
communities a better place to live and work. We house families,
reduce blight, promote inclusion, fight displacement, create
jobs, build and preserve equity, direct impact investments
and tackle issues that no one else will. These responsibilities
may overwhelm us at times. But this is why we march in faith
and hope, build on the resiliency of people, understand the
human condition and work with our partners to reconfigure old
strategies and deploy new ones to overcome what sometimes
seems insurmountable.
As we reflect on our twenty-fifth year of service, we will challenge
and stretch ourselves more than ever to innovate further, have
greater impact on the quality of life in our neighborhoods, and
build economic security for families. We will continue to take an
entrepreneurial and holistic approach to our work. This means
implementing market-driven strategies that build and preserve
economically-resilient neighborhoods, developing innovative
and interconnected programs that actually enable families to
build wealth and finding unique and collaborative cross-sector
approaches to direct more investment to our region. It is within
this framework of entrepreneurialism and social enterprise
innovation that NPHS strives to enrich the lives of families and
neighborhoods we serve.
Neighborhoods have always mattered. They house our
schools, playgrounds, community gardens, small businesses,
social gatherings, institutions of faith and our many cultures.
Neighborhoods are where we root ourselves, build our homes
and grow our families. It is for these reasons and so many more
that we continue to rally our partners and work together to fight
the good fight as we have done relentlessly for the past twentyfive
years.
Thank you for celebrating our milestone and accomplishments
with us. On behalf of the Board of Directors and the thousands
of families we served, thank you for working alongside us and
sharing in our collective journey.
WELCOME MESSAGE FROM THE DINNER CHAIR
DAVID WOODS
Dear Friends,
On behalf of JPMorgan Chase, welcome to the 25th Anniversary Benefit Dinner for
Neighborhood Partnership Housing Services. JPMorgan Chase is pleased to support this
event tonight, which brings together community members and leaders from across different
sectors to celebrate this important organization.
JPMorgan Chase has been proud to support Neighborhood Partnership Housing Services’
significant impact in Southern California since 2009. We are confident in the work of
Neighborhood Partnership Housing Services because the organization recognizes that
strengthening the community requires a multi-faceted approach. Expanding access to
affordable housing, increasing financial literacy, and supporting small business owners are all
necessary for communities to reach their full potential. We are particularly proud to support
this evening’s event which directly supports the Healthy Homes Grant Program, ensuring that
low-income seniors, veterans, and those with permanent mobility disabilities can make the
modifications necessary to stay in their homes.
Please join me in congratulating Neighborhood Partnership Housing Services on its 25th
Anniversary of service to the community.
VICE PRESIDENT, AFFORDABLE LENDING & ACCESS TO CREDIT
DANNY GARDNER
KEYNOTE SPEAKER
Danny joined Freddie Mac in March 2015 as its
new Vice President for Affordable Lending and
Access to Credit. He is a 23 year veteran of the
Mortgage Industry, with the majority of that time
spent in leadership roles focused on providing
opportunities for families to purchase their first
homes.
He began this journey in 1995 when he took
over management of the MRB Program
Administration Division of Lomas Mortgage
USA, primarily supporting Local Housing Finance
Agencies and their constituents by acquiring and
servicing mortgages originated through taxexempt
lending programs.
Danny maintained this role for 13 years and
through two acquisitions, eventually ascending to
the title of SVP and National Director of Strategic
Markets at Citimortgage, where he assumed
accountability for the company’s mortgage
lending performance under the Community
Reinvestment Act, including oversight of subsidy
programs, non-profit partnerships, diverse
segments strategies and LMI-focused portfolio
programs.
At the advent of the recent foreclosure crisis,
Danny was given a unique opportunity to help
build a new national non-profit intermediary
organization: the National Community
Stabilization Trust. Serving as its Chief Operating
Officer, the Trust established a national
infrastructure to help local municipalities
and non-profits in their mission to reclaim
neighborhoods devastated by the foreclosure
crisis by providing priority access to properties
that were vital to neighborhood stabilization
efforts.
Prior to joining Freddie Mac, Danny was Vice
President of CRA Lending at Capital One Home
Loans, where he built a diverse and LMI-focused
loan origination team. He is a lifelong Texan and
currently resides in Northern Virginia. He enjoys
spending time with his wife and two kids.
SAMUEL LUNA
MASTER OF CEREMONIES
Samuel Luna is the Single Family Affordable
Lending Director at Freddie Mac. He leads the
Lender Engagement Team for the Affordable
Lending and Access to Credit Division. His team
of housing and mortgage professionals creates
production strategies and lending opportunities
for Freddie Mac’s lender customers. Working
collaboratively with lenders, non-profit agencies,
and government agencies, his team creates
outreach initiatives designed to increase
homeownership opportunities and preserve
homeownership for under-served families.
Prior to this position at Freddie Mac, he was
Managing Partner at Civic Center Home Loans,
a mortgage and real estate firm in Los Angeles.
Luna was responsible for Mortgage Lending,
Business Strategy, and Strategic Partnerships.
During his time there Luna grew lending
operations, developed productive partnerships,
and improved the bottom line. He created
new business channels and improved lending
operations, which created unprecedented
growth for the company. Civic Center Home
Loans specializes in helping first-time
homebuyers access the various government
assistance programs in Southern California
and promotes education and counseling for
low and moderate-income borrowers. Prior to
his position at Civic Center Home Loans, Luna
at Freddie Mac from 2008 to 2014. He held
positions with Community Development Lending
Prior to 2002, Luna worked for the City of Los
WE EMPOWER
HOME IS WHERE
THE HEART IS
NPHS has invested over two decades in making
neighborhoods matter, yet there is much more
work to be done to create safe, quality and stable
homes that make up our neighborhoods.
We help families attain and sustain affordable
housing, improve their living conditions and
achieve economic security. NPHS understands
the importance of neighborhoods, but we believe
that families in homes matter even more.
These are the stories of families from our
neighborhoods that inspire us to remain
committed to our mission, constantly striving to
find new approaches and strategies to ensure
stable and long-term housing solutions. These
are the faces of individuals, children, parents,
grandparents who have hopes and dreams for
a better tomorrow, and who have reached out to
NPHS for support. These stories remind us that
a house is only a home until a family lives and
thrives in it…a home is truly a place in our hearts.
FAMILY RECOGNITION

JOHN & JONNA RADDOCK
The Raddock family are homeowners in Moreno Valley who worked with an NPHS counselor
and went through the Homeownership Preservation Program. Before their eviction date, Jonna
& John worked diligently with NPHS for months to acquire a loan modification. The day they
learned that they saved their home was also the day they welcomed their newest addition to
their family, the birth of their youngest son.
CAROL SMITH
After having suffered a foreclosure, Carol was able to become a
homeowner again, even as a senior with limited income. With the help
of NPHS, Carol was able to qualify for down payment assistance that
was leveraged with Union Bank’s WISH (Workforce Initiative Subsidy
for Homeownership) Program. Her mortgage for her home in Sun City
was only $15 more than what she was paying for rent.
JOSE AND AIDA CEVALLOS
Through the Healthy Homes Grant Program Jose and Aida, senior
residents of Chino, CA were able to replace a leaking water heater and
repair the rotted damaged wood caused when their boiler cracked and
flooded water through their home, forcing them to shut off the water
main. That very same day, a licensed contractor was at their home
performing repairs.
ROBERT AND IRMA MEDINA
The Medina family was going through a challenging period in their
lives - Irma Medina was recovering from an auto accident right before
Christmas, and then Robert lost his job a couple of months later.
The family was struggling on unemployment income to keep up with
their existing debt, including hospital bills and mortgage. Thanks
to a referral from the Employment Development Department (EDD),
they reached out to NPHS to determine whether they qualified for the
Unemployment Mortgage Assistance Program. An NPHS housing
services specialist was able to provide one on one counseling to the
Medina family and qualify them for the Keep Your Home California
program that prevented them from losing their home to foreclosure.
CELEBRATORY LETTERS
A LETTER FROM
PAUL WEECH
Dear Friends,
It gives me great pleasure to congratulate Neighborhood Partnership Housing
Services for 25 years of serving the community economic development needs of
California’s Inland Valley.
Since 1991, NPHS has developed innovative, effective solutions to community
challenges. As a result, thousands of people have benefitted through the creation
of financially secure and sustainable homes. In fact, NPHS’ comprehensive
strategy is a model example of thought leadership in neighborhood revitalization.
I congratulate NPHS for its commitment to leading change, building stronger
communities and continuing to create opportunities for economic inclusion for
underserved residents.
Sincerely,
Paul Weech, CEO
THANKS,
TO OUR SPONSORS
MADE POSSIBLE BY OUR GENEROUS DONORS
WHERE CONTRIBUTIONS GO.
Net proceeds from NPHS’ 25th Anniversary Benefit
Dinner will fund our Healthy Homes Grant Program.
This program provides low-income homeowners
62 years of age or older, or persons permanently
disabled with mobility disabilities with a $1,500
grant for health and safety home repairs anywhere
within NPHS’ service areas across the Inland Valley.
From first phone call to last inspection, NPHS
coordinators are there to facilitate in every step
and ensures all repairs are performed by licensed
contractors.
HOW THIS HELPS THE COMMUNITY.
The Healthy Homes Grant Program creates safer,
healthier and greener communities across the
Inland Valley. By providing safety grants, greening
and renovating blighted properties, redeveloping
vacant lots, and helping homeowners restore their
homes to healthy, livable conditions, we transform
vulnerable neighborhoods into communities of
opportunity.
INTERESTED IN BECOMING A FUTURE
OPPORTUNITIES FOR SOCIAL
IMPACT INVESTMENT
COMMUNITY INVESTMENT TRUST
The Community Investment Trust serves as NPHS’ CDFI which leverages both public
and private sector investments to finance the organization’s Affordable Housing Fund
for acquisition and construction, and capitalize its Community Lending Fund to provide
financial products serving low to moderate income families.
AFFORDABLE HOUSING FUND
The Affordable Housing Fund supports the construction of new homes, as well as the
acquisition, rehabilitation and resale of single family homes for first-time homebuyers.
Additionally, the fund supports the construction, acquisition and rehabilitation of multifamily
housing as part of NPHS’ affordable rental housing program.
COMMUNITY LENDING FUND
The Community Lending Fund supports NPHS’ homeownership financing program
which includes the Opportunity Down Payment Assistance loan to help families afford
the cost of homeownership. Additionally, the fund supports NPHS’ home improvement
financing program including the new Sojourner Solar loan and Renaissance home repair
programs.
