A MESSAGE FROM OUR BOARD CHAIR AND CHIEF EXECUTIVE OFFICER<br />
Transforming our neighborhoods into communities of choice<br />
and opportunity is at the heart of what we do - it is the foundation<br />
of NPHS’ mission. We transform people’s lives and make our<br />
communities a better place to live and work. We house families,<br />
reduce blight, promote inclusion, fight displacement, create<br />
jobs, build and preserve equity, direct impact investments<br />
and tackle issues that no one else will. These responsibilities<br />
may overwhelm us at times. But this is why we march in faith<br />
and hope, build on the resiliency of people, understand the<br />
human condition and work with our partners to reconfigure old<br />
strategies and deploy new ones to overcome what sometimes<br />
seems insurmountable.<br />
As we reflect on our twenty-fifth year of service, we will challenge<br />
and stretch ourselves more than ever to innovate further, have<br />
greater impact on the quality of life in our neighborhoods, and<br />
build economic security for families. We will continue to take an<br />
entrepreneurial and holistic approach to our work. This means<br />
implementing market-driven strategies that build and preserve<br />
economically-resilient neighborhoods, developing innovative<br />
and interconnected programs that actually enable families to<br />
build wealth and finding unique and collaborative cross-sector<br />
approaches to direct more investment to our region. It is within<br />
this framework of entrepreneurialism and social enterprise<br />
innovation that NPHS strives to enrich the lives of families and<br />
neighborhoods we serve.<br />
Neighborhoods have always mattered. They house our<br />
schools, playgrounds, community gardens, small businesses,<br />
social gatherings, institutions of faith and our many cultures.<br />
Neighborhoods are where we root ourselves, build our homes<br />
and grow our families. It is for these reasons and so many more<br />
that we continue to rally our partners and work together to fight<br />
the good fight as we have done relentlessly for the past twentyfive<br />
years.<br />
Thank you for celebrating our milestone and accomplishments<br />
with us. On behalf of the Board of Directors and the thousands<br />
of families we served, thank you for working alongside us and<br />

Dear Friends,<br />
On behalf of JPMorgan Chase, welcome to the 25th Anniversary Benefit Dinner for<br />
Neighborhood Partnership Housing Services. JPMorgan Chase is pleased to support this<br />
event tonight, which brings together community members and leaders from across different<br />
sectors to celebrate this important organization.<br />
JPMorgan Chase has been proud to support Neighborhood Partnership Housing Services’<br />
significant impact in Southern California since 2009. We are confident in the work of<br />
Neighborhood Partnership Housing Services because the organization recognizes that<br />
strengthening the community requires a multi-faceted approach. Expanding access to<br />
affordable housing, increasing financial literacy, and supporting small business owners are all<br />

VICE PRESIDENT, AFFORDABLE LENDING & ACCESS TO CREDIT<br />
DANNY GARDNER<br />
KEYNOTE SPEAKER<br />
Danny joined Freddie Mac in March 2015 as its<br />
new Vice President for Affordable Lending and<br />
Access to Credit. He is a 23 year veteran of the<br />
Mortgage Industry, with the majority of that time<br />
spent in leadership roles focused on providing<br />
opportunities for families to purchase their first<br />
homes.<br />
He began this journey in 1995 when he took<br />
over management of the MRB Program<br />
Administration Division of Lomas Mortgage<br />
USA, primarily supporting Local Housing Finance<br />
Agencies and their constituents by acquiring and<br />
servicing mortgages originated through taxexempt<br />
lending programs.<br />
Danny maintained this role for 13 years and<br />
through two acquisitions, eventually ascending to<br />
the title of SVP and National Director of Strategic<br />
Markets at Citimortgage, where he assumed<br />
accountability for the company’s mortgage<br />
lending performance under the Community<br />
Reinvestment Act, including oversight of subsidy<br />
programs, non-profit partnerships, diverse<br />
segments strategies and LMI-focused portfolio<br />
programs.<br />
At the advent of the recent foreclosure crisis,<br />
Danny was given a unique opportunity to help<br />
build a new national non-profit intermediary<br />
organization: the National Community<br />
Stabilization Trust. Serving as its Chief Operating<br />
Officer, the Trust established a national<br />
infrastructure to help local municipalities<br />
and non-profits in their mission to reclaim<br />
neighborhoods devastated by the foreclosure<br />
crisis by providing priority access to properties<br />
that were vital to neighborhood stabilization<br />
efforts.<br />
Prior to joining Freddie Mac, Danny was Vice<br />
President of CRA Lending at Capital One Home<br />
Loans, where he built a diverse and LMI-focused<br />
loan origination team. He is a lifelong Texan and<br />
currently resides in Northern Virginia. He enjoys<br />
spending time with his wife and two kids.<br />

SINGLE FAMILY AFFORDABLE LENDING DIRECTOR<br />
SAMUEL LUNA<br />
MASTER OF CEREMONIES<br />
Samuel Luna is the Single Family Affordable<br />
Lending Director at Freddie Mac. He leads the<br />
Lender Engagement Team for the Affordable<br />
Lending and Access to Credit Division. His team<br />
of housing and mortgage professionals creates<br />
production strategies and lending opportunities<br />
for Freddie Mac’s lender customers. Working<br />
collaboratively with lenders, non-profit agencies,<br />
and government agencies, his team creates<br />
outreach initiatives designed to increase<br />
homeownership opportunities and preserve<br />
homeownership for under-served families.<br />
Prior to this position at Freddie Mac, he was<br />
Managing Partner at Civic Center Home Loans,<br />
a mortgage and real estate firm in Los Angeles.<br />
Luna was responsible for Mortgage Lending,<br />
Business Strategy, and Strategic Partnerships.<br />
During his time there Luna grew lending<br />
operations, developed productive partnerships,<br />
and improved the bottom line. He created<br />
new business channels and improved lending<br />
operations, which created unprecedented<br />
growth for the company. Civic Center Home<br />
Loans specializes in helping first-time<br />
homebuyers access the various government<br />
assistance programs in Southern California<br />
and promotes education and counseling for<br />
low and moderate-income borrowers. Prior to<br />
his position at Civic Center Home Loans, Luna<br />
was the National Director of Strategic Markets<br />
at Freddie Mac from 2008 to 2014. He held<br />
positions with Community Development Lending<br />
and Expanding Markets at Freddie Mac from<br />
2002 to 2008. During that time, Luna spent 2<br />
years serving on the board at NPHS.<br />
Prior to 2002, Luna worked for the City of Los<br />
Angeles since 1986. He held many positions<br />
at the City, including General Manager of the El<br />
Pueblo Historical Monument Authority. Prior to<br />
his appointment as General Manager, he was the<br />
Director of the Targeted Neighborhood Initiative<br />
for the Mayor’s Office.<br />
Most of his City experience was with the Los<br />
Angeles Housing Department, where he held<br />
several positions, including Director of the<br />
Neighborhood Recovery Program. It was in this<br />
position that he directed a team of professionals<br />
engaged in neighborhood advocacy work. The<br />
Neighborhood Recovery Program worked in<br />
targeted areas of Los Angeles, developing<br />
specific action plans for improving the quality of<br />
life in those neighborhoods.<br />
Luna is married and has six children. He holds an<br />
Executive Leadership certificate from Columbia<br />
University in New York, and a Bachelor of Arts<br />
degree in History from California State University<br />
at Fullerton.<br />

NPHS, Inc. received its tax exempt 501(c)<br />
(3) status in 1991 under its original name of<br />
Neighborhood Partnership of Montclair, Inc.<br />
The organization’s original mission was<br />
to “revitalize very low to moderate income<br />
neighborhoods in Montclair, primarily through<br />
home improvement lending, neighborhood<br />
projects and resident leadership.”<br />
HOMEOWNERSHIP FUND<br />
Neighborhood Partnership of<br />
Montclair began offering its Family<br />
Fund for HomeOwnership down<br />
payment assistance program for first<br />
time, very low to moderate income<br />

THE HEART IS<br />
NPHS has invested over two decades in making<br />
neighborhoods matter, yet there is much more<br />
work to be done to create safe, quality and stable<br />
homes that make up our neighborhoods.<br />
We help families attain and sustain affordable<br />
housing, improve their living conditions and<br />
achieve economic security. NPHS understands<br />
the importance of neighborhoods, but we believe<br />
that families in homes matter even more.<br />
These are the stories of families from our<br />
neighborhoods that inspire us to remain<br />
committed to our mission, constantly striving to<br />
find new approaches and strategies to ensure<br />
stable and long-term housing solutions. These<br />
are the faces of individuals, children, parents,<br />
grandparents who have hopes and dreams for<br />
a better tomorrow, and who have reached out to<br />
NPHS for support. These stories remind us that<br />
a house is only a home until a family lives and<br />
thrives in it…a home is truly a place in our hearts.<br />
The Lewis Family<br />
FAMILY RECOGNITION
JOHN & JONNA RADDOCK<br />
The Raddock family are homeowners in Moreno Valley who worked with an NPHS counselor<br />
and went through the Homeownership Preservation Program. Before their eviction date, Jonna<br />
& John worked diligently with NPHS for months to acquire a loan modification. The day they<br />
learned that they saved their home was also the day they welcomed their newest addition to<br />
their family, the birth of their youngest son.<br />
CAROL SMITH<br />
After having suffered a foreclosure, Carol was able to become a<br />
homeowner again, even as a senior with limited income. With the help<br />
of NPHS, Carol was able to qualify for down payment assistance that<br />
was leveraged with Union Bank’s WISH (Workforce Initiative Subsidy<br />
for Homeownership) Program. Her mortgage for her home in Sun City<br />
was only $15 more than what she was paying for rent.<br />
JOSE AND AIDA CEVALLOS<br />
Through the Healthy Homes Grant Program Jose and Aida, senior<br />
residents of Chino, CA were able to replace a leaking water heater and<br />
repair the rotted damaged wood caused when their boiler cracked and<br />
flooded water through their home, forcing them to shut off the water<br />
main. That very same day, a licensed contractor was at their home<br />
performing repairs.<br />
ROBERT AND IRMA MEDINA<br />
The Medina family was going through a challenging period in their<br />
lives - Irma Medina was recovering from an auto accident right before<br />
Christmas, and then Robert lost his job a couple of months later.<br />
The family was struggling on unemployment income to keep up with<br />
their existing debt, including hospital bills and mortgage. Thanks<br />
to a referral from the Employment Development Department (EDD),<br />
they reached out to NPHS to determine whether they qualified for the<br />
Unemployment Mortgage Assistance Program. An NPHS housing<br />
services specialist was able to provide one on one counseling to the<br />
Medina family and qualify them for the Keep Your Home California<br />
program that prevented them from losing their home to foreclosure.<br />

Up to $60,000 of the purchase price for down payment assistance. Deferred silent<br />
second mortgage for 30 years with 1% simple interest.<br />
CITY OF RIALTO DOWN PAYMENT MORTGAGE ASSISTANCE<br />
Up to $58,000 of the purchase price for down payment assistance. Deferred silent<br />
second mortgage for 30 years at 3% simple interest. Sales price not to exceed $310,000<br />
SOJOURNER SOLAR<br />
Provides up to $25,000 to low to moderate income homeowners for the purchase and<br />
installation of a solar panel system.<br />
RENAISSANCE HOME REPAIR LOAN<br />
Offers homeowners up to $15,000 for home repairs to help with health and safety, code<br />
compliance or energy efficiency upgrades.<br />
BUSINESS OPPORTUNITY LOANS<br />
Provides small business owners access to microloans and revolving loan funds ranging<br />
from $2,600 to $50,000 for working capital, equipment and more; $100,000 to $500,000<br />
to finance tenant improvements and owner-occupied commercial acquisition.

INNOVATIONS IN SOCIAL ENTERPRISE<br />
SOJOURNER SOLAR<br />
Sojourner provides a level of affordability not offered by traditional for-profit solar companies.<br />
Qualified homeowners may purchase a solar panel system directly from NPHS with no down<br />
payment requirements or any other upfront costs. Sojourner helps low to moderate income<br />

HOMEBUYER EDUCATION CLASSES<br />
NPHS’ HUD-approved Homebuyer Education course is designed for potential first-time<br />
homebuyers who are serious about taking control of the home buying process and want to be<br />
prepared to make the right decisions. These classes take the mystery out of the home buying<br />
process. A Certificate of Completion which fulfills the education requirements for certain loan<br />
and assistance programs is provided upon course completion.<br />
FINANCIAL WELLNESS FOR HOMEOWNERSHIP<br />
Financial Wellness for HomeOwnership counseling sessions help consumers improve their<br />
understanding of personal financial management concepts and services to take action and<br />
improve their financial well-being as part of their first steps towards homeownership.<br />
HOMEOWNERSHIP PRESERVATION<br />
Specialists offer free foreclosure prevention counseling to individuals who may be facing<br />
a possible foreclosure situation. By acting as a liaison between the homeowner and their<br />
mortgage company, NPHS’ highly trained counselors work diligently to help homeowners<br />
afford and keep their home.<br />
REVERSE MORTGAGE COUNSELING<br />
NPHS provides HUD-certified HECM Reverse Mortgage counseling services. Reverse mortgage<br />
counseling assists seniors who want to convert the equity in their homes into income by<br />
providing the necessary information to make an informed decision about Reverse Mortgage<br />
loan products.<br />
ECONOMIC INCLUSION<br />
As a Community Development Financial Institution, NPHS believes that economic inclusion<br />
– the opening of asset building opportunities for underserved social groups – is integral to<br />
the economic and housing development of our region. Economic Inclusion programs include<br />
Financial Wellness for Seniors, Financial Wellness for Homeownership workshops, VITA Free<br />
Tax assistance workshops (seasonal) and more. Programs include both offsite workshops<br />
available upon request for groups, and regularly scheduled on-site workshops.<br />

with their energy & breath-taking performances. They have<br />

IMPACT INVESTMENT<br />
COMMUNITY INVESTMENT TRUST<br />
The Community Investment Trust serves as NPHS’ CDFI which leverages both public<br />
and private sector investments to finance the organization’s Affordable Housing Fund<br />
for acquisition and construction, and capitalize its Community Lending Fund to provide<br />
financial products serving low to moderate income families.<br />
AFFORDABLE HOUSING FUND<br />
The Affordable Housing Fund supports the construction of new homes, as well as the<br />
acquisition, rehabilitation and resale of single family homes for first-time homebuyers.<br />
Additionally, the fund supports the construction, acquisition and rehabilitation of multifamily<br />
housing as part of NPHS’ affordable rental housing program.<br />
COMMUNITY LENDING FUND<br />
The Community Lending Fund supports NPHS’ homeownership financing program<br />
which includes the Opportunity Down Payment Assistance loan to help families afford<br />
the cost of homeownership. Additionally, the fund supports NPHS’ home improvement<br />
financing program including the new Sojourner Solar loan and Renaissance home repair<br />
programs.
