Pacepa’s first book, “Red Horizons,” was published in 1987,
and President Reagan later came to call it “my bible for dealing
with dictators.” On July 28, 1988, when General Pacepa became
an American citizen, he was credited by the U.S. intelligence community
as the only person in the Western world who had singlehandedly
demolished an entire enemy espionage service – the
one he himself had managed. In March 1989, a picture in Time
magazine showed Red Horizons on the desk of President George
Herbert Walker Bush. 2 That same year, the book was serialized by
Radio Free Europe and spread within the Soviet bloc as Mao-style
pocket books. On Christmas Day 1989, Romania’s tyrant Nicolae
Ceausescu was executed at the end of a trial whose accusations had
come almost word-for-word out of Red Horizons.
