Condos. For some it is a great<br />
way to enter the real estate market<br />
while for others it is an excellent<br />
way to downsize and leave the<br />
upkeep of a single family home<br />
behind.<br />
A condominium can be a<br />
great purchase under the right<br />
set of circumstances. If you’re<br />
not comfortable living within<br />
condo rules and restrictions, and<br />
have to share a wall or walls with<br />
others, then a condo is probably<br />
not right for you. Before you<br />
buy a condominium, make sure<br />
you understand exactly what is<br />
involved.<br />
Condo buyers fall into three<br />
main groups: first-time buyers<br />
making the jump from renting;<br />
people looking to buy a second<br />
home that they will use parttime;<br />
and retirees who are trading<br />

provides.<br />
What Is a Condominium?<br />
An individual who purchases a<br />
unit in a condominium complex<br />
receives title to that unit owning<br />
it outright. You have all legal<br />
rights to ownership just as you<br />
would if you bought a single<br />
family home. When purchasing<br />
a condo, the owner buys from<br />
what is commonly referred<br />
to as “the walls in”. You are<br />
purchasing from your wall to<br />
inside the unit. Common areas<br />
of the development, such as<br />
corridors, lawns, stairwells, pools<br />
and clubhouse are under shared<br />
ownership. Each unit owner<br />
holds a percentage interest in these<br />
common spaces. Management<br />
and maintenance of the common<br />
areas fall under the guide of<br />
a condominium association.<br />
While some condo associates do<br />
not hire an outside management<br />
company, the majority are<br />
managed by a company hired<br />
by the condo owners. Whether<br />
you are self managed or hire<br />
an outside firm, they usually<br />
meet with owners quarterly and<br />
formulate decisions in the best<br />
interest of the owners.<br />
Condo Associations and<br />
Fees:<br />
Unless you are in a duplex and<br />
have some sort of agreement with<br />
the other owner, condo associates<br />
have condo fees. These fees are<br />
sometimes referred to as Home<br />
Owner Association costs or HOA.<br />
Pets, Animals, Plus<br />
Health & Fitness<br />
The condominium association<br />
budgets and determines the<br />
condo fees for all units. Condo<br />
fees are typically determined by<br />
the size of your unit, how many<br />
units are currently occupied,<br />
and the projected expenses for<br />
building maintenance and repair.<br />
Condo Fees:<br />
Your condo fees are paid<br />
monthly and are subject to<br />
change. The fees typically<br />
include the following; water,<br />
trash removal, lawn maintenance,<br />
exterior maintenance, road/<br />
driveway maintenance, snow<br />
removal and reserves. In some<br />
complexes heat is included as well<br />
but that isn’t typical. Most condo<br />
associations now will require that<br />
<strong>10</strong>% of the condo fees go into a<br />
reserve account to help pay for<br />
any large or unforeseen issues<br />
that come up. A new roof, a<br />
bad winter requiring additional<br />
snow removal, new decks or new<br />
hearting systems are just some of<br />
the items that may require extra<br />
money. If the condo association<br />
decides the cost of a new roof for<br />
example will deplete any or all<br />
reserves the owners may decide<br />
to institute a “special assessment”<br />
to pay for it. This special<br />
assessment may be assessed as<br />
one extra month of condo fees<br />
or a set amount divided by the<br />
percentage of ownership in the<br />
complex.<br />
Rules and Regulations:<br />
Condominiums have a set of<br />
rules and covenants. The rules<br />

In accordance with Massachusetts General Laws, Chapter 40A, the<br />
Rowley Protective Zoning Bylaw, and the Rowley Planning Board<br />
Rules and Regulations, the Rowley Planning Board will conduct a Public<br />
Hearing on Wednesday, October 12, 20<strong>16</strong> at 7:30 p.m. in Meeting<br />
Room #5 in the downstairs of the Town Hall Annex building located at<br />
39 Central Street, Rowley, MA, pertaining to Special Permit application<br />
for outdoor illumination of an existing freestanding sign pursuant to<br />
Section 8.6.5 (Standards Pertaining to Illuminated Signs) of the Rowley<br />
Protective Zoning Bylaw.<br />
Scott Silver, the applicant and property owner, has submitted the applications<br />
pertaining to the subject property located at 300 Newburyport<br />
Turnpike, and, is further identified as Assessors’ Map 13, Lot 14D. The<br />
site is located in the Retail (RE) Zoning District.<br />
The application, plans, and relevant documents are on file with the<br />
Rowley Planning Board, and are available for public inspection at the<br />
Rowley Planning Board Office, Town Hall Annex, 39 Central Street,<br />
