DCIS special agents confirmed that the address for the vendor “Candy” on MG Lewis’<br />

GTCC receipts corresponded to the Candy Bar club. 4 The DCIS agents advised that:<br />

The “Candy Bar” is located on “Hooker Hill,” and [is] identified as<br />

one of the establishments that is on the “Off-Limits<br />

Establishments” list due to a citation of Underage Drinking on<br />

20 June 2014. [See Figure 1, #57 in lower left corner below and<br />

Although the Government Travel Charge Card (GTCC) receipts abbreviate the merchant name to “Candy,”<br />

Defense Criminal Investigative Service (DCIS) special agents in Seoul confirmed to us that the address listed on<br />

receipts from MG Lewis’ GTCC purchases is the Candy Bar club. Accordingly, we refer to the establishment as the<br />

Candy Bar club throughout the report, except when referring to it being listed as “Candy” on the GTCC receipts.<br />

The numbers in Figure 1 represent U.S. Army Garrison-Yongsan’s numbering system and do not correspond to<br />

South Korean street addresses.
