stripper poles, and lap dance chair taken by the DCIS special agent inside the Cica Cica Boom<br />

club.<br />

Additionally, the DCIS special agent reported that there were 4 to 6 posters of women,<br />

some topless and some wearing lingerie, lining the corridor from the club’s entry to the initial<br />

staircase. One of these posters which patrons had to walk past before entering the bar and stage<br />

area, showed a topless female adult film actress.<br />

Official travel-related conduct in Hawaii<br />

On November 5-6, 2015, MG Lewis travelled to Hawaii as a member of the Secretary of<br />

Defense’s delegation. He arrived with the delegation at their hotel in Honolulu at approximately<br />

4:45 p.m.<br />

Prior to the delegation’s trip, MG Lewis communicated via email with a female enlisted<br />

Service member with whom he and at least one other member of the traveling delegation had<br />

previously served, and arranged to meet her during the delegation’s stop in Hawaii. The female<br />

enlisted Service member was stationed in Hawaii. She told us that during prior service with<br />

MG Lewis, they had a senior enlisted and senior officer relationship and she viewed MG Lewis<br />

as “trustworthy” and a mentor. She also said that she served as a “venting outlet” for MG Lewis<br />

and that he confided in her regarding personal and professional issues. Upon reassignment to<br />

duties in separate locations, MG Lewis and the female enlisted Service member maintained
