Benefit Restructuring”<br />
Governments everywhere are struggling<br />
with the rising costs of retirement and<br />
pension benefits. Most governments that<br />
are tackling the issue are adopting a<br />
second-tier with a lower benefit formula<br />
for future employees. History shows<br />
when financial times are good, employee<br />
groups successfully exert pressure to<br />
collapse the second tier back into the<br />
primary tier. Proposed GASB pension<br />
accounting changes further exacerbate<br />
questions about pension sustainability.<br />
This panel will examine creative solutions<br />
to containing costs while providing a<br />
competitive total compensation package<br />
and appropriate level of retirement<br />
benefits to the public agency workforce.<br />
