On April 11, 2016, the five-man 

Regional Assessment Team (RAT) 

from the Department of the Interior 

and Local Government Cordillera 

Region (DILG-CAR), conducted 

the initial validation as to compliance 

of the Provincial Government 

of Benguet to the indicators for the 

Seal of Good Local Governance for 

CY 2015. The team was headed by 

Assistant Regional Director Jonathan 

Paul M. Leusen, Jr. 

The six major indicators are on 

financial administration or good 

financial housekeeping, disaster 

preparedness, social protection, 

business friendliness and competitiveness, 

peace and order, and environmental 

management. The 

team had one-on-one interviews 

with those directly involved or the 

officers in charge. 

Provincial Planning and Development 

Coordinator Engr. Tuho 

Chapdian was in charge of disaster 

preparedness, having been designated 

as the Local Disaster Risk Reduction 

and Management (DRRM) Officer. 

Provincial Social Welfare and 

Development Officer Juana Bannawe 

and Schools Division Superintendent 

Federico Martin were for social services 

and education. Camilo Alumit, 

the designated Local Economic and 

Investment Promotions Officer was 

referred to on business friendliness 

and competitiveness while Police 

Senior Superintendent Florante 

Jimenez Camuyot spoke on peace 

and order. Finally, Benguet Environment 

and Natural Resources Officer 

Julius Kollin was in charge of environmental 

management. Acting Provincial 

Administrator Flor Bay-on 

assisted during the validation. 

Apart from the interview, actual 

visits or ocular inspections were conducted 

at the Benguet General Hospital, 

and the 5,000-seater Benguet 

Sports Center Multipurpose gymnasium, 

the Bahay PAG-ASA Center 

and the DRRM facilities, all located 

at the provincial lot in Wangal, La 

Trinidad. Also inspected were the 

comfort rooms and the ramps for 

clients with disabilities, and the Capitol 

and hospital waste management 

facilities. 

Benguet was a three-time recipient 

of this award: the Seal of Good 

Housekeeping for CY 2011 and 2012, 

and the upscaled Seal of Good Local 

Governance for CY 2014. Thus, the 

province has received a total of Php 

21 million, at Php 7 million per 

award. The first augmented the appropriations 

for the Benguet Sports 

Center, the second to the Capitol 

Building II, and the third earmarked 

for the improvement of the 

Poblacion-Buyagan provincial road. 

This year’s assessment/validation 

is for CY 2015 and, hopefully, the 4 th 

time for Benguet.

Provincial Capitol, La Trindad – On Apirl 

1, 2016, the Deed of Usufruct for the Benguet- 

Kochi Sisterhood Park was finally signed by Governor 

Nestor Fongwan and the representatives of 

the Haight and Laita clans. 

The lot to be developed as a sisterhood park 

containing an area of 5,188 square meters and the 

adjacent remaining woodland has an area of 

24,064 square meters, is located in Sayangan, Paoay, 

Atok, Benguet. The lot is covered and embraced 

by Tax Declaration No, 2010-11-06-01558 

in the name of Mary Haight. 

The Deed states that the term shall be for 25 

years or until December 2041 and may be renewed 

upon agreement of the parties. While the 

use is transferred to the province, the ownership 

and title of the lot will remain with, and continue 

to be in the name of Mary Haight and the successors-in-interest.

of the Kuroshio Agricultural Development 

Cooperative in Kochi, Japan, 

informed Governor Nestor Fongwan 

that there are 27 newly accepted 

trainees or technical interns in 

one of the programs under the Benguet 

Kochi Sisterhood Agreement, 

which was perfected in July 1975. 

Of the 27 trainees, 20 were 

accepted by the Kuroshio Agricultural 

Development Cooperative 

(KADC) while the other seven were 

accepted by the Tobu Agricultural 

Development Cooperative (TADC), 

both in Kochi Prefecture, Japan. 

They shall be in Japan for a period 

of three (3) years from August 2016 

to August 2019. In preparation, 

they shall undergo studies in Nihonggo 

language before their deployment. 

Yoshikawa and his team conducted 

the screening and interview 

last December 7-11, 2015 at the 

Provincial Capitol. 

The 27 trainees, with their 

respective accepting farmers, are:

will start recruitment of new applicants 

on December 2016 for the 

August 2017 and January 2018 batches 

of technical interns/trainees. 

Kochi will be needing 28 trainees,

Benguet General Hospital (BeGH), a 

Level II Hospital, is a recipient of a Computed 

Tomography (CT) Scan Machine from the Department 

of Health (DOH). 

On June 23, 2016, the CT Scan Machine was 

formally turned over by Assistant Regional Director 

Amelita M. Pangilinan to Governor Nestor 

B. Fongwan at the BeGH Compound in La 

Trinidad, Benguet. Reverend Father Juvelarde

Director Pangilinan of DOH said that the 

donation is part of the DOH’s program of enhancing 

or improving and ensuring delivery of 

quality health services, especially in areas with 

limited sources of income like Benguet. 

In his acceptance piece, Fongwan recalled 

his fruitful trip to Apayao to meet President 

Noynoy Aquino last year. He had the

need for a CT Scan machine for BeGH. His request was instantly approved. 

The continuous upgrading of the facilities for the BeGH is in line with the DOH’s overarching 

goal of providing Universal Health Care or Kalusugan Pangkalahatan in partnership with the 

provincial government of Benguet. This will aid in bringing quality healthcare and health services 

closer to the most vulnerable sectors of our province’s population. 

Provincial Ordinance No. 16-186 was also passed, approving the CT Scan Rates Schedule of 

BeGH amending for the purpose Section 1, Subsection 5 of Provincial Ordinance No. 15 – 175. 

The 16-slice CT Scan Machine costs about seventeen million pesos (P17,000,000.00). BeGH earmarked 

around P1,200,000.00 as counterpart for Improvement of the CT Scan building, which was 

also given to the province in 2014 by the DOH, under its Health Facilities Enhancement Program 

(HFEP).

Capitol, La Trinidad – This 

year, 114 students were selected for the 

summer job program in the Benguet 

Provincial Government. It so happened 

that last year, the same number of students 

– 114 – were also selected and 

recommended by the province’s Public 

Employment Services Office (PESO) 

under their Special Program for the 

Employment of Students (SPES). The 

students’ deployment is in two batches, 

with each batch given a maximum 

of 30 working days. 

The first batch was composed of 

sixteen (16) Grade 10 students, and 

they worked from April 18 to May 30, 

2016. These students will enroll in 

senior high school in accordance with 

the K to 12 program of the Department 

of Education. 

Out of the 16, 14 were assigned at the 

Office of the Provincial Agriculturist 

while two were assigned at the Office of 

the Sangguniang Panlalawigan, primarily 

to clean and prepare the new legislative 

offices ready for occupancy by the new 

Vice Governor and set of Members of the 

Provincial Board, along with their staff, 

on July 2016. 

The second batch is composed of 

ninety-eight (98) college students who 

will work from June 6 to July 15, 2016. 

They will be deployed to the various provincial 

departments and offices, the 

Commission on Audit, and the Local 

Government of Kibungan. 

The students will be paid P233.18 

per day or a total of P 6,994.40. 40% of 

the total wages, or P4,663.80, will be the 

counterpart of the Department of Labor 

and Employment in the form of educational 

voucher payable to the school 

where the beneficiaries are enrolled in. 

The remaining 60% will be shouldered 

by the Province. 

244 out of 279 registrants took the 

qualifying examination on February 13, 

2016 at the Gov. Ben Palispis Hall of the 

Benguet Provincial Capitol. The final 114 

were chosen based on the result of the 

examination, a personal interview, and 

completion and appropriateness of all 

documentary requirements. 

The SPES program has been institutionalized 

in the province and provided 

annual appropriations for the poor but 

deserving students pursuant to Republic 

Act No. 7323 as amended by amended

The Philippine Drug Enforcement 

Agency Cordillera Oice (PDEA- 

CAR) submited its report in the implementation 

of four Operation Plans 

(OPLANs) in the region. The OPLANs 

are the “One Time Big Time 2” and 

“Hinter Gold” of the Philippine National 

Police Regional Oice – Cordillera 

(PRO-COR) and OPLANs “Valentin” 

and “Wild Green” of PDEA-CAR. 

In his leter dated April 26, 2016 to 

Benguet Governor Nestor Fongwan, 

Regional Director Juvenal Blanquera 

Azurin of PDEA-CAR reported that 

they, in cooperation with PRO-COR, 

have successfully conducted eight (8) 

simultaneous marijuana eradication operations. 

According to Azurin, the operations, 

which started in February 2016, resulted 

to the discovery of 140 plantation sites 

in diferent sitios of the municipalities of 

Bakun and Kibungan, with a total land 

area of 63,316 square meters. The pro- 

hibited drugs that were destroyed during 

the operations are valued at 

Php148,377,000.00. 

The latest marijuana eradication operation 

conducted on April 19 to 23, 

2016 resulted to the discovery of 12 

more plantation sites with a total land 

area of 5,050 square meters, with the 

illegal hemp valued at Php18,070,000.00.

on February 11 to 13, 2016, while 

OPLANs “Valentin” and “One Time Big

During his birthday in 2010, a Fire 

tree was also planted in the grounds of 

the Benguet Sports Complex in Wangal to 

mark the start of development of the area. 

Today, the tree has already started to 

bloom.

Php23,042.24 to the Benguet State 

University – College Red Cross 

Youth Council (BSU-CRCYC) for 

its “Alay Kapwa” project in the remote 

places of the province. 

The first beneficiary of the Council 

is Sitio Toplac in Pudong, Kapangan 

last May 7, 2016. The activity 

aimed to extend hygiene and health 

education to the community, enable 

the community to have a database of 

blood types of the residents, and uplift

The Office of the President, through its 

Malacanang Records Office, informed Governor Nestor 

Fongwan on May 5, 2016, that two annex secondary 

schools are now separated or independent 

from their mother schools. Both laws were passed 

and approved on May 3, 2016. 

Republic Act No. 10779 separated the Lepanto 

National High School – Palatong Annex in Sitio Palatong, 

Barangay Tabio, Municipality of Mankayan 

from the Lepanto National High School, converting 

it into an Independent National High School to be 

known as Tabio National High School. 

Similarly, Republic Act No. 10791 separated the 

Atok National High School – Annex in Sitio Camp 30, 

Barangay Caliking, Municipality of Atok from the Atok 

National High School, converting it into an Independent 

National High School to be known as Camp 30 National 

High School. 

Under both laws, all personnel, assets, liabilities and 

records of the former annexes are transferred to and 

absorbed by the new or independent schools. The Secretary 

of the Department of Education is directed to 

immediately include in the department’s programs the 

operationalization of said schools and therefore shall 

include budgets in the annual General Appropriations 

Act. Moreover, the Secretary of the education department 

shall issue rules and regulations needed in the implementation 

of both laws.

Affairs Office or PVAO to provide 

hospitalization, medical care and

Memorial Medical Center 

(VMMC) and veterans wards in

PVAO has accredited and entered 

into a Memorandum of Agreement 

(MOA) with selected government

Hospital, under then Officerin-Charge 

Joseph Cabinta, had 

inked a MOA with PVAO in October 

2014, with a five-year validity 

from the date of signing. PVAO

and supervision of the provincial 

government, apart from

District Hospital in Sayangan, Paoay,

Hospital in Daclan, Bokod; Itogon
