The Community Economic Revitalization Board (CERB) and the Department of Revenue (DOR) are authorized to administer the Local Infrastructure Financing Tool (LIFT) Program created in Chapter 39.102 Revised Code of Washington (RCW). LIFT allows selected local governments to use tax revenue generated by private business activity within a designated Revenue Development Area (RDA) to help finance public infrastructure improvements.

River District Revenue Development Area at Liberty Lake<br />

BACKGROUND<br />

The River District RDA coincides with the boundary of Spokane County Increment Area 2005-01, a property Tax<br />

Increment Finance (TIF) area authorized under chapter 39.89 RCW and established by Spokane County on December 22,<br />

2005. Increment Area 2005-01 has a 2005 (Assessment Year) Base Year and a 2006 (Assessment Year) Increment Year.<br />

Since establishment of Spokane County Increment Area 2005-01 and the approval of the River District RDA,<br />

approximately $5,293,982 of public infrastructure, intended to be financed by <strong>LIFT</strong> on a “pay as you go” basis, has been<br />

constructed. These improvements are shown in the following Table 1.<br />

The public improvements listed in Table 1, together with other public infrastructure not funded through <strong>LIFT</strong>, have<br />

encouraged private investment that has contributed to increased taxable valuation within the River District TIF Increment<br />

Area and RDA.<br />
