Lockport City Council
Quiet zones to be funded by pipeline
Meredith Dobes
Freelance Reporter
Much of the discussion in both the
Lockport Committee of the Whole
and City Council meetings Nov. 16
revolved around the development of a
quiet zone project for rail crossings in
Lockport and a pipeline easement for
Ducere LLC.
The City’s current plan is to use
funds received from Ducere’s easement
agreement with the City, which
is to construct a 30-inch oil pipeline
along the west side of the Illinois and
Michigan Canal to carry oil from the
Enbridge Pipeline, for a quiet zone
project for railroad crossings in the
city.
Mayor Steven Streit said he negotiated
with Ducere for a $2.5 million
easement for the project, and City
Administrator Ben Benson said the
money would be used for the application
process and construction of quiet
zones, with any leftover money being
designated for capital projects.
Lockport resident shines in role at senior living facility
Submitted by Smith Crossing
Smith Crossing, a life plan community
at 10501 Emilie Lane in Orland
Park, is home to 300 older adults. As
Life Enrichment Director for approximately
100 Smith Crossing residents
who receive assisted living, memory
support and skilled nursing care services,
Dana Mahler believes participation
in activities brings residents
closer together.
Mahler — a Lockport resident —
conducts state required assessments to
help determine residents’ preferences
for customary daily routines and activities.
She also plans meetings with
staff and family to review and modify
care programs as needed for those receiving
skilled nursing care services.
Beyond that, she oversees four fulltime
and five part-time life enrichment
facilitators who create, develop and
produce seven to eight activities per
day for calendars pertaining specifically
to the community’s three healthcare
settings.
Alderman Jason VanderMeer said he
was against the project because he felt
there needed to be more formal discussion
and approval from the council
regarding the use of the funds and
the overall quiet zone project before
communicating with residents that the
project was planned.
He said the prioritization of capital
improvements projects was on roads
and sewers, and the quiet zones should
not break priority. He added he thought
it was the wrong way to go about the
project and that it was wrong to bind
$2.5 million to the project.
Benson said the City pushed for the
amount it thought it would need for
the quiet zones, and $2.5 million is 10
times the standard easement.
Sreit said the City has worked with
residents for years about the quiet
zones, and downtown Lockport is the
face of the entire city. He said it is important
to be flexible and not miss opportunities,
and this is an opportunity
to further the city’s development.
Mahler is good with her own time
management, yet she displays an
abundance of patience while working
with older adults who grapple with
health and cognitive challenges. She’s
also an effective administrator, yet still
very hands on. Which explains why in
summers past, when residents planted
flowers, peppers, tomatoes and herbs
in special planters constructed for
wheelchair users, Mahler has been
right there, digging in the dirt.
At the same time, she and staff have
welcomed the certified horticulturist
who assisted residents in selecting the
plantings to grow ingredients for salsa
and pizza toppings. To celebrate their
garden, Mahler and her staff also organized
pizza and salsa parties in order
for residents to enjoy the foods they
raised.
Mahler joined Smith Crossing as a
part-time life enrichment facilitator in
2006, having earned a Bachelor’s of
Science degree from Eastern Illinois
University in Family and Consumer
Streit also said every successful city
he has seen that has a railroad going
through its downtown has quiet zones,
and quiet zones will impact the quality
of development the city is able to
receive.
Lockport resident Bob Morris spoke
at the meeting in favor of the quiet
zones. He said for the last 30 years,
he has been asking the City for quiet
zones, as the train traffic disrupts businesses,
homes and events in the city.
“It’s something people believe in,”
Morris said. “It adds value to the pipeline,
and that is huge. If there’s no value
added to it, we wouldn’t want the
pipeline.”
Alderman Kris Capadona said he
saw both sides of the argument, as the
City should stick to its development
plan, but it should not miss the opportunity
to pursue something that would
be beneficial to all residents.
Sandy Burcenski said she was not in
agreement with the exchange, as she
Mahler also facilitates a monthly
support group for caregivers and family
members of residents with memory
loss. The group is also open to caregivers
of older adults living nearby
who struggle with memory issues.
