Lack of <str<strong>on</strong>g>Informati<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> Basic <strong>Public</strong> <strong>Services</strong><br />

Like citizens <strong>in</strong> many develop<strong>in</strong>g countries, <strong>Tanzania</strong>ns go through many layers of government structures and<br />

processes <str<strong>on</strong>g>to</str<strong>on</strong>g> access <strong>in</strong>formati<strong>on</strong> <strong>on</strong> basic government services. They also face a mounta<strong>in</strong> of bureaucracy from<br />

government officials who treat the <strong>in</strong>formati<strong>on</strong> as “c<strong>on</strong>fidential.” It is not uncomm<strong>on</strong> for some government<br />

officials <str<strong>on</strong>g>to</str<strong>on</strong>g> unlawfully take advantage of the lack of knowledge or <strong>in</strong>formati<strong>on</strong> by service-seekers <str<strong>on</strong>g>to</str<strong>on</strong>g> solicit<br />

bribes.<br />

In the 2013 Global Corrupti<strong>on</strong> Barometer, 56% of <strong>Tanzania</strong>n resp<strong>on</strong>dents stated they had paid a bribe<br />

for public sec<str<strong>on</strong>g>to</str<strong>on</strong>g>r services <strong>in</strong> the past 12 m<strong>on</strong>ths, and 85% of resp<strong>on</strong>dents perceived the public sec<str<strong>on</strong>g>to</str<strong>on</strong>g>r <str<strong>on</strong>g>to</str<strong>on</strong>g> be<br />

corrupt. 1 Similarly, deal<strong>in</strong>g with permits and licenses is cumbersome and time-c<strong>on</strong>sum<strong>in</strong>g and provides<br />

many opportunities for graft. The World Ec<strong>on</strong>omic Forum’s 2013-2014 Global Competitiveness Report lists<br />

<strong>in</strong>efficient government bureaucracy as <strong>on</strong>e of the most problematic fac<str<strong>on</strong>g>to</str<strong>on</strong>g>rs for do<strong>in</strong>g bus<strong>in</strong>ess <strong>in</strong> <strong>Tanzania</strong>. 2<br />

Several government <strong>in</strong>itiatives have been <strong>in</strong>troduced <strong>in</strong> recent times <str<strong>on</strong>g>to</str<strong>on</strong>g> address some of these issues. For<br />

example <strong>in</strong> 2010, public service reforms <strong>in</strong>troduced client-service charters <strong>in</strong> all m<strong>in</strong>istries, departments and<br />

agencies (MDAs) <strong>in</strong> order <str<strong>on</strong>g>to</str<strong>on</strong>g> <strong>in</strong>crease accountability by sett<strong>in</strong>g performance standards. 3 Multiple e-government<br />

<strong>in</strong>itiatives have also been <strong>in</strong>troduced <str<strong>on</strong>g>to</str<strong>on</strong>g> promote efficiency and good governance. One such <strong>in</strong>itiative is the<br />

Nifanyeje?, or How Do I?, website that is the subject of this case study, compiled through a series of <strong>in</strong>terviews,<br />

desk analysis and <strong>on</strong>l<strong>in</strong>e surveys.<br />

Nifanyeje? - The One S<str<strong>on</strong>g>to</str<strong>on</strong>g>p Shop for <str<strong>on</strong>g>Informati<strong>on</strong></str<strong>on</strong>g><br />

<strong>Tanzania</strong> jo<strong>in</strong>ed Open Government Partnership (OGP) <strong>in</strong> 2011. The president at the time, Jakaya Kikwete,<br />

said the <strong>in</strong>tenti<strong>on</strong> <strong>in</strong> jo<strong>in</strong><strong>in</strong>g OGP was <str<strong>on</strong>g>to</str<strong>on</strong>g> “make government bus<strong>in</strong>ess more open <str<strong>on</strong>g>to</str<strong>on</strong>g> its citizens <strong>in</strong> the <strong>in</strong>terest<br />

of improv<strong>in</strong>g public service delivery, government resp<strong>on</strong>siveness, combat<strong>in</strong>g corrupti<strong>on</strong>, and build<strong>in</strong>g greater<br />

trust.” 4 In its first Nati<strong>on</strong>al Acti<strong>on</strong> Plan (NAP), for the period of 2012-2013, <strong>Tanzania</strong> committed <str<strong>on</strong>g>to</str<strong>on</strong>g> establish<strong>in</strong>g<br />

a website <str<strong>on</strong>g>to</str<strong>on</strong>g> address access <str<strong>on</strong>g>to</str<strong>on</strong>g> public services. Specifically, it committed the government <str<strong>on</strong>g>to</str<strong>on</strong>g>: explore the<br />

feasibility of establish<strong>in</strong>g a Nifanyeje? website where citizens can get practical <strong>in</strong>formati<strong>on</strong> of how <str<strong>on</strong>g>to</str<strong>on</strong>g> go about<br />

gett<strong>in</strong>g government services (gett<strong>in</strong>g a scholarship for university, water or electricity services, drivers license,<br />

bus<strong>in</strong>ess license, passport, etc.) and what <str<strong>on</strong>g>to</str<strong>on</strong>g> do if they are unable <str<strong>on</strong>g>to</str<strong>on</strong>g> secure the service <strong>in</strong> the required time. 5<br />

The overarch<strong>in</strong>g goal of the Nifanyeje? <strong>on</strong>l<strong>in</strong>e hub was <str<strong>on</strong>g>to</str<strong>on</strong>g> provide ord<strong>in</strong>ary citizens with <strong>in</strong>formati<strong>on</strong> <strong>on</strong> how <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

access public services from various government <strong>in</strong>stituti<strong>on</strong>s. The specific objectives were <str<strong>on</strong>g>to</str<strong>on</strong>g>:<br />

• Create and ma<strong>in</strong>ta<strong>in</strong> a platform <str<strong>on</strong>g>to</str<strong>on</strong>g> act as a <strong>on</strong>e-s<str<strong>on</strong>g>to</str<strong>on</strong>g>p hub for a broad pool of data and <strong>in</strong>formati<strong>on</strong>,<br />

<strong>in</strong>clud<strong>in</strong>g budgets, acts, policies, development programs, forms, annual reports, and <strong>in</strong>ternati<strong>on</strong>al<br />

agreements as delivered by various units of government.<br />

• Make <strong>in</strong>formati<strong>on</strong> easy available and with little cost by remov<strong>in</strong>g the need for time-c<strong>on</strong>sum<strong>in</strong>g<br />

journeys around various government <strong>in</strong>stituti<strong>on</strong>s. The platform had <str<strong>on</strong>g>to</str<strong>on</strong>g> simplify key procedures and<br />

equirements for access<strong>in</strong>g certa<strong>in</strong> services thereby reduc<strong>in</strong>g time spent for <strong>in</strong>teracti<strong>on</strong> between citizen<br />

and government officials.<br />

• Reduce bureaucracy by mak<strong>in</strong>g the most needed <strong>in</strong>formati<strong>on</strong> available, and cutt<strong>in</strong>g down <strong>on</strong> a majority<br />

of cumbersome processes and procedures, and undue secrecy.<br />

The Nifanyeje? website tried <str<strong>on</strong>g>to</str<strong>on</strong>g> address the lack of a s<strong>in</strong>gle <strong>in</strong>tegrated platform where <strong>in</strong>formati<strong>on</strong> of public<br />

<strong>in</strong>terest could be published by the government and accessed by the general public. Prior <str<strong>on</strong>g>to</str<strong>on</strong>g> its advent, every<br />

government unit collected and managed their own <strong>in</strong>formati<strong>on</strong>. For <strong>in</strong>stance, the M<strong>in</strong>istry of Educati<strong>on</strong><br />

collected and published its own data <strong>on</strong> educati<strong>on</strong>: Basic Educati<strong>on</strong> Statistics, or BEST. M<strong>in</strong>istries of F<strong>in</strong>ance,<br />

Health and Water would do the same for the same type of data or <strong>in</strong>formati<strong>on</strong> that was frequently requested by<br />

the public or end users. This made a search for a simple detail a daunt<strong>in</strong>g task even for experienced researchers,<br />

academics and journalists.<br />

When assess<strong>in</strong>g the commitment as part of <strong>Tanzania</strong>’s first OGP NAP implementati<strong>on</strong> <strong>in</strong> January 2013, OGP’s<br />

Independent Report<strong>in</strong>g Mechanism’s researcher found the commitment <str<strong>on</strong>g>to</str<strong>on</strong>g> be potentially transformative <strong>in</strong><br />

impact, and it was completed <strong>on</strong> time. The progress report <strong>in</strong>dicated that 85 services have been identified,<br />

created, organized, and published <strong>on</strong> the Nifanyeje?/How Do I secti<strong>on</strong> <strong>on</strong> the government portal. 6 The report<br />

however noted that there was limited use of the website as it was still <strong>on</strong> trial at the time.<br />

Through evidence collected us<strong>in</strong>g <strong>in</strong>terviews and <strong>on</strong>l<strong>in</strong>e surveys for this case study, the research team found<br />

out that there has been progress <strong>on</strong> general usage of the website s<strong>in</strong>ce the assessment was carried out by the<br />

Independent Report<strong>in</strong>g Mechanism (IRM). 7 The number of users <strong>on</strong> the portal (www.tanzania.go.tz/howdoi)<br />

has grown from zero <str<strong>on</strong>g>to</str<strong>on</strong>g> 22,329 users dur<strong>in</strong>g the period from May 1, 2013 <str<strong>on</strong>g>to</str<strong>on</strong>g> July 21, 2016, an average of 1,595<br />

visi<str<strong>on</strong>g>to</str<strong>on</strong>g>rs per m<strong>on</strong>th with 70% of these visi<str<strong>on</strong>g>to</str<strong>on</strong>g>rs hail<strong>in</strong>g from <strong>Tanzania</strong>. 8 Through <strong>in</strong>terviews, the research team<br />

was able <str<strong>on</strong>g>to</str<strong>on</strong>g> establish that most usage of the Nifanyeje? website for visi<str<strong>on</strong>g>to</str<strong>on</strong>g>rs <strong>in</strong> <strong>Tanzania</strong> is mostly c<strong>on</strong>centrated<br />

<strong>in</strong> Dar es Salaam and several other urban centers <strong>in</strong>clud<strong>in</strong>g Arusha, Mwanza and Moshi.<br />

However, as of August 30, 2016, the number of categories of services or <strong>in</strong>formati<strong>on</strong> available <strong>on</strong> the How Do<br />

I <strong>on</strong>l<strong>in</strong>e facility had decl<strong>in</strong>ed from 85 <str<strong>on</strong>g>to</str<strong>on</strong>g> 49. Accord<strong>in</strong>g <str<strong>on</strong>g>to</str<strong>on</strong>g> an <strong>in</strong>formati<strong>on</strong> officer <strong>in</strong>terviewed at the M<strong>in</strong>istry<br />

of <str<strong>on</strong>g>Informati<strong>on</strong></str<strong>on</strong>g>, Sports, and Culture (MISC), this decl<strong>in</strong>e is <strong>in</strong> part attributable <str<strong>on</strong>g>to</str<strong>on</strong>g> a government issued data<br />

directive <strong>in</strong> March 2016 that requires agencies <str<strong>on</strong>g>to</str<strong>on</strong>g> revise their published <strong>in</strong>formati<strong>on</strong> <strong>in</strong> l<strong>in</strong>e with the directive<br />

before republish<strong>in</strong>g.<br />

Officials from e-Government Agency, which oversees public services delivered by <strong>in</strong>formati<strong>on</strong> and<br />

telecommunicati<strong>on</strong>s technology, and MISC attributed the drop <strong>in</strong> the number of services <str<strong>on</strong>g>to</str<strong>on</strong>g> the fact that<br />

<strong>in</strong>formati<strong>on</strong> published was now be<strong>in</strong>g subject <str<strong>on</strong>g>to</str<strong>on</strong>g> quality, timel<strong>in</strong>ess, and accessibility criteria. Quality<br />

<strong>in</strong>formati<strong>on</strong> was def<strong>in</strong>ed as <strong>in</strong>clud<strong>in</strong>g a brief and precise descripti<strong>on</strong> of what is be<strong>in</strong>g offered, what<br />

documentati<strong>on</strong> or requirements are necessary <str<strong>on</strong>g>to</str<strong>on</strong>g> obta<strong>in</strong> the government service, and c<strong>on</strong>tact <strong>in</strong>formati<strong>on</strong><br />

<strong>in</strong>clud<strong>in</strong>g a teleph<strong>on</strong>e number and Google map <str<strong>on</strong>g>to</str<strong>on</strong>g> locate the specific MDA that is offer<strong>in</strong>g the service. 9<br />

When tested, the website’s features worked well except for the search functi<strong>on</strong>, which, the researchers were<br />

<strong>in</strong>formed, was under ma<strong>in</strong>tenance.<br />

Reduc<strong>in</strong>g Transacti<strong>on</strong> Times and Costs<br />

The spread of state-of-the-art comput<strong>in</strong>g devices and access <str<strong>on</strong>g>to</str<strong>on</strong>g> the Internet means that a task that could have<br />

taken a matter of days or m<strong>on</strong>ths <strong>in</strong> the past can now quickly be accomplished through an Internet-enabled<br />

mobile ph<strong>on</strong>e, tablet or desk<str<strong>on</strong>g>to</str<strong>on</strong>g>p computer. Instead of an <strong>in</strong>ves<str<strong>on</strong>g>to</str<strong>on</strong>g>r <strong>in</strong> South Africa travel<strong>in</strong>g from Pre<str<strong>on</strong>g>to</str<strong>on</strong>g>ria <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

Dar es Salaam <str<strong>on</strong>g>to</str<strong>on</strong>g> collect applicati<strong>on</strong> forms and ask for a set of procedures <str<strong>on</strong>g>to</str<strong>on</strong>g> register a company, he or she can<br />

download the forms and any other relevant <strong>in</strong>formati<strong>on</strong> without any geographical or physical barriers. 10<br />

The current Nifanyeje? service is ma<strong>in</strong>ly meant <str<strong>on</strong>g>to</str<strong>on</strong>g> provide <strong>in</strong>formati<strong>on</strong> and some documentati<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> the end<br />

user <strong>on</strong> how <str<strong>on</strong>g>to</str<strong>on</strong>g> go about obta<strong>in</strong><strong>in</strong>g a particular government service from the various MDAs that have made<br />

their c<strong>on</strong>tent available <strong>on</strong> the portal. Through Nifanyeje?, l<strong>in</strong>ks <str<strong>on</strong>g>to</str<strong>on</strong>g> other e-<strong>Services</strong> by government MDAs are<br />

now more readily accessible.<br />

Am<strong>on</strong>g adm<strong>in</strong>istrative tasks that are facilitated by Nifanyeje? by mov<strong>in</strong>g them <strong>on</strong>l<strong>in</strong>e are:<br />

• Obta<strong>in</strong><strong>in</strong>g applicati<strong>on</strong> forms for passports and certa<strong>in</strong> certificates: One would have <str<strong>on</strong>g>to</str<strong>on</strong>g> spend a week if<br />

not m<strong>on</strong>ths and travel l<strong>on</strong>g distances <str<strong>on</strong>g>to</str<strong>on</strong>g> collect these forms, thereby <strong>in</strong>curr<strong>in</strong>g costly and n<strong>on</strong>-service<br />

expenses.<br />

• Calculat<strong>in</strong>g Pay As You Earn (PAYE) <strong>in</strong>come tax: In the past <strong>on</strong>e would have <str<strong>on</strong>g>to</str<strong>on</strong>g> review a PAYE<br />

<strong>in</strong>structi<strong>on</strong> booklet and rummage endless tables, an exercise which was time c<strong>on</strong>sum<strong>in</strong>g and pr<strong>on</strong>e <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

human error.<br />

• Prepar<strong>in</strong>g an applicati<strong>on</strong> for a m<strong>in</strong><strong>in</strong>g license: By publish<strong>in</strong>g all the requirements <strong>on</strong>l<strong>in</strong>e, Nifanyeje? is<br />

the first s<str<strong>on</strong>g>to</str<strong>on</strong>g>p for a prospective m<strong>in</strong>er requir<strong>in</strong>g a specific license, who can now be equipped with all the<br />

<strong>in</strong>formati<strong>on</strong> and requisite documentati<strong>on</strong> or requirements before embark<strong>in</strong>g <strong>on</strong> l<strong>on</strong>g journeys (often<br />

from as far as Canada) <str<strong>on</strong>g>to</str<strong>on</strong>g> come and <strong>in</strong>vest <strong>in</strong> <strong>Tanzania</strong>. In the past, this step could mean several roundtrip<br />

flights and wasted time, <strong>in</strong>c<strong>on</strong>venience and costs.<br />

• Register<strong>in</strong>g a company: The first step <str<strong>on</strong>g>to</str<strong>on</strong>g>ward the objective can be completed 100% <strong>on</strong>l<strong>in</strong>e.<br />

Entrepreneurs can look up available company names and gets prompt feedback from the Bus<strong>in</strong>ess<br />

Registrati<strong>on</strong> and Licens<strong>in</strong>g Agency’s website, which is l<strong>in</strong>ked <str<strong>on</strong>g>to</str<strong>on</strong>g> the Nifanyeje? hub. Aga<strong>in</strong>, this saves<br />

time, travel and m<strong>on</strong>ey.<br />

When the Nifanyeje? portal was launched <strong>in</strong> 2013, citizen-state <strong>in</strong>teracti<strong>on</strong> <strong>on</strong> the portal was n<strong>on</strong>existent. Now<br />

the service <strong>in</strong>cludes a comment/query feature for users <str<strong>on</strong>g>to</str<strong>on</strong>g> submit their compla<strong>in</strong>ts, seek further clarificati<strong>on</strong>s<br />

and or get a number <str<strong>on</strong>g>to</str<strong>on</strong>g> call the relevant MDA for appo<strong>in</strong>tments or directi<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> office premises (if they are<br />

unfamiliar with use of Google maps provided <strong>on</strong> same page).<br />

Users’ comments or the resp<strong>on</strong>ses <str<strong>on</strong>g>to</str<strong>on</strong>g> them are not published <strong>on</strong> the portal, however, a feature that could have<br />

g<strong>on</strong>e a l<strong>on</strong>g way <str<strong>on</strong>g>to</str<strong>on</strong>g>ward enabl<strong>in</strong>g users and oversight <strong>in</strong>stituti<strong>on</strong>s <str<strong>on</strong>g>to</str<strong>on</strong>g> m<strong>on</strong>i<str<strong>on</strong>g>to</str<strong>on</strong>g>r government resp<strong>on</strong>se. Accord<strong>in</strong>g<br />

<str<strong>on</strong>g>to</str<strong>on</strong>g> an e-Government Agency staff member, there are plans underway <str<strong>on</strong>g>to</str<strong>on</strong>g> add a comments/feedback feature <strong>on</strong><br />

the site as well as <str<strong>on</strong>g>to</str<strong>on</strong>g> develop mobile platforms <strong>in</strong>clud<strong>in</strong>g an SMS <strong>in</strong>terface.<br />

Nevertheless, the sav<strong>in</strong>gs <strong>in</strong> time spent research<strong>in</strong>g and travel<strong>in</strong>g – and sav<strong>in</strong>gs of costs – is a big benefit for<br />

those us<strong>in</strong>g public services. To take <strong>on</strong>e example, even those unfamiliar with the food import/export bus<strong>in</strong>ess<br />

can easily see the requirements and process <str<strong>on</strong>g>to</str<strong>on</strong>g> be followed <str<strong>on</strong>g>to</str<strong>on</strong>g> apply for a permit from the <strong>Tanzania</strong> Food and<br />

Drugs Authority (TFDA). Prior <str<strong>on</strong>g>to</str<strong>on</strong>g> Nifanyeje?, permit seekers would have <str<strong>on</strong>g>to</str<strong>on</strong>g> travel <str<strong>on</strong>g>to</str<strong>on</strong>g> TFDA headquarters or a<br />

regi<strong>on</strong>al office just <str<strong>on</strong>g>to</str<strong>on</strong>g> f<strong>in</strong>d out about the permit requirements, wast<strong>in</strong>g time, m<strong>on</strong>ey and productivity. Now <strong>on</strong>e<br />

can approach the offices of a particular MDA armed with all the required documentati<strong>on</strong> and knowledge about<br />

the process.<br />

A Snowball Effect<br />

The Nifanyeje? service has had a snowball effect, <strong>in</strong>spir<strong>in</strong>g other units <strong>in</strong> the government <str<strong>on</strong>g>to</str<strong>on</strong>g> emulate the<br />

practice of disclos<strong>in</strong>g detailed <strong>in</strong>formati<strong>on</strong> about how <str<strong>on</strong>g>to</str<strong>on</strong>g> access services <strong>on</strong> their websites. Am<strong>on</strong>g them are<br />

the TFDA, the <strong>Tanzania</strong> Revenue Authority, the Dar es Salaam Water and Sewerage Company, the <strong>Tanzania</strong><br />

Electricity Supply Company, the <strong>Tanzania</strong> Ports Authority, and the <strong>Tanzania</strong> Cus<str<strong>on</strong>g>to</str<strong>on</strong>g>ms Integrated System, al<strong>on</strong>g<br />

with others.<br />

An <strong>on</strong>l<strong>in</strong>e search by the research team revealed that at least <strong>on</strong>e MDA platform has mirrored that of Nifanyeje?<br />

by provid<strong>in</strong>g similar functi<strong>on</strong>ality with its own particular c<strong>on</strong>tent. The <strong>Tanzania</strong> Commissi<strong>on</strong> for Universities<br />

has a ‘How Do I?’ feature <strong>on</strong> its home page.<br />

Al<strong>on</strong>g with encourag<strong>in</strong>g others <str<strong>on</strong>g>to</str<strong>on</strong>g> mak<strong>in</strong>g more <strong>in</strong>formati<strong>on</strong> available <strong>on</strong>l<strong>in</strong>e, Nifanyeje? has also had a<br />

spillover effect <strong>in</strong> terms of an <strong>in</strong>crease <strong>in</strong> public services offered <strong>on</strong>l<strong>in</strong>e, say government officials as well as<br />

representatives of civil society organizati<strong>on</strong>s. When Nifanyeje? started up operati<strong>on</strong>s <strong>in</strong> 2013, there was <strong>on</strong>ly<br />

<strong>on</strong>e government e-service: the TRA’s <strong>on</strong>l<strong>in</strong>e tax calcula<str<strong>on</strong>g>to</str<strong>on</strong>g>r for import duties and PAYE. As of August 2016, there<br />

are eight from as many MDAs.<br />

The research team tested the follow<strong>in</strong>g services and were all found <str<strong>on</strong>g>to</str<strong>on</strong>g> be functi<strong>on</strong>al: 11<br />

Pay<strong>in</strong>g bills is easier. In the past, the <strong>Tanzania</strong> Electricity Supply Company would issue a c<strong>on</strong>sumpti<strong>on</strong> bill <strong>in</strong><br />

paper format, which meant tak<strong>in</strong>g it <str<strong>on</strong>g>to</str<strong>on</strong>g> their offices <str<strong>on</strong>g>to</str<strong>on</strong>g> spend hours verify<strong>in</strong>g it or else end up with the power<br />

gett<strong>in</strong>g disc<strong>on</strong>nected (unless the cus<str<strong>on</strong>g>to</str<strong>on</strong>g>mer <str<strong>on</strong>g>to</str<strong>on</strong>g>ok the bribery short-cut). Now the bill can be verified <strong>on</strong>l<strong>in</strong>e prior<br />

<str<strong>on</strong>g>to</str<strong>on</strong>g> physically go<strong>in</strong>g <str<strong>on</strong>g>to</str<strong>on</strong>g> settle at a nearby office or even pay<strong>in</strong>g with mobile m<strong>on</strong>ey. Likewise, the water bill can<br />

also be checked <strong>on</strong>l<strong>in</strong>e, and better still (<strong>on</strong>ce established through a mix of <strong>on</strong>l<strong>in</strong>e and offl<strong>in</strong>e efforts), the bill<br />

can be paid through electr<strong>on</strong>ic payments, thus remov<strong>in</strong>g the risk of bribery. Currently, however, am<strong>on</strong>g more<br />

than 50 urban water utility companies, this service is be<strong>in</strong>g offered <strong>on</strong>ly by the Dodoma Urban Water Supply<br />

Authority.<br />

Look<strong>in</strong>g for a job? It might be worth check<strong>in</strong>g the public service recruitment portal, where government MDAs<br />

calls for candidates. Although it’s not be<strong>in</strong>g updated <strong>in</strong> a timely manner, this is a good <strong>in</strong>itiative that can help<br />

job seekers who cannot afford <str<strong>on</strong>g>to</str<strong>on</strong>g> buy newspapers <strong>on</strong> a daily basis.<br />

For bus<strong>in</strong>essmen and women who use the ports – air, sea and surface – for export<strong>in</strong>g and import<strong>in</strong>g can use<br />

the <strong>Tanzania</strong> Cus<str<strong>on</strong>g>to</str<strong>on</strong>g>ms Integrated System (TANCIS) for clear<strong>in</strong>g goods at ports of entry. Clear<strong>in</strong>g cus<str<strong>on</strong>g>to</str<strong>on</strong>g>ms <strong>in</strong><br />

the country used <str<strong>on</strong>g>to</str<strong>on</strong>g> be a lengthy and costly process. Systems were fragmented, documents had <str<strong>on</strong>g>to</str<strong>on</strong>g> be manually<br />

exchanged across a variety of organizati<strong>on</strong>s and agencies, and there was a general lack of coord<strong>in</strong>ati<strong>on</strong> between<br />

regula<str<strong>on</strong>g>to</str<strong>on</strong>g>ry agencies 12 . TANCIS also issues SMS alerts <str<strong>on</strong>g>to</str<strong>on</strong>g> <strong>in</strong>form importers <strong>on</strong> the progress of their clearance<br />

requests so that they know at all times what is happen<strong>in</strong>g and be able <str<strong>on</strong>g>to</str<strong>on</strong>g> do verificati<strong>on</strong>s. TANCIS has also been<br />

hailed for cutt<strong>in</strong>g <strong>on</strong> adm<strong>in</strong> costs for clear<strong>in</strong>g agencies and remov<strong>in</strong>g bribery and red tape.<br />

Toward more Openness and Usefulness<br />

Nifanyeje? is a by-product of the OGP process <strong>in</strong> <strong>Tanzania</strong> and has generally played a big part <strong>in</strong> chang<strong>in</strong>g<br />

government practice and policy directi<strong>on</strong>. Accord<strong>in</strong>g <str<strong>on</strong>g>to</str<strong>on</strong>g> <strong>in</strong>terviews with government officials, OGP has had<br />

some <strong>in</strong>fluence <strong>in</strong> shap<strong>in</strong>g these changes. They say that the OGP process acted as a catalyst for exist<strong>in</strong>g efforts<br />

with<strong>in</strong> government, bey<strong>on</strong>d Nifanyeje? <str<strong>on</strong>g>to</str<strong>on</strong>g> make services more friendly and efficient for cus<str<strong>on</strong>g>to</str<strong>on</strong>g>mers and citizens.<br />

Today it is manda<str<strong>on</strong>g>to</str<strong>on</strong>g>ry for MDAs <str<strong>on</strong>g>to</str<strong>on</strong>g> publish data <strong>in</strong> an open source format. A government circular – Circular<br />

No. 2 of 2015, issued by the chief secretary of the president’s office – covers all government MDAs and calls for<br />

open data <str<strong>on</strong>g>to</str<strong>on</strong>g> be available <strong>on</strong> the MDAs’ websites and <strong>on</strong> the government portal.<br />

The circular also established an <strong>in</strong>terim <strong>in</strong>stituti<strong>on</strong>al arrangement:<br />

• The Nati<strong>on</strong>al Bureau of Statistics is resp<strong>on</strong>sible for coord<strong>in</strong>at<strong>in</strong>g official statistics and manag<strong>in</strong>g Open<br />

Data Portal c<strong>on</strong>tent.<br />

• e-Government Agency was mandated with develop<strong>in</strong>g and ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g of the Open Data Portal and<br />

provid<strong>in</strong>g technical support <str<strong>on</strong>g>to</str<strong>on</strong>g> public <strong>in</strong>stituti<strong>on</strong>s.<br />

• The Records and Archives Management Department coord<strong>in</strong>ates data classificati<strong>on</strong> and verificati<strong>on</strong>.<br />

• <strong>Tanzania</strong> <str<strong>on</strong>g>Informati<strong>on</strong></str<strong>on</strong>g> <strong>Services</strong> is charged with rais<strong>in</strong>g awareness <strong>on</strong> Open Data Initiatives.<br />

An official from the State House Good Governance Unit observed: “OGP has helped def<strong>in</strong>e the k<strong>in</strong>d of<br />

<strong>in</strong>formati<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> be published by requir<strong>in</strong>g c<strong>on</strong>siderati<strong>on</strong> of what would be a good standard <str<strong>on</strong>g>to</str<strong>on</strong>g> meet under OGP.<br />

So our government uses OGP <str<strong>on</strong>g>to</str<strong>on</strong>g>ols and values as benchmarks <strong>in</strong> com<strong>in</strong>g up with, for example, open data policy,<br />

<strong>on</strong>l<strong>in</strong>e services, client service charters, etc. From 2013, there was already some form of movement <str<strong>on</strong>g>to</str<strong>on</strong>g> review<br />

or develop policies and/or systems, but with the advent of OGP it meant that the government had <str<strong>on</strong>g>to</str<strong>on</strong>g> be more<br />

ambitious <strong>in</strong> sett<strong>in</strong>g targets, objectives and focus <strong>on</strong> implement<strong>in</strong>g few th<strong>in</strong>gs at a time.” 13<br />

Coord<strong>in</strong>ati<strong>on</strong> am<strong>on</strong>gst the different MDAs is <strong>on</strong>e of several challenges <str<strong>on</strong>g>to</str<strong>on</strong>g> be overcome. For example, there is no<br />

overall lead <strong>in</strong>stituti<strong>on</strong> with a mandate <str<strong>on</strong>g>to</str<strong>on</strong>g> coord<strong>in</strong>ate the implementati<strong>on</strong> of Open Data <strong>in</strong>itiatives. A drawback,<br />

accord<strong>in</strong>g <str<strong>on</strong>g>to</str<strong>on</strong>g> <strong>on</strong>e <strong>in</strong>terviewee, 14 is that the new circular is not easily accessible, and very few government<br />

officials outside the OGP circle know about its presence and c<strong>on</strong>tents; and so it will be very difficult <str<strong>on</strong>g>to</str<strong>on</strong>g> enforce<br />

or m<strong>on</strong>i<str<strong>on</strong>g>to</str<strong>on</strong>g>r.<br />

On Nifanyeje? itself, there is more work <str<strong>on</strong>g>to</str<strong>on</strong>g> be d<strong>on</strong>e, <strong>in</strong>clud<strong>in</strong>g improv<strong>in</strong>g the end-user experience, searchability<br />

of services and user <strong>in</strong>teractivity, l<strong>in</strong>k<strong>in</strong>g more agencies’ websites <str<strong>on</strong>g>to</str<strong>on</strong>g> the hub and expand<strong>in</strong>g the number of<br />

services for which <strong>in</strong>formati<strong>on</strong> is made available.<br />

A key feature that would help improve the service is add<strong>in</strong>g a feedback feature that would allow for more<br />

dialogue between citizens and government representatives. This would also improve accountability, because<br />

users of public services could give feedback about their experience and see the government’s resp<strong>on</strong>se <str<strong>on</strong>g>to</str<strong>on</strong>g> them.<br />

Tra<strong>in</strong><strong>in</strong>g <str<strong>on</strong>g>to</str<strong>on</strong>g> government officials <strong>on</strong> the types of <strong>in</strong>formati<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> be published is also essential for improv<strong>in</strong>g the<br />

quality of the <strong>in</strong>formati<strong>on</strong>. The e-Government Agency <strong>in</strong>formed the research team that all <strong>in</strong>formati<strong>on</strong> officers<br />

<strong>in</strong> MDAs receive tra<strong>in</strong><strong>in</strong>g at least <strong>on</strong>ce a year <strong>on</strong> how <str<strong>on</strong>g>to</str<strong>on</strong>g> publish c<strong>on</strong>tent <strong>on</strong> Nifanyeje? regularly us<strong>in</strong>g a set of<br />

quality, searchability and <strong>in</strong>teractivity criteria. This tra<strong>in</strong><strong>in</strong>g regime needs <str<strong>on</strong>g>to</str<strong>on</strong>g> be improved <str<strong>on</strong>g>to</str<strong>on</strong>g> <strong>in</strong>form a more<br />

robust and usable platform for the citizen end users.<br />

A possible ambiti<strong>on</strong> for the Nifanyeje? is <str<strong>on</strong>g>to</str<strong>on</strong>g> offer users a hub where they can make fill out forms, pay fees,<br />

and collect the service end product, such as a certificate, receipt, passport or other government document.<br />

Already, the M<strong>in</strong>istry of Energy and M<strong>in</strong>erals enables prospective and exist<strong>in</strong>g m<strong>in</strong><strong>in</strong>g <strong>in</strong>ves<str<strong>on</strong>g>to</str<strong>on</strong>g>rs <str<strong>on</strong>g>to</str<strong>on</strong>g> obta<strong>in</strong><br />

certa<strong>in</strong> licenses through <strong>on</strong>l<strong>in</strong>e registrati<strong>on</strong> and payment of government fees. This helps <strong>in</strong>crease efficiency<br />

and productivity <strong>on</strong> the part of m<strong>in</strong>istry officials but it also helps the country combat<strong>in</strong>g corrupt practices<br />

that occur with most face-<str<strong>on</strong>g>to</str<strong>on</strong>g>-face exchanges 15 . The myriad of services offered by TRA could be used for a pilot<br />

project and later rolled out <str<strong>on</strong>g>to</str<strong>on</strong>g> other MDAs and <str<strong>on</strong>g>to</str<strong>on</strong>g> the subnati<strong>on</strong>al level.<br />

It will also be important <str<strong>on</strong>g>to</str<strong>on</strong>g> strengthen awareness efforts <str<strong>on</strong>g>to</str<strong>on</strong>g> ensure that more cus<str<strong>on</strong>g>to</str<strong>on</strong>g>mers and citizens come <strong>in</strong><str<strong>on</strong>g>to</str<strong>on</strong>g><br />

c<strong>on</strong>tact with their government when seek<strong>in</strong>g services, even though they might be physically displaced from<br />

the service. The government needs <str<strong>on</strong>g>to</str<strong>on</strong>g> publicize widely the existence of many of its e-<strong>in</strong>itiatives – <strong>in</strong>clud<strong>in</strong>g<br />

Nifanyeje?.<br />

For all of its benefits, a service like Nifanyeje? will never be able <str<strong>on</strong>g>to</str<strong>on</strong>g> satisfy all citizens’ need for <strong>in</strong>formati<strong>on</strong>.<br />

This is especially true <strong>in</strong> a country like <strong>Tanzania</strong> where as of 2016 Internet penetrati<strong>on</strong> is still <strong>on</strong>ly at 34% of<br />

the country’s populati<strong>on</strong>. 16 With mobile Internet subscripti<strong>on</strong>s grow<strong>in</strong>g at faster rates than fixed subscripti<strong>on</strong>s<br />

thanks <str<strong>on</strong>g>to</str<strong>on</strong>g> smartph<strong>on</strong>es becom<strong>in</strong>g available at cheaper prices, plans are now <strong>in</strong> place <str<strong>on</strong>g>to</str<strong>on</strong>g> <strong>in</strong>corporate mobile<br />

platforms, <strong>in</strong>clud<strong>in</strong>g SMS services and social media platforms such as WhatsApp, Twitter etc. Such<br />

developments would help br<strong>in</strong>g <strong>in</strong>formati<strong>on</strong> <strong>on</strong> government services <str<strong>on</strong>g>to</str<strong>on</strong>g> a broader range of <strong>Tanzania</strong>n citizens,<br />

but <strong>in</strong>novati<strong>on</strong>s <str<strong>on</strong>g>to</str<strong>on</strong>g> reach offl<strong>in</strong>e communities are still needed.<br />
