Legal education today is required to play a vital role in dealing with the complex<br />
problems of ever expanding social order. Realizing the need of preparing a class of competent<br />
Law professionals to meet the requirements of society, <strong>Kurukshetra</strong> <strong>University</strong> took up the<br />
responsibility of establishing the Institute of Law on the campus in 2001 to start B.A.LL.B.<br />
(Hons.) 5 Year Integrated Course. The Institute is constantly innovating legal education to<br />
attract the young talent.<br />
The Institute, since its inception, has set standards for achieving excellence and<br />
promotes commitment to serve the community. It aims at producing Law professionals capable<br />
of confronting and overcoming the challenges of the 21st century. It is gratifying to find that the<br />
focus of this course is on overall development of personality along with professional<br />
excellence.<br />
I am glad to learn that the Institute is going to bring out the Prospectus for 2011. I am<br />
sure that in view of its wide repute of imparting quality Legal Education, the Institute will be<br />
able to admit a highly competitive batch for the current academic session.<br />
I take this opportunity to welcome and felicitate the new entrants to the Institute. I<br />

The Institute of Law, <strong>Kurukshetra</strong> <strong>University</strong> since its inception in 2001 catering a very<br />
significant need of the young talent after 10+2 to go for the highly demanding professional<br />
B.A.LL.B.(Hons.) 5 Year Integrated course. Our aim is to produce promising lawyers with a<br />
sense of confidence and conviction which are sine qua non of the legal professionals. We tap the<br />
young talent and cast them in an appropriate mould through intensive learning programmes.<br />
While interacting with the young mind, we lay emphasis on the rigorous education, training and<br />
skill development in an interdisciplinary context of law and Social Sciences. The emphasis is to<br />
look at law as an instrument of social change and progress and to inculcate amongst the<br />
students a high degree of professionalism and a sense of responsibility to the society.<br />
While designing the course structure, we have taken a <strong>special</strong> care to incorporate in the<br />
curriculum the new emerging areas of contemporary relevance and importance such as<br />
Corporate Law, Cyber Law, Intellectual Property Laws, Human Right Laws, etc. The mootcourts,<br />
mock-trials, court visits, Law debates, quiz contest, and socio-legal-projects are the other<br />
salient features forming the inbuilt component of the curriculum. In order to acquaint the<br />
students and the faculty with the latest developments in the field of Law, the Institute invites<br />
the distinguished Professors, Judges and Advocates from time to time for <strong>special</strong> <strong>lecture</strong>s.<br />
We are striving hard to make this Institute a class of its own under the guidance and<br />
blessings of the Hon'ble Vice-Chancellor, Dr. D.D.S. Sandhu.<br />

KURUKSHETRA UNIVERSITY<br />
The land of Mahabharata and Srimadbhagavadgita witnessed the birth of<br />
<strong>Kurukshetra</strong> <strong>University</strong> in 1956. Situated on the plains of the river Saraswati on the western<br />
bank of the famous Brahm Sarovar, the foundation stone of the <strong>University</strong> was laid on 11th<br />
January 1957 by the Late Dr. Rajendra Prasad, the first President of India.<br />
The <strong>University</strong> which started with focus on Sanskrit and Indic Studies took a big leap<br />
forward in 1961 by transforming its initial character into a multi-faculty university. Together,<br />
the twelve faculties on the campus with 46 departments provide a mix of professional,<br />
interdisciplinary and traditional courses. New programmes in emerging areas like Defence<br />
Studies, Nano Science & Technology, Genomics, Internet Journalism, International<br />
Hospitality Business Management, Women Studies, Forensic Science, Management of<br />
Development and Welfare Services, Microelectronics and VLSI design, Printing, Graphics &<br />
Packaging, Multimedia, etc. have been added to the list of courses on offer to the learners.<br />
Accredited with an 'A' grade by National Assessment and Accreditation Council, Bangalore,<br />
the <strong>University</strong> today enjoys a sound reputation and is eagerly sought by seekers of quality<br />
education in conformity with international standards. The <strong>University</strong> offers students from<br />
throughout the region, state and nation a world-class education by providing learning<br />
experience designed to develop intellectual abilities, as well as, social moral and ethical<br />
values.<br />
In its commitment to quality sustenance and enhancement, the <strong>University</strong> monitors and<br />
evaluates its strategies on improving the process of teaching-learning and evaluation. To this<br />

endeavour, mechanism like regular feedback from students and other shareholders like<br />
alumni, industry, academic peers, employers, community, etc. are actively practiced. Internal<br />
Quality Assurance Cell (IQAC), constituted as per guidelines of NAAC and UGC, is<br />
functioning as a nodal body on the campus.<br />
Research is an integral and very significant activity of the <strong>University</strong> and the faculty<br />
members are involved in it with dedication. Faculty members have been successful in bringing<br />
in large funds from various agencies like DST, UGC, DRDO, DBT, UNDP, World Bank<br />
(TEQUIP), etc. under different schemes. The numbers of FIST, SAP and TEQUIP assisted<br />
departments in the <strong>University</strong> has also increased to 15.<br />
The <strong>University</strong> has a beautiful and quiet campus spread over 400 acres of land with<br />
sylvan surroundings and the best infrastructure available. The campus has a Centrally Air-<br />
conditioned Auditorium with a seating capacity of 2500 and a 70 mm Projector, a Senate<br />
Hall, Conference Hall, a well-developed Sports Complex (Playgrounds, Gymnasium,<br />
Stadium, Swimming Pool, Tennis Courts, Volleyball Courts, Basketball Courts, etc.), Yoga<br />
Centre, Computer Centre, Health Centre, Open Air Theatre, etc. There is a spacious and well-<br />
equipped air-conditioned Central Library fully Computerized with Internet facilities. The<br />
<strong>University</strong> at present has 22 Hostels- 09 for Boys, 1 for foreign Male students and 12 for Girls<br />
on the sprawling campus of <strong>University</strong>. Adequate and well-furnished hostel facilities exist for<br />
male and female students. The neat and clean hostel premises carry the advantage of<br />
sprawling lawns and charming flower beds. The <strong>University</strong> has received 'Green Campus of<br />
the Year 2010' Award from the World Management Congress, New Delhi.<br />
The <strong>University</strong> is committed towards a holistic development of its students. Ample<br />
opportunities are provided to those participating in different co-curricular and extra-curricular<br />
activities. Managed by the Directorate of Youth and Cultural Affairs, these activities include<br />
youth festivals at zonal, inter-zonal, inter-<strong>University</strong> and national levels as well as various other<br />
cultural activities. Five years ago the <strong>University</strong> started a unique public speaking competition<br />
for students called 'Rostrum'. This popular event attracts several hundred students as speakers<br />
on issues of societal concern and other issues of national and international concern. Students<br />
are actively associated with NCC and NSS programmes.<br />
The <strong>University</strong> is situated in pollution-free environment at a distance of about 9 Kms<br />
from Pipli on the Delhi-Chandigarh National Highway and 4 Kms from <strong>Kurukshetra</strong> Railway<br />
Junction on the Delhi-Ambala section of the Northern Railway.<br />

In order to meet the challenges of globalization and liberalization and to develop an<br />
institution of excellence in legal education, <strong>Kurukshetra</strong> <strong>University</strong> established the Institute of<br />
Law in the Year 2001 on its campus to offer 5-year Integrated Law Course. The object of the<br />
Institute is to disseminate legal knowledge that meets the demands of the fast changing<br />
economic, political and social institutions. The emphasis is to look at law as an instrument of<br />
social change and progress and to inculcate amongst students high degree of<br />
professionalism with a sense of responsibility towards the society.<br />
The Institute is housed in its own building on the campus, the foundation stone of which<br />
was laid by the Hon'ble Mr. Justice Dr. A. S. Anand, the then Chief Justice of India. It is a<br />
modern building complex having a compact area of 60,000 square feet with all the<br />
infrastructural facilities, comparable to the best in any national law school in our country.<br />
While faculty and the students comprise the essential human factors in education, the<br />
endeavour cannot prosper without adequate library and computer facilities. The Institute<br />
provides the students with a variety of academic and support resources to enhance their<br />
knowledge and skills. To acquaint the students and the faculty with the latest developments in<br />
the field of Law, the Institute invites the distinguished Professors, Judges and Advocates from<br />
time to time for <strong>special</strong> <strong>lecture</strong>s.<br />

LIBRARY FACILITIES<br />
The Institute has its own library well-stocked with books on Law and other allied subjects with<br />
a spacious reading hall. The Institute subscribes all the leading Law Reports and Journals of<br />
National and International repute including Harvard Law Review. The students have a free access to<br />
the <strong>University</strong> Central Library with 'ERNET' facilities and the Library of the Department of Law.<br />
COMPUTER LAB<br />
To be aware of the recent innovations computer technology has become pre-requisite for any<br />
field of knowledge. It is all the more true in the case of legal field.<br />
The Institute boasts of a well-equipped Computer Lab to cater the need of the law students in<br />
the field of computer education. Apart from equipping the students with the basic theoretical<br />
knowledge, they are provided with Networking facility and the software of Law Encyclopedia.<br />
Besides, the students have a free access to the Computer Centre of the <strong>University</strong><br />

B.A.LL.B. (HONS.)<br />
The Institute started a whole time 5-Year Integrated Course of B.A.LL.B. (Hons.) from the<br />
academic session 2001-02. The sixth batch of the course shall be out in July 2011. All<br />
admissions are made strictly according to the merit drawn on the basis of an All India<br />
Entrance Test. The Entrance Test is conducted with the aim and object to evaluate the<br />
communication skill, general awareness, analytical and reasoning ability of the candidates.<br />
The course contents are a unique combination of Law in theory and action and other<br />
allied subjects. New emerging areas in Law, like Cyber Laws, Intellectual Property Laws,<br />
Human Rights Laws, Women and the Laws, Environment Protection Laws, Corporate Laws,<br />
etc. have been included in the syllabi.<br />
Interactive Learning<br />
In order to train the budding lawyers, the faculty employs a mix of learning tools aimed<br />
at providing sound conceptual knowledge and realistic situations for problem solving and<br />
decision making. Moot Courts, Practical Training in Courts, Work in Lawyers' Chambers,<br />
Tutorials, Seminars, Project Reports, Debates, Quiz Contests, etc. are inbuilt part of the course<br />
curriculum, as the performance of each student in all these is to be evaluated. In order to<br />
provide due exposure to the students and teachers, distinguished Jurists, senior Advocates,<br />
eminent Professors are invited to deliver extension <strong>lecture</strong>s, conduct seminars and discussions.<br />
These programmes make law teaching not only more meaningful but practice-oriented with<br />
due emphasis on court procedures and court-craft.<br />
Every student is required to undertake an independent project in any area of interest in<br />
each subject under the guidance of the faculty member and to prepare the Project Report for<br />
evaluation.<br />

<strong>University</strong>, Professor (Dr.)V.K. Agarwal joins the Institute with more than<br />
33 years of experience in teaching, research and university<br />
administration.<br />
Professor Agarwal did his LL.B.(1975) and LL.M.(1977) from<br />
<strong>University</strong> of Delhi and was awarded for securing positions in the<br />
<strong>University</strong>. He earned his Ph.D. Degree (1986) from <strong>Kurukshetra</strong><br />
<strong>University</strong>. He has served as Dean, Faculty of Law; Chairman<br />
Department of Law; Dean Academic Affairs; and Registrar,<br />
<strong>Kurukshetra</strong> <strong>University</strong>.<br />

The Faculty<br />
Professor Agarwal is the author of several research and professional books, namely –<br />
Concentration of Economic Power and Monopolies in India (1987); Consumer Protection in<br />
India – With Special Reference to Restrictive and Unfair Trade Practices (1989); Consumer<br />
Protection – Law and Practice (1992), its 2nd edition (1993), 3rd edition (1997), 4th edition<br />
in (2000), 5th edition (2003) and 6th edition (2008); Law of Contract in Malaysia –<br />
Principles and Practice (2001). He has more than thirty five research papers published in<br />
prestigious Law Journals. He has supervised 08 Ph.D scholars. He as a resource person, has<br />
delivered several talks on the topics of contemporary importance of law in various<br />
Universities/Institutes including Academic Staff Colleges, All India Radio, etc. He has<br />
attended and participated in several National as well as International<br />
Seminars/Conferences/Workshops. He is associated as an Expert with several other<br />
Universities, and Union and State Public Service Commissions.<br />
His <strong>special</strong> areas of interest include consumer protection, legal literacy and legal aid<br />
programmes.

Dr R.S.Punia is JRF of UGC's first batch in Sociology<br />
(1986). He did his M.A., M.Phil., Ph.D. in Sociology from M.D.<br />

IMPORTANT INSTRUCTIONS FOR CANDIDATES<br />
1. This Prospectus is to be used only for seeking admission to B.A. LL.B (Hons) 5- Year Integrated Degree<br />
Course for the academic session 2011-12.<br />
2. The Prospectus and Application form can also be downloaded from the <strong>University</strong> Website<br />
www.kuk.ac.in and D.D for Rs. 800/- (Rs. 200/- for SC/BC/Blind candidates of Haryana) in favour<br />
of Registrar, K.U. <strong>Kurukshetra</strong> must be attached with this downloaded form.<br />
3. The candidates must read the Prospectus carefully before filling the Admission Form. Attested<br />
Photographs must be affixed on the Form.<br />
4. Nothing contained in this Prospectus would be construed to convey sanction or cited as an authority<br />
for which <strong>University</strong> Regulations in Calendar Vols. I, II and the relevant Rules in Vol. III, alone are<br />
authentic. The scheme of examination and syllabus etc. shall be as approved by the <strong>University</strong> from<br />
time to time.<br />
5. All information furnished by the candidate is subject to verification. In case any information is found to<br />
be fake/false, at any stage, admission of the candidate shall stand automatically cancelled. Besides<br />
the admission being null and void ab initio the candidate can also be prosecuted.<br />
6. Notwithstanding the fact that the candidate has taken admission, if it is found that the candidate was<br />
not eligible; his/her admission shall stand cancelled ab initio.<br />
7. No certificates/copies are to be attached with the Application Form. The original<br />
certificates alongwith two sets of attested copies of each certificate are to be<br />
produced at the time of Counseling.<br />
8. In order to ensure academic standards, discipline and peaceful atmosphere in the <strong>University</strong>, if the<br />
concerned authorities are not satisfied with the character, past behaviour and antecedents of a<br />
candidate, they may refuse to admit him/her to any course of study in the <strong>University</strong>. The<br />
Vice-Chancellor may cancel the admission of any such student.<br />
9. The Admission Form if sent by mail must be sent through Registered Post/Speed Post/Courier and it<br />
will be the candidate's responsibility to ensure that the Form reaches in time in the office of the<br />
Institute.<br />
10. Late receipt of applications for Admission to the course or those which are not made on prescribed<br />
Form shall be rejected and no further correspondence shall be entertained.<br />
11. The last date for the receipt of admission forms duly completed in all respects in the<br />
office of the Institute is June 17, 2011, upto 5.00 p.m.<br />

12. Any candidate, who does not receive his/her Admit Card for Entrance Test upto June 24, 2011<br />
he/she should contact to the office of the Institute of Law, <strong>Kurukshetra</strong> <strong>University</strong>, <strong>Kurukshetra</strong> in<br />
person, along with two recent Passport size photographs duly attested by a Gazetted Officer or Head<br />
of the Institution last attended, on June 25, 2011 (upto 5.00 p.m.) for issuance of Duplicate Admit<br />
Card.<br />
13. Each admitted student shall have to furnish two affidavits as per specimen given at Annesure VIII & IX<br />
from himself/herself and his/her parent/guardian that he/she never found guilty of ragging and<br />
shall not indulge in any act of ragging.<br />
14. No migration or transfer will be allowed from a college to the Institute of Law and vice-versa.<br />
15. If a student fails to attend his/her classes continuously for seven days from the date of commencement<br />
of the classes, his/her admission shall be cancelled.<br />
16. An official e-mail ID will be allotted and communicated to every regular student by the concerned<br />
department/Institute for sending official communication to him/her.<br />
17. Weekly attendance report of all students will be put on the university Website. If a student remains<br />
absent from the class for 14 days or more in a month his name will be stuck off from the rolls and<br />
his/her parents will also be informed.<br />
Note: Any legal dispute relating to admission shall be subject to <strong>Kurukshetra</strong> Courts or<br />
Courts having jurisdiction in <strong>Kurukshetra</strong>.<br />
I ELIGIBILITY<br />
(a) A person who has passed Senior Secondary Certificate Examination (10+2 standard) from<br />
the Board of School Education, Haryana or an Examination recognized as equivalent thereto,<br />
with 50% marks in the aggregate with five subjects including the subject of English shall be<br />
eligible to seek admission in the first year of B.A.LL.B. (Hons.) 5-Year Integrated Course. The<br />
candidates, should secure minimum 30 marks in Entrance Test- 2011 in order to be eligible<br />
(20 marks in the Entrance Test 2011 for SC of Haryana).<br />
(b) The minimum eligibility condition for SC/ST candidates is 40% marks in the qualifying<br />
Examination 10+2 with English as one of the subjects.<br />
(c) The minimum eligibility condition in the case of Blind/Physically and visually Handicapped<br />
candidates shall be 45% marks in the qualifying Examination 10+2 with English as one of<br />
the subjects.<br />
(There shall be no rounding of percentage of marks of the qualifying<br />
Examination i.e. 40% and 50% means exact percentage. Thus, 39.5 % and<br />
above does not mean 40% or 49.5% and above does not mean 50%.)<br />
Explanation: The candidates who have obtained 10+2 through open <strong>University</strong> System<br />
directly without having any basic qualification i.e., Matric/Secondary are not eligible for<br />
admission in the B.A. LL.B. (Hons.) 5-Year Integrated Course.<br />
(d) The candidate seeking admission shall not be more than 20 years of age (22 years in case of<br />
SC/ST and BC candidates) as on July 31, 2011.<br />

(e) The Course is open only to whole time students and not to employed or the self -employed.<br />
(f) The candidates who have appeared for the final year of 10+2 Examination in 2011 and<br />
whose results have not been declared may also apply at their own risk and responsibility<br />
subject to the fulfillment of the above- mentioned eligibility conditions on the date of<br />
counseling.<br />
(g) Candidates who are placed under compartment in the qualifying Examination shall not be<br />
allowed admission to the course, even provisionally.<br />
II INTAKE, DISTRIBUTION AND RESERVATION OF SEATS (To be filled on the basis of Entrance<br />
Test-2011)<br />
(A) Intake : 120<br />
(B) Distribution of seats :<br />
(1) All India category including Haryana : 15%<br />
(2) Bonafide Residents of Haryana : 85%<br />
(50% of the seats earmarked for bonafide residents of Haryana will be reserved for the categories as<br />
mentioned at (C) below, as per State Govt. policy and remaining 50% seats will be filled from among<br />
Haryana General Category.)<br />
(C) Reservation of seats for Bonafide Residents of Haryana<br />
(i) Scheduled Castes : 20%<br />
(ii) Backward Classes of Haryana : 27%: (16 % for Block-A)<br />
(except Socially advanced persons/ (11 % for Block-B)<br />
Sections (creamy layer)<br />
(iii) Physically Handicapped : 3 %<br />
(1% blind or low vision, 1% hearing impairment,<br />
1% locomotor disability or cerebral palsy)<br />
If the seats reserved for Physically Handicapped persons remain vacant due to<br />
non-availability of suitable handicapped candidates, it may be offered to ex-<br />
servicemen and their wards (1%) and dependents of freedom fighters (1%).<br />

(iv) 3% horizontal reservation will be given to Ex-servicemen/Freedom fighters and their<br />
dependents by providing reservation within reservation of 1% of general category, 1% out of<br />
scheduled castes and 1% from backward classes category. As far as block allocation in Block<br />
A and Block B of backward classes category is concerned, year-wise rotational system will be<br />
adopted. For example, if block A of backward classes are given seats in the academic year<br />
2010, the next block i.e. B block of backward classes will be given seats in the next academic<br />
year i.e. 2011 and so on.<br />
(D) Guidelines for Reservation:<br />
1. The reservation of seats is as per the Reservation Policy of the Haryana Govt. and is subject to<br />
any change/amendment made by the State Govt. from time to time.<br />
2. If the reserved seat(s) of BC Block-A remain vacant, these will be filled up from BC Block-B and<br />
vice-versa.<br />
3. The seats remaining vacant under various categories other than SC category shall be<br />
converted to General category only if on the day of final counseling no candidate belonging<br />
to reserved categories is available for admission. The vacant seats of SC categories will not<br />
be converted.<br />
4. Candidates claiming reservation under Scheduled Caste will submit the certificate as per<br />
Annexure-II and Backward Class (Block 'A' & 'B') will submit the certificate on the<br />
prescribed proforma as per Annexure-III and affidavit as per Annexure IV, at the time of<br />
counseling. The BC candidates (Block 'A' & 'B') for benefit of reservation shall also have to<br />
furnish an affidavit to the effect that he/she is not covered under the criteria of creamy<br />
layer as per Annexure-IV at the time of counseling. The said affidavit shall be furnished by<br />
both father and mother of the candidate.<br />
5. Only the candidates having the permanent disability of not less than 40% (being otherwise fit<br />
for admission to the course) will be considered for admission as Physically Handicapped.<br />
Disability certificate must be issued from Chief Medical Officer of the concerned District.<br />
However, the certificate shall be subject to verification by a Medical Board constituted by the<br />
affiliating <strong>University</strong> for the purpose. The decision of the Board shall be final. Physically<br />
Handicapped candidates belonging to Haryana are required to submit the certificate at the<br />
time of counseling as per Annexure-V.<br />
6. Children & grand-Children of Freedom Fighters of Haryana are required to submit a certificate<br />
from the Deputy Commissioner of the concerned District as per Annexure-VI at the time of<br />
counseling.<br />
7. Wards of Ex-Servicemen of Haryana are required to submit the certificate as per Annexure-<br />

VII at the time of counseling.<br />
8. For the horizontal reservation, candidates of General, SC and BC categories will also have to<br />
furnish E.S.M./D.F.F. certificate.<br />
9. Under Physically Handicapped, Children & Grand-children of Freedom Fighters and Ex-<br />
Servicemen and their Wards categories, at least one candidate will be admitted, even if the<br />
share is less than 0.5 seat.<br />
10. All the eligible candidates whether from Haryana or from Reserved Categories may also<br />
compete for seats allocated under All India Category.<br />
11. A candidate, who applies for reserved category or for both reserved and general categories,<br />
will be considered first in general category. In case, he/she does not get a seat of his/ her<br />
choice in general category, then he/she will be considered for reserved category as<br />
applicable.<br />
12. Candidates who have passed their qualifying examination from a school/college situated in<br />
the State of Haryana will be deemed to be Haryana residents and will not be required to<br />
submit certificates of bonafide residents of Haryana.<br />
III ADMISSION PROCEDURE<br />
(a) Admission to the Ist Semester of B.A. LL.B. (Hons.) 5- Year Integrated Degree Course for the academic<br />
session 2011-12 shall be made on the basis of marks obtained by the candidates in the Entrance Test<br />
which will be conducted by the Controller of Examinations of the <strong>University</strong>. The candidates should<br />
secure minimum 30 marks in Entrance Test- 2011 in order to be eligible (20 marks in the<br />
Entrance Test 2011 for SC of Haryana). The Entrance Test shall be of 10+2 standard and of two<br />
hours duration to be held at KURUKSHETRA UNIVERSITY, KURUKSHETRA<br />
Date for Entrance Test : June 27, 2011<br />
Time : 11.00 a.m. to 01.00 p.m.<br />
The Entrance Test shall have 100 multiple choice objective type questions in the<br />
following areas and each question shall carry one mark:<br />
(i) General English : 25 Questions<br />
(ii) General Knowledge & Current Events : 50 Questions<br />
(iii) Aptitude, Reasoning, Mental ability : 25 Questions<br />
(The Candidates should report at the Test Centre half an hour before the time<br />
scheduled for commencement of the Entrance Test).<br />
THE CANDIDATES SHALL BE ALLOWED TO APPEAR IN THE ENTRANCE TEST PROVISIONALLY<br />
SUBJECT TO DETERMINATION OF ELIGIBILITY AT THE TIME OF COUNSELING. THE CANDIDATES<br />
SHALL HAVE NO RIGHT TO CLAIM ADMISSION TO B.A. LL.B. (Hons.) COURSE MERELY BECAUSE<br />
OF THEIR APPEARING IN THE ENTRANCE TEST.<br />

(i) The result of Entrance Test shall also be sent to the candidates by post. However, the <strong>University</strong><br />
shall not be responsible for postal delay or loss of result in transit. Candidates are, therefore,<br />
advised to ascertain their result on their own from the office of the Institute.<br />
(ii) There will be no re-evaluation/re-checking of answer sheet of the Entrance Test and no request<br />
in this regard shall be entertained.<br />
(iii) In case two or more candidates obtain same percentage of marks in the Entrance Test, marks<br />
obtained in the qualifying Examination shall be taken into consideration, and in case there is<br />
still a tie, the marks obtained in the next lower Examination, and in case, there is still a tie, the<br />
candidate senior in age shall be given priority.<br />

Bank, the candidates shall then come to Fee Section and obtain their Roll Numbers, which<br />
shall be allotted to them after submission of Bank payment receipt.<br />
(iv) Thereafter, the candidates shall produce the roll number slips obtained from the Fee Section to<br />
the office Assistant in the office of the Institute and get Section allotment slip.<br />
(v) If any candidate does not get the section allotment slip from the office of the Institute, his or her<br />
admission shall be treated as cancelled even though he or she may have deposited his or her<br />
fee. His or her seat shall be treated as vacant and shall be allotted to the next candidate. Such<br />

Benefits of fee for SC Candidates of Haryana<br />
Under the post-matric Scholarship Scheme of Government of India, SC students whose<br />
parents/guardian income is less than Rs. 2.00 lac per annum are eligible for benefits under the<br />
scheme. The benefits include enrollment/registration, tuition, games, library, magazine, medical<br />
examination and such fees compulsory payable by the students to the Institution or <strong>University</strong>/Board.<br />
Refundable deposit like caution money, security deposit will, however, be excluded. For students<br />
admitted under this scheme the application form has to be submitted by the students to the Director of<br />
the Institute Law.<br />
Note: An income declaration will be furnished by the self-employed parents/guardians<br />
of SC candidates, stating definite income from all sources by way of an affidavit on<br />
non-judicial stamp paper. Employed parents/guardians are required to obtain<br />
income certificates from their employer and for any additional income from other<br />
sources, they would furnish declaration by way of an affidavit on non-judicial<br />
stamp paper.<br />
VI ELIGIBILITY CERTIFICATE<br />
Candidates who have passed qualifying Examination from another <strong>University</strong>/Board (other than the<br />
Board of School Education, Haryana) are required to obtain Eligibility Certificate from the<br />
Deputy/Asstt. Registrar (Regn.) after he or she has been admitted provisionally by the Institute. For<br />
this eligibility certificate, the prescribed application form can be obtained from the office of the<br />
Institute. Application form along with all original certificates/mark sheets etc. shall be submitted in<br />
the office of the Director so that the eligibility certificate can be obtained.<br />
For Foreign Students<br />
Candidates who have passed qualifying Examination from foreign <strong>University</strong> or Board are required<br />
to deposit Rs. 500/- as eligibility fee for obtaining Eligibility Certificate. The Eligibility Certificate will<br />
be issued by the Registration Branch on checking the required documents such as student's Visa and<br />
the original documents. No candidate can be given even provisional admission without obtaining<br />
Eligibility Certificate.<br />
VII CHARACTER CERTIFICATE<br />
Character Certificate is an essential document and is required to be submitted at<br />
the time of counseling. The private and regular candidates are required to obtain and submit<br />
the character certificate as follows:<br />
(a) Private Candidates:<br />
Candidates who have passed the qualifying examination as private candidates should submit<br />
their character certificate duly signed by First Class Magistrate with office stamp.<br />

(b) Candidates who have recently passed the Qualifying Examination:<br />
Candidates who have recently passed the qualifying examination must submit the Character<br />
Certificate from the Head of the Institution last attended as per specimen attached (Annexure I).<br />
VIII (A): DOCUMENTS TO BE ATTACHED WITH THE ADMISSION FORM.<br />
(a) Self-addressed Acknowledgment Card, bearing postage stamp of Rs. 6/- and<br />
(b) Two self-addressed envelopes (supplied with the application form) stamped for Rs. 5/-<br />
each.<br />
(c) Admit Card in duplicate duly filled in with attested photographs.<br />
(B): ORIGINAL CERTIFICATES TO BE SUBMITTED AT THE TIME OF COUNSELING<br />
(a) Certificate of the Qualifying Examination passed;<br />
(b) Certificate showing marks obtained and maximum marks in each subject in the<br />
qualifying Examination;<br />
(c) Matriculation or equivalent Examination certificate in support of date of birth;<br />
(d) Certificate of Scheduled Castes Category or Backward Classes (Blocks 'A' and 'B'), if<br />
applicable;<br />
(e) Affidavit by BC candidates from father & mother as per Annexure IV;<br />
(f) Certificate of physically handicapped, freedom-fighter, and ex-servicemen;<br />
(g) Character Certificate as per clause VII above.<br />
Note: All the certificates must be as per the proforma given in the Prospectus.<br />
IX LAST DATE FOR RECEIPT OF APPLICATIONS<br />
(1) Applications on the prescribed form and complete in all respects should reach in<br />
the office of the Director, Institute of Law, K.U.Kurushetra on or before June 17,<br />
2011, upto 5.00 p.m. Incomplete applications or those received late shall not be<br />
considered under any circumstances.<br />
(2) If the last date for receipt of admission forms falls on a holiday or that day is declared holiday by the<br />
<strong>University</strong>, the next working day shall be considered as the last date for the purpose.<br />
(3) Applications received in time in the office of the Director of the Institute shall be registered and a<br />
registration card shall be provided indicating the number under which candidate's name has been<br />
entered in the register and that number shall be quoted by the candidate in subsequent<br />
correspondence concerning his/her admission.<br />

X GENERAL RULES OF THE COURSE<br />
1. The duration of the course leading to the degree of B.A. LL.B. (Hons) shall be five academic years.<br />
Each academic year shall consist of two Semesters, i.e., July to December and January to May.<br />
2. A student is required to attend not less than 75% of the <strong>lecture</strong>s delivered in each of the subjects and<br />
also in Tutorials and Practical Classes, Extension Lectures, Moots, Seminars, Court Visits etc.<br />
3. The medium of instruction as well as of examination shall be English only.<br />
4. In each semester, there shall be 6 papers. In addition there shall be Seminars, Moot Courts, Project<br />
Reports, Tests, Assignments and Sessional work. Each paper shall be based on the syllabi and<br />
Scheme of Examination as prescribed by the Academic Council from time to time.<br />
5. After successful completion of 5 year integrated course, the candidates shall be awarded degree of<br />
B.A.LL.B. (Hons.).<br />
XI If any student gets accommodation allotted in his/her name and allows some other person(s) to stay<br />
in his/her allotted room and/or to take meals, in that case the admission of both of the students, i.e. i)<br />
the allottee and ii) the illegal occupant, shall be cancelled from the Institute as well as from the hostel<br />
without assigning any reason.<br />
XII RULES FOR ADJUSTMENT/REFUND OF FEE<br />
Rules for Adjustment/Refund of Fee may be observed w.e.f. the session 2011-12<br />
1. If a candidate after having deposited fee for admission in one course joins another course in<br />
another <strong>University</strong> Teaching Department/Institute in the same session, as mentioned below, and is<br />
permitted to withdraw his/her candidature, fee/funds except admission fee already deposited by<br />
him/her for the course from which he/she has withdrawn, shall be adjusted/refunded against the<br />
fee/funds of the course he/she joins subject to the condition that the difference, if any, shall be paid<br />
by the candidate :<br />
i) from a general course to another general course;<br />
ii) from a general course to a self-financing course or vice-versa<br />
iii) from a self-financing course to another self-financing course.<br />
However, in self-financing courses, adjustment/refund of fee will be allowed only if the seat so<br />
vacated is filled by the last date of admission.<br />
2. In case a candidate leaves the <strong>University</strong> after seeking admission in a particular course, following<br />
conditions will apply for refund of fee:<br />
a) If a candidate leaves before the commencement of the classes, the entire fee deposited by the<br />
candidate will be refunded after deducting Rs. 1000/- only.<br />

) In case a candidate leaves after commencement of the classes, proportionate deduction of fee<br />
upto the month of his/her leaving will be made, subject to minimum of Rs. 1000/-. However,<br />
refund will be allowed only if the seat so vacated is filled by the last date of admission.<br />
XIII CURBING THE MENACE OF RAGGING<br />
Ragging is totally prohibited in the <strong>University</strong> and anyone found guilty of ragging and/or<br />
abetting ragging, whether actively or passively, or being a part of a conspiracy to promote ragging,<br />
is liable to be punished in accordance with the UGC Regulations on Curbing the Menace of Ragging<br />
in Higher Educational Institutions, 2009 as well as under the penal law for the time being in force.<br />

What Constitutes Ragging: Ragging constitutes one or more of any of the following acts:<br />
(a) any conduct by any student or students whether by words spoken or written or by an act which has<br />
the effect of teasing, treating or handling with rudeness a fresher or any other student;<br />
(b) indulging in rowdy or indiscipline activities by any student or students which causes or is likely to<br />
cause annoyance, hardship, physical or psychological harm or to raise fear or apprehension thereof<br />
in any fresher or any other student;<br />
(c) asking any student to do any act which such student will not in the ordinary course do and which has<br />
the effect of causing or generating a sense of shame, or torment or embarrassment so as to adversely<br />
affect the physique or psyche of such fresher or any other student;<br />
(d) any act by a senior student that prevents, disrupts or disturbs the regular academic activity of any<br />
other student or a fresher;<br />
(e) exploiting the services of a fresher or any other student for completing the academic tasks assigned to<br />
an individual or a group of students;<br />
(f) any act of financial extortion or forceful expenditure burden put on a fresher or any other student by<br />
students;<br />
(g) any act of physical abuse including all variants of it : sexual abuse, homosexual assaults, stripping,<br />
forcing absence and lewd acts, gestures, causing bodily harm or any other danger to health or<br />
person;<br />
(h) any act or abuse by spoken words, e-mails, post, public insults which would also include deriving<br />
perverted pleasure, vicarious or sadistic thrill from actively or passively participating in the<br />
discomfiture to fresher or any other student;<br />
(i) any act that affects the mental health and self-confidence of a fresher or any other student with or<br />
without an intent to derive a sadistic pleasure or showing off power, authority or superiority by a<br />
student over any fresher or any other student.<br />
All the senior students are advised to guide and treat junior students affectionately.<br />
Junior students may contact their Chairpersons or other <strong>University</strong> functionaries like Proctor, Dean Students<br />
Welfare, Chief Warden, Wardens or Chief Security Officer for help and guidance.<br />

Appendix-A<br />
Instructions regarding Bonafide Residents of Haryana issued vide letter No.62/17/95-6 GSI dated 3rd<br />
October, 1996, No.62/32/2000-6GSI dated 23rd May, 2003 and No.62/27/2003-6GSI dated<br />
29th July, 2003 by the Chief Secretary to Government, Haryana.<br />
Subject: Bonafide residents of Haryana - Guidelines regarding.<br />
I am directed to invite your attention to Haryana Govt. letters noted in the margin on the subject<br />
noted above vide which the instructions were issued regarding simplification of procedure for obtaining<br />
the certificate of Domicile for the purpose of admission to educational institution (including<br />
technical/medical institution). The matter has been reconsidered in the light of judgment delivered by the<br />
Hon'ble Supreme Court of India in the case of Dr. Pradeep Jain v. Union of India and others reported as<br />
AIR 1984-SC-1421, wherein it has been held that instead of the word 'Domicile' the word 'Resident' be<br />
used in the instructions issued by the State Government and it has been decided to revise the Government<br />
instructions. Henceforth, the following categories of persons would be eligible for the grant of Resident<br />
Certificate:i)<br />
Candidates, who have passed the Examination qualifying them for selection in an institution<br />
from a school/college in Haryana.<br />
ii) Children/Wards (if parents are not living) / Dependents: -<br />
(a) of the regular employees of Haryana State posted in or outside Haryana State or working on<br />
deputation;<br />
(b) of the regular employees of the statutory bodies/corporations established by or under an<br />
act of the State of Haryana who are posted in Chandigarh or in Haryana or outside<br />
Haryana.<br />
(c) of the regular employees of the Government of India posted in Chandigarh or in Haryana<br />
in connection with the affairs of the Haryana Government;<br />
iii) Children/wards (if parents not living)/dependents of persons who after retirement have<br />
permanently settled in Haryana and draw their pensions from the treasuries situated in the<br />
State of Haryana.<br />
iv) Children/wards (if parents are not living)/dependents of pensioners of Haryana Government<br />
irrespective of the fact that the original home of the retiree is in a state other than Haryana or<br />
he has settled after retirement in or outside Haryana;<br />
v) Children/Wards (if parents are not living)/dependents of persons, who have permanent<br />
home in Haryana and include persons who have been residing in Haryana for a period of not<br />
less than 15 years or who have permanent home in Haryana but on account of their<br />
occupation they are living outside Haryana;<br />

vi) The wives of such persons who are bonafide residents of Haryana irrespective of the fact that<br />
they had belonged to any other State before marriage;<br />
vii) Persons who were born in Haryana and produce a certificate to that effect; provided that the<br />
parents/guardians (if parents are not living) of persons belonging to any one of the above<br />
mentioned categories are:<br />
a) Citizen of India;<br />
b) Produce an affidavit to the effect that they or their children/wards (if parents are not<br />
living)/dependents have not obtained the benefit of Resident in any other State.<br />
viii) Children & Wards of the accredited journalists residing at Chandigarh and recognised by<br />
Govt. of Haryana.<br />
2. All candidates claiming to be bonafide residents of Haryana should produce a Haryana Resident<br />
Certificate signed by the District Magistrate/General Assistant to Deputy Commissioner or Sub-Divisional<br />
Officer (Civil) of the District/Sub-Divisions/ Tehsildars of Revenue to which the candidates belong. Resident<br />
Certificates in respect of elsewhere or in respect of the Children/Wards/Dependents of Haryana Govt.<br />
employees who are posted at Chandigarh, Delhi or elsewhere or in respect of Children /Wards/<br />
Dependents of pensioners of Haryana Govt. or in respect of the Children/Wards/ Department of the<br />
employees of the Government of India posted at Chandigarh or in Haryana in connection with the affairs of<br />
Haryana Government, or in respect of Children/Wards/Dependents of the employees and retirees of the<br />
Statutory Bodies/Corporations of Haryana established by or under an Act of the State of Haryana or a<br />
Central Act and located at Chandigarh, Haryana or outside Haryana, should be by their respective<br />
Heads of Departments.<br />
3. Candidates seeking admission in educational institutions (including medical and technical<br />
institutions) located in Haryana, may not be required to produce Resident Certificate, if they have passed the<br />
Examination from a school/college situated in Haryana. For this purpose, a certificate of the<br />
Principal/Headmaster from concerned institution where the children/wards studied last should be<br />
considered sufficient. The Principal/Headmaster of the institution shall be competent to issue such certificate,<br />
which should be sufficient.<br />
4. If a candidate is admitted on the basis of claim that he belongs to the State of Haryana but at any<br />
subsequent time is discovered that his claim was false, the student shall be removed from the institution, all<br />
fees and other dues paid up to the date of such removal shall be confiscated. The Principal/Headmaster may<br />
take such other action against the student and his/her parents/guardians as he may deem proper in the<br />
circumstances of any particular case.<br />
