OHCS 2016 Local Innovation and Fast Tract (LIFT) NOFA<br />

CAT has a long history of affordable housing and community development as well as<br />

CHDO experience. CAT’s experience with single family new construction/rehabilitation<br />

and multi-unit/multi-building projects have helped bring more than 200 units of<br />

affordable, supportive housing to low-income residents in NW Oregon.<br />

The St. Helens Homeless <strong>Housing</strong> Project has the full support of our local DHS selfsufficiency<br />

office. They anticipate that all of the new building residents will be eligible for<br />

DHS resources such as SNAP, TANF, ERDC and other self-sufficiency programs, and the<br />

close collaboration with DHS ensures that they will have support in accessing and utilizing<br />

those programs. This project will also allow the community to utilize rent-assistance<br />

funding and Domestic Violence Safety Grants – currently unused to a lack of low-income<br />

housing in the area.<br />

Home First Development utilizes a highly replicable and scalable model, creating quality<br />

housing in less time and for less money. Their developments leverage land value for<br />

mission-driven organizations and their fee structure substantially reduces costs.<br />

Pre-development work for this project will take place between January and May, 2017.<br />

Six months of construction are slated to begin on June 1, 2017, contingent upon the<br />

award and availability of LIFT funding. Construction should be straight-forward, given the<br />

relative readiness of the site and the experience of development consultant / general<br />

contractor building similar structures. Lease up is scheduled to begin on 1/1/18 and be<br />

completed within a month due to the high demand.<br />

To approve a LIFT grant reservation in an amount up to $646,000.00 for the new<br />

construction of St. Helens Homeless <strong>Housing</strong>, located in the City of St. Helens, Columbia<br />

County, Oregon. Reservation is contingent on meeting all program requirements and<br />

conditions of the Reservation.<br />
