of <strong>Housing</strong> Authority of Washington County (“HAWC”) and the HAWC Board provide<br />
housing assistance for over 8,000 Washington County low income residents.<br />
Given that 25 percent of the Aloha-Hillsboro community is “home” to persons of color,<br />
the <strong>Housing</strong> Authority of Washington County (HAWC) has received a Letter of Intent from<br />
Bienestar, Inc., a culturally specific organization serving farmworkers and working poor<br />
families, to create an ongoing service partnership serving residents of Willow Creek<br />
Crossing Apartments. Bienestar will also create a marketing and outreach plan to<br />
publicize the availability of housing opportunities to communities of color.<br />
The proposed building is a 6-Story mixed-use project w/5 levels of wood-framed<br />
construction over one level of concrete p.t. deck. The exterior of the building is clad in a<br />
combination of fiber cement panel, fiber cement shingle, aluminum wrapped fin<br />
elements, with the ground floor clad in a combination of board-formed concrete and<br />
storefront glazing.<br />
Readiness to Proceed: Willow Creek Crossing Limited Partnership and TVA Architects have<br />
had a pre-planning meeting with the City of Hillsboro Planning Department, Key Bank<br />
Community Development Corporation has provided a Letter of Intent to purchase the<br />
Low Income <strong>Housing</strong> Tax Credits, KeyBanc Capital Markets, Inc. has provided a Letter of<br />
Intent to purchase the Bonds issued by Washington County <strong>Housing</strong> Authority, and Ann<br />
Blaker, Bienestar's Executive Director, is interested in exploring a partnership with Willow<br />
Creek Crossing Limited Partnership and GSL Properties Inc. to create an ongoing service<br />
partnership, serving residents of Willow Creek Apartments. We will collaboratively and<br />
aggressively address the financing gap as project is on a fast track to begin construction in<br />
July 2017. We anticipate having Certificates of Occupancy October 2018 and completing<br />
lease up July 2019.<br />
To approve a LIFT grant reservation in an amount up to $4,636,000.00 for the new<br />
construction of Willow Creek Apartments, located in the City of Hillsboro, Washington<br />
County, Oregon. Reservation is contingent on meeting all program requirements and<br />
conditions of the Reservation.<br />
