Sir,
Sub: Invitation of quotations for production and fixing of Permanent Hoardings, Rented
Hoardings and Flex Changing in existing hoardings - Reg
Sealed competitive quotations are invited by the undersigned from the Creative Agencies for the
production & fixing of permanent hoardings rented Hoardings and flex changing in existing hoardings
mentioned in Annexure 1. The specifications are also mentioned in Annexure 1.
1. Quoted Price
a. The bidder shall quote for all the items mentioned in Annexure 1 separately.
b. All duties, taxes, other levies, labour charges, installation charges & transportation
charges payable by the bidder shall be included in the item rate.
c. The rate quoted for each item will be fixed for the duration of the contract and shall not
be subject to adjustments.
d. Rates for partial quantity of an item is not acceptable;
e. Corrections, if any, shall be made by crossing out, initialing, dating and rewriting.
f. Telex and Facsimile or email quotations are not acceptable.
2. Each bidder must submit only one quotation.
3. Validity of quotations
The quotation shall remain valid for a period not less than 30 days after the deadline fixed for
submission of quotations or otherwise decided by the Project Director, Kerala State AIDS Control
Society, Thiruvananthapuram – 35
4. Place, time of delivery and Maintenance
The materials mentioned are to be delivered & installed within 30 days from the date of Work order
as per the locations enclosed in Annexure 1 & 2 and maintained for a period of one year for
permanent hoardings and 6 months for rented hoardings from its installation.
5. Special conditions
0.5% of the total amount quoted for each item will be deducted for each weeks delay, for the
corresponding item, after the specified date.

6. Evaluation of quotations
KSACS will evaluate and compare the quotations determined to be substantially responsive ie:
which
a. are properly signed and
b. conform to the terms and conditions and specifications
c. the quotation would be evaluated for all the items separately.
d. The bidder who has quoted for the partial quantity of any one or more item(s) would be
treated as non-responsive.
7. Award of contract
a. KSACS will award the contract to the bidder whose quotation has been determined to
be substantially responsive and who has offered the lowest price.
b. KSACS reserves the right at the time of awarding contract to increase or decrease the
quantities, or award the work partly or jointly.
c. KSACS prior to the expiration of the quotation validity period will notify the bidder whose
quotation is accepted of the award of contract. The terms of the accepted offer shall
be incorporated in the Work order.
d. The payment will be made after the work satisfactorily completed and the bills produced
along with the installation report from the institutions, or based on other valid documents
as per existing Rules and Regulations.
e. Notwithstanding the above, KSACS reserves the right to accept or reject and to cancel
the bidding process and reject all quotations at any time prior to the award of the
contract, without detailing any specified reasons whatsoever.
8. Last date and time of receipt of quotations
The last date and time of receipt of quotation is mentioned in Annexure 4.
The date of opening of quotations is mentioned in Annexure 4
Quotations will be opened in the presence of the Bidders or their representatives who
choose to attend at the time and date mentioned in Annexure 4
9. All decisions of the Project Director will be final and binding to all in every respect.
10. Preparing of Sealed quotations:
You are requested to submit the sealed quotations super scribed on the envelope as
“Quotations for production and fixing of hoardings”

Annexure 1
Specification of the Hoardings
1. Permanent Hoardings
Technical Specification
Size: 15 ftx10 ft hoarding with back support.
3inchx1.5 inch C channel for poles
2.5x1/4 inch angle for outer frame
2.5 inchx1/4 inch angle for runners
3 inchx1/4 inch angle for back support
2.5inchx1/4 inch angle for crossings
Concrete-1 ftx3 ft deep each
Flex: Ordinary flex with 4 pass printing quality, multicolor printing
Design will be provided by KSACS
Locations:
1. RTO Check post-Chandrapuram(Walayar), Palakkad District.
2. RTO Check post-Damroad(Walayar), Palakkad District.
3. Commercial Tax Check post –Chandrapuram (Walayar), Palakkad District.
4. Opposite excise check post-Forest Area(Walayar), Palakkad District.
5. Mathura Road (HP Petrol Pump), Palakkad District.
6. Kanjikode (HP Petrol Pump), Palakkad District.
7. Attapallam (HP Petrol Pump), Palakkad District.
8. Pudussery (BP Petrol Pump), Palakkad District.

2. Rented Hoardings
Hoardings may be rented in the following strategic locations:

Conditions:
1. Hoardings should be at strategic locations like bus stations, railway stations and town
area.
2. A total area of approximately 500 sq. ft must be hired for 6 months with one flex changing
after the first three months.
3. Quotations to be submitted for Non-lit hoardings.
4. Maintenance is also to be done.
3. Flex Changing in Existing Hoardings
There are 113 permanent hoardings throughout the state, the list of the sites are attached as
annexure 2
Total area of 200 sq.ft of flex to be changed.
Flex: Ordinary flex with 4 pass printing quality, multicolor printing.
