Program (HCR CDBG)<br />
The Community Development Block Grant (CDBG) Program is a federally funded<br />
program authorized by Title I of the Housing and Community Development Act of 1974.<br />
The CDBG Program is administered by the Office of Community Renewal (OCR) under<br />
the direction of the New York State Housing Trust Fund Corporation (HTFC). NYS CDBG<br />
funds provide eligible small communities and non-urban counties in New York State<br />
with an opportunity to undertake activities that focus on community development needs<br />
such as creating or expanding job opportunities, providing safe affordable housing,<br />
and/or addressing local public infrastructure and public facilities issues. The primary<br />
statutory objective of the CDBG program is to develop viable communities by providing<br />
decent housing and a suitable living environment by expanding economic opportunities,<br />
principally for persons of low and moderate income. Three CDBG program applications<br />
were available for the 2016 annual CFA Round: Microenterprise, Public Infrastructure/<br />
Public Facilities, and Community Planning and two programs were made available in<br />
open round applications: Economic Development and Small Business.<br />

New York Main Street Program<br />
(HCR NYMS)<br />
The New York Main Street (NYMS) program was formally established in Article 26 of<br />
New York State Private Housing Finance Law. The NYMS program is administered by<br />
the Office of Community Renewal (OCR) under the direction of the Housing Trust Fund<br />
Corporation (HTFC). NYMS funds are awarded to units of local government and not-forprofit<br />
organizations that are committed to revitalizing historic downtowns, mixed-use<br />
neighborhood commercial districts, and village centers. NYMS grants are available for<br />
targeted improvements such as facade renovations, interior commercial and residential<br />
building renovations, and streetscape enhancement projects. Traditional NYMS program<br />
grants were made available for the 2016 annual CFA Round and NYMS Technical<br />
Assistance (NYMS-TA) funds were made available in an open round application.<br />

The Environmental Protection Fund Grants Program for Parks, Preservation and<br />
Heritage (EPF) provides matching grants on a competitive basis for the acquisition (A),<br />
planning (P), and development (D), of parks, historic properties, and heritage areas<br />
located within the physical boundaries of the State of New York. Parks (PKS) is for the<br />
acquisition, development and planning of parks and recreational facilities to preserve,<br />
rehabilitate or restore lands, waters or structures for park, recreation or conservation<br />
purposes and for structural assessments and/or planning for such projects. Historic<br />
Preservation (HP) is to acquire, improve, protect, preserve, rehabilitate or restore<br />
properties listed on the State or National Register of Historic Places and for structural<br />
assessments and/or planning for such projects. Heritage Areas (HAS) is for projects to<br />
acquire, preserve, rehabilitate or restore lands, waters or structures identified in the<br />
approved management plans for Heritage Areas designated under section 35.03 of<br />
the Parks, Recreation and Historic Preservation Law, and for structural assessments or<br />
planning for such projects.<br />
New York State Energy Research and Development Authority (NYSERDA)<br />

Energy Efficiency Programs<br />
NYSERDA’s Commercial and Industrial (C&I) programs offer businesses in New<br />
York State solutions to improve energy efficiency and save money through design,<br />
new construction, renovation, and process improvements to commercial and<br />
industrial buildings. The Commercial New Construction Program and the Commercial<br />
Implementation Assistance Program can help building owners make informed<br />
decisions about designing and renovating sustainable buildings. The FlexTech<br />
Program offers energy-saving opportunities through consultation and cost-shared<br />
studies. The Industrial and Process Efficiency Program can help organizations increase<br />
manufacturing output and data processing efficiency.<br />
