Affairs (CCEA) on 19 May 2005 became operational<br />

during 2005–06.<br />

The government approved a Centrally sponsored<br />

‘Micro Irrigation’ programme to help spread<br />

the network <strong>of</strong> water-saving implements such<br />

as sprinkler and drip irrigation throughout the<br />

country.<br />

A National Gender Resource Centre in Agriculture<br />

was set up in the directorate <strong>of</strong> extension as a<br />

focal point for convergence and co-ordination <strong>of</strong><br />

gender-related issues within the DAC.<br />

Jute Technology Mission was approved in June<br />

2006.<br />

The National Agricultural Innovation Project was<br />

launched by the Indian Council for Agricultural<br />

Research in July 2006. A National Fund for Basic<br />

and Strategic Research in Agricultural Sciences<br />

has also been set up in 2005–06. Both these will<br />

support agricultural research in project mode.<br />

The National Fisheries Development Board (NFDB)<br />

was formally set up at Hyderabad in September 2006<br />

with the main objectives <strong>of</strong> bringing major activities<br />

relating to fisheries and aquaculture for focused<br />

attention and pr<strong>of</strong>essional management.<br />

A new Centrally sponsored scheme (CSS) ‘National<br />

Mission on Bamboo Technology and Trade Development’<br />

was approved in October 2006.<br />

The government decided to set up a Krishi Vigyan<br />

Kendra (KVK) in each rural district (578) in the<br />

country. So far over 537 KVKs have been established.<br />

These Kendras disseminate farm technologies to<br />

farmers and provide training to enhance the productivity<br />

and hence the income earning capacity <strong>of</strong><br />

the farmers.<br />

Technology dissemination efforts are being<br />

strengthened further by establishing Agriculture<br />

Technology Management Agencies (ATMAs), which<br />

are autonomous bodies for extension planning and<br />

reform, in 252 districts. These will be extended to<br />

all rural districts.<br />

The National Rainfed Area Authority (NRAA) was<br />

constituted as an expert body to bring technical focus<br />

to problems <strong>of</strong> rainfed agriculture and to advise<br />

on design and convergence <strong>of</strong> various watershed<br />

development schemes.<br />

The Constitution (106th) Amendment Bill 2006 in<br />

respect <strong>of</strong> co-operatives was introduced in Lok<br />

Sabha on 22 May 2006.<br />

The government approved a rehabilitation package<br />

amounting to Rs 16978.69 crore for the farmers in<br />

distress in 31 selected districts in the four States,<br />

namely, Andhra Pradesh, Karnataka, Kerala, and<br />

Maharashtra. The package comprises relief from<br />

the Prime Minister’s Relief Fund, strengthening<br />

institutional credit support, irrigation development,<br />

promotion <strong>of</strong> micro irrigation, watershed<br />

development, extension services, enhancing seed<br />

replacement rate (SRR) and income augmentation<br />

through horticulture, livestock, and fishery in these<br />

districts.
