Greetings from <strong>RBVRR</strong> TS Police Academy, Hyderabad<br />

1. As result of T N A exercise for revision of the Induction training syllabus for SCTSIs (Civil), for<br />

which series of workshops were held with in‐service SIs, Inspectors, Dy.SsP and SsP and other<br />

stake holders including various wings of Criminal Justice System, Government Departments,<br />

public and media representatives ;<br />

a) 3 new papers have been introduced on<br />

(i) Crime against Women, Children, SC & ST and Minorities<br />

(ii) Investigation of Cyber Crimes, Economic Offences and Organized Crimes<br />

(iii) Integrated learning scenarios<br />

From Director's Desk<br />

b) Syllabus for remaining papers is being thoroughly revised.<br />

c) In each paper the component of practicals, demo & field visits has gone up to 35 to<br />

40 %.<br />

d) A system of two periodical examinations contributing to 30 % of total marks is being<br />

introduced.<br />

e) It is further proposed to introduce mentor system and weekly hobby clubs.<br />

f) Rock climbing, driving and swimming classes in outdoor training (life skills) are being<br />

introduced.<br />

g) An exercise for preparation of powerpoint presentations as well as upgradation of<br />

course material for revised syllabus is going on.<br />

4. a) An exercise has been undertaken for restructuring of TSPA by proposing creation of<br />

new schools (Road safety and Traffic School) and new departments (Department of<br />

management, Behavioral Science, Cyber Investigation Unit) etc. The above Consultancy<br />

has been given to TATA Institute of Social Science (TISS), Mumbai for revision of TSPA Project<br />

Report of 1987.


) Institute of Public Enterprise (IPE), Hyderabad has been given Consultancy for<br />

creation of Academy Training Manual.<br />

c) SLS Technology Pvt. Ltd, Bangalore has been given consultancy for preparation of<br />

Detail Project Report for the Road Safety and Traffic School.<br />

5. During the quarter, Shri C. Anjaneya Reddy, DGP (Retd) and founder Director of APPA,<br />

Dr. P.M. Nair IPS, DGP (Retd) and Dr. M.K. Devarajan IPS, DGP (Retd) and presently Member, State<br />

Human Right Commission, Rajasthan, visited the Academy and interacted with the trainees.<br />

6. The academy conducted a workshop on ‘Anti‐Human Trafficking’ for sexual exploitation and<br />

bonded labour in collaboration with an NGO, India Justice Mission.<br />

7. 2nd batch of Training of Trainers course for Indoor faculties of PTCs, DTCs and CTCs was also<br />

conducted for 74 participants.<br />

8. The Academy celebrated Telangana Formation Day on 02nd June, 2016 and 2nd International<br />

Yoga Day on 21st June, 2016.<br />

9. TS Police Academy welcomes Sri M.K. Singh, Addl. Director, Sri M.A. Rahman, DSP and P.<br />

WORKSHOP ON TRAINING NEEDS ASSESSMENT FOR SCT SIs (Civil)<br />

The Telangana State Police Academy<br />

organised a Workshop on “Training Needs Assessment”<br />

on 27‐4‐2016 with all Stakeholders<br />

to take their views for revision the Training Syllabus<br />

for direct recruited Trainee Sub‐Inspectors<br />

(Civil) for imparting quality training for<br />

forthcoming batches to meet the present challenges<br />

of Policing and making Police SMART and<br />

People Friendly. Members from Telangana State<br />

Minority Commission, Child Welfare Commission,<br />

A.P. Judicial Academy, Tata Institute of Social Sciences, Indian School of Business, Officers<br />

from Revenue Department, Prisons and Correctional Services, Juvenile Welfare, Excise and Forest,<br />

Prof. Hara Gopal from National Law School, Bangalore, Representatives from Media, Wipro, Kasturba<br />

Gandhi Memorial Organisation, NGO Political Representatives and Senior Citizens have participated<br />

in the discussions. The points raised in the Workshop are as follows:<br />

SUGGESTIONS MADE BY THE PARTICIPANTS<br />

At the begining, Dr. Ish Kumar, IPS, Director, TSPA appraised about Academy activities and the<br />

concept of workshop. He mentioned that Training Needs Assessments were conducted with SIs, CIs and<br />

DySsP. Following are the points suggested by the participants for consideration to incorporate in the<br />

Syllabus:<br />

a) Mrs. Qurratulan Anne Hasan, Member of Minority Commission: Stated that Women and Minorities<br />

feel that they are not given proper respect by Police and suggested to inculcate sensitivity about<br />

women and children and softskills among the Police. Separate assessment should be made whether a<br />

Police officer will become a good SI or not.<br />

b) Prof. Nilanjana Ray from TISS: Spoke about the women and children problems and the impact of<br />

social media on young people. She also suggested to have separate Module in the curriculum.<br />

c) Smt. Vijaya Devi, Member, CWC: Stated that children to be treated specially and police needs to be<br />

sensitized on this issue. Dealing with Juveniles in Conflict with Law and Juvenile in Need of care.<br />

d) Sri M. Satyanarayana, Senor Citizen: Senior Citizens are to be given due respect and Police should be<br />

trained to be courteous with Senior Citizens.<br />

e) Prof. K. Ganesh of Osmania University: Spoke on the basic social structure of Telangana State & Traditions<br />

and Customs of the people and requested for incorporating the same in the curriculum.<br />

f) Prof. Haragopal, National Law School, Bangalore: Emphasised on inputs on Democracy and Constitution<br />

to be given. He also emphasised on attitudinal change and also make the trainees to understand<br />

the limitations of the Law.<br />

g) Prof. Veerender, Psychologist: Spoke on emotional intelligence, self‐regulation, social awareness. He<br />

suggested to develop Research and Development Wing in the Academy.<br />

h) Sri Misabuddin, Corporator: Suggested to develop skills for counseling, to have data base (Crimes)<br />

and Case Studies with Questionnaires etc.<br />

i) Sri Geetha Vanajakshi, Sarpanch, Peddamangalram Village: Suggested to inculcate friendly attitude<br />

and develop good communication skills in Police.<br />

j) Smt. Sri Sudha, Director, A.P. Judicial Academy: Spoke on investigating lapses and procedural<br />

mistakes made by Police and suggested that Case Laws are to be exchanged between the Judicial<br />

Academy and Police Academy for better understanding of Judicial appreciations of evidence.<br />

k) Mr. Percy Homi Italia, Member of Minority Commission: Suggested for strict enforcement on Traffic<br />

violators.<br />

l) Sri P. Suresh, RDO, Rajendranagar: Suggested to attach trainees to Mandal Office to get awareness on<br />

Land issue during their training period itself.<br />

m) Sri Narayana Reddy, CEO, T News: He suggested to have new technology and Apps in the Training<br />

Module.<br />

n) Mrs. Mamata Reddy from ISB: She stated that there should be a vision for State Police force and the<br />

same should be envisioned in designing the training curriculum. She suggested to have a separate<br />

Faculty for Leadership and Management topics and a Behaviural Talk.<br />

At conclusion Dr. Ish Kumar, IPS, Director, TSPA concluded that the views and suggestions of the<br />

delegates have been taken on note and they will be considered at the time of revision of Syllabus.<br />

After elaborate discussions with all stakeholders, Trainees of In‐service Courses (SIs, CIs, DySsP), TSPA<br />

Faculty, a proposal introducing the following new papers was approved by the Director General of Police,<br />

Telangana State vide Rc.No.556/Trg‐4/2016, dated 21‐06‐2016 apart from existing papers.<br />

Introduction of three new papers :<br />

1. Crime Against Women, Children, SCs & STs and Minorities<br />

2. Investigation of Cyber Crimes, Economic Offences and Organised Crime<br />

3. Integrated Learning Scenarios<br />

Law & Paper has been divided into two separate papers :<br />

1. Maintenance of Public Peace and Order, 2. Intelligence & Internal Security<br />

History and Evolution of Telangana State and various Social and Economic Problems incorporated in Paper<br />

‘Role of Police in Modern India’<br />

Integrated Practicals & Scene of Crime Simulation Exercises.<br />

More emphasis on skill development by increasing number of periods.<br />

Increased emphasis on building of attitude and development of soft skills & positive personality.<br />

All topics are accorded a priority i.e. P‐1 must know P‐2 should know & P‐3 may know.<br />

English Classes will be conducted for the willing trainees.<br />

A two week attachment Module to Police Stations in Second Semester.<br />

Weekly Hobby Clubs & Mentor System.<br />

CONSULTATION OF REVISION OF PROJECT REPORT OF TSPA<br />

The Academy has undertaken an exercise for revising its Project Report of 1987 and Consultancy for the same<br />

has been given to Tata Institute of Social Science (TISS).<br />

The Academy felt the need to assess to what extent the Academy has been able to meet its mandate as the<br />

ever increasing expectations of the public on Police, changing patterns of crime and criminals, steep rise of Cyber<br />

crimes globally, gender issues, explosion of technology and the extending tentacles of terrorism and extremism<br />

posing serious challenges to the law enforcers of our State has now become a new mandate of the Academy. A Team<br />

headed by Prof. Lakshmi Lingam, Mumbai, TISS, Sri N. Ramachandran, IPS, (Rtd), Indian Police Foundation, New Delhi,<br />

made a presentation on the scope of services and the methodology for the revision of the Detailed Project Report of<br />

<strong>RBVRR</strong> T.S. Police Academy on 18‐04‐2016. The proposal of awarding the Project Report to TISS was approved by the<br />

Govt. vide G.O.Rt.No.683, Home (Legal) Dept. dt: 31‐5‐2016.<br />

ACADEMY’S TRAINING MANUAL<br />

The Academy felt the need to develop a comprehensive Manual comprising of various Chapters covering<br />

Administration of Training and Operational Procedures with SOPs for each Wing. A team headed by Sri Satish Kumar<br />

of IPE, Hyderabad made a presentation on the scope of services and the methodology for the preparation of the<br />

Academy Training Manual The proposal of awarding the consultation of training manual to IPE was approved by the<br />

Govt. vide G.O.Rt.No.683, Home (Legal) Dept. dt: 31‐5‐2016.<br />

Consultation for DPR for Establishing Traffic and Road Safety School<br />

It is proposed to establish Traffic and Road Safety School in the Academy with an objective to organise<br />

Professional Training for Traffic personnel which includes Traffic Management/ Enforcement / Traffic Devices and<br />

Intelligent Traffic Systems, Road Engineering, Investigation of Accidents, Courses on evacuation and First Aid/ Trauma<br />

Care etc. In this connection, Dr. Ish Kumar, IPS, Director, TSPA, Sri T. Krishna Prasad, IPS, ADGP (Railways) & Chairman,<br />

Road Safety, TS and Smt. J.Parimala, IPS, Dy. Director, Trg. interacted with the representatives of M/s. SLS Transport<br />

Training Institute and Road Safety School, Bengaluru headed by Vinoba Sunder Singh, CEO, who visited the Academy<br />

on 19.5.2016 on awarding Consultancy for preparation of DPR for establishing Training and Road Safety School in the<br />

Academy. Government has approved the proposal for above consultancy.<br />

MoU with TISS & SPP University, Jodhpur for Awarding Degree/PG Diploma<br />

Dr. Ish Kumar, IPS, Director, TSPA and Dy. Directors of the Academy interacted with a Team of Sardar Patel<br />

Police University(SPPU), Jodhpur headed by Ms. Vandana, IPS, and officials of TISS headed by Prof. Sreenivas<br />

Surisetti, TISS, Hyderabad and Dr. Mohan, Registrar, TISS, Mumbai on 23‐04‐2016 to enter into MoU for Award of<br />

Masters Degree / PG Diploma in Police Sciences and Management to the SCT SIs (Civil) on successful completion of the<br />

basic induction training at T.S. Police Academy (under process)<br />

“COMMUNITY POLICING ‐ RAJASTHAN EXPERIENCE”<br />

Dr. M.K. Devarajan, IPS, DGP (Rtd) and Member, Rajasthan State Human Rights Commission<br />

addressed the trainees of In‐service Course and Faculty Members of Academy on the topic “Community<br />

Policing ‐ Rajasthan Experience”. He stated that the biggest challenge faced by the Police is the mutual<br />

distrust between the Public and Police, lack of client (Community) involvement, lack of right attitude and<br />

behaviour, lack of quality in service delivery, resource constraints and inadequecies in Criminal Justice<br />

System. To improve the Police Public Partnernship and image of Police, several initatives were started in<br />

Rajasthan State and implementated in 707 Police Stations.<br />

(a) Rajasthan Police adopted Alternate Dispute Resolution (ADR) and more than One Lakh cases were<br />

settled without going to Court.<br />

(b) He stated that Community Liaison Groups (CLGs) have been formed at PS level.<br />

(c) In Mohallas, Community Police Officers (Public) have been appointed to assit the Police.<br />

(d) He also stated that for improving Service Delivery, various methods like ISO Certification of Police<br />

Stations, Time Bound & Transparent Investigation, Reception & Infomration Desks in Police Stations,<br />

Women Desks in Police Stations etc., have been introduced.<br />

(e) Talking on Capacity Building, he stated that there is need for empowering Constabulary through<br />

Training in Professional Skills, Softskills, Peer Counseling, Counselling by Psychologists and peformance<br />

based incentives to encourage healthy competition. He further stated that powers have been<br />

delegated to PCs for enquiring and settling the issues.<br />

(f) In 2007 ‐ 2008 Shiprapath Police Station was recognised as ‘Best Police Station’ in the World by Altus<br />

Global International, The Hague, Netherlands.<br />

(g) Rajasthan State Police Institutional and Community Liaison Grups (CLGs) in Rajasthan Police Act, 2007.<br />

He urged the participants to implement the above initiatives for having better People‐Police<br />

relation‐ship.<br />

WORKSHOP ON ANTI‐HUMAN TRAFFICKING FOR SEXUAL<br />

EXPLOITATION & BONDED LABOUR<br />

A 3 Days Workshop on “Anti‐Human Trafficking for Sexual Exploitation and Bonded Labour was<br />

organised from 30‐05‐2016 to 01‐06‐2016 in collaboration with International Justice Mission (IJM).<br />

INAUGURATION:<br />

Dr. Ish Kumar, IPS, Director, TSPA in his inaugural<br />

speech said that around 20.9 millions are<br />

trafficked Globally out of which, 11.5 million are female<br />

and 9.4 are male. Children are trafficked for<br />

child labour, sexual abuse, as Camel Jockey, Soldiers<br />

and also are forced to work in hazardous industries.<br />

Nearly 40,000 cases of missing children are reported<br />

every year in India. Human Trafficking is the 3rd largest<br />

organised crime involving huge revenue. He<br />

stated that role of National and International<br />

Organisations like UNODC, ILO, UNIFEM, MHA and<br />

various Social Organisations. He also spoke about<br />

the Organisations like Bachpan Bachapo Adolan,<br />

Prajwala, Prayas and IJM and their contribution to cause of preventing human trafficking, rescue, and<br />

rehabilitating the trafficked victims and in sensitising the society and the law enforcers.<br />

Dr.P.M. Nair, IPS, DGP (Rtd) delivered lecture on<br />

31‐05‐2016 on “Investigation Techniques ‐ Challenges<br />

and Innovations ‐ SOPs for AHT ‐ Sex Racketing”.<br />

He stated that the Anti‐Human Trafficking<br />

Units were stated in A.P. in January 2007 with<br />

a Committee consisting Police, Prosecutor, NGO<br />

and Govt. Officer. He stated that 41,546 children<br />

of India remain missing every year. The<br />

Human Trafficking is an organised crime and children<br />

picked for begging are maimed or physically<br />

tortured. The investigation of human trafficking<br />

case should be in a systematic manner. He questioned<br />

as how many of us realise our<br />

responsbility and duty of keeping up our Constitutional<br />

mandate. 6

VALEDICTION:<br />

Dr. C.N.Gopinatha Reddy, IPS, DG, Prisons (Rtd) attended as Chief Guest for the Valedictory Function<br />

on 01‐06‐2016. While addressing the participants he stated that every Police Officer should become an<br />

Agent of Social change to keep a watch over neglected children to prevent human trafficking. Police is a<br />

profession, but not a job. Police works 24x7 and Police should have the courage to say no or stop to certain<br />

issues in the society, which are unethical. A Demi God (Doctor) has now become a Semi Demon. Organ<br />

Trade has picked up. So take every case of missing child / person seriously and deal with the accused<br />

stringently.<br />

TRAINING OF TRAINERS COURSE FOR INDOOR FACULTY<br />

INAUGURATION / VALEDICTION:<br />

2nd Batch of Training of Trainers Course for Indoor Faculty of PTCs/DTCs/CTSs was conducted<br />

at this Academy from 11‐4‐2016 to 26‐5‐2016. Sri K. Sreenivasa Reddy, IPS, IGP (Trg), TS inaugurated<br />

the Course. 74 Officers participated the course. He stated that in view of the ensuing massive recruitment<br />

in the Department, it was felt that to impart quality training, good trainers are required. He<br />

exhorted the participants to learn the teaching skills, teaching methodology and use of training aids<br />

for imparting quality training. He also exhorted the participants to utilise the course and improve<br />

teaching skills and also prepare qualitative PPTs and Lesson Plans for effective teaching. Sri K. Srinivasa<br />

Reddy, IPS, IGP Training, TS also attended the valedictory function on 26‐5‐2015 as chief guest and<br />

TELANGANA FORMATION DAY CELEBRATIONS ON 2‐6‐2016<br />

Telangana State Formation Day was celebrated in the<br />

Academy on 2‐6‐2016. Dr. Ish Kumar, IPS, Director, TSPA<br />

attended as Chief Guest and hoisted the National Flag.<br />

While addressing, the Director stated that although<br />

the State has been formed two years back, the struggle for<br />

Telangana State is almost a half century old in which 300<br />

Students / others lost their lives.<br />

The Director and other senior Officers paid tributes<br />

to Prof. Jayashankar, who was one of the founders of the<br />

separate Telangana agitation. He stated that after the<br />

formation of Telangana State the Govt. has taken no. of steps<br />

for the improvement like Kakatiya Mission, Swaccha<br />

Telangana and Swaccha Hyderabad, Haritha Haaram, New<br />

Industrial Policy and IT Policy etc.<br />

With reference to Telangana State Police Academy, for the first time Rs.32.4 crore plan budget was sanctioned<br />

during the current year to establish a Cyber Crime Investigation Lab, Road Safety and Traffic School and an Indoor<br />

Sports Complex apart from CCTV Surveillance and procurement of vehicles and various types of equipments. He also<br />

said that the TS Police Academy has qualified and stood first in Southern Region in the competition for Union Minister’s<br />

Trophy for Best Training Institution.<br />

The Director further stated that all the achievements of the Academy are a result of collective effort and team<br />

work. The Director exhorted all Officers and Staff to work whole heartedly so that the Academy becomes the Best<br />

Training Institute not only in the country, but is also accredited Globally as an Institute of Excellence for Police Training.<br />

MEDICAL CAMP IN AZIZNAGAR VILLAGE<br />

As a new initiative in 2016, the Academy<br />

has decided to organise Medical Camps regularly<br />

for the Trainees, Staff and their family<br />

members.<br />

TSPA Organised Medical camp at Aziznagar<br />

Primary School whyich was adopted by the<br />

Academy as Social responsibility on 25.06.2016.<br />

The Health camp was conducted in collaboration<br />

with Shadan Hospitals at ZPH School Premises<br />

in Aziznagar Village of Moinabad Mandal,<br />

Ranga Reddy Dist. The Health camp services<br />

were availed by 218 elders and 315 Children.<br />

Blood Grouping was conducted for 197 School<br />

Children. Villagers expressed their gratitude to<br />

TSPA for organizing such programme in their<br />

village.<br />
