42.8 Law 42.8 - Deliberate bowling of High Full Pitched Balls
Law 42.8 shall be replaced by the following:
If the umpire considers that a high full pitch delivery which is deemed unfair as defined in Clause 42.4.2 was
deliberately bowled, then the caution and warning process shall be dispensed with.
The umpire at the bowler's end shall:
42.8.1 Call and signal no ball.
42.8.2 When the ball is dead, direct the captain to take the bowler off forthwith.
42.8.3 Not allow the bowler to bowl again in that innings.
42.8.4 Ensure that the over is completed by another bowler, provided that the bowler does not bowl two over's or
part thereof consecutively.
42.8.5 Report the occurrence to the other umpire, to the captain of the batting side and the NCU who shall take such
action as is considered appropriate against the captain and the bowler concerned. (Refer also to Law 42.1
Fair and Unfair Play Responsibility of the Captains).
Note: This clause is different from the Law as the bowler has to infringe with “unintentional beamers” only
twice in order to be removed from the attack. Under the clause of bowling high full tosses (beamers), the
bowler gets only one warning as a first and final warning this applies even if the act was an accident and the
ball slips. The only warning and caution under this playing condition is to be treated as separate to any other
warning under clause 42.6 Dangerous and Unfair Bowling. As a guide, any delivery from any bowler, that
would not have been called wide due to width or height, that passes or would have passed above the waist of
the batsman (belt height) shall be called a “no ball” with a first and final caution. Deliveries that are so wide of
the striker cannot be considered as likely to inflict physical injury and will only be subject to the “no ball” call
with no official caution or warning process. As a further guide, it is expected that balls around the “belt height”
will be called and if the height is marginal (very close and you have a small amount of doubt), then the playing
condition will be applied accordingly. Ie. If in doubt, call “no ball” and apply the playing condition.
42.9 Law 42.9 - Time Wasting by the Fielding Side
Law 42.9 shall apply subject to Law 42.9 (b) being replaced by the following:
If there is any further waste of time in that innings, by any member of the fielding side the umpire shall:
42.8.1 Call and signal dead ball if necessary, and;
42.8.2 Award 5 penalty runs to the batting side
(See Law 42.17).
42.8.3 Inform the other umpire, the batsmen at the wicket and as soon as possible the captain of the batting side of
what has occurred.
42.8.4 Report the occurrence to the NCU who shall take such action as is considered appropriate against the
captain and the team concerned under the Code of Conduct.
42.10 Law 42.10 - Batsman Wasting Time
Law 42.10 shall apply, subject to the following:
If the incoming batsman is not in position to take guard or his partner not ready to receive the next ball within
2 minutes of the fall of the previous wicket, the action should be regarded by the umpires as time wasting and the
provisions of Law 42.10 shall apply. The umpires should be especially vigilant in the monitoring of batsmen who
waste time by taking time to settle into their guard or generally. In addition, the umpires shall report the incident to the
NCU under the Code of Conduct.
42.11 Law 42.11 - Damaging the pitch area to be protected
Law 42.11 shall apply.
42.12 Law 42.12 - Bowler running on protected area after delivering the ball
Law 42.12 shall apply, subject to 42.12 (d) (iv) being replaced by the following:
In addition, the umpires may report the incident to the NCU under the Code of Conduct.
42.13 Law 42.13 - Fieldsman damaging the pitch
Law 42.13 shall apply.
In addition, the umpires shall report the incident to the NCU under the Code of Conduct.
42.14 Law 42.14 - Batsman damaging the pitch
Law 42.14 shall apply.
See also clause 37 above.
Law interpretation
Striker taking guard / stance inside the “protected area”
o Bowler is not allowed the play the game in the protected area and neither is the batsman
o The striker is not allowed to stand / take guard in the protected area
o The striker can play his shot, finishing the shot inside the protected area but he must move off immediately after
completing his stroke. Umpires will be strict on this and warn the batsman when appropriate.
42.15 Law 42.15 - Bowler attempting to run out non-striker before delivery
Law 42.15 shall be replaced by the following:
The bowler is permitted, before releasing the ball and provided he has not completed his usual delivery swing, to
deliberately attempt to run out the non-striker. Whether the attempt is successful or not, the ball shall not count as
one of the over. If the bowler fails in an attempt to run out the non-striker, the umpire shall call and signal Dead ball as
soon possible.
Note: Previously, the bowler could only run out a non-striker backing up if he did so before he entered his delivery
stride. This meant that as the bowler's back foot landed, the non-striker could move down the wicket a considerable
way before the bowler actually delivered the ball. This was considered unfair. The new playing condition addresses
this point. The new playing condition provides that the bowler is permitted to run out the striker at any point before he
releases the ball provided he has not completed his delivery swing.
Please note: If the bowler breaks the wicket in delivering the ball, and the non-striker is out of his ground
when the wicket is broken, the umpire shall not view this as having been an attempt to run out the non-striker
and play shall continue with Law 24.6 applying.
