are crossing illegally<br />
into Canada from the<br />
States, then applying<br />
for refugee status from<br />
inside Canada. The<br />
numbers had been<br />
increasing annually for<br />
a couple of years, but<br />
the election of Donald<br />
After the meeting, the officials held a press conference with a large gallery<br />
Trump as president and processing. They<br />
his executive order to<br />
ban immigration from<br />
some countries has<br />
prompted a big increase<br />
in recent weeks.<br />
On February 4,<br />
the Canadian Border<br />
Services Agency had<br />
more people applying<br />
for refugee status than<br />
room for them to wait<br />
comfortably while<br />
called on the Town of<br />
Emerson’s Emergency<br />
Coordinators to open<br />
the Complex for some of<br />
these people as they do<br />
during highway closures.<br />
The result was that<br />
partially processed<br />
asylum seekers were<br />
housed in the complex<br />
temporarily. This led<br />
Reeve Greg Janzen to call<br />
a meeting of all affected<br />
agencies to determine<br />
proper protocols for<br />
handling the surge of<br />
asylum seekers. The<br />
meeting was attended by<br />
the Municipal Council<br />
of Emerson-Franklin,<br />
the RCMP, CBSA, IBET<br />
(Integrated Border<br />
Enforcement Team,<br />
Emerson Volunteer Fire<br />

to be making our daylight<br />
hours much longer. The<br />
deer are really invading<br />
the town looking for<br />
food in the deep snow.<br />
They’re even stealing<br />
from the bird feeders.<br />

brainchild of architects<br />

I must mention it is the<br />
company that Mary Jane<br />
(Grandson Adam’s) wife<br />
is employed with. The<br />
game is really a spinoff<br />
of the original Crokinole<br />
and mixed with curling<br />
makes it very interesting.<br />
This is bringing back the<br />
fun of the old crokinole<br />
boards coming back<br />
to the table with lots<br />
of competition during<br />
these winter days!!!<br />
Valentines day has<br />
already been celebrated<br />
known in the area. Our<br />

begun at RVS! This year,<br />
their theme is Dr. Seuss<br />
and the school’s literacy<br />
committee has planned<br />
some exciting events.<br />
Each Friday, there will<br />
with supper at the<br />
Rosenort EMC church<br />
on Thursday evening.<br />
It was an enjoyable<br />
time of dress up for<br />
couples, with Pete and<br />
Annie Friesen winning,<br />
lovely red accessories<br />
and even a black top hat<br />
completed the outfit.<br />
The entertainment of<br />
a singing group was<br />
enjoyed.<br />
The Morris<br />
Fellowship held their<br />
Valentines supper on<br />
Thursday evening going<br />
with an Hawaiian theme.<br />
The tables looked lovely<br />
and the pineapple punch<br />
was delicious. After a<br />
short devotional, time<br />
was spent in group games<br />
with intermissions of<br />
couples reminiscing<br />
about different love<br />
stories.<br />

Fridays and Mystery Box<br />
Draws! Students got to<br />
wear their favourite hat<br />

held a book swap.<br />
From February 21 st to<br />
the 24 th it will be “Drop<br />
Everything and Read<br />
Week”, and it can happen<br />
anytime! Finally, the<br />
month comes to a close<br />
on Friday, February<br />
24 th as they celebrate<br />
all of their reading<br />
a pal –gal tea on Tuesday<br />
evening, it is always a fun<br />
time for the older ladies<br />
to have a chance to pick<br />
a younger gal to have as<br />
a friend for the year.<br />

farewell supper for the<br />
Harold Goosens last<br />
week. They have since<br />
then moved to the<br />
Maplewood Manor in<br />

It is with heavy hearts that we announce the<br />
passing of our brother, uncle, nephew, cousin, and<br />
friend, Larry Allan Carpenter (Carpy) on February<br />
5, 2017.<br />
Larry was predeceased by his mother Florie<br />
Marie Carpenter, his father Larry Lincoln<br />
Carpenter and his grandparents.<br />
He is survived by his sisters Cindy Carpenter<br />
(Gabe), Hollie Mansell (Dave), and Candice<br />
Pathenay (Grant) and his nieces and nephews<br />
Alisha Groshok, Crystal Groshok, Savanna<br />
Mansell, Douglas Mansell, Tristan Parthenay,<br />
Dillan Parthenay, Adrianna Parthenay and<br />
extended family and friends<br />
Larry was born on August 6, 1974 at the<br />
Misericordia Hospital to Larry and Florie<br />
Carpenter. He grew up and remained in the<br />
Dominion City, MB area. Larry had mastered<br />
several occupations, including construction of a<br />
golf course, farming, heavy equipment operator,<br />
and was most widely known for being an expert<br />
mechanic. He could fix anything with a motor, big<br />
or small and everything in between. He enjoyed<br />
many hobbies such as snowmobiling, quadding,<br />
playing baseball, camping, fishing, boating, but<br />
most of all he enjoyed socializing with family and<br />
friends whether it was around a campfire, a BBQ,<br />
hot tubbing, or any other type of social event. He<br />
loved music, the louder the better, and he always<br />
had an endless supply of stories and jokes to<br />
entertain all.<br />
Larry was kind, caring, thoughtful, and always<br />
willing to lend a hand. His strength throughout<br />
his cancer journey was unfaltering; he fought hard<br />
right to the very end.<br />
Thank you to the incredible staff and doctors<br />
of the St. Boniface Palliative Care Unit for their<br />
exceptional care of Larry.<br />
The family would like to thank Larry's many<br />
friends who have been such a great support in<br />
so many ways over the past several years. Your<br />
support, friendship and help have kept our family<br />
strong during these trying times.<br />
A service will be held on February 18, 2017<br />
at 11:00 am in Dominion City Mb at the United<br />

American Refugees?<br />
Over the past two<br />
weeks we’ve all heard<br />
about asylum seekers<br />
crossing the border near<br />
Emerson.<br />
As Canadians, we are<br />
aware of the oppression<br />
and pervasive violence<br />
and the millions of<br />
displaced people<br />
around the globe. Many<br />
thousands of these<br />
people are waiting<br />
patiently, dreaming of<br />
the day that they can<br />
come to Canada.<br />
Canada is a<br />
welcoming country, a<br />
country of immigrants.<br />
As a nation we have<br />
a responsibility to do<br />
our part in alleviating<br />
suffering and providing<br />
safety.<br />
But we need to be<br />
clear - the migrants that<br />
are crossing into Canada<br />
illegally in the dead of<br />
night are not refugees.<br />
The United States of<br />
America is a safe country<br />
and there is no such<br />
thing as a “refugee” from<br />
the U.S. They are not<br />
being persecuted there.<br />
There is a safe, legal<br />
process in place at every<br />
Canadian airport and<br />
land border crossing for<br />
people to claim refugee<br />
status. These migrants<br />
are being coached to<br />
purposefully avoid<br />
border crossings and<br />
are taking advantage of<br />
a loophole in the existing<br />
law.<br />
We need to be<br />
generous but we also<br />
need to ensure the<br />
integrity of our border.<br />
We must always consider<br />
our national security and<br />
do our due diligence to<br />
make sure we know who<br />
is entering our country,<br />
where they are entering<br />
and why.<br />
We also need to<br />
ensure that the system<br />
is fair to all those seeking<br />
to make Canada their<br />
new home.<br />
I will continue<br />
to push the Liberal<br />
Government to close the<br />
loophole that is currently<br />
being exploited and I<br />
will continue to voice<br />
the concerns of my<br />
constituents living along<br />
the border near Emerson<br />
who are expressing<br />
safety concerns within<br />
their communities.<br />
We must ensure the<br />
integrity of our shared<br />
border with the United<br />
States and protect our<br />
generous immigration<br />
system. The residents<br />
living along the border<br />
in communities such<br />
as Emerson and the<br />
thousands of people<br />
patiently waiting to come<br />
to this great country of<br />
ours deserve no less.<br />

two weeks off in August<br />
and one in December)<br />

suit. However, the local<br />
businesses have been<br />
steady and consistent in<br />
advertising in the paper<br />
and we cannot thank you<br />
enough.<br />
And, of course, our<br />
readers and public. It<br />
is always great to hear<br />
that people are reading<br />
the paper. It is great to<br />
hear from advertisers<br />
that their ads work. I<br />
enjoy getting letters to<br />
the editor and we try to<br />
publish any from our<br />
area.<br />
Another group that<br />
keeps things going<br />
is what I consider<br />
the mechanical crew<br />
and Brenda calls the<br />
distribution people. I<br />
prefer mechanical<br />
because it is the<br />
mechanics of putting<br />
the flyers and inserts into<br />
each paper and making<br />
sure the right number go<br />
to the right post offices.<br />
When we started out,<br />
our children helped with<br />
this function, for a small<br />
fee. They have moved<br />
away, and now this job is<br />
handled very capably by<br />
Geordie Pratt, Jennifer<br />
Ducharme and Tori<br />
Pratt. It makes for a lively<br />
and busy Wednesday<br />
afternoon. Thank you for<br />
all the hard work.<br />
Looking back at some<br />
earlier editions, the paper<br />
has evolved. One of the<br />
biggest changes is the<br />
amount of colour in the<br />
paper. When we bought<br />
the paper, there was only<br />
colour on rare occasions,<br />
now we have four colour<br />
pages every week and<br />
more sometimes. In<br />
2009 we started a web<br />
page and every edition<br />
is posted on the website<br />
for one week. All things<br />
change with time, and<br />
the Southeast Journal is<br />
no exception.<br />
We try to highlight<br />
local events and stories<br />
that aren’t reported in<br />
other media and keep<br />
our focus local. Often our<br />
opinion pieces are wider<br />
in scope and refer to<br />
provincial and national<br />
events and topics. This<br />
is natural as we are all<br />
interested in these things<br />
and like to make our<br />
opinions known.<br />
It has been a great<br />
ten years and we look<br />
forward to the future<br />
and will keep on<br />
writing about events in<br />
Morris, Municipality of<br />
Emerson-Franklin, and<br />
the Rural Municipalities<br />
of Montcalm and Morris.<br />
Recipe of the Week<br />
Saskatoon Oat and Seed Bread<br />
1 cup oat bran<br />
½ cup quick cooking oats<br />
½ cup whole wheat flour<br />
1 tsp baking soda<br />
1 tsp baking powder<br />
½ tsp salt<br />
1/3 cup ground brown or golden flaxseed<br />
1/3 cup lightly packed brown sugar<br />
¼ cup unsalted, toasted sunflower seeds<br />
¼ cup unsalted, toasted pumpkin seeds (opt.)<br />
2 Tbsp whole brown or golden flax seed<br />
2 Tbsp sesame seeds<br />
2 Tbsp poppy seeds<br />
1 ¼ cup – 1 percent buttermilk<br />
1 large egg, beaten<br />
2 Tbsp canola oil<br />
2/3 cup fresh or frozen blueberries, thawed and<br />
drained<br />
Preheat oven to 350 and position rack in the centre<br />
of the oven. In a large bowl, combine oat bran,<br />
oats, flour, ground flaxseed, salt baking powder,<br />
baking soda, brown sugar, sunflower seeds,<br />
pumpkin seeds, whole flax seeds, sesame seeds<br />
and poppy seeds. Mix well. In another bowl whisk<br />
buttermilk, egg and oil. Add to dry ingredients. Stir<br />
until moistened. Gently stir in Saskatoon’s. Spoon<br />
batter into a 9 x 5 loaf pan that has been sprayed<br />
with a non-stick spray. Bake 50-60 minutes or until<br />
a wooden skewer inserted in the centre of the loaf<br />
comes out clean. Cool in pan 10 minutes before<br />
removing to cooling rack. Cool completely before<br />
slicing or wrapping.<br />
To toast seeds: preheat oven to 350. Combine<br />
sunflower seeds and pumpkin seeds in a pie plate.<br />
Toast 3 minutes, stir, toast 3 more minutes, stir<br />
again. If needed toast another 2-3 minutes until<br />
lightly browned. Yields – loaf (16 slices)<br />
Bread may be stored in an airtight container for up<br />
to 2 days or frozen up to 2 months.<br />

“To the Point”<br />

It’s too soon to tell<br />
how this will go<br />
I wasn’t expecting two<br />
nations to become one<br />
but the prime minister<br />
and the president met,<br />
had a handshake that<br />
lasted a reasonable<br />
amount of time, spoke<br />
highly of the countries,<br />
posed for pictures and it<br />
was over.<br />
Justin Trudeau and<br />
Donald Trump met at<br />
the White House earlier<br />
in the week. The purpose<br />
of the visit was to have<br />
their first sit down<br />
and seemingly lay the<br />
foundation of what will<br />
hopefully be a pleasant<br />
four years for Canadians<br />
and a constant scrutiny<br />
by the neighbours to the<br />
south.<br />
Because much of<br />
my radio audience is<br />
American I was peppered<br />
with tweets and emails<br />
from people wondering<br />
what I thought of the<br />
meeting between the<br />
two leaders. My answer<br />
was simple: I really don’t<br />
have an opinion right<br />
now.<br />
We already know<br />
Trudeau and Trump<br />
won’t agree on<br />
everything and that’s<br />
fine, they don’t have to.<br />
They will have to work<br />
together. Their situation<br />
won’t be much different<br />
than people in other<br />
jobs (minus that whole<br />
leading a country thing).<br />
Most people in their job<br />
have someone they need<br />
to tolerate for the sake of<br />
getting things done.<br />
In this instance, if<br />
one of the men starts to<br />
pressure the other – and<br />
I think we know who is<br />
more likely to do that<br />
aggressively between<br />
the two – then it could<br />
potentially become a<br />
problem.<br />
But as Trudeau and<br />
Trump confirmed, the<br />
relationship between the<br />
two countries is vital for<br />
the respective economies<br />
with $2 billion crossing<br />
the border every day.<br />
Does either country pose<br />
a threat to the other? Not<br />
really, as far as I have<br />
heard.<br />
So unlike most people<br />
chiming in on the whole<br />
political landscape, I<br />
really reserve my opinion<br />
until something happens<br />
between the countries.<br />
There is no sense in<br />
getting worked up now<br />
when who knows what<br />
tomorrow will bring.<br />
Even with my<br />
neutral response, a lot<br />
of Americans weren’t<br />
happy. And guess what.<br />
I really didn’t care. It’s<br />
our non-confrontational<br />
and laid-back attitudes<br />
that make Canadians<br />
wonderful people and<br />
the country a welcoming<br />
place for people to visit.<br />
If that makes us<br />
losers in the eyes of<br />
others because we<br />
won’t be combative and<br />
verbally attack complete<br />
strangers, hey, I’ll take<br />
it. Let’s be proud of our<br />
positive reputation,<br />
fellow losers.<br />

them to the CBSA at<br />
the Emerson Border<br />
crossing for processing.<br />
If numbers are large<br />
enough, the Emerson<br />
Complex could be<br />
pressed into service<br />
again manned and<br />
secured by CBSA.<br />
The primary concern<br />
of most participants<br />
was safety, that of both<br />
the people crossing<br />
illegally and the<br />
citizens of Emerson<br />
and surrounding area.<br />
The meeting brought<br />
attention to the need<br />
for agencies to partner<br />
and work together to<br />
assure the safety of all<br />
concerned.<br />
Also attending was<br />
Rita Chahal of the<br />
Manitoba Interfaith<br />
Immigration Council<br />
(Welcome Place) in<br />
Winnipeg. She thanked<br />
the people of Emerson<br />
for their help and<br />
brought ‘care packages’<br />
of blankets, pillows, soap<br />
and towels in case they<br />
are needed in the future.<br />
The meeting<br />
concluded with the<br />
agencies directly<br />
involved to meet in a<br />
smaller group and put<br />
some security protocols<br />
in place.<br />
On this past weekend<br />
(February 11 and 12)<br />
another 28 individuals<br />
crossed into Canada and<br />
were processed by the<br />
CBSA. That brings the<br />
total for 2017 to 69. These<br />
were handled without<br />
use of the Emerson<br />
Community Complex.<br />

the asylum seekers are<br />

DC Ladies Bonspiel 2017<br />

We were ecstatic to<br />
have 15 entries for our<br />
Ladies Bonspiel, and<br />
extra delighted to see so<br />
many younger people<br />
putting together rinks to<br />
make it a great success.<br />
As well as our local rinks,<br />
we were pleased to have<br />
teams from Arnaud, Vita,<br />
Emerson, Altona, and<br />
teams made up of curlers<br />
throughout the local area<br />
and Winnipeg.<br />
The bonspiel started<br />
Friday evening, but<br />
kicked into high gear on<br />
Saturday with a lovely<br />
supper catered by Cindy<br />
Kramble, entertainment<br />
with riotous fun games,<br />
and a wide array of<br />
costumes for our beach<br />
party theme. Our ladies<br />
curling members did a<br />
fantastic job decorating,<br />
entertaining, and<br />
soliciting prizes for<br />
our rainbow auction.<br />
There was excellent<br />
participation in the<br />
costumes and Brenda<br />
Max’s team of lit-up jelly<br />
fish were outstanding!<br />
Because our curling<br />
rink only features 3<br />
sheets of artificial ice,<br />
the semi final and final<br />
games took place on<br />
Sunday. There were<br />
plenty of spectators<br />
and Calcutta owners<br />
out to cheer on their<br />
teams. The young Altona<br />
girl’s team skipped by<br />
Hayley Bergman, with<br />
curlers Olivia Bruneau,<br />
Payton Bergman and<br />
Anastasia Ginters<br />
defeated the local rink of<br />
Patsy Gregoire, Virginia<br />
Weiss, Irene Friesen<br />

about Valentine’s Day<br />

macaroni cheese dinner.<br />
Over the past two<br />
weeks our Municipality<br />
of Emerson-Franklin<br />
has seen an influx of<br />
individuals walking<br />
across the Canada-USA<br />
border seeking asylum<br />
in Canada.<br />
This is not something<br />
new, as this has been<br />
going on for several<br />
years, however the recent<br />
groups have been larger<br />
than ones previously<br />
encountered.<br />
These individuals<br />
often end up on the<br />
streets in Emerson<br />
and there have been<br />
instances of homeowners<br />
encountering them.<br />
From a humanitarian<br />
view these individuals<br />
are often cold after<br />
Valentine’s Day entertainers at meal program<br />
Alexa and Quinn French<br />
The dinner finished with<br />
Lorri thanking everyone<br />
and raffling off the<br />
helium balloons to make<br />
walking for a long<br />
period of time in frigid<br />
conditions and are<br />
looking for a warm place.<br />
From a safety point of<br />
view it is unknown as to<br />
what kind of individuals<br />
they are.<br />
In seeking asylum in<br />
Canada it is doubtful<br />
that they would have<br />
negative intentions that<br />
would affect their claim,<br />
however safety must<br />
always be at the forefront<br />
of one’s mind.<br />
As residents of the<br />
Municipality it is advised<br />
to call 911 to report<br />
any asylum seekers<br />
and begin the process<br />
of the RCMP locating<br />
these individuals and<br />
transporting them to the<br />
Valentine’s Day extra<br />
special for some of the<br />
guests. It was a special<br />
day!<br />

“given our race’s new<br />
connection with the<br />
community of Emerson<br />
and to show solidarity<br />
– in a small way – to<br />
those coming across the<br />
border under extreme<br />
conditions, we felt it was<br />
important to offer our<br />

There are always<br />
stories to be told, and<br />

are results. Most<br />
recently I had a phone<br />
conversation with Wayne<br />
Arseny, he was searching<br />
for information, and<br />
thought perhaps I might<br />
be of some assistance.<br />
I don’t believe I offered<br />
much help except that I<br />
did recall the mans name<br />
from the fifties.<br />
I just had another<br />
call from Wayne with<br />
good news. This man was<br />
Emillian Kmaomasha,<br />
who lived in the area.<br />
He is remembered in<br />
this community for his<br />
basket weaving. Perhaps<br />
even today there are still<br />
some baskets which he<br />
perfected. More than<br />
likely he passed away<br />
at the Vita Hospital (not<br />
sure).<br />
The honourable<br />
part to this write up<br />
is that the late Dr H.V.<br />
Waldon, in August<br />
27, 1954 purchased a<br />
burial plot for Emillian<br />
Kmaomasha, from the<br />
Ukrainian Holy Ghost<br />
Ukrainian Orthodox<br />
Church. Dr. Waldon’s<br />
service to S E Manitoba<br />
left a legacy of his 31<br />
years of dedicated<br />
service, where he stood<br />
by on a 24 hour call.<br />

a bit in awe is gender-free<br />
identifications, issued by<br />
the government. Now,<br />
I know when media<br />
was reporting crimes,<br />
or identifying suspects<br />
that they used to use<br />
references to colour,<br />
guesses at race, and the<br />
usual staples, gender,<br />
size, body type, etc.<br />
Clothing too has even<br />
come under a bit of fire,<br />
especially if referred to as<br />
“gang colours”.<br />
So now we will have<br />
“persons of unknown<br />
gender” making news in<br />
one way shape or form.<br />
Interesting and not the<br />
least thought provoking.<br />
So, we have Men’s<br />
rooms, Women’s’ Rooms,<br />
LGBTTTQ Rooms, and<br />
now we have what?<br />
Androgynous Rooms?<br />
What else could you<br />
call them? I wonder if<br />
showing ID is necessary<br />
to gain entrance? And<br />
what about sports<br />
competitions such as the<br />
Olympics? Remember<br />
the big kerfuffle about<br />
a certain athlete a few<br />
decades ago? A German<br />
athlete, named Dora<br />
Ratjen who competed<br />
as a woman but was<br />
later determined to be a<br />
man…for the record she<br />
finished 4 th in a high jump<br />
competition; this was<br />
during the 1936 Summer<br />
Olympics held in Berlin,<br />
imagine……was nobody<br />
even curious?<br />
Another news story,<br />
breaking if you wish,<br />
concerns one of the most<br />
gruesome criminal (or<br />
not depending which<br />
“expert” you consult)<br />
acts, the beheading,<br />
mutilation, and partial<br />
cannibalism of a young<br />
man on a Greyhound<br />
bus only 9 years ago.<br />
There has been more<br />
than enough coverage of<br />
the events of that day and<br />
they have been related in<br />
detail quite often many<br />
times since. They don’t<br />
need re-telling here. No,<br />
let’s take a long hard<br />
look at the recent events<br />
regarding the man who<br />
committed these crimes,<br />
without any reasonable<br />
doubt as they were well<br />
documented by many<br />
eye witnesses.<br />
Victims actually<br />
because his family and<br />
friends, not to mention<br />
many, many others will<br />
never be able to think<br />
about what happened,<br />
I am sure, without an<br />
absolute wave of horror<br />
besetting them and<br />
unsettling their thoughts<br />
and comfort of everyday<br />
life.<br />
My own horror and<br />
shock here is that after<br />
not even a decade the<br />
man responsible for<br />
these unimaginable<br />
crimes is now a totally<br />
free man, totally<br />
discharged and turned<br />
back into the general<br />
population, free to come<br />
and go as he sees fit.<br />

as Will Baker, is free<br />
once again to travel, the<br />
world I would assume,<br />
Canada, at least, and<br />
this may involve busses<br />
again, trains, taxis,<br />
transit, private vehicles,<br />
airplanes, etc. etc.<br />

questions, as do many<br />
others…first some facts,<br />
because he imagined<br />
his victim to be an alien<br />
during a psychotic break.<br />
Because Mr. Li/Baker’s<br />
doctors and lawyers<br />
have now succeeded<br />
in gaining his total<br />
freedom, are they willing<br />
to stake their reputations<br />
and perhaps another<br />
innocent’s life on the fact<br />
Li/Baker will not stop<br />
taking his medication<br />
once all monitoring has<br />
ceased? He was, and<br />
even now is, assumed to<br />
be a model of excellent<br />
behaviour and is to be<br />
trusted, completely.<br />
REALLY? I will not be<br />
rambling around on a<br />
