Final Proposal Suggests Redistributing 35 Presidential Powers
The final draft of a collection of proposed amendments to Kazakhstan’s
constitution would redistribute 35 presidential powers and increase
the powers of the country’s Parliament.
The draft, presented March 1 at the final meeting of the government
working group on the issue, would shift powers related to economic
governance, finance, public property and the administrative-territorial
structure of the state from the executive to other branches of
government.
The final draft was created following a month-long nationwide public
input process during which 6,000 suggestions were submitted by the
public concerning all areas of Kazakhstan’s law, including the powers
held by each branch of government. It includes 23 amendments to the
Constitution and 35 amendments to existing law. Under the proposed
changes, Kazakhstan would continue to operate as a presidential
republic, but each branch would function more autonomously.
Both Parliament and President of Kazakhstan Nursultan Nazarbayev
must approve the proposals.
“We cannot say that radical changes have been made. The basics
are the same,” said Professor of Kazakhstan’s Academy of Public
Administration and member of the working group Zinaida Fedotova
at the proposal’s presentation during a meeting between the President
and the working group.
Nazarbayev said the time had come for a broader distribution of
powers.
“The proposed changes in the governmental system are aimed at
further strengthening the democratisation of our society and the
foundations of democracy, strengthening the role of the Parliament,
increasing the autonomy and responsibility of the government,
keeping the presidential form of government. This is the essence of
the reform. The constitutional framework of law enforcement and the
judicial systems will also be improved. The guarantees of immutability
of our constitutional system will be strengthened,” he said.
Administration Adilbek Dzhaksybekov during the meeting. Only
suggestions relating to redistributing powers were included in the final
draft proposal; others will be considered separately.
“Proposals have been received to strengthen the requirements for
deputies, limit the ability to run for office to only once and increase
the age limit for members of the Mazhilis [lower chamber of
Parliament] and the Senate. Proposals on the status and activities of
the government mainly focused on enhancing its accountability to the
Parliament; for example, agreeing to a structure of the government
with the Mazhilis and the Senate on a mandatory basis. It was also
suggested that the government should be accountable not only to the
Mazhilis, but to the Parliament as a whole,” Dzhaksybekov stated.
In general, the public comments supported increasing the powers of
Parliament.
Most proposals received – more than 2,000 – concerned law
enforcement and judicial processes. They covered strengthening
requirements for judges, raising the minimum age and length of
service in the legal profession, changing the formation of local courts
and allowing citizens to elect judges. Some proposed changes had
already been set in motion through the 2015 Plan of the Nation.
“Many proposals came from lawyers, who offered to reflect on the
powers of the attorneys, strengthen the guarantees of the rights of the
accused and reduce the term of arrest without a court order from 72 to
48 hours. Positive feedback was received on the proposal to clarify the
status and powers of the prosecutor’s office,” Dzhaksybekov noted.
Property rights also generated comment, as did suggestions on
changing the makeup of local legislative bodies and on allowing the
public to elect mayors.
The President also stressed the value of the public’s input in drafting
the proposals, saying the people of the country mostly support the
changes.

President of Kazakhstan Nursultan Nazarbayev and President of
Russia Vladimir Putin discussed regional integration processes,
cooperation between their two nations and current international
issues during a Feb. 27 meeting in Almaty.
The two also took the opportunity to remark upon their 25-year
relationship as independent nations.
Nazarbayev stressed the close and trusting relationship the allies
have developed.
“This year marks 25 years since the establishment of diplomatic
relations between us,” he said. “The Eurasian Economic Union [EAEU]
was established thanks to our close partnership. In my opinion, it is an
important and promising project for all of the participants.”
Eurasian integration and economic cooperation were on the agenda
of their meeting, and Nazarbayev noted that economic partnership
between the neighbours runs deep. “Today, more than 7,000 Russian
companies are registered in our country. They are contributing to
the creation of a new processing industry. Your visit to Kazakhstan in
autumn 2016, as well as our St. Petersburg meeting in the framework
of the [Eurasian Economic Council] allowed us to sign 41 contract
worth $3 billion,” he said.
The countries also have new opportunities to work within multilateral
organisations. Russia and Kazakhstan have the same point of view
on a number of current international problems, Nazarbayev said,
and Kazakhstan’s new role on the UN Security Council will help the
countries jointly implement many common objectives, among them
the difficult task of solving ongoing global conflicts.
“Russia is taking measures to address topical international issues,
including the settlement of the Syrian conflict,” the Kazakh President
said. “Russia proposed holding several rounds of talks in Astana. The
process has started. A series of meetings will be organised throughout
the year in order to address this and other issues, including in the
framework of the Shanghai Cooperation Organisation on June 8 in
Astana. We solve all issues in a friendly manner.”
Continuing, Nazarbayev also reported that the countries would be
moving forward in creating joint working platforms.
Putin expressed gratitude to Nazarbayev and Kazakhstan for
organising the Astana Process and their contribution to helping solve
the bloody Syrian conflict.
“I know that Kazakhstan has played a positive role in this process,
and not only as an organiser. You … took part in the organisation of
meetings, as well as worked with the participants and delegates.”
These efforts have paid off in concrete ways, he said. “Thanks to you,
[there were achieved] results that never had been reached earlier.
The established mechanism of control over the ceasefire is the most
important thing. This is the foundation for further negotiations in
Geneva,” Putin explained.
Talks between the Syrian government and opposition forces were
relaunched at the UN headquarters in Geneva last week.
The Russian president noted the importance of Kazakhstan as a key
economic partner of his country and highlighted the need to increase
the volume of mutual trade, given the conditions established through
regional integration processes.
Putin also said he hoped for Kazakhstan’s support as a non-permanent
member of the UN Security Council in addressing global challenges.
The two leaders had an informal day of skiing at an Almaty resort
before meeting formally in the city on Monday. Putin later moved to
Tajikistan and Kyrgyzstan for official visits there.

Foreign Minister of Kazakhstan Kairat Abdrakhmanov confirmed and
detailed his country’s priorities in human rights, democratisation and
disarmament processes during a series of UN sessions and meetings
in Geneva Feb. 28 and March 1.
Abdrakhmanov addressed a high-level segment session of the
UN Human Rights Council (UNHRC) and the Conference on
Disarmament (CD) and met one-on-one with colleagues during his
trip.

goal of peace in Syria.
Abdrakhmanov also held a meeting with Director General of the
World Trade Organisation (WTO) Roberto Azevêdo. Azevêdo
noted the keen interest of the WTO in expanding cooperation with
Kazakhstan and stressed that Kazakhstan’s WTO membership
boosts the country’s trade potential and facilitate the integration of
Central Asia into the global trade system.
At the Feb. 28 UNHRC session, Abdrakhmanov outlined Kazakhstan’s
priorities and objectives in implementing human rights at home and
abroad.
“The promotion and effective protection of human rights is impossible
without peace, security and development. The three pillars on which
United Nations activities are based are closely interlinked and
mutually reinforcing,” he told the session.
Kazakhstan sees its election to the UN Security Council (UNSC) as
a great responsibility as well as a sign of global trust in its peaceful
domestic policies and its initiatives to strengthen the UN’s role in
ensuring peace and security around the world, he said. As the country
celebrates the 25th anniversary of its accession to the United Nations,
Kazakhstan is committed to progressive democratisation and to
continuing to implement the universal human rights documents it
has ratified.
Abdrakhmanov noted that Kazakhstan would continue to contribute
to global sustainable development, in particular through EXPO 2017
in Astana this summer. The expo, with its theme of “future energy,”
will promote sustainable energy and support new solutions to the
problems of climate change.
Speaking at the Conference on Disarmament, Abdrakhmanov
presented Kazakhstan’s position on important international issues; in
particular, on disarmament processes, which he said the Conference
has the potential to affect profoundly. Disarmament is one of the key
priorities for Kazakhstan’s tenure as a nonpermanent member of the
UNSC, he said.
Executive Chairman of the World Economic Forum (WEF) Klaus
Schwab told Abdrakhmanov at their meeting that the WEF attaches
great importance to cooperation with Kazakhstan. He commended
Astana’s growing authority as an important platform for discussing
complex international diplomatic and economic issues, noting in
this regard the talks on Syria within the Astana process. Schwab also
invited Kazakhstan to participate in the World Economic Forum on
the Middle East and North Africa that will be held in Jordan.
Abdrakhmanov focused on the implementation of Kazakhstan’s
third modernisation programme, which aims to create a new model
of economic growth to increase the country’s global competitiveness.
The country is especially interested in WEF initiatives on energy
partnership and human capital development, he said.
Abdrakhmanov also met with Executive Secretary of the UN
Economic Commission for Europe (UNECE) Christian Friis Bach,
who highlighted Kazakhstan’s successful chairmanship of the
Commission and its Executive Committee, which he said helped
create closer cooperation between UNECE member states during
tense economic and political times in Europe.
Kazakhstan wants to expand cooperation with the UNECE,
Abdrakhmanov told him, as well as create new directions and formats
for such cooperation.
The foreign minister also met with UN High Commissioner for
Human Rights Zeid Ra’ad Al Hussein, Director General of the United
Nations Office at Geneva Michael Møller, and colleagues from a
number of countries.
With UN Special Envoy for Syria Staffan de Mistura, the progress of
the Geneva talks on a Syrian settlement was discussed, with both

Kazakh Commitment to UN Remains Strong After Quarter Century
The break-up of the Soviet Union 25 years ago heralded a time of great
change for the United Nations, as a host of new countries charting
their own course in the world came to join the global organisation.
In the single largest expansion of the UN in 30 years, Kazakhstan and
eight other new members were formally welcomed into fold on a
single March day, an editorial from The Astana Times reminded this
week. And though Kazakhstan joined the UN with something of a
posse, few members, new or old, can match its commitment to the
UN or its values in the decades that followed.
Kazakhstan almost immediately appointed a UN ambassador, and
quickly followed with a permanent mission in New York. The UN
opened its first office in Almaty in 1993, launching a long association
in the city, which has become an important regional hub for UN
activities.
From the start, Kazakhstan has taken full advantage of UN agencies’
depth of expertise and experience, an openness and thirst for
knowledge that has come to define the young country. Kazakhstan’s
incorporation of UN treaties and universal standards into its legislation
is credited with driving social and economic progress.
But Kazakhstan has always given back. The country has worked to
turn its support for the UN into concrete steps toward global peace
and co-operation. As early as October 1992, President of Kazakhstan
Nursultan Nazarbayev proposed at the UN General Assembly creating
a new regional body to promote peace, security and stability in Asia
and beyond. This proposal grew into the Conference on Interaction
and Confidence Building in Asia (CICA), which first met in 1999 and
has grown ever since.
Kazakhstan has also taken it upon itself to drive the international
campaign against nuclear weapons, including marking Aug. 29 –
the day the Semipalatinsk nuclear test site was shuttered – UN
International Day against Nuclear Tests. Nazarbayev has worked to
keep the issue on the international agenda, appealing to UN members
to cooperate to rid the world of nuclear weapons by 2045 – a fitting
100th birthday celebration for the organisation.
Across the spectrum of UN goals and values, Kazakhstan has offered
support. The Green Bridge programme and EXPO 2017 provide
platforms for both discussion and action to support sustainable
development. To counter the threat from extremism and terrorism,
Kazakhstan has launched initiatives like the Congress of Leaders
of World and Traditional Religions and proposed other coordinated
actions within the global body.
The UN aids and supports Kazakhstan’s expanding efforts to find
ways to ease tensions and defuse conflicts. The country’s value as a
welcoming and trustworthy host is clear in what is now being called
the Astana Process on Syria, in which the UN played its full part.
Kazakhstan has been able to create conditions that allow warring
parties to begin to find the common ground needed to build toward
a lasting solution.
As Kazakhstan’s economy has grown, the country has taken
on increased responsibility for helping tackle global challenges.
Kazakhstan is increasing its contribution to UM peace-keeping efforts,
which are currently underway in 16 countries. KazAid, Kazakhstan’s
own official development programme, is taking shape with active
support from international partners.
Now, as a member of the UN Security Council, Kazakhstan’s
relationship with the UN enters a new and historic phrase. As the
first country from Central Asia to serve on the Security Council,
Kazakhstan has the perfect platform to boost its efforts to help the
UN make progress on its important goals. This is a very good reason
for both the UN and Kazakhstan to be celebrating their 25 years of
cooperation.

Strengthening UN & Int’l Security
Kazakh officer awarded UN medal for peacekeeping mission in
Côte d’Ivoire
Kazakh Armed Forces Captain Assylkhan Amangaliuly recently
received the United Nations medal for impeccable and exemplary
fulfilment of requirements for military observers for a peacekeeping
mission in Côte d’Ivoire.
Amangaliuly served for one year as a member of a mission monitoring
the border with Mali. He helped monitor border crossings by illegal
armed groups and identify drugs, psychotropic substances, weapons
and ammunition, explosives and their components and movements of
refugees returning to their country after post-conflict developments.
The peacekeeping operation is essential to fulfil Kazakhstan’s
international obligations, promote its military-political positions and
establish its role in the international arena, the country’s Ministry of
Defence believes.
A special peacekeeping operations training centre has been
established in Kazakhstan, where officers with UN missions
experience share their knowledge and train colleagues. The UN has
praised the training level of Kazakh peacekeeping units, marking the
contributions of Kazakh officers to UN operations.
Four Kazakh armed forces officers are currently serving in UN
peacekeeping missions, participating as military observers in a mission
in Western Sahara (MINURSO). Since July 2014, 11 Kazakh officers
have served in UN peacekeeping operations as military observers in
Western Sahara and Côte d’Ivoire. (mod.gov.kz)
Hosting Astana Expo 2017
The U.S. is one of the world leaders in renewable energy. Last year,
the capacity of U.S. solar power plants increased by 95 percent,
amounting to 14.5 gigawatts.
The largest U.S. companies rely on green technology. The nation will
present its extensive experience and cutting-edge developments
in the field of renewable energy and green technologies. General
Electric has already signed a sponsorship agreement.
The EXPO 2017 international specialised exhibition will be held
in Astana June 10-Sept. 10 and expects up to five million visits.

Welcoming Investment
German company to invest in Yereimentau wind farm
German company Wind 2000 Gmbh plans to invest in developing the
Kazakh water sector, according Ministry of Agriculture committee for
water resources chairperson Islam Abishev.
The first contract to construct a 50 MW power plant in Kapchagai
was signed Dec. 25, said company head Gustav Brzyszcz. Another
contract with Samruk-Energo to build a 160 MW wind farm in
Yereimentau was signed Feb. 28.
United States signed agreement to participate in EXPO 2017
Astana EXPO 2017 Chairperson Akhmetzhan Yessimov and United
States Ambassador to Kazakhstan George A. Kroll signed an
agreement Feb. 24 on participation in EXPO 2017.
“The participation of the U.S. is important for us in the sense that it is
the leading economy in the world and one of the major players on the
global energy market,” said Yessimov.
During its years of independence, Kazakhstan has established friendly
relations with the U.S. based on a mutually beneficial partnership and
high confidence.
In accordance with the President’s instructions to attract foreign
investments into the water sector, the Ministry continues to improve
the water situation in southern regions of the country, said Abishev.
There are almost no underground sources of water in the Saryagash,
Kazygurt and Makhtaaral areas and the few sources in these regions
have saline.
“Today, people in the Saryagash district use open sources to get
drinking water. This water is no good, as it is very contaminated.
Purification and bringing this water to certain standards requires
great effort. To provide the population with quality water, we plan
to allocate money from the regional budget for the preparation of a
feasibility study and several companies have already expressed their
willingness to participate in the project,” he added. (mgov.kz)

this event. Kazakhstan is a strategic partner for us in the region and
we could not ignore this event. In addition, the expo theme ‘Future

• IAEA mission presents final report on Kazakhstan’s nuclear
infrastructure
The International Atomic Energy Agency’s (IAEA) Integrated
Nuclear Infrastructure Review mission in Kazakhstan (INIR
mission) officially presented its final report Feb. 28 to the Ministry
of Energy. The report reflects the mission’s results with suggestions
and recommendations from IAEA experts. Based on the action
plan for cooperation between Kazakhstan and the IAEA in the field
of nuclear energy development, the INIR mission visited Astana
Oct. 31-Nov. 7 with the participation of IAEA representatives and
experts. The mission also involved staff and international experts,
representatives of the Kazakh Ministry of Energy, its subordinate
enterprises (National Nuclear Centre of Kazakhstan, Institute
of Nuclear Physics), Samruk-Kazyna national welfare fund,
Kazatomprom, Samruk-Energo, KEGOC and the Nuclear Society
of Kazakhstan. The mission discussed issues related to nuclear
power plant security and financing, developing legal and regulatory
frameworks, environmental protection, electrical networks
readiness and personnel training and touched upon public opinion
analysis, forms of interaction with the media and other items.
In the preliminary study of Kazakhstan’s nuclear infrastructure
development, experts noted the existing nuclear infrastructure,
in particular Kazakhstan’s experience of operating the BN-350
fast neutron reactor for 27 years from 1972-1999. It also noted the
infrastructure for uranium mining and production of fuel pellets,
which makes Kazakhstan one of the leading uranium producers
in the world. The final INIR mission’s report has great significance
for developing the action plan to strengthen the nuclear power
infrastructure in Kazakhstan. All IAEA recommendations are
expected to be taken into account in developing and implementing
Kazakhstan’s future nuclear energy programme. (energo.gov.kz)
• Kazakhstan ratifies agreement with UN on regional glaciological
centre
Kazakh President Nursultan Nazarbayev signed the Law “On
ratification of the Agreement between the Government of the
Republic of Kazakhstan and United Nations Educational, Scientific
and Cultural Organisation (UNESCO) on establishing the Central
Asian regional glaciological centre (category 2) in the Republic of
Kazakhstan, under the auspices of UNESCO.” The text of the law
has been published in the press, reported the presidential press
office. Kazakh Minister of Education and Science Yerlan Sagadiyev
earlier explained the purpose of the agreement is to establish a
Central Asia regional glaciological centre in Kazakhstan, which
would contribute to developing glaciology, improving scientific
understanding of climate change for glaciers, snow and water
resources in the region and the world and developing glaciology,
mountain cryosphere, hydrology and climatology and water and
food security. According to the agreement, the centre will improve
coordinating research activities and information exchange between
the relevant agencies, as well as climate change research. It should
also encourage conducting regional research programmes and
sharing their results through theoretical and practical seminars,

• Kazakh Deputy PM visits Uzbekistan
Kazakh First Deputy Prime Minister Askar Mamin met with Uzbek
President Shavkat Mirziyoyev in Tashkent Feb. 23 and participated
in the 16th session of the joint intergovernmental commission on
bilateral cooperation.“Kazakhstan is the largest strategic trade
partner of Uzbekistan in Central Asia,” said Mirziyoyev, adding the
two countries are entering a new stage of economic cooperation.
Mamin noted Kazakh President Nursultan Nazarbayev attaches
great importance to relations with Uzbekistan and that cooperation
has allowed opening joint trading houses in agribusiness and the
chemical and petrochemical industries. He also spoke about
the importance of cooperation in the tourism, automotive and
petrochemical industries and joint agreements to open bus and air
routes. An Almaty-Tashkent high-speed railway and increase to six
flights a week between the capitals are expected to launch soon.
Trade turnover increased 40 percent to $1.6 billion in 2016, with plans
to increase to $5 billion by 2020. After the talks, Mirziyoyev awarded
Mamin with the Dustlik (Friendship) Order for contributions in
developing mutually beneficial relations between Uzbekistan
and Kazakhstan and his personal contribution to expanding
cooperation between the countries in the field of railway transport,
as well as participating in major projects of interregional transport
corridors in Central Asia. At the meeting, the participants stressed
the development of industrial cooperation and joint investment
projects should be the main focus of collaboration between the
regions. The delegations discussed bilateral cooperation in energy,
customs, oil and gas, transport and transit, tourism, scientific
and technical, cultural and humanitarian spheres, as well as in
the military and military-technical fields. They also noted last
year’s growth to 19 million tonnes in transporting goods by rail
between Kazakhstan and Uzbekistan. The parties agreed to limited
transportation tariff discounts for Kazakh grain through Uzbekistan
and Uzbek fruits, vegetables and other agricultural products

• KTZ holds “nicotine for vitamin” social campaign
Employees of the national railway network’s operator company
Kazakhstan Temir Zholy (KTZ) participated in a “nicotine for
vitamin” social campaign held within a corporate programme to
promote a healthy lifestyle. “This campaign left nobody indifferent;
many of our employees got involved in the organisation of the flash
mob in the company’s central office. The railroaders also took part
in the ‘nicotine for vitamin’ action itself, where they exchanged
tobacco products for fruit,” said KTZ’s Human Resources
Department Director Nurzhan Zhaparkul. “Similar events will be
held in all regional branches of the company, where sports and
recreational activities are becoming more and more common, and
most importantly, workers welcome these activities,” he added.
KTZ hosts events promoting a healthy lifestyle on a regular basis,
feeling it is an important area of corporate HR and social policy.

• Kazakhstan celebrates Day of Gratitude
Kazakhstan marked the Day of Gratitude March 1 for the first
time last year. The head of state signed the decree Jan. 15, 2015
“On amendments to the Decree of the President of the Republic
of Kazakhstan dated Jan. 20, 1998 No.3827 “On professional and
other holidays in the Republic of Kazakhstan.” Per the document,
March 1 was declared the Day of Gratitude. The choice of the date
was not accidental, as the People’s Assembly of Kazakhstan was
established on March 1. While celebrating the Assembly’s 20th
anniversary in 2015, President Nursultan Nazarbayev initiated the
idea to declare the March 1 holiday, when representatives of all
ethnicities in the country would be able to say thank you to each
other for tolerance and hospitality expressed in the years when
various ethnic groups were deported to Kazakhstan. “Whole
ethnic communities were deported during Stalin’s regime – around
800,000 Germans, 102,000 Poles, 550,000 people from the North
Caucasus and 18,500 Koreans from the Far East. Kazakh families
provided them with shelter and accepted them in their homes.
Our family also accepted a couple with three children. That is why
it would be fair to name the day of establishment of the People’s
Assembly of Kazakhstan – March 1 – the Day of Gratitude of all
ethnicities to each other and to Kazakhs who expressed mercy and
accepted these people as their relatives. This day can become a
bright holiday of mercy, friendship and love of all Kazakhstanis to
