F<strong>in</strong>al Proposal Suggests Redistribut<strong>in</strong>g 35 Presidential <strong>Powers</strong><br />

The f<strong>in</strong>al draft <strong>of</strong> a collection <strong>of</strong> proposed amendments to <strong>Kazakh</strong>stan’s<br />

constitution would redistribute 35 presidential powers and <strong>in</strong>crease<br />

the powers <strong>of</strong> the country’s Parliament.<br />

The draft, presented March 1 at the f<strong>in</strong>al meet<strong>in</strong>g <strong>of</strong> the government<br />

work<strong>in</strong>g group on the issue, would shift powers related to economic<br />

governance, f<strong>in</strong>ance, public property and the adm<strong>in</strong>istrative-territorial<br />

structure <strong>of</strong> the state from the executive to other branches <strong>of</strong><br />

government.<br />

The f<strong>in</strong>al draft was created follow<strong>in</strong>g a month-long nationwide public<br />

<strong>in</strong>put process dur<strong>in</strong>g which 6,000 suggestions were submitted by the<br />

public concern<strong>in</strong>g all areas <strong>of</strong> <strong>Kazakh</strong>stan’s law, <strong>in</strong>clud<strong>in</strong>g the powers<br />

held by each branch <strong>of</strong> government. It <strong>in</strong>cludes 23 amendments to the<br />

Constitution and 35 amendments to exist<strong>in</strong>g law. Under the proposed<br />

changes, <strong>Kazakh</strong>stan would cont<strong>in</strong>ue to operate as a presidential<br />

republic, but each branch would function more autonomously.<br />

Both Parliament and President <strong>of</strong> <strong>Kazakh</strong>stan Nursultan Nazarbayev<br />

must approve the proposals.<br />

“We cannot say that radical changes have been made. The basics<br />

are the same,” said Pr<strong>of</strong>essor <strong>of</strong> <strong>Kazakh</strong>stan’s Academy <strong>of</strong> Public<br />

Adm<strong>in</strong>istration and member <strong>of</strong> the work<strong>in</strong>g group Z<strong>in</strong>aida Fedotova<br />

at the proposal’s presentation dur<strong>in</strong>g a meet<strong>in</strong>g between the President<br />

and the work<strong>in</strong>g group.<br />

Nazarbayev said the time had come for a broader distribution <strong>of</strong><br />

powers.<br />

“The proposed changes <strong>in</strong> the governmental system are aimed at<br />

further strengthen<strong>in</strong>g the democratisation <strong>of</strong> our society and the<br />

foundations <strong>of</strong> democracy, strengthen<strong>in</strong>g the role <strong>of</strong> the Parliament,<br />

<strong>in</strong>creas<strong>in</strong>g the autonomy and responsibility <strong>of</strong> the government,<br />

keep<strong>in</strong>g the presidential form <strong>of</strong> government. This is the essence <strong>of</strong><br />

the reform. The constitutional framework <strong>of</strong> law enforcement and the<br />

judicial systems will also be improved. The guarantees <strong>of</strong> immutability<br />

<strong>of</strong> our constitutional system will be strengthened,” he said.<br />

Adm<strong>in</strong>istration Adilbek Dzhaksybekov dur<strong>in</strong>g the meet<strong>in</strong>g. Only<br />

suggestions relat<strong>in</strong>g to redistribut<strong>in</strong>g powers were <strong>in</strong>cluded <strong>in</strong> the f<strong>in</strong>al<br />

draft proposal; others will be considered separately.<br />

“Proposals have been received to strengthen the requirements for<br />

deputies, limit the ability to run for <strong>of</strong>fice to only once and <strong>in</strong>crease<br />

the age limit for members <strong>of</strong> the Mazhilis [lower chamber <strong>of</strong><br />

Parliament] and the Senate. Proposals on the status and activities <strong>of</strong><br />

the government ma<strong>in</strong>ly focused on enhanc<strong>in</strong>g its accountability to the<br />

Parliament; for example, agree<strong>in</strong>g to a structure <strong>of</strong> the government<br />

with the Mazhilis and the Senate on a mandatory basis. It was also<br />

suggested that the government should be accountable not only to the<br />

Mazhilis, but to the Parliament as a whole,” Dzhaksybekov stated.<br />

In general, the public comments supported <strong>in</strong>creas<strong>in</strong>g the powers <strong>of</strong><br />

Parliament.<br />

Most proposals received – more than 2,000 – concerned law<br />

enforcement and judicial processes. They covered strengthen<strong>in</strong>g<br />

requirements for judges, rais<strong>in</strong>g the m<strong>in</strong>imum age and length <strong>of</strong><br />

service <strong>in</strong> the legal pr<strong>of</strong>ession, chang<strong>in</strong>g the formation <strong>of</strong> local courts<br />

and allow<strong>in</strong>g citizens to elect judges. Some proposed changes had<br />

already been set <strong>in</strong> motion through the 2015 Plan <strong>of</strong> the Nation.<br />

“Many proposals came from lawyers, who <strong>of</strong>fered to reflect on the<br />

powers <strong>of</strong> the attorneys, strengthen the guarantees <strong>of</strong> the rights <strong>of</strong> the<br />

accused and reduce the term <strong>of</strong> arrest without a court order from 72 to<br />

48 hours. Positive feedback was received on the proposal to clarify the<br />

status and powers <strong>of</strong> the prosecutor’s <strong>of</strong>fice,” Dzhaksybekov noted.<br />

Property rights also generated comment, as did suggestions on<br />

chang<strong>in</strong>g the makeup <strong>of</strong> local legislative bodies and on allow<strong>in</strong>g the<br />

public to elect mayors.<br />

The President also stressed the value <strong>of</strong> the public’s <strong>in</strong>put <strong>in</strong> draft<strong>in</strong>g<br />

the proposals, say<strong>in</strong>g the people <strong>of</strong> the country mostly support the<br />

changes.<br />

Suggestions from the public touched on 63 <strong>of</strong> the Constitution’s<br />

Russia Vladimir Put<strong>in</strong> discussed regional <strong>in</strong>tegration processes,<br />

cooperation between their two nations and current <strong>in</strong>ternational<br />

issues dur<strong>in</strong>g a Feb. 27 meet<strong>in</strong>g <strong>in</strong> <strong>Almaty</strong>.<br />

The two also took the opportunity to remark upon their <strong>25</strong>-year<br />

relationship as <strong>in</strong>dependent nations.<br />

Nazarbayev stressed the close and trust<strong>in</strong>g relationship the allies<br />

have developed.<br />

“This year marks <strong>25</strong> years s<strong>in</strong>ce the establishment <strong>of</strong> diplomatic<br />

relations between us,” he said. “The Eurasian Economic Union [EAEU]<br />

was established thanks to our close partnership. In my op<strong>in</strong>ion, it is an<br />

important and promis<strong>in</strong>g project for all <strong>of</strong> the participants.”<br />

Eurasian <strong>in</strong>tegration and economic cooperation were on the agenda<br />

<strong>of</strong> their meet<strong>in</strong>g, and Nazarbayev noted that economic partnership<br />

between the neighbours runs deep. “Today, more than 7,000 <strong>Russian</strong><br />

companies are registered <strong>in</strong> our country. They are contribut<strong>in</strong>g to<br />

the creation <strong>of</strong> a new process<strong>in</strong>g <strong>in</strong>dustry. Your visit to <strong>Kazakh</strong>stan <strong>in</strong><br />

autumn 2016, as well as our St. Petersburg meet<strong>in</strong>g <strong>in</strong> the framework<br />

<strong>of</strong> the [Eurasian Economic Council] allowed us to sign 41 contract<br />

worth $3 billion,” he said.<br />

The countries also have new opportunities to work with<strong>in</strong> multilateral<br />

organisations. Russia and <strong>Kazakh</strong>stan have the same po<strong>in</strong>t <strong>of</strong> view<br />

on a number <strong>of</strong> current <strong>in</strong>ternational problems, Nazarbayev said,<br />

and <strong>Kazakh</strong>stan’s new role on the UN Security Council will help the<br />

countries jo<strong>in</strong>tly implement many common objectives, among them<br />

the difficult task <strong>of</strong> solv<strong>in</strong>g ongo<strong>in</strong>g global conflicts.<br />

“Russia is tak<strong>in</strong>g measures to address topical <strong>in</strong>ternational issues,<br />

<strong>in</strong>clud<strong>in</strong>g the settlement <strong>of</strong> the Syrian conflict,” the <strong>Kazakh</strong> President<br />

said. “Russia proposed hold<strong>in</strong>g several rounds <strong>of</strong> talks <strong>in</strong> Astana. The<br />

process has started. A series <strong>of</strong> meet<strong>in</strong>gs will be organised throughout<br />

the year <strong>in</strong> order to address this and other issues, <strong>in</strong>clud<strong>in</strong>g <strong>in</strong> the<br />

framework <strong>of</strong> the Shanghai Cooperation Organisation on June 8 <strong>in</strong><br />

Astana. We solve all issues <strong>in</strong> a friendly manner.”<br />

Cont<strong>in</strong>u<strong>in</strong>g, Nazarbayev also reported that the countries would be<br />

mov<strong>in</strong>g forward <strong>in</strong> creat<strong>in</strong>g jo<strong>in</strong>t work<strong>in</strong>g platforms.<br />

Put<strong>in</strong> expressed gratitude to Nazarbayev and <strong>Kazakh</strong>stan for<br />

organis<strong>in</strong>g the Astana Process and their contribution to help<strong>in</strong>g solve<br />

the bloody Syrian conflict.<br />

“I know that <strong>Kazakh</strong>stan has played a positive role <strong>in</strong> this process,<br />

and not only as an organiser. You … took part <strong>in</strong> the organisation <strong>of</strong><br />

meet<strong>in</strong>gs, as well as worked with the participants and delegates.”<br />

These efforts have paid <strong>of</strong>f <strong>in</strong> concrete ways, he said. “Thanks to you,<br />

[there were achieved] results that never had been reached earlier.<br />

The established mechanism <strong>of</strong> control over the ceasefire is the most<br />

important th<strong>in</strong>g. This is the foundation for further negotiations <strong>in</strong><br />

Geneva,” Put<strong>in</strong> expla<strong>in</strong>ed.<br />

Talks between the Syrian government and opposition forces were<br />

relaunched at the UN headquarters <strong>in</strong> Geneva last week.<br />

The <strong>Russian</strong> president noted the importance <strong>of</strong> <strong>Kazakh</strong>stan as a key<br />

economic partner <strong>of</strong> his country and highlighted the need to <strong>in</strong>crease<br />

the volume <strong>of</strong> mutual trade, given the conditions established through<br />

regional <strong>in</strong>tegration processes.<br />

Put<strong>in</strong> also said he hoped for <strong>Kazakh</strong>stan’s support as a non-permanent<br />

member <strong>of</strong> the UN Security Council <strong>in</strong> address<strong>in</strong>g global challenges.<br />

The two leaders had an <strong>in</strong>formal day <strong>of</strong> ski<strong>in</strong>g at an <strong>Almaty</strong> resort<br />

before meet<strong>in</strong>g formally <strong>in</strong> the city on Monday. Put<strong>in</strong> later moved to<br />

Tajikistan and Kyrgyzstan for <strong>of</strong>ficial visits there.<br />

Foreign M<strong>in</strong>ister <strong>of</strong> <strong>Kazakh</strong>stan Kairat Abdrakhmanov confirmed and<br />

detailed his country’s priorities <strong>in</strong> human rights, democratisation and<br />

disarmament processes dur<strong>in</strong>g a series <strong>of</strong> UN sessions and meet<strong>in</strong>gs<br />

<strong>in</strong> Geneva Feb. 28 and March 1.<br />

Abdrakhmanov addressed a high-level segment session <strong>of</strong> the<br />

UN Human Rights Council (UNHRC) and the Conference on<br />

Disarmament (CD) and met one-on-one with colleagues dur<strong>in</strong>g his<br />

trip.<br />

goal <strong>of</strong> peace <strong>in</strong> Syria.<br />

Abdrakhmanov also held a meet<strong>in</strong>g with Director General <strong>of</strong> the<br />

World Trade Organisation (WTO) Roberto Azevêdo. Azevêdo<br />

noted the keen <strong>in</strong>terest <strong>of</strong> the WTO <strong>in</strong> expand<strong>in</strong>g cooperation with<br />

<strong>Kazakh</strong>stan and stressed that <strong>Kazakh</strong>stan’s WTO membership<br />

boosts the country’s trade potential and facilitate the <strong>in</strong>tegration <strong>of</strong><br />

Central Asia <strong>in</strong>to the global trade system.<br />

At the Feb. 28 UNHRC session, Abdrakhmanov outl<strong>in</strong>ed <strong>Kazakh</strong>stan’s<br />

priorities and objectives <strong>in</strong> implement<strong>in</strong>g human rights at home and<br />

abroad.<br />

“The promotion and effective protection <strong>of</strong> human rights is impossible<br />

without peace, security and development. The three pillars on which<br />

United Nations activities are based are closely <strong>in</strong>terl<strong>in</strong>ked and<br />

mutually re<strong>in</strong>forc<strong>in</strong>g,” he told the session.<br />

<strong>Kazakh</strong>stan sees its election to the UN Security Council (UNSC) as<br />

a great responsibility as well as a sign <strong>of</strong> global trust <strong>in</strong> its peaceful<br />

domestic policies and its <strong>in</strong>itiatives to strengthen the UN’s role <strong>in</strong><br />

ensur<strong>in</strong>g peace and security around the world, he said. As the country<br />

celebrates the <strong>25</strong>th anniversary <strong>of</strong> its accession to the United Nations,<br />

<strong>Kazakh</strong>stan is committed to progressive democratisation and to<br />

cont<strong>in</strong>u<strong>in</strong>g to implement the universal human rights documents it<br />

has ratified.<br />

Abdrakhmanov noted that <strong>Kazakh</strong>stan would cont<strong>in</strong>ue to contribute<br />

to global susta<strong>in</strong>able development, <strong>in</strong> particular through EXPO 2017<br />

<strong>in</strong> Astana this summer. The expo, with its theme <strong>of</strong> “future energy,”<br />

will promote susta<strong>in</strong>able energy and support new solutions to the<br />

problems <strong>of</strong> climate change.<br />

Speak<strong>in</strong>g at the Conference on Disarmament, Abdrakhmanov<br />

presented <strong>Kazakh</strong>stan’s position on important <strong>in</strong>ternational issues; <strong>in</strong><br />

particular, on disarmament processes, which he said the Conference<br />

has the potential to affect pr<strong>of</strong>oundly. Disarmament is one <strong>of</strong> the key<br />

priorities for <strong>Kazakh</strong>stan’s tenure as a nonpermanent member <strong>of</strong> the<br />

UNSC, he said.<br />

Executive Chairman <strong>of</strong> the World Economic Forum (WEF) Klaus<br />

Schwab told Abdrakhmanov at their meet<strong>in</strong>g that the WEF attaches<br />

great importance to cooperation with <strong>Kazakh</strong>stan. He commended<br />

Astana’s grow<strong>in</strong>g authority as an important platform for discuss<strong>in</strong>g<br />

complex <strong>in</strong>ternational diplomatic and economic issues, not<strong>in</strong>g <strong>in</strong><br />

this regard the talks on Syria with<strong>in</strong> the Astana process. Schwab also<br />

<strong>in</strong>vited <strong>Kazakh</strong>stan to participate <strong>in</strong> the World Economic Forum on<br />

the Middle East and North Africa that will be held <strong>in</strong> Jordan.<br />

Abdrakhmanov focused on the implementation <strong>of</strong> <strong>Kazakh</strong>stan’s<br />

third modernisation programme, which aims to create a new model<br />

<strong>of</strong> economic growth to <strong>in</strong>crease the country’s global competitiveness.<br />

The country is especially <strong>in</strong>terested <strong>in</strong> WEF <strong>in</strong>itiatives on energy<br />

partnership and human capital development, he said.<br />

Abdrakhmanov also met with Executive Secretary <strong>of</strong> the UN<br />

Economic Commission for Europe (UNECE) Christian Friis Bach,<br />

who highlighted <strong>Kazakh</strong>stan’s successful chairmanship <strong>of</strong> the<br />

Commission and its Executive Committee, which he said helped<br />

create closer cooperation between UNECE member states dur<strong>in</strong>g<br />

tense economic and political times <strong>in</strong> Europe.<br />

<strong>Kazakh</strong>stan wants to expand cooperation with the UNECE,<br />

Abdrakhmanov told him, as well as create new directions and formats<br />

for such cooperation.<br />

The foreign m<strong>in</strong>ister also met with UN High Commissioner for<br />

Human Rights Zeid Ra’ad Al Husse<strong>in</strong>, Director General <strong>of</strong> the United<br />

Nations Office at Geneva Michael Møller, and colleagues from a<br />

number <strong>of</strong> countries.<br />

With UN Special Envoy for Syria Staffan de Mistura, the progress <strong>of</strong><br />

the Geneva talks on a Syrian settlement was discussed, with both<br />

<strong>Kazakh</strong> Commitment to UN Rema<strong>in</strong>s Strong After Quarter Century<br />

The break-up <strong>of</strong> the Soviet Union <strong>25</strong> years ago heralded a time <strong>of</strong> great<br />

change for the United Nations, as a host <strong>of</strong> new countries chart<strong>in</strong>g<br />

their own course <strong>in</strong> the world came to jo<strong>in</strong> the global organisation.<br />

In the s<strong>in</strong>gle largest expansion <strong>of</strong> the UN <strong>in</strong> 30 years, <strong>Kazakh</strong>stan and<br />

eight other new members were formally welcomed <strong>in</strong>to fold on a<br />

s<strong>in</strong>gle March day, an editorial from The Astana Times rem<strong>in</strong>ded this<br />

week. And though <strong>Kazakh</strong>stan jo<strong>in</strong>ed the UN with someth<strong>in</strong>g <strong>of</strong> a<br />

posse, few members, new or old, can match its commitment to the<br />

UN or its values <strong>in</strong> the decades that followed.<br />

<strong>Kazakh</strong>stan almost immediately appo<strong>in</strong>ted a UN ambassador, and<br />

quickly followed with a permanent mission <strong>in</strong> New York. The UN<br />

opened its first <strong>of</strong>fice <strong>in</strong> <strong>Almaty</strong> <strong>in</strong> 1993, launch<strong>in</strong>g a long association<br />

<strong>in</strong> the city, which has become an important regional hub for UN<br />

activities.<br />

From the start, <strong>Kazakh</strong>stan has taken full advantage <strong>of</strong> UN agencies’<br />

depth <strong>of</strong> expertise and experience, an openness and thirst for<br />

knowledge that has come to def<strong>in</strong>e the young country. <strong>Kazakh</strong>stan’s<br />

<strong>in</strong>corporation <strong>of</strong> UN treaties and universal standards <strong>in</strong>to its legislation<br />

is credited with driv<strong>in</strong>g social and economic progress.<br />

But <strong>Kazakh</strong>stan has always given back. The country has worked to<br />

turn its support for the UN <strong>in</strong>to concrete steps toward global peace<br />

and co-operation. As early as October 1992, President <strong>of</strong> <strong>Kazakh</strong>stan<br />

Nursultan Nazarbayev proposed at the UN General Assembly creat<strong>in</strong>g<br />

a new regional body to promote peace, security and stability <strong>in</strong> Asia<br />

and beyond. This proposal grew <strong>in</strong>to the Conference on Interaction<br />

and Confidence Build<strong>in</strong>g <strong>in</strong> Asia (CICA), which first met <strong>in</strong> 1999 and<br />

has grown ever s<strong>in</strong>ce.<br />

<strong>Kazakh</strong>stan has also taken it upon itself to drive the <strong>in</strong>ternational<br />

campaign aga<strong>in</strong>st nuclear weapons, <strong>in</strong>clud<strong>in</strong>g mark<strong>in</strong>g Aug. 29 –<br />

the day the Semipalat<strong>in</strong>sk nuclear test site was shuttered – UN<br />

International Day aga<strong>in</strong>st Nuclear Tests. Nazarbayev has worked to<br />

keep the issue on the <strong>in</strong>ternational agenda, appeal<strong>in</strong>g to UN members<br />

to cooperate to rid the world <strong>of</strong> nuclear weapons by 2045 – a fitt<strong>in</strong>g<br />

100th birthday celebration for the organisation.<br />

Across the spectrum <strong>of</strong> UN goals and values, <strong>Kazakh</strong>stan has <strong>of</strong>fered<br />

support. The Green Bridge programme and EXPO 2017 provide<br />

platforms for both discussion and action to support susta<strong>in</strong>able<br />

development. To counter the threat from extremism and terrorism,<br />

<strong>Kazakh</strong>stan has launched <strong>in</strong>itiatives like the Congress <strong>of</strong> Leaders<br />

<strong>of</strong> World and Traditional Religions and proposed other coord<strong>in</strong>ated<br />

actions with<strong>in</strong> the global body.<br />

The UN aids and supports <strong>Kazakh</strong>stan’s expand<strong>in</strong>g efforts to f<strong>in</strong>d<br />

ways to ease tensions and defuse conflicts. The country’s value as a<br />

welcom<strong>in</strong>g and trustworthy host is clear <strong>in</strong> what is now be<strong>in</strong>g called<br />

the Astana Process on Syria, <strong>in</strong> which the UN played its full part.<br />

<strong>Kazakh</strong>stan has been able to create conditions that allow warr<strong>in</strong>g<br />

As <strong>Kazakh</strong>stan’s economy has grown, the country has taken<br />

on <strong>in</strong>creased responsibility for help<strong>in</strong>g tackle global challenges.<br />

<strong>Kazakh</strong>stan is <strong>in</strong>creas<strong>in</strong>g its contribution to UM peace-keep<strong>in</strong>g efforts,<br />

which are currently underway <strong>in</strong> 16 countries. KazAid, <strong>Kazakh</strong>stan’s<br />

own <strong>of</strong>ficial development programme, is tak<strong>in</strong>g shape with active<br />

support from <strong>in</strong>ternational partners.<br />

Now, as a member <strong>of</strong> the UN Security Council, <strong>Kazakh</strong>stan’s<br />

relationship with the UN enters a new and historic phrase. As the<br />

first country from Central Asia to serve on the Security Council,<br />

<strong>Kazakh</strong>stan has the perfect platform to boost its efforts to help the<br />

UN make progress on its important goals. This is a very good reason<br />

for both the UN and <strong>Kazakh</strong>stan to be celebrat<strong>in</strong>g their <strong>25</strong> years <strong>of</strong><br />

cooperation.<br />

In the s<strong>in</strong>gle largest expansion <strong>of</strong> the<br />

UN <strong>in</strong> 30 years, <strong>Kazakh</strong>stan and eight<br />

other new members were formally<br />

welcomed <strong>in</strong>to fold on a s<strong>in</strong>gle March<br />

day. And though <strong>Kazakh</strong>stan jo<strong>in</strong>ed<br />

the UN with someth<strong>in</strong>g <strong>of</strong> a posse, few<br />

members, new or old, can match its<br />

commitment to the UN or its values <strong>in</strong><br />

<strong>Kazakh</strong> <strong>of</strong>ficer awarded UN medal for peacekeep<strong>in</strong>g mission <strong>in</strong><br />

Côte d’Ivoire<br />

<strong>Kazakh</strong> Armed Forces Capta<strong>in</strong> Assylkhan Amangaliuly recently<br />

received the United Nations medal for impeccable and exemplary<br />

fulfilment <strong>of</strong> requirements for military observers for a peacekeep<strong>in</strong>g<br />

mission <strong>in</strong> Côte d’Ivoire.<br />

Amangaliuly served for one year as a member <strong>of</strong> a mission monitor<strong>in</strong>g<br />

the border with Mali. He helped monitor border cross<strong>in</strong>gs by illegal<br />

armed groups and identify drugs, psychotropic substances, weapons<br />

and ammunition, explosives and their components and movements <strong>of</strong><br />

refugees return<strong>in</strong>g to their country after post-conflict developments.<br />

The peacekeep<strong>in</strong>g operation is essential to fulfil <strong>Kazakh</strong>stan’s<br />

<strong>in</strong>ternational obligations, promote its military-political positions and<br />

establish its role <strong>in</strong> the <strong>in</strong>ternational arena, the country’s M<strong>in</strong>istry <strong>of</strong><br />

Defence believes.<br />

A special peacekeep<strong>in</strong>g operations tra<strong>in</strong><strong>in</strong>g centre has been<br />

established <strong>in</strong> <strong>Kazakh</strong>stan, where <strong>of</strong>ficers with UN missions<br />

experience share their knowledge and tra<strong>in</strong> colleagues. The UN has<br />

praised the tra<strong>in</strong><strong>in</strong>g level <strong>of</strong> <strong>Kazakh</strong> peacekeep<strong>in</strong>g units, mark<strong>in</strong>g the<br />

contributions <strong>of</strong> <strong>Kazakh</strong> <strong>of</strong>ficers to UN operations.<br />

Four <strong>Kazakh</strong> armed forces <strong>of</strong>ficers are currently serv<strong>in</strong>g <strong>in</strong> UN<br />

peacekeep<strong>in</strong>g missions, participat<strong>in</strong>g as military observers <strong>in</strong> a mission<br />

<strong>in</strong> Western Sahara (MINURSO). S<strong>in</strong>ce July 2014, 11 <strong>Kazakh</strong> <strong>of</strong>ficers<br />

have served <strong>in</strong> UN peacekeep<strong>in</strong>g operations as military observers <strong>in</strong><br />

The U.S. is one <strong>of</strong> the world leaders <strong>in</strong> renewable energy. Last year,<br />

the capacity <strong>of</strong> U.S. solar power plants <strong>in</strong>creased by 95 percent,<br />

amount<strong>in</strong>g to 14.5 gigawatts.<br />

The largest U.S. companies rely on green technology. The nation will<br />

present its extensive experience and cutt<strong>in</strong>g-edge developments<br />

<strong>in</strong> the field <strong>of</strong> renewable energy and green technologies. General<br />

Electric has already signed a sponsorship agreement.<br />

The EXPO 2017 <strong>in</strong>ternational specialised exhibition will be held<br />

German company to <strong>in</strong>vest <strong>in</strong> Yereimentau w<strong>in</strong>d farm<br />

German company W<strong>in</strong>d 2000 Gmbh plans to <strong>in</strong>vest <strong>in</strong> develop<strong>in</strong>g the<br />

<strong>Kazakh</strong> water sector, accord<strong>in</strong>g M<strong>in</strong>istry <strong>of</strong> Agriculture committee for<br />

water resources chairperson Islam Abishev.<br />

The first contract to construct a 50 MW power plant <strong>in</strong> Kapchagai<br />

was signed Dec. <strong>25</strong>, said company head Gustav Brzyszcz. Another<br />

contract with Samruk-Energo to build a 160 MW w<strong>in</strong>d farm <strong>in</strong><br />

Yereimentau was signed Feb. 28.<br />

United States signed agreement to participate <strong>in</strong> EXPO 2017<br />

Astana EXPO 2017 Chairperson Akhmetzhan Yessimov and United<br />

States Ambassador to <strong>Kazakh</strong>stan George A. Kroll signed an<br />

agreement Feb. 24 on participation <strong>in</strong> EXPO 2017.<br />

“The participation <strong>of</strong> the U.S. is important for us <strong>in</strong> the sense that it is<br />

the lead<strong>in</strong>g economy <strong>in</strong> the world and one <strong>of</strong> the major players on the<br />

global energy market,” said Yessimov.<br />

Dur<strong>in</strong>g its years <strong>of</strong> <strong>in</strong>dependence, <strong>Kazakh</strong>stan has established friendly<br />

relations with the U.S. based on a mutually beneficial partnership and<br />

high confidence.<br />

In accordance with the President’s <strong>in</strong>structions to attract foreign<br />

<strong>in</strong>vestments <strong>in</strong>to the water sector, the M<strong>in</strong>istry cont<strong>in</strong>ues to improve<br />

the water situation <strong>in</strong> southern regions <strong>of</strong> the country, said Abishev.<br />

There are almost no underground sources <strong>of</strong> water <strong>in</strong> the Saryagash,<br />

Kazygurt and Makhtaaral areas and the few sources <strong>in</strong> these regions<br />

have sal<strong>in</strong>e.<br />

“Today, people <strong>in</strong> the Saryagash district use open sources to get<br />

dr<strong>in</strong>k<strong>in</strong>g water. This water is no good, as it is very contam<strong>in</strong>ated.<br />

Purification and br<strong>in</strong>g<strong>in</strong>g this water to certa<strong>in</strong> standards requires<br />

great effort. To provide the population with quality water, we plan<br />

to allocate money from the regional budget for the preparation <strong>of</strong> a<br />

feasibility study and several companies have already expressed their<br />

will<strong>in</strong>gness to participate <strong>in</strong> the project,” he added. (mgov.kz)<br />

• IAEA mission presents f<strong>in</strong>al report on <strong>Kazakh</strong>stan’s nuclear<br />

<strong>in</strong>frastructure<br />

The International Atomic Energy Agency’s (IAEA) Integrated<br />

Nuclear Infrastructure Review mission <strong>in</strong> <strong>Kazakh</strong>stan (INIR<br />

mission) <strong>of</strong>ficially presented its f<strong>in</strong>al report Feb. 28 to the M<strong>in</strong>istry<br />

<strong>of</strong> Energy. The report reflects the mission’s results with suggestions<br />

and recommendations from IAEA experts. Based on the action<br />

plan for cooperation between <strong>Kazakh</strong>stan and the IAEA <strong>in</strong> the field<br />

<strong>of</strong> nuclear energy development, the INIR mission visited Astana<br />

Oct. 31-Nov. 7 with the participation <strong>of</strong> IAEA representatives and<br />

experts. The mission also <strong>in</strong>volved staff and <strong>in</strong>ternational experts,<br />

representatives <strong>of</strong> the <strong>Kazakh</strong> M<strong>in</strong>istry <strong>of</strong> Energy, its subord<strong>in</strong>ate<br />

enterprises (National Nuclear Centre <strong>of</strong> <strong>Kazakh</strong>stan, Institute<br />

<strong>of</strong> Nuclear Physics), Samruk-Kazyna national welfare fund,<br />

Kazatomprom, Samruk-Energo, KEGOC and the Nuclear Society<br />

<strong>of</strong> <strong>Kazakh</strong>stan. The mission discussed issues related to nuclear<br />

power plant security and f<strong>in</strong>anc<strong>in</strong>g, develop<strong>in</strong>g legal and regulatory<br />

frameworks, environmental protection, electrical networks<br />

read<strong>in</strong>ess and personnel tra<strong>in</strong><strong>in</strong>g and touched upon public op<strong>in</strong>ion<br />

analysis, forms <strong>of</strong> <strong>in</strong>teraction with the media and other items.<br />

In the prelim<strong>in</strong>ary study <strong>of</strong> <strong>Kazakh</strong>stan’s nuclear <strong>in</strong>frastructure<br />

development, experts noted the exist<strong>in</strong>g nuclear <strong>in</strong>frastructure,<br />

<strong>in</strong> particular <strong>Kazakh</strong>stan’s experience <strong>of</strong> operat<strong>in</strong>g the BN-350<br />

fast neutron reactor for 27 years from 1972-1999. It also noted the<br />

<strong>in</strong>frastructure for uranium m<strong>in</strong><strong>in</strong>g and production <strong>of</strong> fuel pellets,<br />

which makes <strong>Kazakh</strong>stan one <strong>of</strong> the lead<strong>in</strong>g uranium producers<br />

<strong>in</strong> the world. The f<strong>in</strong>al INIR mission’s report has great significance<br />

for develop<strong>in</strong>g the action plan to strengthen the nuclear power<br />

<strong>in</strong>frastructure <strong>in</strong> <strong>Kazakh</strong>stan. All IAEA recommendations are<br />

expected to be taken <strong>in</strong>to account <strong>in</strong> develop<strong>in</strong>g and implement<strong>in</strong>g<br />

• <strong>Kazakh</strong>stan ratifies agreement with UN on regional glaciological<br />

centre<br />

<strong>Kazakh</strong> President Nursultan Nazarbayev signed the Law “On<br />

ratification <strong>of</strong> the Agreement between the Government <strong>of</strong> the<br />

Republic <strong>of</strong> <strong>Kazakh</strong>stan and United Nations Educational, Scientific<br />

and Cultural Organisation (UNESCO) on establish<strong>in</strong>g the Central<br />

Asian regional glaciological centre (category 2) <strong>in</strong> the Republic <strong>of</strong><br />

<strong>Kazakh</strong>stan, under the auspices <strong>of</strong> UNESCO.” The text <strong>of</strong> the law<br />

has been published <strong>in</strong> the press, reported the presidential press<br />

<strong>of</strong>fice. <strong>Kazakh</strong> M<strong>in</strong>ister <strong>of</strong> Education and Science Yerlan Sagadiyev<br />

earlier expla<strong>in</strong>ed the purpose <strong>of</strong> the agreement is to establish a<br />

Central Asia regional glaciological centre <strong>in</strong> <strong>Kazakh</strong>stan, which<br />

would contribute to develop<strong>in</strong>g glaciology, improv<strong>in</strong>g scientific<br />

understand<strong>in</strong>g <strong>of</strong> climate change for glaciers, snow and water<br />

resources <strong>in</strong> the region and the world and develop<strong>in</strong>g glaciology,<br />

mounta<strong>in</strong> cryosphere, hydrology and climatology and water and<br />

food security. Accord<strong>in</strong>g to the agreement, the centre will improve<br />

coord<strong>in</strong>at<strong>in</strong>g research activities and <strong>in</strong>formation exchange between<br />

the relevant agencies, as well as climate change research. It should<br />

also encourage conduct<strong>in</strong>g regional research programmes and<br />

shar<strong>in</strong>g their results through theoretical and practical sem<strong>in</strong>ars,<br />

• <strong>Kazakh</strong> Deputy PM visits Uzbekistan<br />

<strong>Kazakh</strong> First Deputy Prime M<strong>in</strong>ister Askar Mam<strong>in</strong> met with Uzbek<br />

President Shavkat Mirziyoyev <strong>in</strong> Tashkent Feb. 23 and participated<br />

<strong>in</strong> the 16th session <strong>of</strong> the jo<strong>in</strong>t <strong>in</strong>tergovernmental commission on<br />

bilateral cooperation.“<strong>Kazakh</strong>stan is the largest strategic trade<br />

partner <strong>of</strong> Uzbekistan <strong>in</strong> Central Asia,” said Mirziyoyev, add<strong>in</strong>g the<br />

two countries are enter<strong>in</strong>g a new stage <strong>of</strong> economic cooperation.<br />

Mam<strong>in</strong> noted <strong>Kazakh</strong> President Nursultan Nazarbayev attaches<br />

great importance to relations with Uzbekistan and that cooperation<br />

has allowed open<strong>in</strong>g jo<strong>in</strong>t trad<strong>in</strong>g houses <strong>in</strong> agribus<strong>in</strong>ess and the<br />

chemical and petrochemical <strong>in</strong>dustries. He also spoke about<br />

the importance <strong>of</strong> cooperation <strong>in</strong> the tourism, automotive and<br />

petrochemical <strong>in</strong>dustries and jo<strong>in</strong>t agreements to open bus and air<br />

routes. An <strong>Almaty</strong>-Tashkent high-speed railway and <strong>in</strong>crease to six<br />

flights a week between the capitals are expected to launch soon.<br />

Trade turnover <strong>in</strong>creased 40 percent to $1.6 billion <strong>in</strong> 2016, with plans<br />

vitam<strong>in</strong>” social campaign held with<strong>in</strong> a corporate programme to<br />

promote a healthy lifestyle. “This campaign left nobody <strong>in</strong>different;<br />

• <strong>Kazakh</strong>stan celebrates Day <strong>of</strong> Gratitude<br />

<strong>Kazakh</strong>stan marked the Day <strong>of</strong> Gratitude March 1 for the first<br />

time last year. The head <strong>of</strong> state signed the decree Jan. 15, 2015<br />

“On amendments to the Decree <strong>of</strong> the President <strong>of</strong> the Republic<br />

<strong>of</strong> <strong>Kazakh</strong>stan dated Jan. 20, 1998 No.3827 “On pr<strong>of</strong>essional and<br />

other holidays <strong>in</strong> the Republic <strong>of</strong> <strong>Kazakh</strong>stan.” Per the document,<br />

March 1 was declared the Day <strong>of</strong> Gratitude. The choice <strong>of</strong> the date<br />

was not accidental, as the People’s Assembly <strong>of</strong> <strong>Kazakh</strong>stan was<br />

established on March 1. While celebrat<strong>in</strong>g the Assembly’s 20th<br />

anniversary <strong>in</strong> 2015, President Nursultan Nazarbayev <strong>in</strong>itiated the<br />

idea to declare the March 1 holiday, when representatives <strong>of</strong> all<br />

ethnicities <strong>in</strong> the country would be able to say thank you to each<br />

other for tolerance and hospitality expressed <strong>in</strong> the years when<br />

various ethnic groups were deported to <strong>Kazakh</strong>stan. “Whole<br />

ethnic communities were deported dur<strong>in</strong>g Stal<strong>in</strong>’s regime – around<br />

800,000 Germans, 102,000 Poles, 550,000 people from the North<br />

Caucasus and 18,500 Koreans from the Far East. <strong>Kazakh</strong> families<br />

provided them with shelter and accepted them <strong>in</strong> their homes.<br />

Our family also accepted a couple with three children. That is why<br />

it would be fair to name the day <strong>of</strong> establishment <strong>of</strong> the People’s<br />

Assembly <strong>of</strong> <strong>Kazakh</strong>stan – March 1 – the Day <strong>of</strong> Gratitude <strong>of</strong> all<br />

ethnicities to each other and to <strong>Kazakh</strong>s who expressed mercy and<br />

accepted these people as their relatives. This day can become a<br />

bright holiday <strong>of</strong> mercy, friendship and love <strong>of</strong> all <strong>Kazakh</strong>stanis to<br />

each other,” said Nazarbayev at the 22nd session <strong>of</strong> the <strong>Kazakh</strong>stan<br />
