345. In its July 19, 1971, issue, Newsweek maga7<strong>in</strong>e h<strong>in</strong>ted that the United States had used its "other means <strong>of</strong><br />

persuasion" to force Gen. Ouane Rattikone <strong>in</strong>to retirement. This suggestion is based only on the imag<strong>in</strong>ation <strong>of</strong><br />

Newsweek's New York editorial staff. Accord<strong>in</strong>g to the Vientiane press corps, Newsweek cabled its Vientiane<br />

corresnondent for confirmation <strong>of</strong> this story and he replied that Ouane's retirement had been planned for over a<br />

year (which it was). Reliable diplomatic sources <strong>in</strong> Vientiane found Newsweek's suggestion absurd and General<br />

Ouane himself flatly denied that there had been any pressure on him to retire (Newsweek, July 19, 1971, pp. 23-<br />

24).<br />
