Harvey White<br />

Harvey White is an accomplished<br />

scholar and distinguished public<br />

service professional. He has served<br />

as a city manager, development<br />

specialist, director of planning and<br />

public administration programs<br />

and academic dean. He has<br />

consulted, lectured and conducted<br />

research in African, Asian,<br />

Caribbean, European and Latin American countries.<br />

White has co-authored five books and more than 60<br />

scholarly publications. His professional activities include<br />

founder and editor of the Journal of Public Management<br />

and Social Policy; president of the American Society for<br />

Public Administration; president of the National<br />

Conference of Minority Public Administrators; founder<br />

and director of the Gulf Coast Center for Healthy<br />

Communities; and founder and past general chair of the<br />

International Consortium for Public Management, Policy<br />

and Development. He is a fellow of the National Academy<br />

of Public Administration.<br />

White is professor of public policy and administration at<br />

the University of Delaware and associate professor<br />

emeritus at the University of Pittsburgh School of Public<br />

and International Affairs. He also served as professor of<br />

preventive medicine and special assistant to the president<br />

at the University of South Alabama and professor of<br />

public administration at the University of Electronic<br />

Science and Technology, China.<br />

White earned his Ph.D. from the University of North<br />

Carolina at Chapel Hill, his MS from East Carolina<br />

University and his BA from North Carolina Central<br />

University.<br />

Established in 1995 by the ASPA Endowment, the Donald<br />

C. Stone Lecture honors the memory of ASPA’s charter<br />

member and past president. Lecturers reflect Stone’s<br />

varied interests and contributions to public service and<br />

public administration.<br />
