Q. Who needs ADS-B, When and Where?<br />

A. The quick answer is by January 1, 2020 everyone will need ADS-B “out” to<br />

fly anywhere that requires a transponder with altitude reporting today. Rule<br />

is as follows:<br />

1. Class A, B, and C including lateral limits.<br />

2. Class E airspace within the 48 contiguous<br />

states and the District of Columbia at and above 10,000 feet MSL, excluding<br />

the airspace at and below 2500 feet above the surface.<br />

3. Class E airspace at and above 3,000 feet MSL over the Gulf of Mexico from<br />

the coastline of the United States out to 12 nautical miles.<br />

Q. What is required to comply?<br />

A. There are a minimum of two things required to comply with the ADS-B mandate.<br />

For certified aircraft, there must be a TSO-C145 WAAS GPS receiver on board, and<br />

either an Extended Squitter Mode S Transponder, or a 978MHz UAT transmitter.<br />

Experimental aircraft may use a non-TSO WAAS GPS as long as it meets the same<br />

specifications as what is required for TSO-C145. There are no portable ADS-B<br />

“out” devices that will meet the mandate. ADS-B “in” is not required by the<br />

mandate, but may be received on panel mounted or portable devices.<br />

Q. What do I get with ADS-B “In”?”<br />

A. ADS-B “in” or FIS-B (Flight Information System), provides subscription free<br />

weather services that include NEXRAD, METARs, NOTAMs, TAFs, winds aloft,<br />

TFRs, AIRMETs, SIGMETs, PIREPs, and freeing level. Real time air-to-air traffic<br />

information is also provided.<br />

Q. Am I required to replace my Mode C Transponder?<br />

A. Not unless you fly above 18,000 feet. For most aircraft all that is needed is a<br />

certified WAAS GPS and basic 978MHz UAT transmitter. However in many cases,<br />

replacing the Mode C transponder with a Mode S/ES Transponder is the least<br />

expensive solution to the ADS-B mandate.<br />

Q. How do I know if my current equipment meets the<br />

ADS-B mandate?<br />
