This past year for <strong>AIDS</strong> <strong>Community</strong> <strong>Resources</strong> has been one of exponential<br />
growth: it’s a pleasure to be able to report positive news. The climate (unlike the need) for<br />
human service agencies has not been balmy these last few years – quite the opposite. Nevertheless,<br />
here we are with almost a million dollars of new services added over the last 12<br />
months: the fruit of a long term strategy and a lot of hard work on the part of staff, as well<br />
as patience and patch-work in the mean time.<br />
This growth of program revenue represents some new sources of funding and<br />
“new lines of business”: we are now, for the first time, under contract to provide an array<br />
of prevention services in eight regional prisons; our Syringe Exchange Program waiver<br />
application has been approved by the State, with neighborhood-based services set to begin<br />
in the first half of next year; a new state-of-the-art RV for North Country neighborhoodbased<br />
outreach activities has been secured in partnership with the Department of Agriculture<br />
and is on the road; a newly added <strong>Community</strong> Health Advocate program now<br />
provides both presentations and individual sessions to any interested individual or group on<br />
all aspects of health insurance options; a challenge grant from the Allyn Foundation has<br />
allowed us to dedicate a Development Associate towards the financial growth and stability of<br />
the Q Center; The Q Center (for gay, lesbian, bisexual, transgender, and questioning youth)<br />
continues to interest potential funders for possible support and we anticipate mental health<br />
assessment and referral funding through Onondaga County DSS this coming year; finally we<br />
have officially established a Youth Division within the agency to encompass all of our youthrelated<br />
activities/initiatives.<br />
Moving forward, significant changes are looming large on the horizon, especially<br />
when it comes to government funding: NYS Medicaid reform is gearing up to radically challenge<br />
our ability to provide quality case management to our HIV+ clients and their families,<br />
while Federal Ryan White prevention money to NY State is being reduced and redirected<br />
primarily to New York City. Both our new and established contracts are being micro-managed<br />
in a way we’ve never experienced in over 2 decades: endless restrictions and mounds of<br />
‘paper-work’ while money to hire administrative staff is simultaneously slashed. There is<br />
fiscal policy folly afoot and it’s unclear how well we’ll manage such foul conditions. Trust us,<br />
we’re pushing back.<br />
For the time being, however, it’s great to report a year of increased: funding,<br />
service capacity, and visibility in our nine county region of responsibility.<br />
We will continue to put one foot in front of the other, show up and step up for<br />
the next round of challenges. Believe us when we say, your continued belief in and support<br />
of the mission of <strong>AIDS</strong> <strong>Community</strong> <strong>Resources</strong> makes all the difference. Thank you.<br />

The Mission of <strong>AIDS</strong> <strong>Community</strong> <strong>Resources</strong> is three-fold:<br />
• To prevent the spread of HIV and other sexually transmitted diseases;<br />
• To provide support services to those who are living with HIV/<strong>AIDS</strong>; and<br />
• To promote sexual literacy and improved medical outcomes.<br />
2010-2011<br />
was a year of tremendous growth<br />
Syringe Exchange Program: approved and<br />
funded by the New York State Department of<br />
Health to provide syringes to people who use<br />
needles, including injection drug users.<br />
Criminal Justice Initiative: new program to<br />
provide comprehensive HIV, STD, and Hepatitis<br />
prevention programs for inmates in eight New<br />
York State Correctional Facilities.<br />
<strong>Community</strong> Health Advocates: educators explain<br />
impact of new federal health care changes: what<br />
the Affordable Care Act is; what it is not; and how it<br />
benefits you: Steve Wood, coordinator<br />
United Way substantial funding increase:<br />
United Way of Central New York and United Way<br />
of Greater Utica significantly increase funding to ACR.<br />
Housing Support Services: new, expanded<br />
housing program approved for housing placement,<br />
health and livings skills assistance, and<br />
non-intensive case management.<br />
Youth Services Division created in response to<br />
unprecedented growth in Teen <strong>AIDS</strong> Task Force<br />
and Q Center participation: Marissa Rice, director.<br />
<strong>Community</strong> involvement: collaborations with<br />
Wegmans pharmacist to train staff and consult<br />
with clients; sponsor inner city Jazz Fest; received<br />
100 quilts from Tow Path Quilting Guild.<br />
Q Center development associate, Maureen<br />
Harrington O’Neill, hired with help of a matching<br />
grant from the Allyn Foundation to promote Q<br />
Center independence.<br />
Making Room: Canton office re-located and<br />
quadrupled in size.<br />
One Decision Campaign: ACR staff won state<br />
award for outstanding contributions to promote<br />
HIV/<strong>AIDS</strong> awareness and prevention through<br />
social media.<br />
New HIV test delivers results in ten minutes. The<br />
Uni-Gold HIV test uses a drop of blood from a<br />
finger stick.<br />
North Country Safety First mobile unit to<br />
offer HIV/STD testing and harm reduction and<br />
prevention services not now available in Jefferson,<br />
Oswego, and St. Lawrence counties.<br />
Sled for Red: successful wintertime fundraiser<br />
attracted families, expanded donor base.<br />
Marriage equality: Q Center youth lobby in<br />

Mahoney released a proclamation and painted<br />
a red stripe on Salina Street to kick off<br />
<strong>AIDS</strong> <strong>Community</strong> <strong>Resources</strong>’ highly successful<br />
<strong>AIDS</strong> awareness campaign “Paint the Town<br />
RED,” which brought wide awareness to the<br />
30 years of <strong>AIDS</strong> and to the lifelong health<br />
complications caused by the incurable disease.<br />
The County Executive and Mayor each painted<br />
a section of the red stripe on Salina Street and<br />
then watched as ACR volunteer, Karen Hinson,<br />
who is HIV positive, finished off the job.<br />
