The entire region has a good communications and<br />
financial infrastructure, along with an educated<br />
population, that removes the opportunity / need for<br />
payment technology to "leapfrog" 20th-century legacy<br />
infrastructure (most banking systems are from 1990s<br />
or 2000s) in order to ensure access to financial<br />
services. On average three fifths of the population has<br />
a bank account and the majority of banks offer internet<br />
and mobile banking, however, these are mostly for<br />
