5.5 National Heavy Vehicle Regulator
Reform (NHVR)
SELGA follows up the offer made by
Mr Hancock, NHVR at the 2011
National Local Roads Congress and
writes to Mr Hancock inviting him to
address Delegates on the NHVR
project and its implications for
Regional Australia; and
On acceptance, SELGA involves key
stakeholders including regional
transport industry representatives, the
South Australian Government’s, DPTI
and Infrastructure and RDALC in the
NHVR briefings.
5.6 SA Housing Strategy – “The Green
Paper”
SELGA prepares a regional
submission on the Housing Strategy
“Green Paper” highlighting their
concerns regarding the paper’s scant
consideration of housing issues in
regional and rural South Australia;
and
SELGA in its submission draws to the
attention of the South Australian
Government the Housing issues
confronting the SE.
A copy of the submission to be sent
to Don Pegler MP, Member for Mount
Gambier, Mitch Williams, the Member
for MacKillop and the Local
Government Association of South

6.2 Road Safety
SELGA reaffirms its past policy
(resolution 04/04/08);
“ … That the policy position of
SELGA be that no speed limits be
reduced, unless there is extensive
accident history due to speeding on a
subject road, and that increased
infrastructure investment by State and
Federal Governments be the primary
focus of SELGA”
And that SELGA write to the Minister
of Road Safety and the
Commissioner for Highways opposing
any blanket speed limit reductions
raising with the Minister and the
Commissioner the factors identified
by Kingston District Council.

6.4 HEALTH - provision of specific
sexual assault response service
(Limestone Coast)
The research project into the need for
a specific sexual assault response
service in the Limestone Coast
entitled “The Way It Should Be” by
Paula McCubbin, 2010, be noted.
SELGA endorse and support the
establishment of a sexual assault
response service to meet the needs
of people and gaps in existing
services in the Limestone Coast.
A detailed proposal for the provision
of a sexual assault response service
in the Limestone Coast be provided
and all costs be developed by the
Sexual Assault Response Reference
Group.
The support of the State Members for
Mount Gambier and MacKillop be
sought for the provision of this service
for the Limestone Coast.

6.0 NOTICES OF MOTIONS AND ITEMS LISTED FOR DISCUSSION
6.1 City of Mount Gambier
Constitutional Recognition Campaigns for discussion. Councils received
information from on this matter in December 2011.
6.2 District Council of Robe
6.2.1. Disposal of Marine Flares
The District Council of Robe requests that SELGA (the South East
Local Government Association) lobby the State and Federal
Governments to introduce a national system for the disposal of
expired marine flares.
6.2.2 Transport Subsidy for Regional Recyclers
That SELGA (the South East Local Government Association) and the
South Australian Regional Organisation of Councils (SAROC) lobby
Zero Waste SA for the provision of a transport subsidy for recyclers
operating in regional areas that will further assist the achievement of
the SASP 2011 target of reducing waste to land fill by 35% by 2020.
6.3 Advantage SA Proposal
Myri Timotheou from Advantage SA Regional Awards has contacted
SELGA in relation to local Councils sponsoring a 2012 Regional Awards
Presentation evening in the Limestone Coast.
The Advantage SA Regional Awards, celebrate and showcase the
achievements of individuals, groups and organisations that have made
significant contributions to regional South Australia.
Councils are asked to provide cash sponsorship of $1,200 each. Councils
may wish to negotiate the amount or nature of the sponsorship with
Advantage SA.
A number of Councils across the State are already advocates of the
Advantage SA Regional Awards. In Myri’s proposal she quotes Councillor
Pat Chigwidden, from the City of Victor Harbor who said, "The council, as
the representative body of the community, should be leading by example in
establishing and maintaining community pride. A sponsorship of $1,200
would seem to be a small price to pay for the broader 'feel good' that the
community extracts from seeing their colleagues being acknowledged for a
job well done."
The 2011 Regional Awards program received 869 nominations from across
South Australia. With the assistance of council sponsorship Advantage SA
was able to host nearly 1000 people and recognise 165 award winners and
finalists.

Comment:
There are a number of SELGA Councils support and sponsor Local
Business Awards and Events. For example, Naracoorte Lucindale Council
support Naracoorte Lucindale Business and Tourism and the City of Mount
Gambier are 2 Councils who support their local Chamber of Commerce
presentation and awards nights acknowledging the efforts of their local
business community.

6.4. 2011-2012 Bio-Diversity Fund “Clean Energy Future”
Issue:
SELGA has been asked to act as the lead applicant for an application for
funding under the 2011 2012 Bio Diversity Fund. The project identifies 53
core conservation actions and involves a diverse range of stakeholders
including 5 SELGA LGA’s, DENR, SENRM Board, DFW, Deakin
University, 15 coastal community groups and Greening Australia.
Background
SELGA and DENR have collaborated on a number of successful and
recent CfOC. Over the 6 year project span SELGA will contribute to the
project in administrative capacity.
This 6 year project will implement the priority actions detailed in the Caring
for Our Country (CfOC) funded Limestone Coast and Coorong Coastal
Action Plan and Conservation priority Study 2011 (LLLCAP), South
Australia’s Naturelink’s program and the Habitat 141 Coastal Conservation
Action Plan.
The project will focus on a coordinated program to enhance the extent,
ecological integrity, connectivity and resilience of coastal habitats in the SE
of South Australia against current and future threats including weed and
feral invasion, habitat fragmentation through livestock damage and
recreational off road driving and impacts of climate change. This project
will involve stakeholders by building on the relationships developed in
CfOC projects.
Project term: 6 years
Total Funding Sought: $2,020,000 Funding (other sources):
$1,561,400
