5.5 National Heavy Vehicle Regulator<br />

Reform (NHVR)<br />

<strong>SELGA</strong> follows up the offer made by<br />

Mr Hancock, NHVR at the 2011<br />

National Local Roads Congress <strong>and</strong><br />

writes to Mr Hancock inviting him to<br />

address Delegates on the NHVR<br />

project <strong>and</strong> its implications for<br />

Regional Australia; <strong>and</strong><br />

On acceptance, <strong>SELGA</strong> involves key<br />

stakeholders including regional<br />

transport industry representatives, the<br />

South Australian Government’s, DPTI<br />

<strong>and</strong> Infrastructure <strong>and</strong> RDALC in the<br />

NHVR briefings.<br />

5.6 SA Housing Strategy – “The Green<br />

Paper”<br />

<strong>SELGA</strong> prepares a regional<br />

submission on the Housing Strategy<br />

“Green Paper” highlighting their<br />

concerns regarding the paper’s scant<br />

consideration of housing issues in<br />

regional <strong>and</strong> rural South Australia;<br />

6.0 NOTICES OF MOTIONS AND ITEMS LISTED FOR DISCUSSION<br />

6.1 City of Mount Gambier<br />

Constitutional Recognition Campaigns for discussion. Councils received<br />

information from on this matter in December 2011.<br />

6.2 District Council of Robe<br />

6.2.1. Disposal of Marine Flares<br />

The District Council of Robe requests that <strong>SELGA</strong> (the South East<br />

Local Government Association) lobby the State <strong>and</strong> Federal<br />

Governments to introduce a national system for the disposal of<br />

expired marine flares.<br />

6.2.2 Transport Subsidy for Regional Recyclers<br />

That <strong>SELGA</strong> (the South East Local Government Association) <strong>and</strong> the<br />

South Australian Regional Organisation of Councils (SAROC) lobby<br />

Zero Waste SA for the provision of a transport subsidy for recyclers<br />

operating in regional areas that will further assist the achievement of<br />

the SASP 2011 target of reducing waste to l<strong>and</strong> fill by 35% by 2020.<br />

6.3 Advantage SA Proposal<br />

Myri Timotheou from Advantage SA Regional Awards has contacted<br />

<strong>SELGA</strong> in relation to local Councils sponsoring a 2012 Regional Awards<br />

Presentation evening in the Limestone Coast.<br />

The Advantage SA Regional Awards, celebrate <strong>and</strong> showcase the<br />

achievements of individuals, groups <strong>and</strong> organisations that have made<br />

significant contributions to regional South Australia.<br />

Councils are asked to provide cash sponsorship of $1,200 each. Councils<br />

may wish to negotiate the amount or nature of the sponsorship with<br />

Advantage SA.<br />

A number of Councils across the State are already advocates of the<br />

Advantage SA Regional Awards. In Myri’s proposal she quotes Councillor<br />

Pat Chigwidden, from the City of Victor Harbor who said, "The council, as<br />

the representative body of the community, should be leading by example in<br />

establishing <strong>and</strong> maintaining community pride. A sponsorship of $1,200<br />

would seem to be a small price to pay for the broader 'feel good' that the<br />

community extracts from seeing their colleagues being acknowledged for a<br />

job well done."<br />

The 2011 Regional Awards program received 869 nominations from across<br />

South Australia. With the assistance of council sponsorship Advantage SA<br />

was able to host nearly 1000 people <strong>and</strong> recognise 165 award winners <strong>and</strong><br />

finalists.<br />

Comment:<br />

There are a number of <strong>SELGA</strong> Councils support <strong>and</strong> sponsor Local<br />

Business Awards <strong>and</strong> Events. For example, <strong>Naracoorte</strong> Lucindale Council<br />

support <strong>Naracoorte</strong> Lucindale Business <strong>and</strong> Tourism <strong>and</strong> the City of Mount<br />

Gambier are 2 Councils who support their local Chamber of Commerce<br />

presentation <strong>and</strong> awards nights acknowledging the efforts of their local<br />

business community.<br />

6.4. 2011-2012 Bio-Diversity Fund “Clean Energy Future”<br />

Issue:<br />

<strong>SELGA</strong> has been asked to act as the lead applicant for an application for<br />

funding under the 2011 2012 Bio Diversity Fund. The project identifies 53<br />

core conservation actions <strong>and</strong> involves a diverse range of stakeholders<br />

including 5 <strong>SELGA</strong> LGA’s, DENR, SENRM Board, DFW, Deakin<br />

University, 15 coastal community groups <strong>and</strong> Greening Australia.<br />

Background<br />

<strong>SELGA</strong> <strong>and</strong> DENR have collaborated on a number of successful <strong>and</strong><br />

recent CfOC. Over the 6 year project span <strong>SELGA</strong> will contribute to the<br />

project in administrative capacity.<br />

This 6 year project will implement the priority actions detailed in the Caring<br />

for Our Country (CfOC) funded Limestone Coast <strong>and</strong> Coorong Coastal<br />

Action Plan <strong>and</strong> Conservation priority Study 2011 (LLLCAP), South<br />

Australia’s Naturelink’s program <strong>and</strong> the Habitat 141 Coastal Conservation<br />

Action Plan.<br />

The project will focus on a coordinated program to enhance the extent,<br />

ecological integrity, connectivity <strong>and</strong> resilience of coastal habitats in the SE<br />

of South Australia against current <strong>and</strong> future threats including weed <strong>and</strong><br />

feral invasion, habitat fragmentation through livestock damage <strong>and</strong><br />

recreational off road driving <strong>and</strong> impacts of climate change. This project<br />

will involve stakeholders by building on the relationships developed in<br />

CfOC projects.<br />

Project term: 6 years<br />

Total Funding Sought: $2,020,000 Funding (other sources):<br />

$1,561,400<br />
