EARLY
CHILDHOOD
Children are more successful in school and
throughout their lives when they have had the
benefit of high quality learning experiences in
their early years. High quality early childhood
programs can successfully put children on
the path toward positive development and
prevent poor outcomes in adulthood.
PARENTS
AND MENTORS
Parents are children’s first teachers. Research
on early brain development tells us that,
from birth to age 5, children rapidly develop
cognitive, emotional and social capabilities on
which subsequent development builds. Studies
have shown that 90% of brain development
occurs during the first five years of life. We
know that children who are developmentally
ready for school do better on a number
of key measures, such as school
attendance and achievement,
and continued participation
in higher education.
AFTERSCHOOL
AND SUMMER
Education is the single most important
factor in the determination of a person’s
poverty status: almost 24% of the adult
population without a high school diploma
is poor, compared to 11% of those who
are high school graduates and only 3.6%
of college graduates. Students who
access high quality, enriching out of
school programs, which are aligned
with school day curriculum do
better in school.
MIDDLE SCHOOL
SUCCESS/HIGH
SCHOOL GRADUATION
A high school credential is a minimum
requirement for higher education, postsecondary
credential programs and most
career opportunities. Individuals with
high school credentials are more likely to
participate in the workforce, earn higher
wages, access safer housing, healthier
food and better medical care than
their counterparts who lack
high school credentials.
MEET NICK,
A TOWN OF PALM
BEACH UNITED WAY
SUCCESS
When Nick’s Literacy
Coalition AmeriCorps
graduation coach first met
him he had a 1.5 GPA and
was behind in credits and
community service hours.
They met twice a week and
to build rapport and trust
the graduation coach helped
Nick with homework and
gave advice about life. Nick
worked hard and brought
his GPA up to a 2.5 giving
him enough credits and
community service hours. He
graduated from Lake Worth
High School and has enrolled
in Palm Beach State College.
Investments in education lift people out of poverty
because children who have access to a high-quality
education from cradle to career position themselves
for work that pays a family – a sustaining wage. At
the Town of Palm Beach United Way, we believe
there is no better investment than education.
We see education as a community responsibility. It
takes us all – parents, teachers and caring adults – to
help a child succeed in school and in life. And we
know it’s worth it.
DISABILITIES
Individuals with disabilities and special
needs are in need of services and
programs that help them maintain
independent living and have increased
or sustained financial security.
Caregivers of family members with
disabilities or special needs require
access to services that help them
provide support and maintain
a stable environment.
ACCESS TO
MEDICAL AND
DENTAL SERVICES
Many individuals do not have access to
health insurance or do not have the funds to
pay co-pays or for prescriptions. As a result
they are unable to maintain or improve their
health status and are at-risk for long term,
serious health issues. Poor health impacts
ability to function, to attend school or
to maintain or gain employment.
MENTAL HEALTH
Many people have mental health
concerns from time to time. A mental
health concern becomes a mental illness
when ongoing signs and symptoms
cause frequent stress and affect the
ability to function. If implemented early,
individuals who experience life difficulties
and are provided with support
and professional services can expect to
alleviate the need for
more extensive services for
serious illness.
OLDER ADULTS
AND CAREGIVERS
The new generation of seniors has different
expectations than previous ones. Older adults
are in need of services and programs that help
them maintain independent living
and/or increased or sustained financial
security. Caregivers of family members
are in need of services that help provide
them support and help maintain a
stable environment for
their loved ones.
SUBSTANCE ABUSE
Individuals engaging in substance
abuse are at risk of losing their families,
jobs and engaging in risky behaviors. In
addition, individuals living in recovery
have difficulty re-focusing their lives
and maintaining a healthy lifestyle.
Access to appropriate treatment,
intervention or on-going recovery
programs are necessary to help
individuals overcome substance
abuse addiction or mental
health issues.
Good health is an essential ingredient for individual
success and a thriving community. Investments in
health lift people out of poverty, because healthy
community members are more productive and
require fewer government services and costly
institutional care. Healthy kids are more likely to
succeed in school. The whole community will flourish
when all of our residents have access to quality
health care.
DOMESTIC
VIOLENCE
Domestic violence is the willful
intimidation, physical assault, battery,
sexual assault, and/or other abusive
behavior perpetrated by an intimate
partner against another. It affects
individuals in every community,
regardless of age, economic status,
race, religion, nationality or
educational background.
ACCESS TO JOBS
AND JOB SKILLS
Over the past 20 years, the cost of living has
increased by almost 90%, drastically
outpacing income growth. The annual
Household Survival Budget quantifies costs
of the five essentials of housing, child care,
food, health care, and transportation. To
make ends meet, families are borrowing
heavily and relying on high cost
alternatives to cover their
daily living expenses.
FINANCIAL
EDUCATION AND
COMMUNITY BASED
SUPPPORT
Many individuals and families are hit with crisis
and do not know where to turn. They are in need
of community connections and services they are
unaware of in their community. According to the
US Census, nearly one in four Palm Beach County
households – more than 23% —reported income
of less than $25,000 in 2013. The result is
that many working families in our
community cannot afford to
make ends meet.
HOUSING
Individuals and families often live
on the edge between low income and
becoming homeless. The individuals
and families may also find themselves
in need of emergency shelter for a
variety of complex economic and social
reasons. Emergency shelters
are an essential component of
homeless services and are often
the first place to turn.
FOOD
Food insecurity is the limited or uncertain
availability of nutritionally adequate and
safe foods or limited or uncertain ability
to acquire acceptable foods in socially
acceptable ways. From children and seniors
to the increasing number of working poor,
food insecurity affects tens of hundreds of
individuals throughout Palm Beach County.
Food insecurity can have a negative
impact on child development,
educational achievement, and
mental and physical health.
SUCCESS
Evereen, a young single mother,
homeless at the age of twenty,
was linked to services at the Lord’s
Place. She immersed herself in the
Job Readiness class and began the
process of assessing her skills and
abilities, developing a resume and
identifying employment goals. By
demonstrating real potential through
hard work, dedication and showing
up on time, she was referred by her
employment specialist as a perfect
candidate for the clerical transitional
work experience program. The
daunting tasks of scheduling reliable
child care, dealing with mounting
financial responsibilities and maintain
secure housing, continued to be
challenges Evereen addressed,
however her sense of purpose and
resilience proved to be greater, and
as a result she was able to master
all of the clerical performance
assessments in record time. As a
result of the increased skills gained,
she was hired at a local nonprofit
– Clinics Can Help. Continuing to
set goals for her future, Evereen
is working diligently to acquire
advanced administrative skills all
while preparing to enroll at Palm
Beach State College.
Investments in financial stability lift people out of poverty
because they allow working adults to build valuable
skills so they can earn more, pay down debt, develop
assets, and save for the future. The Town of Palm Beach
United Way’s work on financial stability focuses on
keeping people off of the streets, away from crime, and
into a stable lifestyle which is crucial to creating a safe
and healthy community for us all. The entire community
benefits from families and individuals who achieve
financial stability. Without financial stability, individuals are
more likely to engage in crime and risky behaviors and
are more prone to illness. Thousands of workers lack skills
required to secure jobs that pay family-sustaining wages.

THANK YOU ALLOCATION
COMMITTEE
The Town of Palm Beach United Way works closely with our partner agencies to ensure that our annual
donations are carefully and thoughtfully put to good use to help the most people. Each year, dedicated
community volunteers make important allocation decisions in an effort to make Palm Beach County a better
place to live and work. These volunteers decide where and/or how much money will go to each program
funded in the areas of education, financial stability, health and basic needs.
The Allocation process is the cornerstone of our United Way. It ensures fiscal and program accountability
for all agencies receiving Town of Palm Beach United Way funds. In the process, volunteers challenge each
agency’s effectiveness at providing services, review the need for those services in Palm Beach County, and
analyze the impact of United Way funding in meeting those needs.
