Art.1 Denom<strong>in</strong>ation and site <strong>EMDM</strong><br />

Website: www.dismedmaster.com<br />

The course is named “EUROPEAN MASTER IN DISASTER MEDICINE”<br />

(<strong>EMDM</strong>) and is considered a <strong>Master</strong> after <strong>Master</strong>.<br />

The <strong>EMDM</strong> is jo<strong>in</strong>tly organised by the Università of Piemonte Orientale –<br />

A. Avogadro, Vercelli, represented by the Research Centre <strong>in</strong><br />

Emergency and <strong>Disaster</strong> Medic<strong>in</strong>e and Informatics applied to Medic<strong>in</strong>e<br />

(CRIMEDIM) and by the Vrije Universiteit Brussel, represented by the<br />

Onderzoeksgroep Urgentie- en Rampengeneeskunde. An “ad hoc”<br />

convention has been signed on June 6, 2009 and rules the agreement.<br />

Art. 2 Requirements for admission to selection<br />

(see also Art. 7 – Adm<strong>in</strong>istrative aspects)<br />

The course will be of <strong>in</strong>terest to all those <strong>in</strong>volved <strong>in</strong> the medical plann<strong>in</strong>g<br />

and response <strong>in</strong> disaster situations at local, national and <strong>in</strong>ternational<br />

level.<br />

The m<strong>in</strong>imum admission requirements are a degree <strong>in</strong> medic<strong>in</strong>e equivalent to<br />

at least 360 ECTS, or a different health degree equivalent to a total at least 240<br />

ECTS.<br />

A curriculum vitae has to accompany the application possibly together<br />

with a letter of recommendation signed by a local advisor or mentor.<br />

Practical experience <strong>in</strong> disaster preparedness or management (<strong>in</strong><br />

governmental or nongovernmental organisations) and <strong>in</strong> Emergency<br />

Medic<strong>in</strong>e <strong>in</strong> general are welcome.<br />

The Official language of the <strong>EMDM</strong> is English.<br />

Art. 3 Educational objectives and possible professional goals<br />

The <strong>EMDM</strong> is <strong>in</strong>tended to provide participants with a clear picture of current concepts and<br />

developments <strong>in</strong> the medical management of disasters.<br />

The <strong>EMDM</strong> will aim and serve as a ma<strong>in</strong> contribution to the global development of disaster<br />

medic<strong>in</strong>e as an academic discipl<strong>in</strong>e.<br />

At the end of the course we expect the participants to be able:


- to understand the basic characteristics of disaster medic<strong>in</strong>e;<br />

- to assess the epidemiological impacts of disasters;<br />

- to assess the health risks <strong>in</strong> disaster situations and propose measures for<br />

primary prevention;<br />

- to participate <strong>in</strong> the medical preparedness and plann<strong>in</strong>g for disasters;<br />

- to direct the medical response <strong>in</strong> disaster situations;<br />

- to master the medical managerial and care aspects of specific disasters;<br />

- to organize and manage the psychosocial support of victims and rescuers <strong>in</strong><br />

disaster situations;<br />

- to organize and manage evaluation and debrief<strong>in</strong>g sessions;<br />

- to organize education and tra<strong>in</strong><strong>in</strong>g <strong>in</strong> disaster medic<strong>in</strong>e and medical disaster<br />

management;<br />

- to master the medical managerial aspects <strong>in</strong> complex humanitarian emergencies;<br />

- to understand the legal, ethical and moral aspects of disaster medic<strong>in</strong>e;<br />

- to supervise, develop and conduct <strong>in</strong>novative research on the medical aspects of<br />

disasters <strong>in</strong> multidiscipl<strong>in</strong>ary and applied sett<strong>in</strong>gs.<br />

Art. 4 Didactic plan<br />

The <strong>EMDM</strong> is composed of 9 Modules, each one organised by one or two coord<strong>in</strong>ators.<br />

All the degree modules are translated <strong>in</strong>to ECTS, the <strong>European</strong> Credit Transfer System<br />

adopted by the <strong>Master</strong>’s Course, accord<strong>in</strong>g to the follow<strong>in</strong>g distribution:<br />

Art. 5 Didactic structure<br />

The <strong>Master</strong> will be based on:<br />

1. self-directed study under faculty guidance based on didactic activities <strong>in</strong>tegrated <strong>in</strong><br />

an e-learn<strong>in</strong>g curriculum, provided on the Internet (www.dismedmaster.com);<br />

This will allow the student:<br />

-to learn the core content of the program and to decide what to study <strong>in</strong> a<br />

greater detail at different levels<br />

-to <strong>in</strong>teract with the Faculty and facilitators for a better understand<strong>in</strong>g of<br />

difficult po<strong>in</strong>ts<br />

-to collaborate with other students to learn how to deal with team-work<br />

2. a residential session dur<strong>in</strong>g which the students meet the faculty and peers to<br />

<strong>in</strong>teract <strong>in</strong> debates, practical exercises and simulation exercises, meant for solv<strong>in</strong>g<br />

problems <strong>in</strong> disaster situations and assess<strong>in</strong>g the student’s ability to apply an<br />

<strong>in</strong>tegrated knowledge base. The course, held <strong>in</strong> a location fixed by the Executive<br />

Committee, is scheduled for the next edition from May 18 to June 1, 2012;<br />

3. a f<strong>in</strong>al on l<strong>in</strong>e exam<strong>in</strong>ation provided on the Internet composed of an electronic<br />

simulation exercise of a disaster present<strong>in</strong>g medico-organisational and medical<br />

care problems and a multiple choice questionnaire on the content of the electronic<br />

textbook.<br />

4. the writ<strong>in</strong>g of a dissertation or a research paper on a topic approved by<br />

the Executive Committee and under the supervision of two tutors. One tutor is<br />

proposed by the student and belongs to the student’s former or present academic or<br />

<strong>in</strong>stitutional environment; the second tutor is a faculty member of the <strong>EMDM</strong>.


Art. 6 Maximal number of students and modalities for selection<br />

Due to the format of the educational program, the number of participants will be limited to<br />

35.<br />

The selection will be performed by the <strong>EMDM</strong> Executive Committee based on the<br />

documentation provided with the application.<br />

Art. 7 Students’ ongo<strong>in</strong>g and f<strong>in</strong>al evaluation<br />

The E-Learn<strong>in</strong>g platform will allow the Course Director and the Faculty to follow the<br />

progression <strong>in</strong> knowledge performance for each student. The passage from a module’s<br />

content to the follow<strong>in</strong>g one will be allowed after an evaluation test.<br />

The students will be evaluated by the Faculty dur<strong>in</strong>g the residential course.<br />

An advanced draft must be submitted to the Course Director before the f<strong>in</strong>al exam<strong>in</strong>ation.<br />

The f<strong>in</strong>al copy must be sent after approval of the appo<strong>in</strong>ted Tutors before the start<strong>in</strong>g of<br />

the new edition of the master.<br />

Art. 8 F<strong>in</strong>al grad<strong>in</strong>g<br />

The f<strong>in</strong>al grad<strong>in</strong>g (110/110) will be based on the follow<strong>in</strong>g marks:<br />

1. Participation <strong>in</strong> the e-learn<strong>in</strong>g program = 30/110<br />

2. Contribution to the residential course = 30/110<br />

3. Evaluation of the thesis = 40/110<br />

4. F<strong>in</strong>al exam<strong>in</strong>ation = 10/110<br />

The <strong>Master</strong> Degree will be delivered for a f<strong>in</strong>al score ≥ 65/110.<br />

Art. 9 The <strong>Master</strong> Degree<br />

The <strong>Master</strong> Degree will be awarded to the candidate when he has fulfilled all the<br />

educational and adm<strong>in</strong>istrative requirements, <strong>in</strong>clud<strong>in</strong>g the full payment of the registration<br />

fee.<br />

The <strong>Master</strong> Degree will be named:<br />

The <strong>Master</strong> Degree will be jo<strong>in</strong>tly issued by the <strong>Master</strong> Diploma Deliver<strong>in</strong>g Universities, <strong>in</strong><br />

compliance with the relevant legal provisions.<br />

The <strong>Master</strong> Diploma Delivery Universities will issue a jo<strong>in</strong>t degree with the seals or logos<br />

and the signature of Rectors of these Universities <strong>in</strong>dicat<strong>in</strong>g the official name of the<br />

national degree/qualification correspond<strong>in</strong>g to the jo<strong>in</strong>t course.


Art. 1 Name and location<br />

ADMINISTRATIVE ASPECTS<br />

The “EUROPEAN MASTER IN DISASTER MEDICINE” (<strong>EMDM</strong>) will take place dur<strong>in</strong>g<br />

the Academic year 20010-2011 and will start from December 1, 2011 and will f<strong>in</strong>ish on<br />

November 30, 2012.<br />

For 2011 the site of the course is by the Research Centre <strong>in</strong> Emergency and <strong>Disaster</strong><br />

Medic<strong>in</strong>e and Informatics applied to Medic<strong>in</strong>e (CRIMEDIM) of the Università del Piemonte<br />

Orientale – A. Avogadro, Novara.<br />

Art. 2 M<strong>in</strong>imal number of students<br />

The m<strong>in</strong>imal number for the activation of the <strong>EMDM</strong> is 15 full pay<strong>in</strong>g students.<br />

Art. 3 Registration fees<br />

Registration fee for the next edition (2011-12) is 5500 EURO (+ 29,24 Euro for taxes).<br />

The fee <strong>in</strong>cludes the participation <strong>in</strong> the full academic programme of the <strong>EMDM</strong>, the full<br />

accommodation (trip to Italy not <strong>in</strong>cluded), educational material, the social programme and<br />

medical <strong>in</strong>surance for the two-week residential session.<br />

Total fee should be paid at the registration procedure not later than November 18, 2011.<br />

In the case the student, for any reason, will not complete the course, the fee will not be<br />

reimbursed.<br />

Art. 4 Scholarships<br />

At the moment scholarship are not available. If any will be made available dur<strong>in</strong>g the near<br />

future, this <strong>in</strong>formation will be published on the <strong>EMDM</strong> website.<br />

Art. 5 Collaboration with other Universities and Institutions<br />

The <strong>EMDM</strong> is organised with voluntary support of the follow<strong>in</strong>g Universities/Institutions:<br />

-Centre for Teach<strong>in</strong>g & Research <strong>in</strong> <strong>Disaster</strong> Medic<strong>in</strong>e and Traumatology, L<strong>in</strong>köp<strong>in</strong>g,<br />

-University of California at Irv<strong>in</strong>e, Center for <strong>Disaster</strong> Medical Science, USA<br />

-University of Geneva, Faculty of Medic<strong>in</strong>e and University Hospital of Geneva, Switzerland<br />

-C<strong>in</strong>c<strong>in</strong>nati Children’s, Hospital Medical Center, C<strong>in</strong>c<strong>in</strong>nati, USA<br />

On June 6, 2009 a convention was signed between the <strong>Master</strong> Diploma Deliver<strong>in</strong>g<br />

Universities and any s<strong>in</strong>gle listed University/Institution aimed at:


- Compos<strong>in</strong>g specific parts of the course core content follow<strong>in</strong>g the guidel<strong>in</strong>es<br />

proposed by the Scientific Committtee<br />

- Interact<strong>in</strong>g with students on the E-Learn<strong>in</strong>g platform<br />

- Prepar<strong>in</strong>g <strong>in</strong>teractive sessions to be proposed dur<strong>in</strong>g the residential course<br />

- Present<strong>in</strong>g exercises and debates dur<strong>in</strong>g the residential course<br />

- Thesis tutor<strong>in</strong>g<br />

Art. 6 Didactic structures<br />

Due to the specific format, no specific request to use University structures is necessary.<br />

The VUB and UCI will authorise students to enter the electronic library of their <strong>in</strong>stitution<br />

Art. 7 Application for selection of candidates<br />

The application form and the requested documentation must be sent<br />

Studi del Piemonte Orientale “Amedeo Avogadro” (http://www.med.unipmn.it/) or at the<br />

VUB website after the formal approval of the General Rules by the two Universities (after<br />

September 1, 2011).<br />

For students com<strong>in</strong>g from <strong>European</strong> Union countries the application form must be<br />

accompanied by<br />

1. a copy of a diploma giv<strong>in</strong>g proof of the university graduate level <strong>in</strong> a subject of<br />

health care or all documents certify<strong>in</strong>g equivalent professional qualification or a<br />

formal declaration (Art. 46 m DPR 28/12/2000, n. 445, Italian law);<br />

2. a formal, official translation <strong>in</strong>to Italian of the diploma;<br />

3. for non Italian students, the so called “Declaration of Value” (Dichiarazione di<br />

valore), released by the Italian Consulate/Embassy of the country where the<br />

graduation has been taken;<br />

4. a copy of all the documents that could be considered valuable for the admission<br />

to the <strong>EMDM</strong>;<br />

5. a curriculum vitae;<br />

6. an e-mail address;<br />

7. an accompany<strong>in</strong>g letter signed by a local mentor or advisory which will <strong>in</strong>clude<br />

the motivation for the application


For students com<strong>in</strong>g from Extra <strong>European</strong> Community countries, the application form<br />

and all the required documents could be delivered to the Italian Consulate or Embassy<br />

(M.I.U.R. Prot. N. 1129 del 08.05.2003) of their own country of residency or may be sent to<br />

the address reported above <strong>in</strong> due time. In the first case the Consulate/Embassy will send<br />

the application form and the documents directly to the Secretariat of the <strong>EMDM</strong>.<br />

Art.8 Evaluation commission for the evaluation of titles presented for admission to<br />

the <strong>EMDM</strong><br />

Titles submitted by the applicants will be technically evaluated by an Ad Hoc Commission<br />

formed by the Course Director and two representatives of the Adm<strong>in</strong>istrative offices of the<br />

University of Eastern Piedmont nom<strong>in</strong>ated by a Rector Decree.<br />

Art.9 Date for selection and publication of enrolled students<br />

The Executive Committee will meet through a videoconference on November 11, 2011.<br />

The list of admitted students will be published at the University websites before November<br />

18, 2011.<br />

Art. 10 Enrolment procedure<br />

After hav<strong>in</strong>g been selected by the Executive Committee, the student must present to the<br />

downloaded from the <strong>EMDM</strong> website www.dismedmaster.com or from the<br />

website of the Faculty of Medic<strong>in</strong>e of the Università del Piemonte Orientale at<br />

www.med.unipmn.it);<br />

2. a formal declaration not be<strong>in</strong>g a student of another university course;<br />

3. payment of the due fee or an official document giv<strong>in</strong>g proof of a scholarship;<br />

4. two photographs.<br />

Each student will receive a personal document declar<strong>in</strong>g his/her enrolment <strong>in</strong> the <strong>EMDM</strong>.<br />

The UPO will send the list of enrolled students to the Vrije Universiteit Brussel for<br />

registration.<br />

Art. 11 <strong>EMDM</strong> Institutional Representatives<br />

The Governamental Bodies of the <strong>EMDM</strong> are:<br />

-The Course Director: Prof. Francesco Della Corte, nom<strong>in</strong>ated by a Rector Decree.<br />

-The Faculty, nom<strong>in</strong>ated by the Faculty of Medic<strong>in</strong>e of both Universities, on proposal<br />

of the Executive Committee. They can be members of both Medical Schools, of other<br />

universities or qualified professionals <strong>in</strong> disaster medic<strong>in</strong>e and/or disaster management.<br />

Art. 13 Provisional budget<br />

The resources of the <strong>EMDM</strong> are obta<strong>in</strong>ed from<br />

1. the students’ registration fees and scholarships;<br />

2. grants or subsidies from public and governmental <strong>in</strong>stitutions and private<br />

organizations;<br />

3. donations.<br />

A provisional budget approved by the Executive Committee will be provided to the <strong>Master</strong><br />

Diploma Deliver<strong>in</strong>g Universities before the beg<strong>in</strong>n<strong>in</strong>g of each academic year <strong>in</strong> respect of<br />

the established deadl<strong>in</strong>es.<br />

The budget of the <strong>EMDM</strong> will be used for the development and the runn<strong>in</strong>g of the <strong>EMDM</strong><br />

Course and the organization of the two-weeks residential session.
