DIDACTIC RULES
Art.1 Denomination and site EMDM
Website: www.dismedmaster.com
The course is named “EUROPEAN MASTER IN DISASTER MEDICINE”
(EMDM) and is considered a Master after Master.
The EMDM is jointly organised by the Università of Piemonte Orientale –
A. Avogadro, Vercelli, represented by the Research Centre in
Emergency and Disaster Medicine and Informatics applied to Medicine
(CRIMEDIM) and by the Vrije Universiteit Brussel, represented by the
Onderzoeksgroep Urgentie- en Rampengeneeskunde. An “ad hoc”
convention has been signed on June 6, 2009 and rules the agreement.
Art. 2 Requirements for admission to selection
(see also Art. 7 – Administrative aspects)
The course will be of interest to all those involved in the medical planning
and response in disaster situations at local, national and international
level.
The minimum admission requirements are a degree in medicine equivalent to
at least 360 ECTS, or a different health degree equivalent to a total at least 240
ECTS.
A curriculum vitae has to accompany the application possibly together
with a letter of recommendation signed by a local advisor or mentor.
Practical experience in disaster preparedness or management (in
governmental or nongovernmental organisations) and in Emergency
Medicine in general are welcome.
The Official language of the EMDM is English.
Art. 3 Educational objectives and possible professional goals
The EMDM is intended to provide participants with a clear picture of current concepts and
developments in the medical management of disasters.
The EMDM will aim and serve as a main contribution to the global development of disaster
medicine as an academic discipline.
At the end of the course we expect the participants to be able:

- to understand the basic characteristics of disaster medicine;
- to assess the epidemiological impacts of disasters;
- to assess the health risks in disaster situations and propose measures for
primary prevention;
- to participate in the medical preparedness and planning for disasters;
- to direct the medical response in disaster situations;
- to master the medical managerial and care aspects of specific disasters;
- to organize and manage the psychosocial support of victims and rescuers in
disaster situations;
- to organize and manage evaluation and debriefing sessions;
- to organize education and training in disaster medicine and medical disaster
management;
- to master the medical managerial aspects in complex humanitarian emergencies;
- to understand the legal, ethical and moral aspects of disaster medicine;
- to supervise, develop and conduct innovative research on the medical aspects of
disasters in multidisciplinary and applied settings.
Art. 4 Didactic plan
The EMDM is composed of 9 Modules, each one organised by one or two coordinators.
All the degree modules are translated into ECTS, the European Credit Transfer System
adopted by the Master’s Course, according to the following distribution:

Art. 5 Didactic structure
The Master will be based on:
1. self-directed study under faculty guidance based on didactic activities integrated in
an e-learning curriculum, provided on the Internet (www.dismedmaster.com);
This will allow the student:
-to learn the core content of the program and to decide what to study in a
greater detail at different levels
-to interact with the Faculty and facilitators for a better understanding of
difficult points
-to collaborate with other students to learn how to deal with team-work
2. a residential session during which the students meet the faculty and peers to
interact in debates, practical exercises and simulation exercises, meant for solving
problems in disaster situations and assessing the student’s ability to apply an
integrated knowledge base. The course, held in a location fixed by the Executive
Committee, is scheduled for the next edition from May 18 to June 1, 2012;
3. a final on line examination provided on the Internet composed of an electronic
simulation exercise of a disaster presenting medico-organisational and medical
care problems and a multiple choice questionnaire on the content of the electronic
textbook.
4. the writing of a dissertation or a research paper on a topic approved by
the Executive Committee and under the supervision of two tutors. One tutor is
proposed by the student and belongs to the student’s former or present academic or
institutional environment; the second tutor is a faculty member of the EMDM.

Art. 6 Maximal number of students and modalities for selection
Due to the format of the educational program, the number of participants will be limited to
35.
The selection will be performed by the EMDM Executive Committee based on the
documentation provided with the application.

Art. 7 Students’ ongoing and final evaluation
The E-Learning platform will allow the Course Director and the Faculty to follow the
progression in knowledge performance for each student. The passage from a module’s
content to the following one will be allowed after an evaluation test.
The students will be evaluated by the Faculty during the residential course.
An advanced draft must be submitted to the Course Director before the final examination.
The final copy must be sent after approval of the appointed Tutors before the starting of
the new edition of the master.
Art. 8 Final grading
The final grading (110/110) will be based on the following marks:
1. Participation in the e-learning program = 30/110
2. Contribution to the residential course = 30/110
3. Evaluation of the thesis = 40/110
4. Final examination = 10/110
The Master Degree will be delivered for a final score ≥ 65/110.
Art. 9 The Master Degree
The Master Degree will be awarded to the candidate when he has fulfilled all the
educational and administrative requirements, including the full payment of the registration
fee.
The Master Degree will be named:
Master after Master Degree in Disaster Medicine
(EMDM – European Master In Disaster Medicine)

The Master Degree will be jointly issued by the Master Diploma Delivering Universities, in
compliance with the relevant legal provisions.
The Master Diploma Delivery Universities will issue a joint degree with the seals or logos
and the signature of Rectors of these Universities indicating the official name of the
national degree/qualification corresponding to the joint course.

Art. 1 Name and location
ADMINISTRATIVE ASPECTS
The “EUROPEAN MASTER IN DISASTER MEDICINE” (EMDM) will take place during
the Academic year 20010-2011 and will start from December 1, 2011 and will finish on
November 30, 2012.
For 2011 the site of the course is by the Research Centre in Emergency and Disaster
Medicine and Informatics applied to Medicine (CRIMEDIM) of the Università del Piemonte
Orientale – A. Avogadro, Novara.
Art. 2 Minimal number of students
The minimal number for the activation of the EMDM is 15 full paying students.
Art. 3 Registration fees
Registration fee for the next edition (2011-12) is 5500 EURO (+ 29,24 Euro for taxes).
The fee includes the participation in the full academic programme of the EMDM, the full
accommodation (trip to Italy not included), educational material, the social programme and
medical insurance for the two-week residential session.
Total fee should be paid at the registration procedure not later than November 18, 2011.
In the case the student, for any reason, will not complete the course, the fee will not be
reimbursed.
Art. 4 Scholarships
At the moment scholarship are not available. If any will be made available during the near
future, this information will be published on the EMDM website.
Art. 5 Collaboration with other Universities and Institutions
The EMDM is organised with voluntary support of the following Universities/Institutions:
-Centre for Teaching & Research in Disaster Medicine and Traumatology, Linköping,
Sweden
-University of California at Irvine, Center for Disaster Medical Science, USA
-University of Geneva, Faculty of Medicine and University Hospital of Geneva, Switzerland
-Cincinnati Children’s, Hospital Medical Center, Cincinnati, USA
On June 6, 2009 a convention was signed between the Master Diploma Delivering
Universities and any single listed University/Institution aimed at:

- Composing specific parts of the course core content following the guidelines
proposed by the Scientific Committtee
- Interacting with students on the E-Learning platform
- Preparing interactive sessions to be proposed during the residential course
- Presenting exercises and debates during the residential course
- Thesis tutoring
Art. 6 Didactic structures
Due to the specific format, no specific request to use University structures is necessary.
The VUB and UCI will authorise students to enter the electronic library of their institution
Art. 7 Application for selection of candidates
The application form and the requested documentation must be sent

The application form is available at the Secretary Office in Novara (dellacorte.f@gmail.com
or segreteria.anestesia@med.unipmn.it) or will be downloadable at the EMDM website
at www.dismedmaster.com, at the website of the Faculty of Medicine, Università degli
Studi del Piemonte Orientale “Amedeo Avogadro” (http://www.med.unipmn.it/) or at the
VUB website after the formal approval of the General Rules by the two Universities (after
September 1, 2011).
For students coming from European Union countries the application form must be
accompanied by
1. a copy of a diploma giving proof of the university graduate level in a subject of
health care or all documents certifying equivalent professional qualification or a
formal declaration (Art. 46 m DPR 28/12/2000, n. 445, Italian law);
2. a formal, official translation into Italian of the diploma;
3. for non Italian students, the so called “Declaration of Value” (Dichiarazione di
valore), released by the Italian Consulate/Embassy of the country where the
graduation has been taken;
4. a copy of all the documents that could be considered valuable for the admission
to the EMDM;
5. a curriculum vitae;
6. an e-mail address;
7. an accompanying letter signed by a local mentor or advisory which will include
the motivation for the application

For students coming from Extra European Community countries, the application form
and all the required documents could be delivered to the Italian Consulate or Embassy
(M.I.U.R. Prot. N. 1129 del 08.05.2003) of their own country of residency or may be sent to
the address reported above in due time. In the first case the Consulate/Embassy will send
the application form and the documents directly to the Secretariat of the EMDM.
Art.8 Evaluation commission for the evaluation of titles presented for admission to
the EMDM
Titles submitted by the applicants will be technically evaluated by an Ad Hoc Commission
formed by the Course Director and two representatives of the Administrative offices of the
University of Eastern Piedmont nominated by a Rector Decree.
Art.9 Date for selection and publication of enrolled students
The Executive Committee will meet through a videoconference on November 11, 2011.
The list of admitted students will be published at the University websites before November
18, 2011.
Art. 10 Enrolment procedure
After having been selected by the Executive Committee, the student must present to the

Before November 25, 2011, the following documents:
1. a request of enrolment, signed in original, addressed to the Rector of the
University (provided by the Administrative Secretariat of the EMDM or
downloaded from the EMDM website www.dismedmaster.com or from the
website of the Faculty of Medicine of the Università del Piemonte Orientale at
www.med.unipmn.it);
2. a formal declaration not being a student of another university course;
3. payment of the due fee or an official document giving proof of a scholarship;
4. two photographs.

Each student will receive a personal document declaring his/her enrolment in the EMDM.
The UPO will send the list of enrolled students to the Vrije Universiteit Brussel for
registration.
Art. 11 EMDM Institutional Representatives
The Governamental Bodies of the EMDM are:
-The Course Director: Prof. Francesco Della Corte, nominated by a Rector Decree.
-The Faculty, nominated by the Faculty of Medicine of both Universities, on proposal
of the Executive Committee. They can be members of both Medical Schools, of other
universities or qualified professionals in disaster medicine and/or disaster management.
The same will be valid for tutors.
-The EMDM Executive Committee composed by:

Art. 13 Provisional budget
The resources of the EMDM are obtained from
1. the students’ registration fees and scholarships;
2. grants or subsidies from public and governmental institutions and private
organizations;
3. donations.
A provisional budget approved by the Executive Committee will be provided to the Master
Diploma Delivering Universities before the beginning of each academic year in respect of
the established deadlines.
The budget of the EMDM will be used for the development and the running of the EMDM
Course and the organization of the two-weeks residential session.
