DOG FOULING<br />

I have been asked by the Parish Councils to, once again, bring the problem of dog<br />

fouling to everyone’s attention.<br />

Allowing your dog to foul public roads, areas, and playing fields is extremely anti-social. Just last week a<br />

young child, under 5, fell in dog mess on the playing fields at Brompton. There is frequently dog mess<br />

around The Chestnuts, the area where children catch the bus to school. There are also issues around the<br />

bridge at Atcham and along the A458. I am being asked if we should ban dogs from all the green areas<br />

around the village? This, in my opinion, would be very unfair as we know the majority of dog owners<br />

take their responsibilities very seriously. Once again it is the few who are creating a serious health issue<br />

for children and a possible ban for all dogs on areas owned by the Parish Councils.<br />

It is baffling for two main reasons; 1. the person(s) whose dog(s) do this must know that it is them yet<br />

they continue to do it - how can anyone be so anti social? 2. Other people must know who this/these<br />

dog/s belong to and yet they have not reported it to the Parish Council. We need your help to solve this<br />

problem. The Parish Council is really not keen on issuing fines, all the Parish Council want is for this vile<br />

practice to stop. If you know whose dogs are being allowed to foul the areas please get in touch with<br />

one of your Parish Councillors, your report will remain anonymous.<br />

All dog owners need to be aware that spot checks are being made across the County to check if dog<br />

walkers are carrying dog waste bags. Please ensure that when you walk your dog you have bags with<br />

you. Please remember that dog waste, in bags, can be placed in any of the rubbish bins around the<br />

village.<br />

PROGRESS ON NEW YOUTH CLUB<br />

Richard Parkes from Shropshire Youth Association attended the last <strong>Berrington</strong> Parish Council meeting.<br />

We now have four volunteers to assist the fully qualified youth worker. Each session will require two<br />

volunteers so if you would like to volunteer and you haven’t yet done so please email<br />

david.fairclough@shropshire.gov.uk. The youth club is open to children from all the out lying villages.<br />

Once the volunteers have completed some training and undergone all the necessary checks we will be<br />

ready to start. The club is initially going to take Year 6, 7 & 8 children. Once the club has become<br />

established it is hoped to include children from Year 9.<br />

FREE SUMMER HOLIDAY ACTIVITIES (5 - 16 year olds)<br />

<strong>Berrington</strong> Parish Council in association with Embrace PE have organised a number of activity sessions<br />

for the Summer break. These sessions will take place at the Brompton Playing Fields (weather<br />

permitting) on the following dates:<br />

Wednesdays 26th <strong>Jul</strong>y, 2nd, 9th, 16th, 23rd and 30th August 2- 4pm<br />

If the weather is not good enough to use the playing fields the sessions will be held at the Chapel<br />

Community Centre.<br />

SALOP LEISURE<br />

Salop Leisure have now submitted their application for caravan storage, increasing the size of the main<br />

showroom and café and moving their two houses from one end of the site to the other. In addition the<br />

entrance to the farm and the existing dwellings, by the island, will be closed. There is now a bus stop<br />

outside Salop Leisure which will be served by the number 81 & 96 buses.<br />

Summer Term<br />

News from Christ Church C.E. Primary School<br />

Learning, Listening, Living<br />

Summer term enables us to make the most of our fantastic school grounds and<br />

beautiful surroundings. As well as our twice-weekly Forest School sessions and<br />

usual outdoor learning, children are enjoying the beautiful field, trees and wildlife<br />

at playtimes. This provides a calming backdrop to their many imaginary games,<br />

sport and time with friends which are as essential to the school day as learning.<br />

We look to prepare children for life, and so children who are 7-11, are doing 8<br />

hours of First Aid training this term. Who knows when this vital skill might make<br />

a real difference to someone?<br />

Red Class: Year R and Year 1<br />

Red Class have used Mini-beasts as their theme and have been looking under lots of stones! In Science they<br />

are thinking about life cycles and we have some caterpillars in the classroom which we are all watching with<br />

interest, as they form pupa and re-emerge as butterflies.<br />

Green Class: Year 2 and Year 3<br />

Green Class have been using the theme of Gardens. They have studied poems set in gardens, the stories of<br />

Beatrix Potter and have been doing plenty of gardening of their own. Artwork has been inspired by natures<br />

and flowers and they have been looking particularly at Van Gogh’s Sunflowers.<br />

Yellow Class: Year 4, Year 5 and Y6<br />

Yellow Class are studying the Vikings and had a recent day with Erik the Viking which allowed them to<br />

experience replica armour and weapons. They are also challenging themselves with some canoeing around<br />

our local area, led by the Arthog Outdoor Education Outreach Centre.<br />

EYFS and Childrensworld UK (CWUK) for Pre-School Learning and Wrap-Around Care in the Holidays<br />

CWUK were recently inspected and rated ‘Outstanding’ by Ofsted who also commented on the quality of the<br />

partnership between us. We are excited to be welcoming around 13 new Reception children in September<br />

and over the last half term have 4 transition sessions and home visits so our new children and families get to<br />

know us well.<br />

Our PTA work so hard to provide funds in this difficult financial climate.<br />

Come along to our Summer Fayre on Friday 30 th <strong>Jun</strong>e at 6pm to support<br />

your local school.<br />

Thursday 6th April <strong>2017</strong><br />

MINUTES<br />

1. Welcome by Chairman: The Chairman welcomed all to the meeting.<br />

2. Present: Councillor C Wild-Chairman; Councillor R Purslow –Vice-Chairman; Councillor S Mason; Councillor L Picton;<br />

Councillor C Bonsey; Councillor E Brayne; Councillor S Hawksworth. Apologies were received from Councillor R Ward and<br />

Councillor M Howorth. Also present were L Pardoe clerk to the Parish Council and one member of the public. Councillor R<br />

Ward was not standing for the new elections and the Council expressed their thanks to him for all his hard work whilst<br />

serving on the Parish Council.<br />

3. Declarations of Pecuniary Interest. There were none at this point.<br />

4. Confirmation and acceptance of the minutes from 2nd March <strong>2017</strong>. It was agreed that these were a true and accurate<br />

record of the meeting; proposed by Councillor R Purslow; seconded by Councillor L Picton and agreed by all members<br />

present.<br />

5. Matters arising: All matters were covered on the agenda.<br />

6. Representations from members of the Public. Standing Orders were suspended to allow the members of the public to<br />

speak; Mr Healey is looking into a feasibility study for the provision of a cycle path from Crosshouses to Weeping Cross. He<br />

asked if the upgrade to the Pelican crossing was as a result of the parish council receiving CIL money. It was explained that<br />

the upgrade to the crossing, roundabout and the VAS signs were a condition of the planning application for the Fletcher<br />

Homes. He asked members if they were happy for him to approach Fletcher Homes to see if they might sponsor part of the<br />

process of obtaining a feasibility report for the cycle path.. Councillor Wild said that they had no problem with that as long<br />

as he made it clear that he was not from the Parish Council. He is intending to get a report for the Parish Council so they<br />

look at what the Parish Council is able to do regarding the provision of the cycle path. He thanked the members for letting<br />

him speak and then left the meeting. Standing Orders were reinstated.<br />

7. Police Report: There was no report yet from PC D Walton. The clerk would forward it to members as soon as it was<br />

received.<br />

8. Highway Matters;<br />

i) Councillors to report any highways matters<br />

ii) Councillors to discuss speeding matters within the parish: Councillor C Wild said that the VAS at the south of the village<br />

was in the wrong place and needed to be nearer to The Bell. Clerk to contact Jason Hughes at Shropshire Council to see<br />

about getting the VAS by the Bell to the opposite side of the road one lamppost down moved. Clerk to invite to the May<br />

meeting. Members would like slow down areas at each end of the village.<br />

9. Financial Matters:<br />

i) Bank Reconciliation for Month End March <strong>2017</strong>; It was agreed to accept the Bank reconciliation as presented by the clerk;<br />

Proposed by Councillor R Purslow; seconded by Councillor S Mason.<br />

ii) Accounts for payment: - It was agreed to pay the accounts as presented by the clerk; Proposed by Councillor R Purslow;<br />

iii) Council to agree National Pay rise for 2016/<strong>2017</strong> to be backdated to 1st April 2016 and also pay rise for <strong>2017</strong>/2018 to be<br />

implemented from 1st April <strong>2017</strong>. (Circulated to members in SALC bulletin 13th March It was agreed to pay the pay rise as<br />

agreed nationally as presented by the clerk; Proposed by Councillor R Purslow; seconded by Councillor S Mason.<br />

iv) Council to receive year end accounts. It was agreed to accept the year end accounts as presented by the clerk; Proposed

v) Council to consider the replacement of the fencing between The Chestnuts and Noel Hill Road as this is falling down and<br />

needs replacing. After discussion it was agreed that Councillor S Mason & E Brayne would meet with Shaun Bott to look at<br />

making a temporary repair while the Parish Council is waiting for a response from Greenbelt. It was agreed to try and get a<br />

turnstile put in the fence when it is replaced to save the children having to walk all the way round on the main road.<br />

10. Planning Matters:-<br />

After discussion it was agreed that the Parish Council had no comments on the building. However there are grave concerns<br />

over the traffic accessing the site from the cross roads. All the feed delivery wagons drive in but reverse out onto the main<br />

road. Clerk to scan the map in and send to Planning Officer with the Parish Councils comments.<br />

Proposed by Councillor S Hawksworth; seconded by Councillor R Purslow and agreed.<br />

Council to consider any new applications received after 29th March <strong>2017</strong><br />

There were no new applications to consider.<br />

11. Correspondence Received: list to be circulated at the meeting.<br />

Council to respond to Draft Economic Strategy- Council agreed to pass this to Councillor S Hawksworth to comment on<br />

behalf of the Council.<br />

12. Defibrillator Training: This was all set for Tuesday 25th April at The Community Centre starting at 19.00 until 21.00. This<br />

would be delivered by Heartstart Midlands. It was a life awareness course.<br />

13. Playing field Matters:<br />

i) Council to discuss dog fouling and damage to the Playing Fields. This is an on-going problem and the Parish Council is<br />

considering options to deal with this. There would be a large full page article in the next Parish <strong>Pump</strong> discussing the options<br />

to deal with the dog fouling problem and people not picking up after their dogs. Clerk to contact Shrewsbury Town Council<br />

and see if they would be able to assist us with enforcement of fines for dog fouling.<br />

Shaun Bott had been mowing the field and there was a lot of Dog Faeces on it.<br />

ii) There was a bench on the cinder track which had to be removed and the members wish to have another one to replace<br />

it. Councillor E Brayne to meet with Shaun Bott to look at removing the fixings for the bench. Clerk to look at prices for a<br />

bench. Clerk to contact National Trust and see if they have any second hand benches we could recycle.<br />

iii) Clerk to contact Fletcher’s and ask if we can have the turnstile they have in their security fence when they no longer<br />

require it for the playing field.<br />

iv) Council to discuss the proposal for a BMX track in the playing fields. The clerk had replied to Mr. Smout but received no<br />

response from him. It was agreed that she contact him again to attend a parish council meeting to explain his ideas to the<br />

Parish council with a firm plan of action written down. Councillor E Brayne said that a BMX track would take a lot of space<br />

and would curtail the ability to use the field for other activities. It was agreed that there needed to be a consultation<br />

meeting with the locals to ascertain the desire and support for this venture. The long term implications needed to be looked<br />

at.<br />

v) It was agreed that the clerk contact Shaun Bott and get a cost to have the football pitch marked out on the field now the<br />

better weather and lighter nights were here.<br />

vi) There were still leaves from last year in the Play areas in The Chestnuts that had not been collected and the grass has not<br />

been cut. Clerk to chase this up with the Management Company that took on the maintenance of these areas after<br />

Persimmon.<br />

14. Parish Matters:<br />

Members to report any parish matters; There had been some fly tipping at the top of Sandy Lane but this was in the farmers<br />

gate and not the responsibility of Shropshire Council.<br />

There had been 6 thefts from vehicles in the village in the last week. Tools had been taken from the vehicles.<br />

15. Date and Time of next Meeting– It was agreed that this would be held on Thursday 11th May <strong>2017</strong>. It was also agreed that<br />

as the May meeting was later there would be no meeting in <strong>Jun</strong>e and the next meeting would be on Thursday 6th <strong>Jul</strong> <strong>2017</strong>.<br />

The Chairman thanked all for attending and closed the meeting at 9.20pm<br />

CRESSAGE<br />

Malc Mollart and his wife Jude were the guest speakers at March’s CGC meeting. Their talk was titled<br />

‘Creating a Year Round Garden’ based on their own experience of creating a garden from scratch at<br />

their home in Plealey Near Pontesbury. Everything they did was recorded, photographed and<br />

catalogued and Malc even wrote a regular on-line Blog sharing their successes and failures during<br />

different seasons. Their garden has been open under the National Garden Scheme, appreciated and<br />

admired by many visitors over the years but Malc and Jude are taking a break in <strong>2017</strong> but hope to<br />

reopen their garden next year.<br />

Chris Neil County Organiser of the National Garden Scheme was the guest speaker at CGC’s April<br />

meeting. She spoke for some time on the founding of the NGS, which this year celebrates its 90 th<br />

birthday, the ethos behind it and the charities which benefit from it. For example in 2016 the NGS<br />

donated £2.7m shared between 9 major charities such as Macmillan Cancer Support, Marie Curie,<br />

Hospice UK and several minor charities too. For further details on gardens open within Shropshire<br />

New members welcome. All meetings take place on the third Thursday of the month, 7.30pm in<br />

The Reverend Sarah Hare writes<br />

Dear Friends<br />

In this time after Easter, there are many different dates that we celebrate in the church.<br />

Forty Days after Easter we celebrate Ascension Day. I have just been into one of our local schools doing an<br />

assembly thinking about this day and talking about how it is like Christmas in reverse! At Christmas, God<br />

sent his Son Jesus to be on earth with us and on Ascension Day, we remember that Jesus returned to his<br />

Father in heaven telling his friends to wait in Jerusalem, to wait for the Holy Spirit and to go and tell people<br />

everywhere about him. As we enter <strong>Jun</strong>e in the church we celebrate Pentecost on the first Sunday of <strong>Jun</strong>e<br />

where The Holy Spirit is sent to be with those first disciples and to empower them for the mission that they<br />

have to tell people everywhere about Jesus, his life, his death, his resurrection and his love for each one of<br />

us. The Holy Spirit still lives with us and in us today.<br />

One child in the school asked me how long it took the disciples to tell all people everywhere about Jesus and<br />

my answer was that we are still doing this. The call of the Church is no different to that first call to those first<br />

disciples. In this time between Ascension and Pentecost our Archbishops have given a call to people to pray<br />

and to pray specifically for “Thy Kingdom Come.” This is a line from The Lord’s Prayer where we pray that<br />

God’s Kingdom will come here on earth – that the things that God wants for our world and for each and<br />

every person will happen here with us. We may be living in a different time, with different challenges to<br />

those first disciples, but still our call is to tell other people about Jesus in our words and our deeds.<br />

Hopefully by now the residents of Betton Strange, <strong>Berrington</strong> and Cross Houses will have received a leaflet<br />

telling you more about the churches in your area, if we can help in any way then please do get in touch.<br />

I am aware that there are various rumours about the future of Betton Strange Church and at present I have<br />

temporarily closed the church while we try to find a way forward with the current health and safety<br />

requirements in a building which uses gas as it’s only source of power, however, I am hopeful that as we<br />

start <strong>Jun</strong>e that we will be able to start services again at Betton Strange.<br />

Please come and join us at any of our services as we work out together how to get to know God better and to<br />

show his love in our lives to those around us.<br />

ATCHAM PARISH COUNCIL NEWS – MAY <strong>2017</strong><br />

WELCOME<br />

On 4 th May <strong>2017</strong>, elections were held across Shropshire for town and parish councils and Shropshire Council.<br />

Five candidates stood for election to Atcham Parish Council and all were duly elected. Two further<br />

candidates have since come forward and been co-opted on to the parish council.<br />

Your councillors for the next 4 years are: Colin Wildblood (Chairman), Colin Morris (Vice-Chairman), Jayne<br />

Caswell, Alastair Home-Roberts, Laura Plumridge, Sue Shedden and Helen Trow.<br />

Councillor Claire Wild was also re-elected as the Shropshire Councillor for the area.<br />

SALOP LEISURE FUTURE PLANS<br />

Salop Leisure have now submitted a planning application for development at their site. This comprises an<br />

additional display area, extension to the cafe, additional outdoor caravan storage and display area,<br />

installation of security fencing, creation of a children’s play area, formation of an attenuation wildlife pond,<br />

additional customer and staff parking and relocation of 2No dwelling. Our understanding is that the new<br />

touring caravan and camping site is due to open very shortly.<br />

DRAINAGE PROBLEMS<br />

Drainage issues in the parish are in the process of being addressed in the parish council is working with its<br />

neighbours and Severn Trent on this issue.<br />

HIGHWAYS ISSUES<br />

The parish council is asking for Malthouse Lane to be resurfaced. We are also liaising with the developer<br />

regarding the high volume of construction traffic using Cross Houses Lane.<br />

COMMUNITY SPEEDWATCH - VOLUNTEERS WANTED<br />

We are still looking for volunteers for Community Speedwatch – please contact the Clerk if you may be<br />

interested.<br />

MEETING DATES<br />

The meeting dates for forthcoming council year as follows: 12 th <strong>Jul</strong>y, 13 th September, 8 th November, 10 th<br />

January, 14 th March, 9 th May. All meetings are at The Malthouse and start at 7.30pm.<br />

The Annual Parish Meeting will be on 14 th March 2018 and will start at 7pm<br />

Annual Parochial Church Meeting :- This was held on Thursday 27th April when the present Church Officers<br />

were re-elected for <strong>2017</strong>/18. The members heard that there were 68 persons on the Church Electoral Roll, 7<br />

weddings last year, 4 baptisms and 220 visitors from all over the world had signed the Visitors' Book. A new<br />

carpet has been purchased for the aisle and font area.<br />

Patient Voice Group Annual General Meeting<br />

The Patient Voice Group Annual General Meeting took place on the 25 April. Two speakers<br />

attended the meeting. <strong>Jul</strong>ie Thomas - Breast Screening Specialist Nurse and Karina Beeke –<br />

Bowel Cancer UK. Both speakers gave a very interesting and informative talk on the<br />

importance of screening to ensure early diagnosis and treatment of cancer.<br />

Unfortunately, aside from the Committee members and a member of staff from the Practice,<br />

GARDENING MATTERS<br />

So many roses, so little space....<br />

Sensuous roses confirm the presence of early summer. The variation in fragrance and the brilliance of<br />

their blooms create a magical atmosphere in the garden. Roses contribute scent, form and colour and<br />

can easily be incorporated into any garden scheme.<br />

English shrub rose - A comparatively recent introduction, include many which have rapidly established<br />

themselves as firm favourites and are happily, widely grown.<br />

Old shrub roses - Gallica, Damask, Alba, Centifolia and Moss, these are the roses of history, the<br />

forerunners of today’s garden shrub roses. Richly scented, magnificent blooms with lax growth, giving<br />

the garden an air of maturity.<br />

Modern Bush Roses - For sheer brilliance of bloom, for innovative colour, for massed display, the<br />

modern bush rose will satisfy all such demands and more besides. Included in this group are the<br />

Hybrid Teas, the most popular of all garden roses, multi-flowered Floribundas, and an extensive range<br />

of miniature and Patio roses, many ideal for small gardens or pots.<br />

Miniature and Patio roses - Are suitable for today’s smaller gardens and are reliably hardy.<br />

Climbing and Rambler Roses - Cascading from mature trees, draping arches and pergolas, or clothing<br />

ancient walls, even covering an unsightly shed, the Climbing and Rambling roses may be put to endless<br />

use. Combine them with a complementary clematis for an eye-catching diplay of colour and interest<br />

over the summer period. Choose from soft, pastel shades, vibrant reds, oranges, and yellows or cooling<br />

creams and whites.<br />

Some confusion arises over the terms climbing and rambler. Essentially the difference is simple,<br />

Climbing roses possess larger flowers than those to be found on ramblers, more closely resembling<br />

those of other garden roses. Generally they are likely to repeat their flowering whereas the ramblers<br />

flower mainly once only. The stems of climbing roses are stiff and are generally retained as a<br />

framework whilst ramblers have lax stems; those which have borne flowers are cut back to ground level<br />

after flowering in August. Train and tie in new shoots as they develop; feed and mulch following<br />

pruning.<br />

These are my top 10 roses for garden performance<br />

ENGLISH SHRUB ROSE<br />

‘Gertrude Jekyll’ - one of many English roses which may be relied upon for their robust habit, abundance<br />

of flowers and disease free foliage. Reduce stems by about half in late autumn or early winter to reduce<br />

the possibility of damage through wind rock. Height 1.2m (4’) x spread 1m (3’).<br />

'Scepter'd isle’ a medium shrub, with double soft pink blooms. Upright growth with a strong myrrh<br />

fragrance. Will flower freely and continuously. Height 1.2m (4') x spread 1m (3')<br />

OLD SHRUB ROSE<br />

'Rosa Mundi' (Rosa gallica versicolor) - Blooms are unevenly striped rose-pink. They are heavily<br />

scented. Height 1.2m (4') x spread 1.2m (4'). Grow Rosa 'Mundi' as a low, compact hedge to divide one<br />

part of the garden or flower border from another.<br />

MODERN BUSH ROSE<br />

‘Iceberg’ - Of all the Floribundas ‘Iceberg’ is probably not only the best known but most widely grown. It<br />

flowers over a long period, often well into winter. Height 1.2m (4’) x spread 1.2m (4’).<br />

'Jude the Obscure' – a very free-flowering, bearing large incurved, chalice-shaped flowers. Soft yellow<br />

blooms with outstanding fruity fragrance. Height 1.2m (4') x 1.1m (3.5).<br />

'For Your Eyes Only' - 'Rose Of the Year' 2015. A repeat-flowering floribunda rose, bears a profusion of<br />

single scented pink blooms beautifully shaded with a halo of apricot and salmon and a distinctive rich<br />

pink eye. Perfect as a container or ground cover rose. Height 1m (3') x 1m.<br />

PATIO ROSE<br />

‘Sweet Dream’ - Bushy, upright growth and dense foliage make theis apricot-peach, patio rose suitable<br />

for the rock garden or for pot cultivation. Height 45cm (1.5’).<br />

RAMBLER<br />

‘Felicite et Perpetue’ - Distinctive pompom flowers mass this classic rambler rose throughtout the<br />

season. A delicate scent, suggestive of primroses, recalls the early spring. Altogether reliable and gardenworthy.<br />

Height 3.5m (12’).<br />

CLIMBER<br />

‘New Dawn’ - vigourous, fragrant and tolerant of some shade. Height 3.5m (12’).<br />

'Gloire de Dijon' – a very fragrant, repeat flowering rose. Fully double, creamy-buff flowers, sometimes tinted<br />

pink. Height 5.4m (18').<br />
