Lockport, our historic town on the Illinois & 

Michigan Canal, offers a unique quality of life to 

all residents, whether lifelong or newly arrived. 

With our rich background, we take honor in 

calling ourselves the “City of Historic Pride.” 

Our downtown district and the canal corridor 

exemplify this history by preserving the architecture and aesthetics of 

the 19th century. Lockport complements this historic foundation with 

an excellent school system, exceptional library and park districts, some 

of the finest dining in Will County, and a multitude of recreational

History 

Established as the 

headquarters of the Illinois 

& Michigan Canal in 1836, 

Lockport lies nestled in the Des 

Plaines River Valley. The canal 

fueled the growth of not only 

Lockport, but the City of Chicago 

as well. 

Working to complete the I&M 

Canal, Chief Engineer William 

Gooding realized that the site of 

present-day Lockport, which is 40 

feet higher than Joliet, had great 

water-power potential. In its early 

days Lockport thrived as the canal’s 

headquarters and as an agricultural 

processing center. In its 

heyday, 

Lockport saw the construction 

of dozens of flour mills, grain 

warehouses and boatyards. As 

the first navigable link between 

the Great Lakes region and the 

Mississippi River, the canal played 

an enormous role in the economic 

growth of Illinois and the Midwest. 

The arrival of the Chicago and Alton 

Railroad in 1858 was the catalyst for 

even more growth. 

Today you can tour this historic area 

by foot, bicycle or car. Through the 

extensive efforts of the community, 

its government and various 

associations, you will see everything 

from the simple cottages of the past 

canal workers to the cream-colored 

limestone architectural works 

such as the Gaylord and Norton 

buildings, appearing just as they 

did in the 1800’s. 

The importance of the Illinois & 

Michigan Canal and Lockport to 

the economic vitality of Illinois 

cannot be overstated. As a direct 

waterway link between the Great 

Lakes and the Mississippi River, 

the canal cemented Chicago’s 

dominance over St. Louis as the 

center of Midwestern trade and 

thereby, Lockport’s legacy as the 

“city that made Chicago famous.” 

Since the days of shipping on the 

canal, Lockport has blossomed. 

While remaining picturesque, the 

canal is no longer the hub of activity 

that it was in the 1800’s. Lockport 

has progressed to become a city 

of the future while still embracing 

its rich past. A combination of 

retail stores and restaurants, light 

and medium industry, and an 

abundance of activities, events and 

celebrations are the new attractions 

in this dynamic community. 

Lockport truly is a city of historic 

pride with goals that will create an 

even brighter future.

Government 

The City of Lockport is governed by a Mayor, 

City Clerk, Treasurer and an eight-member City 

Council - two alderpersons elected to each of 

the city’s four wards. All elected officials serve four-year 

terms. The city is managed by a City Administrator who 

works closely with the Finance Director, Attorney, Police 

Chief, Community Development Department, Public 

Works Department and Engineering Department, as well 

as many professional staff members. You can learn more

In addition, the city has its own full-service Police 

Department that provides around-the-clock patrol. 

Within the police department, we have an investigations 

division, traffic enforcement unit and crime prevention 

bureau. Also, Lockport’s Emergency Management 

Agency, a volunteer force, works closely with the police 

department and the city to provide assistance in case of 

emergencies. They also work with the National Weather 

Service to monitor severe weather. Furthermore, the city 

staffs a full-time Code Enforcement Officer whose office 

is located at the police department. For more information

The City of Lockport’s boundaries are split between two 

townships, Lockport Township and Homer Township. 

Both townships are governed by a Supervisor and a board 

of four trustees; and they both have a Clerk, an Assessor 

and a Highway Commissioner. Lockport Township also 

has a Collector to serve its residents. Both townships offer 

property tax exemptions, programs for senior citizens, and 

other assistance to their residents. For more information

Furthermore, each township has its own fire protection 

district. Therefore, the City of Lockport’s residents are 

either served by the Lockport Township Fire Protection 

District or the Homer Fire Protection District. 

The Lockport Township Fire District is managed by a 

Chief and governed by a five-member board. They have 

a full fleet of fire trucks and ambulances among six fire 

stations throughout the district. The Lockport Township 

Fire Protection District provides 24 hour Emergency 

Medical Services 7 days a week. They also have an Air 

Rescue Team, Dive Team, Hazardous Materials Team, Fire 

Investigation Team and Technical Rescue Team. To learn

The Homer Township Fire District is managed by a Chief 

and governed by a 3-member board. They have a full fleet 

of fire trucks and ambulances among three fire stations

Medical Services, Hazardous Materials mitigation and 

Technical Rescue response; and their ambulances are 

Advanced Life Support equipped. Furthermore, their Fire 

Prevention Bureau provides Fire Prevention/Life-Safety 

Inspections, Fire Investigations and Public Education/

Celebrating an Expansion & Renovation 

The Homer Township Public Library is a valuable 

community destination. Located at 14320 West 

151st Street in Homer Glen, it offers opportunities

There are countless recreational opportunities in 

Lockport that are available year-round. Many 

of these opportunities are available through the 

Lockport Township Park District, whose park areas and 

programs enrich the quality of life of our community by 

providing leisure opportunities for people to learn, play 

and grow. 

A number of new and improved parks can be found 

throughout the area, each offering an array of recreational 

experiences that include open play and open spaces, 

playgrounds, areas for sports, trails for outdoor fitness, 

space for games like horseshoes and volleyball, pavilions 

for picnics or parties, spray parks, and handicap access. 

The park district maintains about 38 parks, totaling almost 

950 acres. 

New and now open, The Canyons Disc Golf Course is 

an 18 basket course with “holes” throughout Lockport’s
