Transforming Power Sector
organisation Through
Integrated Human
Resource Management
20 Nov. - 21 st
Nov. 2013,
India International Center Delhi, India
Concept
The growing complexities of manpower planning
and increased productivity expectation from the
power sector has set the agenda of new generation
power organizations. It may be hydro- thermal or of
different resource based model. We are aware of the
fact that the role of Human Resources has changed
greatly since medieval times with the conception of
electricity boards after independence of our country .
In early days the State electricity Boards were taken
up as a hub of employment generation. It used to act
more as social goal for the state Ironically, today the
same has undergone sea change where business goal
is posing serious threat to human resource
redeployment in power sector bodies. Challenges are
far more critical at the state level compared to that of
central government bodies. Private sector has come to
play but situations are alarming in view of emerging
scenario of ever increasing energy requirements of
the country. Orgaisation's prime concern has been to
survive with its core objective of service delivery to
people at large. Consumers expectations and their
behaviour have changed large chunk of human
resource needs and their redeployment after
training. Corporate social goal has become important
but human resource management has yet not
assumed significance. New Power corporations are
caught up in the management of surplus
manpower with inadequate power generation and
overloaded transmission / distribution network.
Today's organisation's need fast, flexible and self -
motivated people to address the issues of national
gravity. Hence, HR has to play a substantial role in the
business strategies unlike conventional HR roles and
needs to align with the changing needs of the
organisation in terms of planning, organising and
controlling people. The proposed national seminar
aims to address the critical concerns of HR that
power sector organisations at the state and central
level have been facing in recent past . Restructuring
and redeployment strategy has not been able to deal
with the problem but has just postponed the issue
with serious ramifications of managing change.
Concerns of Managing change
As we have come to realise that human resource needs
to become adaptable, resilient and quick to change
directions as per customer needs under the growing
need of the time, we need to attract and retain quality
and motivated people since people only make or break
an organisation. Many central PSUs have modern HR
practices in position which state PSUs have to
progressively adopt suiting to their changing needs.
Change of expectation, our lifestyles has caused
pressure towards high energy requirement's in spite
of our depleting natural resources. Eventually, it is not
the technology alone but the people handling the
technology have become more crucial than rest of the
functions in modern change management
programme. Absence of basic human resource
management plan and its organisational
development initiative has caused multiple problems
of critical significance without any competency
mapping exercise in place .
It is in this context that IDMAT has taken a lead to
organise the two days seminar for the senior/top
executives where in leading HR experts, central/state

private power sector organisation shall share their
experiences in Human resource management along
with those senior functionaries from operation and
policy perspectives.
Seminar Objective and Design
To raise issues of emerging change management
perspectives amongst power organisations
towards benefits of good HRM practices.
To focus on innovations in key HR functions for
building organisation capabilities at all levels.
Building strategies for different organisations
from state / central government/private power
sector.
Sharing experiences and finding solutions to the
old systems/practices, of handling surplus man
power with low productivity inherited from the
erstwhile state electricity boards.
To help evolve convergence of ideas , build
network for learning from various kinds of
power sector organisations for a collective vision
and mutual benefits while addressing the
concerns of transformation through HRM .
