<strong>Work</strong> <strong>in</strong> <strong>Progress</strong>!<br />

The <strong>Work</strong> <strong>in</strong> <strong>Progress</strong>! (WiP!) project aims to create more employment for young men and<br />

women <strong>in</strong> Egypt, Nigeria and Somalia, prompt<strong>in</strong>g positive expectations about their future.<br />

This overarch<strong>in</strong>g objective will be achieved via three complementary pillars 1) <strong>in</strong>creas<strong>in</strong>g<br />

the supply of skilled youth by develop<strong>in</strong>g young people’s skills and capacities for (self)<br />

employment; 2) develop<strong>in</strong>g market demand by grow<strong>in</strong>g the small and medium enterprise<br />

(SME) sector so that it will create more employment opportunities; and 3) cultivat<strong>in</strong>g an<br />

enabl<strong>in</strong>g environment for youth employment and SMEs.<br />

Butterfly <strong>Work</strong>s is a social<br />

<strong>in</strong>novation studio that<br />

creates education and communication<br />

projects <strong>in</strong> emerg<strong>in</strong>g economies. In WiP!<br />

Butterfly <strong>Work</strong>s implements the Bits<br />

schools, which is a concept they developed <strong>in</strong><br />

1999. Butterfly <strong>Work</strong>s has partnered with Poise<br />

<strong>in</strong> Nigeria to set up EkoBits and Shaqodoon<br />

<strong>in</strong> Somalia to setup HargaBits. Butterfly<br />

<strong>Work</strong>s is also the founder of Tunga,<br />

an onl<strong>in</strong>e platform that connects<br />

developers from emerg<strong>in</strong>g economies<br />

to assignments all over the world.<br />

Both Tunga and the Bits schools<br />

have proven to be successful<br />

<strong>in</strong> reach<strong>in</strong>g underprivileged<br />

youth and expand<strong>in</strong>g their job<br />

opportunities.<br />

IOM is an <strong>in</strong>tergovernmental<br />

organisation provid<strong>in</strong>g services<br />

and advice to governments<br />

and migrants. In this project, it works<br />

<strong>in</strong> cooperation with SOSTA (Somaliland<br />

Skills Tra<strong>in</strong><strong>in</strong>g Association) to tra<strong>in</strong> youth<br />

<strong>in</strong> various vocational and technical skills,<br />

and also assists the project <strong>in</strong> build<strong>in</strong>g a<br />

solid relationship with local and national<br />

governments.<br />

the enabl<strong>in</strong>g environment for SMEs and<br />

youth: <strong>in</strong> Nigeria, together with Enterprise<br />

Development Centre (EDC), and <strong>in</strong> Somalia<br />

with Havoyoco. Oxfam is the project lead,<br />

manages the contracts with partners and<br />

improves organisational and <strong>in</strong>stitutional<br />

capacities of the partners. Oxfam is also<br />

responsible for the implementation of<br />

monitor<strong>in</strong>g, evaluation and learn<strong>in</strong>g.<br />

Oxfam is a world-wide development<br />

organisation that mobilises the<br />

power of people aga<strong>in</strong>st poverty.<br />

In WiP!, Oxfam facilitates tra<strong>in</strong><strong>in</strong>gs for youth<br />

to boost their opportunities for employment,<br />

and supports the growth of SMEs.<br />

Oxfam does this <strong>in</strong> Nigeria with Poise<br />

(employability skills tra<strong>in</strong><strong>in</strong>g) and Enterprise<br />

Development Centre (SME bus<strong>in</strong>ess<br />

development services); and <strong>in</strong> Somalia with<br />

Havoyoco (employability skills tra<strong>in</strong><strong>in</strong>g)<br />

and Shuraako (SME bus<strong>in</strong>ess development<br />

services). Oxfam also works to improve<br />

VC4A, the Africa platform<br />

for startup fund<strong>in</strong>g, is a fastgrow<strong>in</strong>g<br />

community of bus<strong>in</strong>ess professionals<br />

build<strong>in</strong>g game-chang<strong>in</strong>g companies across<br />

the cont<strong>in</strong>ent. VC4A facilitates accelerator<br />

programmes and <strong>in</strong>vestor events <strong>in</strong> all three<br />

project countries and connects thousands<br />

of startups to knowledge, mentorship and<br />

To achieve this outcome, young men and<br />

women are supported to start their own<br />

enterprises, they are tra<strong>in</strong>ed to be better<br />

positioned to f<strong>in</strong>d employment, and they are<br />

connected to employers.<br />

The accelerator programme is organised by<br />

different partners: Innoventures <strong>in</strong> Egypt,<br />

She Leads Africa (SLA) <strong>in</strong> Nigeria, and Innovate<br />

Ventures <strong>in</strong> Somalia. Each partner uses a<br />

different approach: SLA focuses solely on<br />

female-led startups; Innoventures runs a<br />

classic accelerator programme; and Innovate<br />

Ventures focuses on tech startups.<br />

All accelerators go through the same cycle,<br />

start<strong>in</strong>g with a “roadshow” followed by a series<br />

of events to engage and educate aspir<strong>in</strong>g<br />

young entrepreneurs via ‘Bus<strong>in</strong>ess Model<br />

Canvas’ workshops and to promote the<br />

accelerators and encourage people to<br />

apply for the acceleration.<br />

Support<strong>in</strong>g young<br />

entrepreneurs via<br />

startup accelerators<br />

In all three countries, WiP! accelerated 49<br />

startups founded by 102 young men and<br />

women, whose yearly revenue reached on<br />

average EUR 6,463. After participat<strong>in</strong>g <strong>in</strong><br />

the acceleration programme, 98% of startup<br />

founders felt better able to run their bus<strong>in</strong>ess.<br />

Dur<strong>in</strong>g the acceleration, the tra<strong>in</strong>ers observed<br />

significant improvements <strong>in</strong> how the founders<br />

ran their startups, result<strong>in</strong>g not only <strong>in</strong><br />

the growth of teams but also of sales and<br />

revenue.<br />

Bus<strong>in</strong>ess Model Canvas is a strategic<br />

management and ‘lean startup’<br />

methodology for develop<strong>in</strong>g new or<br />

document<strong>in</strong>g exist<strong>in</strong>g bus<strong>in</strong>ess models.<br />

It is a visual chart with elements describ<strong>in</strong>g<br />

a firm’s or product’s value proposition,<br />

<strong>in</strong>frastructure, customers and f<strong>in</strong>ances.<br />

It aassists companies with align<strong>in</strong>g<br />

their activities by illustrat<strong>in</strong>g potential<br />

trade-offs.<br />

The application is followed by a rigourous<br />

selection based on an assessment of their<br />

strengths/weaknesses, organisational capabilities<br />

and track record, and also consider<strong>in</strong>g<br />

exist<strong>in</strong>g market gaps. After ‘bootcamp’<br />

‘<strong>in</strong>sights’. VC4A filmed and edited over 100<br />

short <strong>in</strong>terviews with these experts, engaged<br />

Andile Masiku from Africa Tech Round-up<br />

Broadcast as a presenter for the academy,<br />

and filmed all 21 <strong>in</strong>sights.<br />

<strong>in</strong>troductory sessions, ten most promis<strong>in</strong>g<br />

startups are selected for the acceleration<br />

programme provid<strong>in</strong>g long-term support<br />

over the period of 4-6 months. Follow<strong>in</strong>g<br />

acceleration, 33 startups pitched their ideas<br />

dur<strong>in</strong>g Demo Days and the best three are<br />

awarded prize (seed) money. The youth<br />

pitched their bus<strong>in</strong>esses <strong>in</strong> a professional way,<br />

answered all questions about their startup<br />

enterprises, and impressed the judges with<br />

their clear bus<strong>in</strong>ess plans and enthusiasm.<br />

In Nigeria, WiP! collaborated with GTI Bank,<br />

were awared Fresh Direct with prize money of<br />

EUR 5,900. http://www.freshdirect.ng/<br />

Next to the accelerator programme, VC4A<br />

worked <strong>in</strong> each country <strong>in</strong> partnership with<br />

African Bus<strong>in</strong>ess Angel Network (ABAN) to<br />

organise <strong>in</strong>vestor events to promote the<br />

culture of angel <strong>in</strong>vestment and syndication,<br />

and thus unlock more seed capital for<br />

the next generation of entrepreneurs.<br />

Experienced and renowned angel <strong>in</strong>vestors<br />

from VC4A’s network held angel <strong>in</strong>vestor<br />

masterclasses <strong>in</strong> which they shared best<br />

practice with their less experienced peers,<br />

and also with high net worth <strong>in</strong>dividuals who<br />

are <strong>in</strong>terested <strong>in</strong> becom<strong>in</strong>g angel <strong>in</strong>vestors.<br />

In <strong>2016</strong>, VC4A also started to build its onl<strong>in</strong>e<br />

academy: the structure, topics and format<br />

were identified, as well as the experts to<br />

provide <strong>in</strong>formation on a range of theoretical<br />

In total, WiP! motivated 654 youth to become<br />

entrepreneurs or improve their bus<strong>in</strong>esses at<br />

22 events, and l<strong>in</strong>ked them to 318 <strong>in</strong>vestors at<br />

workshops and network<strong>in</strong>g events. Through<br />

the VC4A onl<strong>in</strong>e platform, WiP! is now<br />

connected to 9,740 entrepreneurial <strong>in</strong>dividuals<br />

and engages with 1,245 bus<strong>in</strong>ess ventures.<br />

Challenges and lessons learnt<br />

In Egypt, the acceleration programme<br />

did not attract sufficient female participants.<br />

Innoventures will learn from the femaleonly<br />

accelerator organised by SLA <strong>in</strong> Nigeria;<br />

it will especially target women dur<strong>in</strong>g the<br />

promotional activities before the start of<br />

acceleration, and possibly <strong>in</strong>clude a m<strong>in</strong>imum<br />

quota for female-led startups.<br />

In Nigeria, the acceleration programme <strong>in</strong><br />

2017 will be organised <strong>in</strong> different cities across<br />

Nigeria, with strategic sectors identified for<br />

each city. Startups will therefore be better<br />

able to exchange with one another as they<br />

will all be <strong>in</strong> the same l<strong>in</strong>e of bus<strong>in</strong>ess,<br />

mak<strong>in</strong>g it easier to connect them to key<br />

players and mentors <strong>in</strong> the <strong>in</strong>dustry.<br />

Innovate Ventures’ strategy will be slightly<br />

shifted <strong>in</strong> 2017 from focus<strong>in</strong>g only on tech<br />

startups towards <strong>in</strong>clud<strong>in</strong>g startups from<br />

various sectors that aim to <strong>in</strong>clude technology<br />

as an <strong>in</strong>tegral part of their bus<strong>in</strong>ess.<br />

Furthermore, we encountered challenges to<br />

conv<strong>in</strong>ce exist<strong>in</strong>g bus<strong>in</strong>esses <strong>in</strong> Somalia to<br />

<strong>in</strong>vest significant sums <strong>in</strong> startups. In 2017 and<br />

beyond, Innovate Ventures will work to develop<br />

a culture of local bus<strong>in</strong>esses <strong>in</strong>vest<strong>in</strong>g <strong>in</strong> startups<br />

and SMEs.<br />

ACCELERATION OF STARTUPS LED BY<br />

YOUNG ENTREPRENEURS<br />

Eslam El-Refaai, mechanical<br />

eng<strong>in</strong>eer and the founder of<br />

‘Zero Waste’, a startup <strong>in</strong>volved <strong>in</strong><br />

wastemanagement technology.<br />

“CanBank” is a mach<strong>in</strong>e that people use to<br />

put their cans and plastic bottles <strong>in</strong>, and<br />

then they enter their cell phone numbers to<br />

w<strong>in</strong> credit for their phones. This is not the<br />

only product of the startup, but it is an <strong>in</strong>itial<br />

step.“The idea wasn’t easy at the beg<strong>in</strong>n<strong>in</strong>g,<br />

it took time and loads of work. Unlike<br />

ord<strong>in</strong>ary jobs, you clear your m<strong>in</strong>d once<br />

you f<strong>in</strong>ish your work<strong>in</strong>g hours, however,<br />

when you have your own startup, you<br />

th<strong>in</strong>k about it 24 hours,” Eslam said.<br />

Besides the prize, they had <strong>in</strong>vestors,<br />

bus<strong>in</strong>essmen and potential customers<br />

<strong>in</strong>terested <strong>in</strong> their ideas. With the money,<br />

they managed to develop the prototype of<br />

the startup. Follow<strong>in</strong>g Innoventures, they<br />

jo<strong>in</strong>ed other competition and the prototype<br />

started to further develop, the profit will be<br />

from firms and companies that will use the<br />

plastic and can bottles.“I believe that if someone<br />

wants to establish a startup, they have to<br />

have solid experience <strong>in</strong> the field before<br />

tak<strong>in</strong>g this step. They have to learn from<br />

others’ experiences,” Eslam concluded.<br />

Eslam and his bus<strong>in</strong>ess partner Amr<br />

jo<strong>in</strong>ed a workshop at Innoventures,<br />

where they managed to widen their<br />

network and develop the idea of their startup.<br />

Eslam said it helped them restructure their<br />

idea correctly and turn it <strong>in</strong>to a concrete idea.<br />

At the end of the workshop, a competition<br />

was held and they won the first place.<br />

Connect<strong>in</strong>g youth to<br />

the employers<br />

Six job fairs <strong>in</strong> Nigeria and Somalia provided<br />

500 youth with the opportunity to network<br />

with almost 80 entrepreneurs and potentially<br />

get a job. These events are aimed at overcom<strong>in</strong>g<br />

employment barriers among youth<br />

by giv<strong>in</strong>g potential employers an opportunity<br />

to share expected work skills with graduate<br />

participants. In Nigeria, over 80 young people<br />

found a a job afterwards.<br />

In Borama, Somalia, SOSTA set up a youth job<br />

centre. The centre offered career development<br />

services to 700 youth; every day, at least 10<br />

young people come here to f<strong>in</strong>d out about<br />

job vacancies or to seek support with CV writ<strong>in</strong>g,<br />

<strong>in</strong>terview skills and job hunt<strong>in</strong>g. Apart from<br />

these day-to-day services, the centre also provides<br />

technical tra<strong>in</strong><strong>in</strong>g for youth (read below<br />

about improv<strong>in</strong>g skills of young people to<br />

help them f<strong>in</strong>d a job). SOSTA also organised an<br />

event focus<strong>in</strong>g on the risks of irregular migration;<br />

this <strong>in</strong>cluded a presentation by a Somali<br />

young man who set off on a dangerous illegal<br />

journey to Europe but did not succeed and<br />

returned back to Somalia. SOSTA also held <strong>in</strong>formation<br />

sessions about illegal migration <strong>in</strong><br />

secondary schools <strong>in</strong> Borama. The job centre<br />

also organises cultural and sport events.<br />

Job fairs<br />

Job fairs make it possible for entrepreneurs,<br />

private and public organisations to meet<br />

skilled young people. They give youth a<br />

chance to network with companies that<br />

they would otherwise not come <strong>in</strong>to contact<br />

with. They are an important element <strong>in</strong><br />

help<strong>in</strong>g young people f<strong>in</strong>d a job, especially<br />

<strong>in</strong> contexts where most vacancies are not<br />

advertised <strong>in</strong> a traditional way but people<br />

are hired via contacts and family.<br />

Challenges and lessons learnt<br />

Our partners <strong>in</strong> Somalia faced challenges <strong>in</strong><br />

conv<strong>in</strong>c<strong>in</strong>g companies to publish their<br />

vacancies. Local bus<strong>in</strong>esses prefer to hire<br />

family members and people they know.<br />

Partners discovered that <strong>in</strong>ternational<br />

organisations and bus<strong>in</strong>esses owned by<br />

Somali diaspora that have returned to Somalia<br />

are more likely to assess candidates based on<br />

skills and potential rather than on connections<br />

and family networks. These bus<strong>in</strong>esses were<br />

therefore consciously targeted and persuaded<br />

to publish vacancies at job centres. In 2017,<br />

this issue will be actively addressed and<br />

we will lobby bus<strong>in</strong>esses and the government<br />

to promote transparent hir<strong>in</strong>g procedures.<br />

Disadvantaged youth <strong>in</strong> Lagos face similar<br />

problems – i.e. the lack of contacts and<br />

networks <strong>in</strong> the higher classes of society,<br />

which makes it difficult for them to get a<br />

well-paid job. We are discuss<strong>in</strong>g possible<br />

scenarios to help our tra<strong>in</strong>ees to network,<br />

Poise will <strong>in</strong>vest more <strong>in</strong> contacts with SMEs<br />

<strong>in</strong> Ben<strong>in</strong> city, because they are much more<br />

accessible for young people with little or no<br />

work experience.<br />

Improv<strong>in</strong>g skills of<br />

young people to<br />

help them f<strong>in</strong>d a job<br />

Bits schools<br />

In Hargeisa, Somalia, Shaqodoon opened<br />

HargaBits which is managed by two young<br />

men, aged 26 and 28. In Lagos, EkoBits was<br />

opened by Poise; this school is also managed<br />

by two young men, aged 30 and 27. Both Bits<br />

schools started ‘course 1’ <strong>in</strong> <strong>2016</strong> for 96 young<br />

women and men, which cont<strong>in</strong>ued <strong>in</strong>to 2017.<br />

Follow-up courses (courses 2 and 3) will be<br />

f<strong>in</strong>alised <strong>in</strong> 2017, complet<strong>in</strong>g the whole cycle<br />

of Bits curricula.<br />

Bits schools<br />

The concept of ‘Bits schools’ was<br />

created by Butterfly <strong>Work</strong>s. The schools<br />

tra<strong>in</strong> ambitious youth <strong>in</strong> a wide range<br />

of discipl<strong>in</strong>es – from programm<strong>in</strong>g<br />

to visual design, brand development,<br />

photography and video mak<strong>in</strong>g. Youth<br />

is selected from underprivileged backgrounds<br />

based on community commitment<br />

rather than exist<strong>in</strong>g skills.<br />

Internship placements and real-life<br />

client assignments from bus<strong>in</strong>esses build<br />

students’ experience and self-esteem.<br />

In turn, this encourages bus<strong>in</strong>esses to<br />

reth<strong>in</strong>k their prejudices towards young<br />

people from underprivileged backgrounds.<br />

The Bits schools all use an<br />

onl<strong>in</strong>e Bits Academy curriculum.<br />

Before start<strong>in</strong>g the Bits schools, partners <strong>in</strong> all<br />

three countries carried out market research<br />

to analyse what design skills are needed and<br />

whether the Bits Academy curriculum needed<br />

to be updated. In total, 32 new courses were<br />

developed, <strong>in</strong>troduc<strong>in</strong>g <strong>in</strong>teractive design,<br />

Java cod<strong>in</strong>g and app development.<br />

Staff of the newly created Bits schools<br />

received on-the-job tra<strong>in</strong><strong>in</strong>g by tra<strong>in</strong>ers<br />

from NairoBits 1 and attended a ‘tra<strong>in</strong><strong>in</strong>g of<br />

tra<strong>in</strong>ers’ course <strong>in</strong> Nairobi, which focused<br />

on improv<strong>in</strong>g technical skills and how to<br />

use the Bits Academy.<br />

Butterfly <strong>Work</strong>s organised a workshop about<br />

the susta<strong>in</strong>ability of the Bits schools, focus<strong>in</strong>g<br />

on diversification of the schools’ <strong>in</strong>come<br />

streams. Every school worked on its own<br />

bus<strong>in</strong>ess canvas, lay<strong>in</strong>g the basis for a global<br />

susta<strong>in</strong>ability model. The idea of sett<strong>in</strong>g up<br />

‘Bits Global’ was developed – an entity that<br />

connects all the Bits schools and will be<br />

responsible for the overall quality of the Bits<br />

curricula, among other th<strong>in</strong>gs.<br />

Tunga platform<br />

Tunga, an onl<strong>in</strong>e platform created by<br />

Butterfly <strong>Work</strong>s to connect African coders,<br />

developers and programmers to companies<br />

worldwide, started operat<strong>in</strong>g <strong>in</strong> 2015.<br />

It constantly adjusts to user feedback to create<br />

an optimum fit between developers/coders<br />

and clients. With<strong>in</strong> WiP!, Tunga facilitated<br />

the tra<strong>in</strong><strong>in</strong>g-to-job transition <strong>in</strong> Nigeria for<br />

30 young people by connect<strong>in</strong>g them to <strong>in</strong>ternational<br />

clients via the platform. Two of them<br />

were active with<strong>in</strong> 2 weeks of the tra<strong>in</strong><strong>in</strong>g.<br />

EMPLOYABILITY SKILLS TRAINING<br />

Career Kickstart is an Employability and<br />

Entrepreneurship skills tra<strong>in</strong><strong>in</strong>g implemented<br />

by Poise Nigeria.<br />

James Okpowo, one of the project<br />

participants shares his story:<br />

“I am the eldest child <strong>in</strong> a family of four. My dad<br />

is a bus<strong>in</strong>ess man and my mum an elementary<br />

school teacher. I graduated from the university<br />

<strong>in</strong> 2014 with high hopes of secur<strong>in</strong>g a good job<br />

but s<strong>in</strong>ce then I roamed the streets search<strong>in</strong>g<br />

desperately for a job to no avail. It got to a po<strong>in</strong>t<br />

where I was squatt<strong>in</strong>g with people because<br />

I didn’t have a place to stay. I would always<br />

hope and pray that someth<strong>in</strong>g would change<br />

The tra<strong>in</strong><strong>in</strong>g opened my eyes to the mistakes<br />

I had made <strong>in</strong> the past relat<strong>in</strong>g to my job hunt.<br />

I was properly schooled by the best facilitators<br />

on self awareness, professional attitude &<br />

behavior, culture of excellence, dress<strong>in</strong>g to w<strong>in</strong>,<br />

sell<strong>in</strong>g to w<strong>in</strong>, elocution & diction, effective<br />

CV writ<strong>in</strong>g skills, excellent presentation skills,<br />

<strong>in</strong>terview skills, etc. I discovered my strengths,<br />

built my confidence & rewrote my CV. I applied<br />

all that I was taught at the academy and from<br />

October <strong>2016</strong> I got a job through one of the<br />

Employability skills tra<strong>in</strong><strong>in</strong>gs<br />

In Nigeria and Somalia, more than 500 young<br />

women and men took part <strong>in</strong> a range of<br />

tra<strong>in</strong><strong>in</strong>gs on soft employability skills, basic<br />

entrepreneurship and ICT.<br />

Career Kickstart is an employability<br />

and entrepreneurship skills tra<strong>in</strong><strong>in</strong>g<br />

implemented by Poise Nigeria.<br />

The programme is focused on tra<strong>in</strong><strong>in</strong>g<br />

youth and connect<strong>in</strong>g them to employment<br />

and entrepreneurship opportunities. It<br />

is a three-week tra<strong>in</strong><strong>in</strong>g course focus<strong>in</strong>g<br />

on <strong>in</strong>terview skills, CV writ<strong>in</strong>g, confidence<br />

build<strong>in</strong>g, ‘manag<strong>in</strong>g your boss’, account<strong>in</strong>g<br />

for non-accountants, sell<strong>in</strong>g, network<strong>in</strong>g, etc.<br />

The Career Kickstart programme is<br />

implemented <strong>in</strong> Lagos and Edo states<br />

and provided tra<strong>in</strong><strong>in</strong>g for 166 youth <strong>in</strong> <strong>2016</strong>.<br />

Eighty-two of the 166 participants have<br />

been placed <strong>in</strong> permanent jobs<br />

and <strong>in</strong>ternships.<br />

In Somalia, Havoyoco offered young<br />

people a wide range of employability<br />

skills tra<strong>in</strong><strong>in</strong>g:<br />

• <strong>Work</strong>-read<strong>in</strong>ess skills tra<strong>in</strong><strong>in</strong>g<br />

• Internship was offered to 50 of the<br />

young people who had participated <strong>in</strong><br />

the work-read<strong>in</strong>ess skills tra<strong>in</strong><strong>in</strong>g.<br />

• Employability sem<strong>in</strong>ars – six two-day<br />

sem<strong>in</strong>ars aimed to equip 176 (45% women)<br />

young graduates with essential skills<br />

for the job market.<br />

• Youth self-help groups tra<strong>in</strong><strong>in</strong>g:<br />

140 members of youth groups were<br />

<strong>in</strong>formed about how associations can<br />

strengthen young people’s skills, and<br />

how they can receive fund<strong>in</strong>g to <strong>in</strong>vest<br />

<strong>in</strong> <strong>in</strong>come-generat<strong>in</strong>g activities.<br />

Furthermore, 70 young men and<br />

women received technical tra<strong>in</strong><strong>in</strong>g<br />

by SOSTA <strong>in</strong> Borama.<br />

Challenges and lessons learnt<br />

In the technical skills tra<strong>in</strong><strong>in</strong>gs for graduates<br />

(organised by SOSTA), the ma<strong>in</strong> challenge has<br />

been that participants are unable to apply<br />

their newly acquired skills <strong>in</strong> practice. Despite<br />

hav<strong>in</strong>g been connected to employers via job<br />

fairs and <strong>in</strong>ternships, it is extremely hard for<br />

these young people to ga<strong>in</strong> a paid job, as<br />

companies rarely publish vacancies for jobs of<br />

a technical nature.<br />

The employability skills tra<strong>in</strong><strong>in</strong>gs <strong>in</strong> Nigeria<br />

did not perform as expected <strong>in</strong> terms of<br />

the number of participants. In 2017, the<br />

application period will be longer and public<br />

promotion of the course will be boosted.<br />

Regard<strong>in</strong>g the course contents, the ‘Sell-aproduct’<br />

module (<strong>in</strong> which students develop a<br />

real product from start to f<strong>in</strong>ish and market it)<br />

proved successful and was described by one<br />

of the participants <strong>in</strong> the evaluation of<br />

the tra<strong>in</strong><strong>in</strong>g as an ‘eye opener that teaches<br />

students how to work <strong>in</strong> teams, produce<br />

and sell new products, meet deadl<strong>in</strong>es and<br />

achieve a sales target’. As this <strong>in</strong>spired many<br />

students to become entrepreneurs, Poise will<br />

now collaborate with more mentors who can<br />

support these students. Poise attributes the<br />

relatively low percentage of youth that got a<br />

job after the Career Kickstart programme to<br />

the fact that it ended very late <strong>in</strong> the year.<br />

In 2017, the programme will start and end<br />

earlier, giv<strong>in</strong>g young people and employers<br />

more time to f<strong>in</strong>d a match with each other<br />

follow<strong>in</strong>g the job fairs.<br />

BUSINESS DEVELOPMENT SERVICES HELP SMALL AND<br />

MEDIUM SIZED ENTERPRISE TO EXPAND IN SOMALIA<br />

AMINA ADANACEO of TAYO UNIFORMS &<br />

EMBROIDERY. She is an entrepreneur with<br />

<strong>in</strong>terests <strong>in</strong> service <strong>in</strong>dustry. Am<strong>in</strong>a has<br />

excellent human resource management skills<br />

and over 15 years of experience work<strong>in</strong>g with<br />

<strong>in</strong>ternational organisations.<br />

She wanted to make her dream become<br />

true. She shared her bus<strong>in</strong>ess idea with<br />

her close friends and family members, and<br />

developed a strategy to establish a uniforms<br />

production bus<strong>in</strong>ess which was <strong>in</strong> a high<br />

demand <strong>in</strong> Hargeisa. Am<strong>in</strong>a established<br />

TAYO UNIFORMS & EMBROIDERY bus<strong>in</strong>ess <strong>in</strong><br />

2009 <strong>in</strong> Hargeisa.<br />

The company’s primary focus is on<br />

manufactur<strong>in</strong>g and distribut<strong>in</strong>g school<br />

uniforms and apparels. It also produces<br />

uniforms for employees <strong>in</strong> the medical and<br />

health sectors, hotels, fast food companies<br />

and other restaurants.<br />

<strong>in</strong> <strong>Work</strong> <strong>in</strong> <strong>Progress</strong>! TAYO was supported<br />

<strong>in</strong> bus<strong>in</strong>ess and f<strong>in</strong>ancial management,<br />

bus<strong>in</strong>ess coach<strong>in</strong>g, and was connected to<br />

f<strong>in</strong>ancial <strong>in</strong>stitutions. After the course, Am<strong>in</strong>a<br />

transferred her newly acquired knowledge<br />

to her bus<strong>in</strong>ess partners. She believes that<br />

it will enable them to be on the same page<br />

when it comes to day-to-day management<br />

and future plann<strong>in</strong>g.<br />

TAYO UNIFORMS & EMBROIDERY<br />

The company currently employs 36 youth:<br />

26 women and 10 men. The company yearly<br />

provides four months tra<strong>in</strong><strong>in</strong>g to 20 youth<br />

(age 16 to 24). They plan to recruit at least<br />

15 students after they f<strong>in</strong>ish the four months<br />

advanced tailor<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g.<br />

Am<strong>in</strong>a and the two other bus<strong>in</strong>ess<br />

shareholders lacked bus<strong>in</strong>ess management<br />

skills <strong>in</strong>clud<strong>in</strong>g bookkeep<strong>in</strong>g, f<strong>in</strong>ancial<br />

plann<strong>in</strong>g and market<strong>in</strong>g skills. To overcome<br />

bus<strong>in</strong>ess challenges Am<strong>in</strong>a attended the BDS<br />

tra<strong>in</strong><strong>in</strong>g provided by Shuraako, the partner<br />

<strong>Work</strong> <strong>in</strong> <strong>Progress</strong>!<br />

Outcome 2:<br />

Local SMEs see bus<strong>in</strong>ess grow, result<strong>in</strong>g <strong>in</strong><br />

newly created positions for youth<br />

To achieve this outcome, bus<strong>in</strong>ess<br />

development services (BDS) were provided<br />

to SMEs <strong>in</strong> Nigeria and Somalia. In Egypt,<br />

we did an analysis of the BDS environment<br />

to learn what Oxfam’s added value could<br />

be. This resulted <strong>in</strong> a selection process for a<br />

BDS partner that will start implement<strong>in</strong>g <strong>in</strong><br />

second half of 2017.<br />

Provid<strong>in</strong>g bus<strong>in</strong>ess<br />

development services<br />

to small and medium<br />

enterprises<br />

In Somalia and Nigeria, Oxfam contracted<br />

two partners – Shuraako and Enterprise<br />

Development Centre (EDC) respectively.<br />

After an application period, they each<br />

selected 10 to 13 SMEs to take part <strong>in</strong> the BDS<br />

programme. This programme consisted of<br />

classroom tra<strong>in</strong><strong>in</strong>gs (of 2-3 days long) and<br />

on-the-job support from a wide range of<br />

consultants with varied experience, which<br />

deepened the knowledge of SMEs and gave<br />

them access to high-level expertise <strong>in</strong> various<br />

areas of bus<strong>in</strong>ess.<br />

as identified together with the consultant.<br />

Some of the result<strong>in</strong>g improvements<br />

were immediately visible (e.g. improved<br />

bus<strong>in</strong>ess environment <strong>in</strong> the SME premises),<br />

while others required cont<strong>in</strong>uous and<br />

longer-term support (e.g. development<br />

and implementation of HR policies and<br />

performance management systems; redesign<br />

of organisational structure; improved product<br />

brand<strong>in</strong>g; implementation of health, safety<br />

and environmental regulations; adoption<br />

of structured bus<strong>in</strong>ess strategies; and tax<br />

compliance).<br />

Challenges and lessons learnt<br />

In 2017, more time will be allowed for<br />

the application process <strong>in</strong> both countries<br />

to ensure the selection of more female-led<br />

SMEs and SMEs with a positive social and/<br />

or environmental impact. There will also<br />

be an <strong>in</strong>itial needs assessment to ensure<br />

that enough time is allocated to each of the<br />

components of SMEs’ tra<strong>in</strong><strong>in</strong>g sessions with<br />

consultants.<br />

In 2017, both partners’ tra<strong>in</strong><strong>in</strong>g curricula will<br />

be adapted to reflect participants’ feedback.<br />

Furthermore, a social impact module<br />

developed by Oxfam will be added to the<br />

curricula and followed up dur<strong>in</strong>g the sessions<br />

with consultants.<br />

Over the four- to six-month tra<strong>in</strong><strong>in</strong>g<br />

period, each SME was mentored, tra<strong>in</strong>ed<br />

and supervised by the consultants. These<br />

<strong>in</strong>dividual sessions enabled SMEs to work on<br />

SoFresh Nigeria<br />

‘The greatest medic<strong>in</strong>e of all is to teach people how not to need it’<br />

Olagoke Balogun (Manag<strong>in</strong>g Director) and<br />

his wife, Abimbola Balogun, co-founded<br />

SoFresh <strong>in</strong> Nigeria (www.facebook.com/<br />

sofresh). Roam<strong>in</strong>g the busy street markets<br />

<strong>in</strong> Lagos where fruit and vegetables<br />

were sold <strong>in</strong> the open and sometimes<br />

unhygienic conditions, Olagoke and his<br />

wife sought a more serene and organised<br />

place where they could sell appeal<strong>in</strong>g<br />

fresh fruits and vegetables.<br />

Olagoke’s motivation comes from his<br />

experience as a young boy grow<strong>in</strong>g up<br />

with fresh fruits and vegetables form their<br />

farm and his experience of work<strong>in</strong>g <strong>in</strong><br />

the fast food <strong>in</strong>dustry where people eat<br />

unhealthy food. SoFresh has grown from<br />

sell<strong>in</strong>g fruits and vegetables to readymade<br />

meals and delivery services. With<br />

the growth of the bus<strong>in</strong>ess, their idea<br />

about hav<strong>in</strong>g social impact grew but was<br />

lack<strong>in</strong>g a clear strategy.<br />

Olagoke, “the project, <strong>Work</strong> <strong>in</strong> <strong>Progress</strong>!,<br />

has made us more conscious about social<br />

impact”. Apart from creat<strong>in</strong>g direct social<br />

impact related to customers, the company<br />

is consider<strong>in</strong>g br<strong>in</strong>g<strong>in</strong>g rural small holder<br />

farmers <strong>in</strong>to its supply cha<strong>in</strong> and support<br />

them with tra<strong>in</strong><strong>in</strong>g to produce quality and<br />

consistent supplies. This will mean the<br />

farmers can <strong>in</strong>crease their productivity and<br />

earn more <strong>in</strong>come to support themselves<br />

and their families while hav<strong>in</strong>g stable<br />

access to market.<br />

The company has also developed<br />

a programme focused on young<br />

unemployed people, mostly school leavers<br />

from underprivileged backgrounds aged<br />

between 17 and 22 to be tra<strong>in</strong>ed and work<br />

for 1 to 3 years at SoFresh. At the end of<br />

the programme they would go back to<br />

school, f<strong>in</strong>d other work or stay with the<br />

company. A new programme also aims to<br />

have kids between 5 and 12 years old eat<br />

more healthy food. SoFresh will run school<br />

programmes and create awareness.<br />

Accord<strong>in</strong>g to Olagoke, Oxfam’s bus<strong>in</strong>ess<br />

development services made him reth<strong>in</strong>k<br />

his entire bus<strong>in</strong>ess model and he now<br />

clearly sees it is possible to “do well<br />

bus<strong>in</strong>ess wise while do<strong>in</strong>g good.”<br />

For him, “the key attraction for apply<strong>in</strong>g<br />

for Oxfam’s BDS programme was the<br />

model: consult<strong>in</strong>g one-to-one support as<br />

opposed to classroom sessions which is<br />

what other programmes focus on.<br />

Oxfam’s <strong>in</strong>tervention provided the<br />

opportunity for SoFresh to have external<br />

<strong>in</strong>put from bus<strong>in</strong>ess experts for the first time”.<br />

To achieve outcome 3, we work with<br />

governments and <strong>in</strong>fluential people from<br />

different sectors to improve the environment<br />

for small and medium bus<strong>in</strong>esses and youth.<br />

Lobby and advocacy<br />

towards banks, companies<br />

and governments<br />

Although the context <strong>in</strong> Nigeria differs from<br />

that <strong>in</strong> Somalia, both countries face similar<br />

issues <strong>in</strong> terms of youth unemployment and<br />

poor access to f<strong>in</strong>ance for startups and SMEs.<br />

In Nigeria, Oxfam and EDC organised two<br />

roundtables to br<strong>in</strong>g together commercial<br />

banks, policy makers and entrepreneurs<br />

(over 125 participants) to discuss the<br />

challenges faced by SMEs and startups<br />

<strong>in</strong> access<strong>in</strong>g capital from formal sources.<br />

A policy paper was developed based on<br />

the f<strong>in</strong>d<strong>in</strong>gs and conclusions from the<br />

discussions; this will serve as a tool to<br />

encourage policy makers and other<br />

relevant stakeholders to br<strong>in</strong>g about<br />

change (i.e. improved policies related to<br />

the bus<strong>in</strong>ess environment, and access to<br />

f<strong>in</strong>ance for youth and SMEs). The roundtable<br />

discussions (especially the one held <strong>in</strong> Lagos)<br />

enabled the youth from the SMEs to have<br />

heart-to-heart conversations with senior<br />

managers of public sector agencies and<br />

f<strong>in</strong>ancial <strong>in</strong>stitutions (public and private).<br />

Four of the SMEs supported by WiP! got<br />

loans with<strong>in</strong> three months of the roundtable<br />

discussions.<br />

In Somalia, Havoyoco <strong>in</strong>itiated the process of<br />

develop<strong>in</strong>g a national framework for SMEs<br />

and youth employment opportunities. The<br />

process is steered by the M<strong>in</strong>istry of Trade<br />

and Investment, M<strong>in</strong>istry of Sport and Youth<br />

Affairs, M<strong>in</strong>istry of Labour and Social Affairs,<br />

and private sector representatives (e.g.<br />

Dahabshill bank, Telesom etc.).<br />

Havoyoco expressed the need for research<br />

to highlight the areas of concern for SMEs.<br />

It also stressed the importance of achiev<strong>in</strong>g<br />

the reform objectives outl<strong>in</strong>ed <strong>in</strong> the World<br />

Bank ‘Do<strong>in</strong>g Bus<strong>in</strong>ess’ publication 2 , which<br />

<strong>in</strong>clude ease of entry, access to f<strong>in</strong>ance, and<br />

enforc<strong>in</strong>g contracts. Havoyoco organised<br />

14 lobby meet<strong>in</strong>gs with the M<strong>in</strong>istries of<br />

Trade, Youth, F<strong>in</strong>ance, Plann<strong>in</strong>g, Labour, and<br />

Social Affairs, as well as with the Chamber of<br />

Commerce and the Civil Service Commission.<br />

Follow<strong>in</strong>g advocacy target<strong>in</strong>g government<br />

m<strong>in</strong>istries and the private sector, Havoyoco<br />

organised two youth symposia for policy<br />

makers, representatives from f<strong>in</strong>ancial<br />

<strong>in</strong>stitutions, and young graduates; <strong>in</strong> total,<br />

244 people participated. This aimed to pave<br />

the way for entrepreneurial <strong>in</strong>itiatives for<br />

youth, identify barriers to this endeavour<br />

the ease of do<strong>in</strong>g bus<strong>in</strong>ess: start<strong>in</strong>g a bus<strong>in</strong>ess, deal<strong>in</strong>g with construction permits, gett<strong>in</strong>g electricity, register<strong>in</strong>g property, gett<strong>in</strong>g credit,<br />

protect<strong>in</strong>g m<strong>in</strong>ority <strong>in</strong>vestors, pay<strong>in</strong>g taxes, trad<strong>in</strong>g across borders, enforc<strong>in</strong>g contracts and resolv<strong>in</strong>g <strong>in</strong>solvency. Do<strong>in</strong>g Bus<strong>in</strong>ess also<br />

measures labour market regulation, which is not <strong>in</strong>cluded <strong>in</strong> this year’s rank<strong>in</strong>g.<br />

and f<strong>in</strong>d solutions. The symposium provided<br />

a forum for policy makers and f<strong>in</strong>ancial<br />

<strong>in</strong>stitutions to hear directly from youth<br />

about the challenges they face <strong>in</strong> access<strong>in</strong>g<br />

f<strong>in</strong>ance to start a bus<strong>in</strong>ess, consider the<br />

underly<strong>in</strong>g reasons for these, and work<br />

together to overcome them. It was a great<br />

opportunity for the f<strong>in</strong>ancial <strong>in</strong>stitutions<br />

to see the enthusiasm young people have<br />

for start<strong>in</strong>g new bus<strong>in</strong>esses, and to better<br />

understand the needs of these potential<br />

customers.<br />

Challenges and lessons learnt<br />

The roundtables, fora and symposia<br />

organised by partners encouraged fruitful<br />

discussions and <strong>in</strong>itiated several processes<br />

to develop frameworks and policy papers.<br />

The next step for WiP! partners is to<br />

develop a detailed <strong>in</strong>fluenc<strong>in</strong>g strategy.<br />

In 2017, Oxfam will engage <strong>in</strong>fluenc<strong>in</strong>g<br />

specialists to support partners to develop<br />

proper strategies to ensure that their<br />

advocacy efforts lead to concrete change.<br />

Havoyoco also organised a discussion for a<br />

smaller group of people about attitudes<br />

towards credit models from an Islamic<br />

sharia perspective. Religious scholars<br />

clarified the issue of Murabaha transactions<br />

that carry an Islamic name but are the<br />

same as other <strong>in</strong>terest-based deals offered<br />

by banks. Together with the M<strong>in</strong>istry<br />

of Labour and Social Affairs, Havoyoco<br />

organised a conference on ‘Fair and<br />

Transparent Recruitment Processes’ to<br />

improve disadvantaged young people’s<br />

chances of gett<strong>in</strong>g a job.<br />
