Legal and regulatory framework measures<br />

Financing measures<br />
• The development of bankable projects is of great importance<br />
in attracting financing. Larger municipalities may have the<br />
technical capacity and resources to do so, but for smaller municipalities,<br />
application efforts and preparation of bankable<br />
projects should be supported by a mediating entity<br />
• Promote donor’s support to finance SECAPs.<br />
• Develop technical capacity to handle project funding for<br />
smaller municipalities.<br />
• Propagate municipal planning in support of Sustainable Energy<br />
• Develop a link with the National Sharing Platform (NSP), under<br />
development by the Green Economy Unit (MoEnv), could<br />
provide the opportunity to function l as a ‘hub’ for private sector,<br />
interested in developing sustainable energy projects and<br />
municipalities planning to include such projects in their SEAP.<br />
