Achieving a vision is a task, easier said than done. The world<br />

was formed with perspective of peace, harmony and order.<br />

And for achieving the alike purpose of the makers of this<br />

world, we necessitate leaders. Leaders who can rule the<br />

tomorrow with passion and pleasure; Leaders who can raise<br />

their voice for the vulnerable and stand against the wrong<br />

fearlessly ; Leaders who can revolutionize the world.<br />

It is astounding what intelligent efforts can achieve when<br />

channelized in the right direction. Had success been easy,<br />

everyone would have been successful. Each time we<br />

overcome an obstacle, we arrive at the doorstop of another<br />

one. Overcoming them step by step brings us closer to the<br />

utopian vision of society that we wish to see.<br />

And that’s exactly the mental picture we worked with and<br />

hereby unleash to you Bhavan’s fourth edition of<br />

Parliamentary Debate Championship, War of Thoughts <strong>4.0</strong>


Dear Debaters!<br />

You are hereby formally invited to the BVP <strong>PDC</strong> 2017<br />

War of Thoughts <strong>4.0</strong> . The Championship will take<br />

place at Bhavan Vidyalaya Sector-15 Panchkula on<br />

21 st ,22 nd & 23 rd July 2017.<br />

The first edition of BVP <strong>PDC</strong> was the city’s grandest<br />

ever parliamentary debating tournament with an<br />

adjudication core comprising of very able and<br />

experienced college students along with city’s best<br />

debaters. The second edition was no different as<br />

we’re able to live up to all expectations and even<br />

surpass them. The second edition was also the largest<br />

school <strong>PDC</strong> across India with more than 70 Teams<br />

participating. This time too, we plan to take it to yet<br />

another level and only cement our position further<br />

while preserving the sanctity and power of the<br />

spoken word.

2). By depositing fee at the school reception with a covering letter of time wise breakup<br />

and no. of teams.<br />

ABOUT <strong>PDC</strong><br />

The following are the exhaustive rules for an Asian Parliamentary Debate. There will<br />

be 12 participants in the finals, divided into 4 teams by random lots. The teams will<br />

square-off in a knock-out type semi-finals, and the winners will then battle it out for<br />

the top spot.<br />

SECTION 1 – THE FORMAT OF THE DEBATE<br />

Teams<br />

Each debating match will consist of two teams; one to propose the motion and one<br />

to oppose it. The Team proposing may be known as “The Proposition‟. The team<br />

opposing may be known as “The Opposition”. Teams will be designated as the<br />

Proposition or the Opposition for each round of the competition on a coin toss.<br />

Adjudicators<br />

The adjudicators panel shall be a team of veteran parliamentary debaters who shall<br />

be serving as judges for this debate.<br />

a) Prime Minister<br />

b) Deputy Prime Minister<br />

c) Government Whip<br />

Opposition<br />

a) Leader of the Opposition<br />

b) Deputy Leader of the Opposition<br />

c) Opposition Whip or Third Negative<br />

Time of Speech<br />

Constructive Speeches: 6 + 1 minutes. The first and the last minutes of the<br />

constructive speeches are protected and no POI may be raised. Reply Speeches: 3 +<br />

1 minutes. No POI shall be raised<br />

SECTION 2 – THE MOTIONS<br />

2.1 Themes The motions for each round will reflect a specific and well-known<br />

theme, and each round of the competition will comprise of three choices of<br />

motions.<br />

2.2 Selecting the motion for a match-up On release of the motions, both teams<br />

strike off one motion. The opposition strikes off first. Teams will receive only one<br />

minute to arrive at their decision in this regard.


ABOUT <strong>PDC</strong><br />

SECTION 3 – PREPARATION FOR EACH MATCH-UP<br />

From the time of selection of the motion, teams have 20 minutes preparation time until<br />

the commencement of the debate in that round. Teams failing to arrive in time for their<br />

match-up within 25 min from the beginning of their preparation time will forfeit that<br />

particular round.<br />

Place of preparation The teams will prepare in chambers (venue).<br />

Printed and prepared materials may be used during the preparation period. No access to<br />

electronic media or electronic storage or retrieval devices is permitted after motions<br />

have been released. This includes but is not limited to, all kinds of computers, electronic<br />

databanks, cellular phones, etc. There must be no contact between debaters in a<br />

particular team and coaches, trainers, friends, observers or any other individual for the<br />

purposes of assistance in the context of the debate. Such contact and assistance is<br />

deemed as ‘cheating’ and will be punished strictly.<br />

POINTS OF INFORMATION (POIs)<br />

Point of Information is offered in the first or the last minute of a constructive speech, to<br />

raise relative question against the speaker ;it is the duty of the speaker holding the floor<br />

to reject the same as being out of order. Only if the speaker holding the floor fails to do<br />

the same, the chair of the adjudicator panel may very briefly intervene and call the house<br />

to order. Consecutive POIs must have at least 20 seconds between them.<br />

SECTION 4 – MARKING THE DEBATE<br />

There are no draws in competitive debating. Teams failing to turn up for the debate on<br />

time, and with no valid reason, will lose the debate by the widest possible margin.<br />

For constructive speeches, marks shall be awarded to speakers based on the following:<br />

Matter: 4/8 Manner: 3/6 Method: 3/6 Total: 10/20<br />

SECTION 11 – MARKING THE WIN/LOSS MARGIN<br />

Adjudicators must determine, at the conclusion of a debate whether the overall margin<br />

of win/loss separating the teams was (independently of speaker scores) close, clear or a<br />

thrashing margin on a scale of 1 to 12.<br />

Close win = 1 to 4 points.<br />

Clear win = 5 to 8 points.<br />

Thrashing = 8 to 12 points.<br />

Win/Loss Margins lower than 1 and higher than 12 are not permitted on any count.
