was formed with perspective of peace, harmony and order.
And for achieving the alike purpose of the makers of this
world, we necessitate leaders. Leaders who can rule the
tomorrow with passion and pleasure; Leaders who can raise
their voice for the vulnerable and stand against the wrong
fearlessly ; Leaders who can revolutionize the world.
It is astounding what intelligent efforts can achieve when
channelized in the right direction. Had success been easy,
everyone would have been successful. Each time we
overcome an obstacle, we arrive at the doorstop of another
one. Overcoming them step by step brings us closer to the
utopian vision of society that we wish to see.
And that’s exactly the mental picture we worked with and
hereby unleash to you Bhavan’s fourth edition of
Parliamentary Debate Championship, War of Thoughts 4.0

Dear Debaters!
You are hereby formally invited to the BVP PDC 2017
War of Thoughts 4.0 . The Championship will take
place at Bhavan Vidyalaya Sector-15 Panchkula on
21 st ,22 nd & 23 rd July 2017.
The first edition of BVP PDC was the city’s grandest
ever parliamentary debating tournament with an
adjudication core comprising of very able and
experienced college students along with city’s best
debaters. The second edition was no different as
we’re able to live up to all expectations and even
surpass them. The second edition was also the largest
school PDC across India with more than 70 Teams
participating. This time too, we plan to take it to yet
another level and only cement our position further
while preserving the sanctity and power of the
spoken word.

ABOUT PDC
The following are the exhaustive rules for an Asian Parliamentary Debate. There will
be 12 participants in the finals, divided into 4 teams by random lots. The teams will
square-off in a knock-out type semi-finals, and the winners will then battle it out for
the top spot.
SECTION 1 – THE FORMAT OF THE DEBATE
Teams
Each debating match will consist of two teams; one to propose the motion and one
to oppose it. The Team proposing may be known as “The Proposition‟. The team
opposing may be known as “The Opposition”. Teams will be designated as the
Proposition or the Opposition for each round of the competition on a coin toss.
Adjudicators
The adjudicators panel shall be a team of veteran parliamentary debaters who shall
be serving as judges for this debate.
Team members Teams will comprise the following members.
Proposition
a) Prime Minister
b) Deputy Prime Minister
c) Government Whip
Opposition
a) Leader of the Opposition
b) Deputy Leader of the Opposition
c) Opposition Whip or Third Negative
Time of Speech
Constructive Speeches: 6 + 1 minutes. The first and the last minutes of the
constructive speeches are protected and no POI may be raised. Reply Speeches: 3 +
1 minutes. No POI shall be raised
SECTION 2 – THE MOTIONS
2.1 Themes The motions for each round will reflect a specific and well-known
theme, and each round of the competition will comprise of three choices of
motions.
2.2 Selecting the motion for a match-up On release of the motions, both teams
strike off one motion. The opposition strikes off first. Teams will receive only one
minute to arrive at their decision in this regard.

ABOUT PDC
SECTION 3 – PREPARATION FOR EACH MATCH-UP
From the time of selection of the motion, teams have 20 minutes preparation time until
the commencement of the debate in that round. Teams failing to arrive in time for their
match-up within 25 min from the beginning of their preparation time will forfeit that
particular round.
Place of preparation The teams will prepare in chambers (venue).
Printed and prepared materials may be used during the preparation period. No access to
electronic media or electronic storage or retrieval devices is permitted after motions
have been released. This includes but is not limited to, all kinds of computers, electronic
databanks, cellular phones, etc. There must be no contact between debaters in a
particular team and coaches, trainers, friends, observers or any other individual for the
purposes of assistance in the context of the debate. Such contact and assistance is
deemed as ‘cheating’ and will be punished strictly.
POINTS OF INFORMATION (POIs)
Point of Information is offered in the first or the last minute of a constructive speech, to
raise relative question against the speaker ;it is the duty of the speaker holding the floor
to reject the same as being out of order. Only if the speaker holding the floor fails to do
the same, the chair of the adjudicator panel may very briefly intervene and call the house
to order. Consecutive POIs must have at least 20 seconds between them.
SECTION 4 – MARKING THE DEBATE
There are no draws in competitive debating. Teams failing to turn up for the debate on
time, and with no valid reason, will lose the debate by the widest possible margin.
For constructive speeches, marks shall be awarded to speakers based on the following:
An average speech shall be awarded
Matter: 4/8 Manner: 3/6 Method: 3/6 Total: 10/20
SECTION 11 – MARKING THE WIN/LOSS MARGIN
Adjudicators must determine, at the conclusion of a debate whether the overall margin
of win/loss separating the teams was (independently of speaker scores) close, clear or a
thrashing margin on a scale of 1 to 12.
Close win = 1 to 4 points.
Clear win = 5 to 8 points.
Thrashing = 8 to 12 points.
Win/Loss Margins lower than 1 and higher than 12 are not permitted on any count.
