empowering rural <strong>Panchayat</strong> through Digital literacy Programme<br />

In India, over 6,50,000 villages and 2,50,000 panchayats are represented by 3 million panchayat<br />

members. about 40% of the population is living below the poverty line. Illiteracy rate is more than 25-<br />

30% and digital literacy is almost no-existent among more than 90% of India’s population. In an effort<br />

to provide government to Citizen services up to panchayat level, universal Service obligation Fund<br />

(uSoF) has established Bharat Broadband Network ltd. to roll out the National optical Fiber Network<br />

plan.<br />

To make <strong>Panchayat</strong>s digitally visible, benefit from the information revolution and help <strong>Panchayat</strong>s connect<br />

with citizens and the hierarchy of governance, DEF has initiated National Digital literacy mission<br />

programme (Dlm) with Intel in 3 identified pilot panchayats of the country. Dlm is an effort to extend<br />

NoFN objectives to empower rural communities by enabling them with them digital literatacy.<br />

hand, there are existing provisions like free spectrum allocations as provided by the<br />

government not being utilized to provision information and media infrastructure to<br />

be used by anyone without taking a licence or paying a fee to the government.<br />

and participative in the virtual world. Internet governance in South<br />

asia is more complex and still requires conceptual mapping and classification<br />

and clarification. Its complexity is related to its multi-disciplinary<br />

nature, encompassing a variety of aspects, including technology,<br />

socioeconomics, development, law, and politics.<br />
