empowering rural Panchayat through Digital literacy Programme
In India, over 6,50,000 villages and 2,50,000 panchayats are represented by 3 million panchayat
members. about 40% of the population is living below the poverty line. Illiteracy rate is more than 25-
30% and digital literacy is almost no-existent among more than 90% of India’s population. In an effort
to provide government to Citizen services up to panchayat level, universal Service obligation Fund
(uSoF) has established Bharat Broadband Network ltd. to roll out the National optical Fiber Network
plan.
To make Panchayats digitally visible, benefit from the information revolution and help Panchayats connect
with citizens and the hierarchy of governance, DEF has initiated National Digital literacy mission
programme (Dlm) with Intel in 3 identified pilot panchayats of the country. Dlm is an effort to extend
NoFN objectives to empower rural communities by enabling them with them digital literatacy.

• To build a strong case & compelling advocacy for maximizing adoption of wireless technologies for
rural empowerment and enable delivery of content and services to reach masses.

infrastructure, resources and channels. This has aggravated development, digital divides,
information access deprivation, and access to rights in general. on the other
hand, there are existing provisions like free spectrum allocations as provided by the
government not being utilized to provision information and media infrastructure to
reach out to unreached communities. globally, and in India, frequency bands in

Session Background
With the internet hosting a large community worldwide, there is no
one government that rules it. While real life is in many ways different
from the virtual world, the latter is continuously evolving to emulate the
former, so much so that real people are becoming more active, vocal
and participative in the virtual world. Internet governance in South
asia is more complex and still requires conceptual mapping and classification
and clarification. Its complexity is related to its multi-disciplinary
nature, encompassing a variety of aspects, including technology,
socioeconomics, development, law, and politics.
Session Focus:
• In the light of recent incidents on internet and reactions from governments
and administrations, where do we stand?
• Do we need collective wisdom to work towards Internet Freedom at
South asia level? how
• Do we need South asia Consortium of relevant stakeholders to work
together?
