100 years ago Europe was torn apart by the First World War following the assassination<br />

of Archduke Franz Ferdinand in Sarajevo. Taking place in the same city, our 25 th AGA and<br />

Conference encouraged delegates to ‘rethink Europe’ in terms of solidarity, civil society and<br />

political governance at a time when Europe is again at a pivotal moment in its history.<br />

Shortly before our Conference began,<br />

devastating floods hit the Balkan region and<br />

caused massive loss of lives and property. In<br />

response, delegates contributed to the recovery<br />

process by giving both donations and assistance<br />

in Sarajevo, distributing food, drinking water,<br />

clothing and other essential items on the ground.<br />

With some exceptions, all in all NGOs are notoriously<br />

capital starved. So there are opportunities<br />

for philanthropic investments in this area.<br />

When you look to address the capital needs of<br />

charities and NGOs it is important to understand<br />

how they correspond with activities that bring<br />

different levels of risk regarding the income that<br />

an NGO can generate through that activity. For<br />

example, operating a neighbourhood theatre will<br />

generate little surplus income on the plays staged,<br />

but a well-managed café housed in the same building<br />

could be entirely cost-recovering.<br />

Depending on the level of risk involved in the use<br />

of resources, you have to tailor the supply of different<br />

forms of capital. There are various modalities<br />

that suit specific needs and come with different<br />

chances of repayment :<br />

Not that risk in this picture is the risk that the activity<br />

will not generate income as projected. Such<br />

income can come from sale of services, but also<br />

from donations, private or institutional. You really<br />

have to look very carefully at what income and<br />

what risk you are dealing with. For example, when<br />

there is an approved grant from the European<br />

Commission that the NGO or charity is waiting<br />

to be released, you can provide low-risk working<br />

capital to help them get started with this programme<br />

through an overdraft or a standby facility.<br />

But if you were to get involved nine months earlier<br />

in this process, by for instance developing the<br />

concept note that produced that grant, as a funder<br />

you could at this stage only provide development<br />

capital because there is no guarantee that any<br />

revenue will be generated.<br />

come to use these different tools and learned to<br />

make their money work harder?<br />
